The purpose of the article is to present the concept of the history of Azerbaijan on the basis of a critical analysis of Azerbaijani school history textbooks. The task was set to identify the main approaches of Azerbaijani authors to the issues of the "historical territory of Azerbaijanis", their origin and formation, as well as claims to the territory of neighboring peoples. The work uses the historical-critical method. As part of the latter, an attempt was made to identify the consistent distortion of information from historical sources in Azerbaijani textbooks, and its motives, while highlighting both the true meaning of the mentioned information and presenting new information demonstrating the falsifications of Azerbaijani authors.

Целью статьи является представление проблемы искажения армянского исторического наследия современной азербайджанской государственной пропагандой посредством исследования армянских сказок и этнографических данных, опубликованных на страницах русскоязычного Сборника Материалов Для Описания Местностей и Племен Кавказа (СМОМПК). В этой связи, в статье исследуются армянские сказки на тему ковроткачества, в частности, популярный сюжет о ковровщице Анаит. а также этнографические сведения из СМОМПК, который издавался Кавказским Учебным Округом (1881-1915) и содержит богатый материал из Елизаветпольской губернии. Сюжет данной сказки имеет свои параллели с репертуаром армянских народных сказок собранных из различных этнографических регионов Армении, и имеет соответствующий индекс по системе международной классификации сказок Арне-Томпсон-Утера. Основная задача статьи заключается в том, чтобы показать, как сюжет народной сказки о ковровщице и опубликованные в СМОМПКе этнографические сведения доказывают значение исконно армянского ремесла ковроткачества как жизненно необходимого навыка в жизни армянского народа, уходящее корнями в глубь тысячелетий. В статье на основе метода текстуального анализа и историкосопоставительного метода делается вывод о том, что сказки с их локальными и национальными особенностями и декларируемыми общечеловеческими ценностями могут являться методологической основой для изучения и анализа различных явлений быта и традиций народа, таких, например, как в данном случае, представление межнациональных и религиозно-политических отношений между армянами и агванами, свидетельства о семейных отношениях, воспевание труда и ремесла, передача из поколения в поколение исконных традиций ковроткачества, создание благ трудолюбием и знанием грамоты, роль армянского алфавита в системе национальных ценностей, что в целом является мощной идеологической основой в борьбе за национальное существование.

Հոդվածի նպատակներն են վեր հանել սոցիալական քաղաքականության էությունն ու առանձնահատկությունները՝ այն դիտարկելով որպես պետական կառավարման արդիականացման կարևորագույն գործոն, արժևորել վերջինիս դերը պետական կառավարման համակարգի համատեքստում։ Մեր խնդիրն է ուղենշել սոցիալական պետության հայեցակարգի գերակայությունը, որը կերաշխավորի առավել ժողովրդավարական կառավարման համակարգ։ Հետազոտության մեջ առաջադրված խնդիրների լուծման համար տեսական հիմք են հանդիսացել հանրային կառավարման, քաղաքագիտության, իրավագիտության դասական և ժամանակակից տեսությունների հիմնական դրույթները, հայեցակարգերը, մոդելներն ու մեթոդները: Հետազոտության իրականացման ընդհանուր մեթոդաբանական հիմքը վերլուծության, համեմատական և համակարգային մեթոդներն են։ Արդյունքում հանգել ենք այն եզրակացությանը, որ սոցիալական պետության կայացման գործում կարևոր է արդյունավետ սոցիալական քաղաքականության իրականացումը՝ որպես հասարակության կայուն զարգացման հիմք։ Ուստի կարևորվում է այս ոլորտում հստակ մշակված հայեցակարգի առկայությունը` զարգացման կոնկրետ մշակված ռազմավարությամբ։ Հետազոտության շրջանակներում կատարված օբյեկտիվ վերլուծության արդյունքում հանգեցինք եզրակացության, որ Գերմանիայում սոցիալական քաղաքականությանը շատ մեծ ուշադրություն է դարձվում նաև մեր օրերում, և դեռևս նախորդ դարում ընդունված օրենքները այսօր ավելի են կատարելագործվել՝ ստեղծելով կայուն երաշխիքներ հետագա զարգացման համար։ Հայաստանի պարագայում, չնայած իրականացված բարեփոխումներին, այս ոլորտում ունենք բավականին չoգտագործված հնարավորություններ։ Ուստի ոլորտի հետագա զարգացումը պետք է պայմանավորված լինի համապատասխան օրենսդրական կարգավորումներով, ժողովրդավարական կառավարման կառուցակարգերի ամրապնդմամբ և այլն։

The purpose of the article is to present the participation of mercenary terrorists in the 44-day Artsakh war, to emphasize their impact on the end result. The aim is to justify the implication of mercenary terrorists of other foreign countries to Turkey. Symbolic methods were used in the research: data collection, analysis, comparison, comparison, generalization. The results of the study led to the following conclusion: the borders of present-day Azerbaijan were drawn with the participation of both members of aggressive military operations and members of international terrorist organizations, particularly jihadists, which is unprecedented in world history: in fact, international borders were drawn by terrorists. This may be a legitimate right (trump card) for the Republic of Armenia to return the lost Armenian territories and settlements after some time. In fact, the Artsakh (NK) issue is one of the main components of ensuring lasting security in the South Caucasus, the final settlement of which can return to the diplomatic arena by providing a humanitarian component, including internationalization, condemnation and punishment of mercenary terrorists.

