AIRPORT PLANNING: APPROACHES TO DETERMINING THE PLANNING HORIZON 机场规划:确定规划范围的方法

Airport planning is a challenging task that requires knowledge of many standards and recommended practices, bylaws and procedures. Besides, it is possible that politicians would try to intervene in the planning process, which always exceeds the election period of one government. Therefore, the article provides in-depth theoretical analysis of the problem and summarizes the results of research that focused on comparing the approach to the airport planning issues in the Slovakia and Croatia. The primary goal was to develop a methodology for determining the airport planning horizon, to assess the significance of individual planning phases and to evaluate results. The research was carried out using a combination of several methods. The main challenge was to determine the length of the planning horizon. In 2 panels, 32 experts from Slovakia and Croatia were interviewed and 224 different responses were received and processed by the fuzzy Delphi method. The advantage of this approach relies on combination of well – developed theory and practical solutions in cooperation with experts from the industry. Despite the different legal frameworks and similar standards for airport planning in both countries, the results of the research proved that the values of the optimal planning horizons are comparable. As a result, the methodology can therefore be used in other countries with similar conditions. However, planning procedures and practices depend on the specifics of states or even regions. Eventually, the experience from the research provides relevant and robust material to support teaching. Besides, it is transferable to other fields of transport infrastructure planning. Additionally, the research results were provided to the state planning authorities.

EXPERIMENTAL STUDY ON DRIVER’S MENTAL LOAD IN HAIRPIN CURVES OF MOUNTAINOUS HIGHWAY 山区公路发夹弯道驾驶员心理负荷试验研究

In order to reveal the driving psychological characteristics and influencing factors of drivers under the hairpin curve section, 11 continuous hairpin curves on mountain roads were selected for natural driving test, and the on-board instruments were used to collect the driver’s ElectroCardioGraphy (ECG) under the natural driving habits. Analyse the overall heart rate characteristics, Heart Rate Increase (HRI), Heart Rate Variability (HRV) characteristics of drivers, as well as the relationship between heart rate change and the visual performance of curve corner and slop and curve environment. And compared with the general curve. The results show that: with 180° as the limit, the curve angle of the hairpin curve was divided into 3 types: greater, less or approximate. The 3 types of curve angle have different effects on the driver’s heart rate fluctuations. The overall heart rate distribution can be divided into 2 regions, in which the average heart rate of each driver at the curve, which curve angle ≈ 180°, was higher than the other 2 types of curves. The overall fluctuation range of heart rate in the middle of the curve is at the lowest level in the 3-stage curve segment area. Through the eigenvalue analysis of HRI, it can be seen that the drivers were more susceptible to the external environment when going downhill. When going uphill, the distribution range of the heart rate abnormality value was stable, but the sudden change was obvious. However, during the downhill direction, the overall adjacent heart rate varies greatly, but the abrupt change was small. Take the change trend of the HRI in the curve segment as an indicator, heart rate types were divided into 4 categories, continuous tension, relax gradually, relaxation-tension, and tension-relaxation. The 4 modes have a significant relationship with the difference of curve entrance environment. Compared with the modes shown in general curves, they focus on the modes with greater volatility, while the general curves focus on a more single growth trend.

IMPACT OF PUBLIC PASSENGER TRANSPORT ORGANIZATION MODEL ON SYSTEM PERFORMANCE AND SERVICE QUALITY 公共客运组织模式对系统绩效和服务质量的影响

Organization and management of Public Passenger Transport (PPT) system is a complex process, which significantly impacts the functioning of the system. Globally, there is no unique solution for organization model of PPT, but the organization models are adjusted to the characteristics of each individual area. Organization model of PPT, inherited from the self-management system of the former Socialist Federal Republic (SFR) Yugoslavia, became unsustainable in the Municipality of Inđija (Serbia) and did not fulfil transport needs and demands of passengers regarding the amount of transport and its quality in optimal manner. Old organization model has been replaced by a new modern model, based on positive experiences from developed European cities. Article presents the impact of new organization model of PPT on the work of the system. Research has been conducted in order to determine the state of both old and new system’s organization model by counting and interviewing passengers during years 2008 and 2017. In accordance with the changes made in the system, comparative analysis “before and after changes” has been done along with establishing of the effects of changes on functioning of the system and service quality. Results show significantly improved service quality, while transport demands increase by 38.3%.

