Today, traffic safety is gaining more and more importance due to the increase in the number of vehicles and traffic density. In this context, license plate recognition systems are vital for traffic control, parking control, security and many other applications. License plate recognition is the process of converting images of license plates into text. This process is particularly useful in applications such as vehicle recognition or tracking. License plate recognition systems are primarily used for recognizing or detecting vehicles. These systems use a set of algorithms to recognize and understand the text on the license plate, primarily by processing a license plate image taken by a camera or imaging device. In this study, it is focused on how license plate recognition systems work in different countries and languages, what algorithms and techniques are used and how these systems are created. In addition, the latest developments in license plate recognition systems and the direction in which future research can move are discussed. The aim of the study is to provide an overview of how license plate recognition systems work and to present an innovative method that includes the use of modern technologies. In the study, CNN, RNN, SSD algorithms and three YOLO versions were used for the detection of license plates. After the plate detection stage, the characters were read with the OCR model. The methodology of our proposed model was compared with the literature and successful results were obtained. The Precision value is 91%, the Recall value is 82%, at 0.5 the MAP is equal to 89%, and at 0.5:0.95 it is 88%, and the Execution time is 0.173 seconds.

The article sets out the process of designing, researching and operating radio-electronic equipment in a regulatory and technologically justified way using a wide range of measuring instruments that are used both to measure the nominal electrical parameters of electro-radio components in statics, and to measure the parameters of dynamic electrophysical processes in complex equipment. Control is an integral and labor-intensive process of the monitoring system, which provides for control and measurement operations in the internal diagnostics system. Theoretical study of the problem of robust quality control of VLC communications under the conditions of statistical uncertainty of system agents. The control uncertainty is represented by the composition: the uncertainty of the regulatory framework of structural and technological processes, the uncertainty of the operating modes of the VLC system, the uncertainty of metrological support, the uncertainty of the constructive component environment, the uncertainty of the external working environment.

This paper proposes an electric energy larceny detection system utilizing a cloud computing technique for data storage and processing, specifically an IaaS (Infrastructure as a Service) server. Real-time energy usage data is collected by an Arduino Mega Wi-Fi R3 and transmitted to the central cloud database, where it is processed and stored using the ASP.NET Core framework. The use of a cloud-based technique provides a cost-effective and streamlined solution for utility companies with the goal of eliminating the need for on-premises storage and processing resources. Additionally, the system offers a web-based monitoring application for authorities to monitor electricity usage in real-time as well as enhance the system's efficiency and effectiveness in mitigating power larceny.

Twitter is a popular social media platform used to share information. Retweeting another user's tweet is considered a powerful mechanism for disseminating information. Predicting whether a a tweet will be retweet has gained increasing interest in recent years. In this study, we examined the prediction of retweeting and the influence of tweet features on retweeting, using tweets with the hashtag #BlackHistoryMonth, which was a top trend in the US Twitter agenda in February 2023, as our experimental space. The tweet features tested included both directly obtainable features and five features obtained using these features. We used the Random Forest algorithm to classify retweeting based on all of these tweet features. We identified the impact of categorized tweet features on the importance of retweeting on Twitter. By adding our newly tested features, we improved the tweet features category by some 6% in terms of F-1 score. This study can contribute to a better understanding of social media usage and user behavior, as well as the development of marketing and advertising strategies.

Artificial Intelligence (AI) is becoming increasingly popular in the education sector, offering personalized learning experiences, adaptive testing capabilities and intelligent tutoring systems. Despite these potential benefits to educational quality, there are several challenges that need to be addressed when using AI technology. This literature review aims to examine both the challenges and opportunities of AI in the education world by exploring existing research studies and reports. The analysis considers ethical concerns associated with implementing AI into educational settings as well as its effect on student outcomes and teacher development. In addition, it investigates possible advantages - such as improved student engagement or addressing inequality issues - but also possible drawbacks like a lack of human interaction within classrooms due to automation processes enabled by AI use cases. The findings suggest successful implementation requires careful consideration of ethical considerations along with effective integration into current educational systems for optimal results. Lastly, this review provides recommendations for further exploration in this field along with an emphasis on continued examination of both risks & rewards posed by Artificial Intelligence usage within Education context.

The development and use of Cobots in industry, institutions, and healthcare, as well as the strong penetration of chatBots, reinforce the interdisciplinary nature of technological processes, which are flooded with data and information, making it almost impossible for the younger generation to go in depth and understand the requirements of a particular process. In contrast older experts (e.g., engineers aged 50–75) have a high level of expertise in technological process as well as other skills such as management knowledge, which are essential for the implementation of technological projects. The paper presents a learning management system (LMS) developed as an interactive human -computer-human online digital platform Wisdom of Age (WoA) aiming to close the gap between generations by transferring knowledge from senior experts to developing companies and opening the gates for new certified technological development. The social dimension (healthy aging for seniors, better training for juniors) and the sustainable development for companies are combined with a suitable digital dimension. The paper presents and examines based on survey results, which requirements must be placed on such a platform to optimally support and satisfy mentors and learners.

In knowledge-based organizations, employee turnover is a significant challenge. Frequently, a company's competitive advantage can be traced back to the tacit knowledge of its employees, which is lost when those employees depart. If a company is sincere about remaining ahead of the competition, it must do everything possible to prevent its employees from leaving in droves. To comprehend the factors contributing to employee turnover in enterprises, this article examines employee turnover. The worker was assigned to one of several predetermined attrition categories primarily based on employee demographic and employment history information. Python was used to develop decision tree models and rule sets. A predictive model was constructed using the results of the developed rule sets and decision tree models to predict future employee turnover cases. Also proposed was a software application framework to implement the study's recommendations.

A novel dual-band high gain fractal antenna designed at 2.45GHz and 5.8GHz is developed. The radiator patch, partial ground plate, quarter wavelength transformer, and dielectric substrate are the four primary structures that make up the fractal antenna. The suggested antenna's primary use of the fractal technology is to enable the second operating mode by lengthening the current channel to increase Omni-direction. The antenna is made of FR4-Epoxy material, and its r and tan values are 4.4 and 0.02, respectively. CSTMWS software is used to mathematically assess the antenna performance. Low return loss at the intended frequencies results in a good match. At 2.45GHz and 5.8GHz, a dual-band system with a significant gain is shown. This antenna is suggested for use in applications involving radio frequency energy harvesting. Finally, the antenna performances are measured for validation.

The report presents the results of a scientific study on how to increase the effectiveness of folk dance training and to preserve and popularize the Bulgarian folklore heritage using modern digital technologies. Two models have been developed for the implementation of augmented and virtual reality (AR and VR) technologies in the folk dance training process and heritage preservation. The main hypothesis is that the way to increase the effectiveness of training and to preserve and popularize the Bulgarian folklore heritage, especially among young people, is through the implementation of modern technologies. This increases the motivation of the learners many times over. Popular 3D systems and the degree of applicability of each to the intended training and conservation scenarios are analyzed. On the one hand, a comparative analysis of the equipment for creating virtual learning materials is made, and on the other hand, the installation for the execution of the already created virtual fragments is depicted with a higher priority. The considered models are estimated according to the dimensions of an average dance hall in Bulgaria. Unlike other similar studies, this article does not focus on self-learning dance, but on teacher-assisted practice in a group format, which has been identified as more suitable for this art.
