The keys of improving the precision of daily load forecasting lie in the fore processing and the forecasting model, so this paper puts forward a new method of vary structure neural network (shorten as "VSNN") for power load forecast which is based on united data mining technology. Firstly, to search the historical daily load which have the same meteorological category as the forecasting day; secondly, to make further collection of data to compose data sequence with highly similar meteorological features which can boost up rules and weaken disturbance; thirdly, to constitute VSNN forecasting model accordingly. So the model can overcome the disadvantages of ANN through vary structure optimization to determine the optimal structure and optimal fitting approximation, and it does not easily convergence, not easily trap in partial minimum, and its structure can be determined by itself not by artificially. In the end, the forecasting precision was improved effectively, the input and calculation model was simplified properly, and the software programming was easier to realize. So the new method is more practical.

A novel method based upon multi-scale windows for efficient detection of the vehicles is described in this paper. This method presumes that the local image of the vehicle is the most symmetrical on the center of vehicle while the least symmetrical on the edge of vehicle. However, the symmetrical value of the center of the vehicle would not be the only maximum value in the actual images, which causes troubles in locating vehicles. We present a new method based on multi-scale windows in which both the symmetry axis and the edges of the vehicle can be detected simultaneously. We also concocted a strategy of sequential processing in order to improve the detection. Experimental results shows that our algorithm performances well in detecting vehicles in front of our mobile.

In this paper, a novel flying-capacitor-half-bridge 5-level inverter is studied which is composed of a half-bridge capacitor-clamp inverter and a conventional half-bridge inverter connected to a common split-capacitor power supply. Analysis of a modulation technique for the inverter, which incorporates square-wave synthesis in conjunction with the PWM subharmonic method, is illustrated. According to the proposed control technique, new configuration permits faster devices and higher voltage devices operating together. In order to estimate spectra accurately, the mathematic models of the modulation process with three carrier dispositions will be built, at the same time rigorous analytic solution of spectra is derived from an extension of Bennet's method. We illustrate and sum up spectral feature of output waveform covering all operation conditions. In order to verify the proposed approach simulation validation is carried out.

Target detection is a basic requisition in wireless sensor networks for several applications such as topology formation, route establishment etc. Traditionally, flooding strategies are used to find the target. However, flooding is not energy effective for low cost low energy sensor networks. Moreover, considering the imperfect data transmission environment, flooding may cause serious channel congestion. To seek for efficient flooding strategies, many previous researchers focus on producing optimal broadcasting strategies, with assumption that communications between all nodes are reliable. However, for real-world wireless sensor networks, this aim as well as the assumption may be inefficient. In this paper we consider the imperfect data transmission environment and propose an efficient target detection mechanism - Optimal Search Theory Based Target Detection. In this mechanism, we take advantage of the clustering methodology and optimal search theory to achieve good performance. Simulation shows our mechanism can find out the target with a maximum probability and does not increase the search cost compared with other flooding mechanisms.

The delay-dependent exponential stability for uncertain time-delay systems is investigated based on two new integral inequalities in this paper. The uncertainties in system matrices are assumed to be norm-bounded. In terms of linear matrix inequalities (LMIs), newly sufficient stability conditions without involving model transformation and bounding techniques for cross terms are proposed. Two numerical examples are provided to show the effectiveness of our methods.

Multipath effects are investigated on inverse synthetic aperture radar (ISAR) image reconstruction of ships with rectilinear motion in different sea state. First, the generalized problems of multipath propagation in radar application are formulated. After a brief review of ISAR imaging principles, multipath propagation effects on ISAR imaging are theoretically analyzed and the point spread function (PSF) is defined, two artifacts with different intensities and shifts in ISAR generated images are introduced by multipath effects, moreover, range-Doppler imaging algorithms are used to give a more clear and direct explanation to the range and cross-range shift of these two artifacts. Finally, the theoretical analyses are validated by simulation of ISAR imaging of ships with rectilinear motion in different sea state, indistinct and distinct multipath influenced ship images are generated and compared to corresponding ones without multipath effects.

This paper presents the design, implementation and performance of a low bandwidth physical communications channel for both new and existing inductive (contact-less) power transfer (IPT) applications, wherein power is transferred in the frequency range of 10 kHz to 50 kHz. The designed communications system operates at around 500 kHz without limiting power transfer, thereby maintaining the advantageous characteristics of IPT systems. The properties of the communications channel can be determined using the same magnetic coupling theory as applied for the power transfer. Its bandwidth is designed for control applications and is capable of up to 19.2 kbps. The channel was installed and evaluated on an existing electronic factory automation IPT system. Mathematical analysis of the channel resulted in a calculated path attenuation of 37 dB which compares favorably with practical measurements of typically 34 dB. When a real IPT power supply is present, harmonics of the power transfer frequency exist at the communications frequency and as such the communications channel utilizes a number of passive parallel and series tuned filters to maintain a signal to noise ratio of at least 10 dB.

In this paper, efficient implementation of a 600 bps SELP vocoder having a speech compression function used in the digital mobile communication is presented. This ASIP (application special instruction set processor) of vocoder is designed for high quality multi-rates speech coding algorithm based on SELP model. We adopt VLIW type instruction set and reconfigurable architecture, so those high complexity subprograms can be optimized to get a significant degree of instruction level parallelism. The result of simulation indicates that the algorithms implemented on this chip have higher efficiency than that on universal DSP, while maintaining the original coding quality. The presented chip can implement different kinds of speech coding algorithms and can achieve higher performance, lower complexity and lower cost.

Fuzzy arithmetic is one of the sub-domains of fuzzy logic concept. The use of fuzzy arithmetic has been widely exploited in various applications to enhance applicability of quantitative modeling heuristics. A novel heuristic to predictive analysis based on fuzzy arithmetic will be elaborated on a few applications of the computer and communication systems. Neuro-fuzzy controllers have been recognized by their inherent ability to manage two conflicting tasks comprehensive learning and efficient control based on acquired knowledge. Various approaches exist in literature, often characterized by uncertain and extensive algorithms. A novel and elegant approach will be elaborated on a specific application of fuzzy-neural heuristic for bluetooth mobile devices.

Conflicts widely exist in our real world, which have drawn more and more attention of decision-makers and scholars in a large scale. F-H conflict analysis, which has been applied since 1980s, is a convenient tool for conflict resolution from the viewpoint of strategy analysis. In this paper, a typical case of water resources conflict in the semiarid region in North China, Guanting Reservoir water resources conflict with quality and quantity was discussed, and a status quo model was proposed to solve that conflict. The modeling shows that both reachable states and equilibria could be variable with different initial states and possible moving paths, according to conflict rules and players' subjective judgment for private benefits.