The article is dedicated to the life and activities of famous Armenian linguist, translator, historian, literary critic, pedagogue and reformer Agop Martayan. The particular focus of the article is on the cultural, scientific and educational reforms that took place in the republican Turkey, among which the transition from Arabic script to the Latin one was a prominent event where the famous linguist played a big role. Martayan had advised Mustafa Kemal on state building, especially on the matters of language building. This fact further emphasizes the importance of reflecting upon Agop Martayan's activities. The purpose of this article is to present and examine Martayan's personality, some episodes of his life and the reforms he made. The main aim pursued by the article is to illustrate Martayan's activities in the light of their benefit for Armenians. The study has applied a number of historical, biographical, inquiry and analytical methods. The analysis and comparison of the existing literature on the subject allow to conclude that the Armenian linguist has not only greatly contributed to the scientific and cultural establishments of the Turkish Republic, but also to the preservation of a developed national language of Turkey's local Armenian community by striving so that they did not lose their linguistic identity.

The purpose of the article is to identify ways to improve the current situation of state financing of the RA cultural sphere. The objectives of the article are to analyze trends characterizing the current situation of state financing of the cultural sphere of our republic and to identify ways to expand the possibilities of this financing and the scope of the forms used. The article proposed approaches aimed at improving the current situation of state financing of the RA cultural sphere and expanding the above framework. Methodological base of the article includes scientific re-equipment, comparative and graphical analysis, accumulation of historical and logical methods. As a result of the study, the following main conclusions were drawn: - The dynamics of actual allocations from the state budget for 2016-2020 to cultural services was characterized by variable trends, and in general it did not positively affect the expansion of opportunities for state financing of culture; - The share of art, followed by museums, exhibition halls and libraries, is incomparably higher in the structure of the 2016-2020 and actual allocations for the sphere of culture from the State budget of the Republic of Armenia; this indicator was incomparably less in the line of other services. The striking asymmetry of this structure is primarily due to the policy pursued by the state, the priority of existing problems of services, and at the same time indicates the insufficiency of state funding for a significant part of cultural services.

Federation The article analyses the positions of international actors in the framework of the third large-scale escalation of the conflict in Nagorno-Karabakh. The author attributed to the tasks of the study an analysis of the activities of the Russian Federation, the USA, France, the United Kingdom and Turkey, their motives, the degree of interest, and the actions taken by them. The materials of the study were the works of experts on the Nagorno-Karabakh conflict, statements by officials, politicians, public figures; comparative-political, semantic, scenario and other methods were applied. The study allows the author to conclude that Russia's efforts to resolve the conflict have a practical result and are aimed at preventing its further escalation. Turkey actively supports Azerbaijan's aggressive actions and acts as a destabilizing factor with the ambitions of a regional leader. Britain encourages the Turkish side in the context of a geopolitical confrontation with Russia, while pursuing its own economic benefits. The United States and France do not actually take real steps to resolve the conflict and in general are not opposed to Turkey's expansionist policy, despite some disagreements.

The purpose of the article is to present the legislative framework for assessing the negative impact on the atmospheric air in the methodological approaches of environmental impact assessment (EIA) and analytical issues of methodological regulation. To achieve the goal, the following tasks were set: to study, compare and analyze the issues of methodological approaches and the legislative framework for assessing the negative impact on the atmospheric air in Armenia, then to identify and propose ways to improve and harmonize them, combining them with international obligations adopted in the field of environmental protection. The analytical method of comparing and combining statistical secondary data and legal acts is used in the article.

The purpose of this article is to identify and address the gaps in the Family Code of the Republic of Armenia. The content of Article 53 of the RA Family Code, entitled "Exercise of Parental Rights" and the content of Article 54 of the RA Family Code, entitled "Exercise of parental rights by a parent living separately from a child", as well as their titles do not correspond to the content of the articles. In practice, it is the basis for filing a lawsuit to determine the child's place of residence. In determining the child's place of residence, it is very important to separate the provisions of the two articles in question, to define them in a separate article, therefore, the article aims to raise the mentioned issues raised by the author, to improve the legislation with the proposed solutions, to promote common jurisprudence. The article was compiled by the legal-comparative-analytical method, large-scale studies were carried out, the subject of which was the scientific opinions put forward by foreign jurists, the case law of the European Court of Human Rights, the RA Constitutional Court and the RA courts. The author came to the conclusion that there is a need to make editorial changes in Articles 53-54 of the Family Code of the Republic of Armenia, as well as to supplement the Code with an article entitled "Procedure for determining the place of residence of a child".