EVALUATING THE SUCCESS FACTORS OF INTEGRATING THE RAILWAY INTO THE PUBLIC URBAN–SUBURBAN TRANSPORT 铁路融入城市-郊区公共交通的成功因素评价

The success of integrating the railway into the public urban and suburban transport depends upon a range of internal and external factors, with challenges arising in their number and complex interdependence. Furthermore, the significance and impact of some factors are uneven in cities. There is a necessity for the right mix of different factors that drive significant use of railway into the Public Transport System (PTS). The research problem is finding and defining factors needed to assess the success of railway implementation into public urban and suburban transport. An efficiency analysis of the factors that impact the level of the planned transport system use was conducted in a hierarchical or network system. The 1st step of research is to the determination of relevant factors. In this research 27 factors were determined. Based on the determining factors and their connection it is possible to design an Analytic Network Process (ANP) to evaluate the importance of factors. Factors are divided into 4 clusters: (1) user features, (2) road transport features, (3) services features, and (4) city and corridor features. Testing was carried out by group decision-making process by members of an expert panel. According to the testing, the most important factors according to their weight are: (1) frequency with 0.11651, (2) employment level with 0.10146, (3) ticket price with 0.09714, (4) reliability with 0.07256, and (5) integration of services with 0,07065. Using the weight of each factor it is possible to evaluate the success likelihood of a concrete project. In this research case study was oriented on integrating the railway into the public urban and suburban transport in the City of Rijeka in Croatia. For this purpose, the relevance of the determined weight factors was used for the concrete project of integration in the City of Rijeka that resulting in 67.17% fulfilment of the successful integration railway into the public urban and suburban transport.

Logistics Performance (LP) is one of the fundamental catalysts that serve as a podium for the integration of the world economy. This study is conducted to observe the combined effects of Liner Shipping Connectivity (LSC) and Global Competitiveness Index (GCI) on LP in mediating the Quality of Port and Infrastructure (PORT). We selected 28 Asian economies and 1 special administrative region (Hong Kong) counting the year of 2007–2018. Partial Least Square – Structural Equation Model (PLS–SEM) with an extension of the Importance–Performance Map Analysis (IPMA) was applied. Empirical evidence derived from the path diagram has revealed that LSC and global competitiveness in mediating the PORT have significant effects of accelerating LP, leading to higher competitiveness in terms of strategic development and yielding better connectivity. Due to limited resources, Asian decision-makers need a guidance to focus on how to improve LP. This work also helps to highlight the dimensions of LSC and global competitiveness factors to be concentrated on and the policies to be implemented in this regard.

Railway rolling stock must meet the requirements related to its use in the transportation process. The significance of these requirements can be determined using expert testing methods. The current research offers a framework of 9 criteria, which have been developed by the authors of the study, and which contribute to a comprehensive assessment of their importance and priority in relation to each other using expert evaluation methods. The normalised weights of the criteria were determined using Average Rank Transformation Into Weight Linear (ARTIW-L), Average Rank Transformation Into Weight Non-linear (ARTIW-N) and Direct Percentage Weight (DPW) methods. The criteria were given ranks and percentage weights by 18 experts with consistent opinions, which made it reasonable to consider the average of the experts’ opinions as the outcome of the task. The normalised weights of the criteria have shown that the most important issues for the experts included passenger and crew safety (0.1619), passenger and train staff ride comfort (0.1330) and environmental protection (0.1201). The least important criteria for the experts cover the range per one electric charge or full tank of fuel (0.0776), the dynamic performance of the traction rolling stock (0.0849), and the purchase price, the rebate system, the duration of the warranty period (0.0911). The other 3 criteria are of medium importance. The outcomes of this study can be used in deciding on the best alternative for rail traction rolling stock.

THE DECISION SUPPORT FACILITATING THE CHECK-IN SERVICE AT THE CHOPIN AIRPORT WITH THE USE OF COMPUTATIONAL EXPERIMENTS IN SIMIO 基于simio计算实验的肖邦机场值机服务决策支持

Airlines strive to minimize the waiting time for passenger service at the airport. Modification of the passenger service process at check-in stands can be carried out by modelling and then simulating various scenarios in order to obtain time benefits. The organization of service for departing passengers is the most complex system, which includes numerous maintenance activities aimed at preparing them and their luggage for transport by aircraft. Therefore, this article aims to present a few scenarios to improve the passenger service process. Based on the research, assumptions were made for each check-in scenario. Then, the models were implemented in the SIMIO simulation program. In the next step, the passenger distribution for individual desks was modified and a comparison was made with the level of passenger service defined by International Air Transport Association (IATA). The simulation results for individual scenarios are presented and the benefits to be achieved after introducing the proposed changes are indicated. The simulations carried out showed 2 important elements in the current and proposed layout of the ticket and luggage service stations and the introduction of changes to the baggage desks. Article presents the specification of the time spent in the system and waiting in the queue. The conducted analyses have shown that the proposed concept will allow for taking over 40% of passengers using the adjacent Fast Bag Drop (FBD) stands. Research has shown that adding more machines for use will fully cover the demand for FBD. The conclusions presented in the article are valuable when introducing modernization of the passenger and baggage handling process. For future researches, it would be beneficial to test other simulation tools and other scenarios to compare these results with those presented in this article.

