This article delves into the theoretical aspects of utilizing Web 2.0 technology in higher education. The study examines the responses of 87 participants to identify the types of activities conducted by higher education teachers and determine the Web 2.0 tools that can enhance their instructional practices. The authors conduct a comprehensive theoretical analysis of existing research and resources that focus on the theoretical foundations of incorporating Web tools in higher education. The research presents the common characteristics of online courses and discusses principles for the effective functioning and physical placement of online systems in the Web space. Based on the findings, the study concludes that promoting online courses aimed at familiarizing Mathematics teachers with the technical capabilities of creating educational content using Web 2.0 technology is highly feasible. This article contributes valuable insights into the theoretical underpinnings of Web 2.0 technology in higher education and offers recommendations for integrating these tools into instructional practices.

The paper proposes a solution to improve the efficiency of recognition of speech defects in children by processing the sound data of the spectrogram based on convolutional neural network models. For a successful existence in society, a person needs the most important skill - the ability to communicate with other people. The main part of the information a person transmits through speech. The normal development of children necessarily includes the mastery of coherent speech. Speech is not an innate skill for people, and children learn it on their own. Speech defects can cause the development of complexes in a child. Therefore, it is very important to eliminate them at an early age. So, the problem of determining speech defects in children today is a very urgent problem for parents, speech therapists and psychologists. Modern information technologies can help in solving this problem. The paper provides an analysis of the literature, which showed that models of CNN can be successfully used for this. But the results that are available today have not been applied to speech in Ukrainian. Therefore, it is important to develop and study models and methods of convolutional neural networks to identify violations in the speech of children. The paper describes a mathematical model of oral speech disorders in children, the structure of a convolutional neural network and the results of experiments. The results obtained in the work allow to establish one of the speech defects: dyslexia, stuttering, difsonia or dyslalia with recognition results of 77-79%.

The COVID-19 pandemic has accentuated the need for comprehensive analysis of the effectiveness of e-learning implementation models and the supporting resources in higher education institutions. This article provides an overview of solutions and case studies, focusing on the selection and evaluation of individual services and learning management platforms. To gauge the effectiveness of electronic resources in meeting students’ educational needs, the study recommends employing quantitative indicators in conjunction with students’ performance descriptions. This includes leveraging educational analytics to gather data on students’ frequency and duration of engagement with specific e-resources. The functionality modules “Course Comparison” of the Moodle Learning Management System (LMS) and “Statistics”, along with the optional Analytics module, are reviewed. The article presents the results of applying these modules to analyze e-learning courses at the National University of Life and Environmental Sciences of Ukraine and Boris Grinchenko Kyiv University. Furthermore, the study investigates the factors contributing to students’ limited usage of individual e-courses. By examining these case studies and shedding light on the reasons behind students’ reduced engagement, this article contributes valuable insights to enhance the efficacy of e-learning implementation and resource support in higher education institutions.

The study analyzes both domestic and international experiences of e-learning for public servants, encompassing distance education, blended learning, and its integration within traditional classroom settings. The article sheds light on the potential threats and benefits of Information and Communication Technology (ICT) training, drawing insights from a survey conducted among civil servants who received ICT training in Ukrainian higher educational institutions. By drawing upon scientific and empirical evidence, the trends in e-learning development are identified, with certain countries serving as exemplars in addressing the current challenges in this field. This article delves into the contemporary tendencies shaping the development of digital educational environments in universities and proposes a model for their implementation in pedagogical institutions. The study analyzes the concept of educational environments, explores their components, and highlights the distinctive structural features. Additionally, it introduces the notion of a digital educational environment and elucidates its essential components for teachers’ professional training at Ternopil Volodymyr Hnatiuk National Pedagogical University (TNPU): technological, didactic, and social aspects. Notably, the article discusses the characteristics of this environment, such as its information-rich and open nature, digital transformation, and emphasis on social practices and collaboration. To evaluate the efficacy of the digital educational environment for teachers’ professional training, a comprehensive study was conducted with the participation of 432 master’s students across various disciplines at TNPU. Expert assessments were employed for statistical analysis, aiming to determine the significance level of each component’s indicators within the digital educational environment. The results highlight substantial changes observed in the technological and social dimensions of the university’s digital educational environment, which significantly influence the quality of teachers’ professional training.