AN OVERVIEW ON OPEN SCIENCE IN THE EUROPEAN RAIL SECTOR 欧洲铁路部门开放科学概述

Despite the increasing relevance of Open Science (OS) in the European research landscape, very few publications have addressed the analysis of its role within the European rail context. To this effect, the present paper aims at contributing to shed light on the topic by setting the cornerstone for a differentiated analysis of OS in this sector. In order to do so, the analysis is divided into 2 main sections. The 1st provides an overview of initiatives and experiences regarding OS, which have been recently carried out in the sector. The analysis of initiatives and scientific publications has shown that Open Data (OD) is the area attracting more attention and with more potential for expansion mainly due to the commercial interest of the data. As expected, the use of Open Tools (OT) is common but, interestingly, a growing interest in the development of OT in the sector has been detected. The creation of Open Standards (OSt), developed by specific rail stakeholders’ groups or by coalitions of different stakeholders is increasing in the last years. Amongst the OS areas analysed, Open Access (OA) and Citizen Science (CS) have shown less progress. However, tendencies toward an increasing interest in these areas within the sector has been also detected. The 2nd section aims to uncover the issues or barriers preventing a wider spread of OS specifically in the rail sector and suggest regulatory avenues and actions to overcome them. The identified issues revolve around 3 topics: the lack of initiative on behalf of the European Union (EU) to a) engage other stakeholders beyond the field of research, and b) leverage untapped OS potential in sector-specific situations, which could contribute to its development; and finally, the absence of a sector-specific OS framework. The establishment of such a framework could have a significant positive impact in OD, which is the most appealing area and thus contributing to the uptake of OS as a whole in the sector. In view of such issues, the present paper suggests the establishment of: (1) a European Rail Open Science Policy Platform in order to create a forum-like space in which to align the stakeholder’s positions, and (2) a Joint Rail Data Action Plan to design an OS governance framework, with the aim to ensure the usability, quality, and reliability of data. After identifying the state of OS in the rail sector and the uncovering of several issues that are hindering its development, this paper concludes that the constant further monitoring with regards to needs, challenges and interests (or lack of such) of the different rail stakeholders is key to ensure the continuous development of OS.

The article is the result of research evaluating the quality of fillet welds used in the production of rear seat backrests for passenger cars and manufactured robotically by Cold Metal Transfer (CMT) robotic Metal Active Gas (MAG) welding. When robotizing the process, parameters such as the speed of the process itself, accuracy and quality of the welded joints are important. Dual-phase ferritic-martensitic steel HCX 590X was used for the experiment and four weld nodes were evaluated. The quality of welded joints was evaluated by visual and capillary methods. Based on the metallographic analysis, the weld depth of the weld root was evaluated. The measured values were subsequently processed by statistical method ANalysis Of Variance (ANOVA). The research confirmed that the final quality of the welds depends on the depth of the weld root weld into the Base Material (BM). This parameter has the greatest effect on the welds made and results in the entire product being taken out of service.

COMMUTING PREFERENCES IN EASTERN EUROPE: CASE STUDY IN TOWN OF ŠIAULIAI 东欧的通勤偏好:Šiauliai镇的案例研究

This article presents a study conducted in the Town of Šiauliai with a population of 100 thousand, located in the Republic of Lithuania, where the market economy has been operating for 32 years and which is a member of the European Union for 20 years. In the town, the share of commuting travels by car is significantly higher than by public transport. Since the availability of the public transport network is identified in scientific publications as one of the many criteria for choosing public transport, it was decided to conduct a study and check to what extent the availability of the public transport network determines the choice to travel by bus or car. The research hypothesizes that residents who live in neighbourhoods with worse access to bus routes and stops choose more cars than those who live in neighbourhoods with better access to public transport. The results of the study showed that residents choose to travel by bus or car regardless of the availability of the route network. It was found that the origin–destination pairs and relative proportions of those commuting to work match both those traveling by car and by bus. The results of this study may not necessarily be the same in Western European cities or towns. The main limitation of this article is that the trip matrices were compiled from population survey data, as statistical information on origin–destination pairs in Town of Šiauliai is not regularly collected.

Jaržemskis, Darius Bazaras, Ilona Jaržemskienė","doi":"10.3846/transport.2023.19181","DOIUrl":"https://doi.org/10.3846/transport.2023.19181","url":null,"abstract":"This article presents a study conducted in the Town of Šiauliai with a population of 100 thousand, located in the Republic of Lithuania, where the market economy has been operating for 32 years and which is a member of the European Union for 20 years. In the town, the share of commuting travels by car is significantly higher than by public transport. Since the availability of the public transport network is identified in scientific publications as one of the many criteria for choosing public transport, it was decided to conduct a study and check to what extent the availability of the public transport network determines the choice to travel by bus or car. The research hypothesizes that residents who live in neighbourhoods with worse access to bus routes and stops choose more cars than those who live in neighbourhoods with better access to public transport. The results of the study showed that residents choose to travel by bus or car regardless of the availability of the route network. It was found that the origin–destination pairs and relative proportions of those commuting to work match both those traveling by car and by bus. The results of this study may not necessarily be the same in Western European cities or towns.