The research is devoted to the impact of the economic crisis caused by COVID-19 pandemic on educational institutions. This impact is highlighted as two side processes, which appears due to the impact of economic crises on education and, from the other side, due to the inability of education to satisfy the demands of information society, as well as to predict the consequences of such impacts on the socio-economic sphere of society. The negative effect on education is overviewed from the perspective of reducing funding and reducing the number of participants in the educational process. At the same time there is an internal crisis in the education sector, which is developed through reducing the quality of education and lack of necessary forms of education. The purpose of the research is to analyse the ability of education to overcome the destructive effects of economic crises and the ability to change according to the needs of information society. The development of an anti-crisis management strategy in the educational institution during the crisis caused by COVID-19 pandemic should target the most problematic components of the educational sphere: funding, number of participants and institutions, quality, and forms of education. That is why the strategy of anti-crisis management can be represented in three main components: virtualization, HR policy, branding. Thus, from scientific and theoretical perspectives the provided research can be a basis for transformation of education, which may be adapted to the need’s modern society. This strategy was successfully implemented during 2020-2021 years, and the results of which is represented in the research.

Development of applications based on open API is becoming increasingly popular today. Innovative projects using these technologies provide new opportunities for real-time human health monitoring. Such opportunities are also implemented using Internet of Things (IoT), artificial intelligence (AI) and cloud computing technologies. In the study, we developed an application based on open APIs using smart gadgets and meteorological geographic information system in the process of generating a message about the dangers to human health associated with: the presence of pollen in the air (grass pollen, birch pollen and olive pollen) indicating the level of its concentration in the air; problems with air quality, if the air quality indicator exceeds the permissible standards. The addition of such functions expands the possibilities to provide timely information about potential risks and threats and, accordingly, is an "anthropo-geo-sensor-digital" prerequisite for effective decision-making, prevailing. The implementation of this IoT system has significant methodological and technological potential that can be used to improve the efficiency of Healthcare, both in extreme conditions and in conditions of sustainable existence. First of all, this is relevant during and after the COVID-19 pandemic. The system we have developed can also be seen as one of the ways to innovate in Healthcare, in the educational process in institutions of higher education and in further scientific research on this topic. Further research in this area may be related to data processing in Healthcare systems based on machine learning, deep learning.

This paper addresses the challenges associated with students’ out-of-class independent work in an information and communication learning environment that relies on cloud technologies. The study utilizes survey data gathered from students at a pedagogical university to inform the development of a course titled “Educational Electronic Resources for Primary School” designed for future primary school teachers. The findings reveal several prominent issues, including the need for more explicit instructions tailored to the task requirements, limited experience in self-management, and a lack of intrinsic motivation. Students emphasized the importance of detailed instructions, either orally or in written form, and emphasized the necessity of careful time planning to ensure successful completion of tasks. Furthermore, the article discusses students’ learning activities and achievements in the course amidst the challenges posed by the COVID-19 pandemic. The study utilizes survey data gathered from students at a pedagogical university to inform the development of a course titled “Educational Electronic Resources for Primary School” designed for future primary school teachers. The findings reveal several prominent issues, including the need for more explicit instructions tailored to the task requirements, limited experience in self-management, and a lack of intrinsic motivation. Students emphasized the importance of detailed instructions, either orally or in written form, and emphasized the necessity of careful time planning to ensure successful completion of tasks. Furthermore, the article discusses students’ learning activities and achievements in the course amidst the challenges posed by the COVID-19 pandemic. Please see: Retraction of published article due to the author’s proposal - 4 June 2023 The article describes the dynamic "quality of education" system as an object of modeling with initial data, system parameters, control parameters, disturbing parameters and output parameters. Drawing analogies in the description of a dynamic system as applied to intangible objects allows obtaining a detailed description of the factors regarding the internal and external influence on a dynamic system and predicting the reaction of this system to a change in the elements of power. When describing the quality of education system, one should consider the relationship between its socio-economic impact and the following properties: purposefulness of the system; system hierarchy; interdependence between the system and the external environment; the level of autonomy and openness; system reliability; dimension of the system. Based on the data on the description of the methods of black, gray and white boxes, an algorithm for the transition between models for the quality of education system was formed. The description of the system is carried out by moving from the black to the gray box model, and then to the white box. Each of the models can be self-sufficient and satisfactorily describe a set of input and output parameters. However, the degree of determinism of the description process increases with the transition from the previous model to the next.
