The paper discusses the issues of legal regulation in the sphere of the blockchain technology use. Development of this technology has significantly changed the global cyberspace. Governments of all the world countries have to face the need to regulate this sphere, but as the blockchain technology is characterized by unprecedented abilities, most states remain at least alert to it. In this context, the issues of studying international experience in legal regulation of the blockchain technology become relevant for research. The goal of this study is to consider experience of different countries and international organizations in regulation of the blockchain technology. The paper presents the results of a study of the attitude towards blockchain technologies and their application by various international organizations, such as the Organization for Economic Cooperation and Development, the International Monetary Fund, the Eurasian Economic Union.The authors have developed a comprehensive methodology for revealing best practices of legal regulation of the blackchain technology use based on experience of the leading international organizations engaged in evaluation of the current practices of legal regulation in selected fields of economy. This methodology consists of four stages and is carried out in five directions: a general assessment of the effectiveness of legal norms, industry specificity, solving problems of using blockchain, assessing the risks of using blockchain, calculating the dynamics of indicators. Application of this methodology made it possible to evaluate the available experience of 47 countries and reveal 12 leaders of legal regulation of the blockchain technology. The obtained results may be used by concerned researchers from different countries for studying the world experience and building, on this basis, their own legal frameworks for spreading contemporary financial technologies.

Today, the accumulation of municipal solid waste has become a serious threat to the environment and human health and a global problem for the humankind. Under these conditions, new waste management practices are becoming increasingly complex and include infrastructure, managerial, financial and socio-cultural components. The work deals with the development of waste management policies in the European Union. The analysis of the mechanisms and tools used in the European Union to solve the main problems of waste management, as well as the assessment of the achieved results, allow us to conclude that the EU strategy for the management of municipal solid waste brings positive results. In the current situation, the Russian organizations can use the most advanced international experiences in the field of waste management. The analysis of Russian and world experience in resolving waste management problems at the regional level revealed interconnected problems that hinder the development of solid municipal waste management in Russia. The main problems considered in the study are the following: 1. contradictions between the Russian legislation and international standards in the field of waste management; 2. lack of involvement of local authorities in organizing the solid municipal waste management; 3. lack of industrial regional and municipal infrastructure for municipal solid waste processing; 4. lack of a system for the separate collection of solid municipal waste; 5. inconsistency of interests between entities in the field of waste management. The solution of these problems will create the basis for the unified national strategy for organizing solid municipal waste management processes. The implementation of the national strategy in the field of solid municipal waste management will ensure the development of the regional environmental programs, mechanisms and tools that can achieve the same high results as obtained in the leading countries of the European Union, USA, China.

The topicality of the study arises from the need to promote agritourism as an important import substitution. Agritourism itself is a way of addressing important socio-economic challenges of rural development. The Strategy for Development of Tourism in the Russian Federation till 2035 highlights the main directions of digital development in tourism. Agritourism is a form of rural tourism and involves development of a tourist product based on the existing agro-industrial enterprise. The authors must note that there are literally no papers describing digital technologies in agritourism. The goal of the paper is to assess the level of adoption of digital technologies in development of a tourist product in agritourism. The authors propose a special assessment model. We also used interview and scoring as evaluation methods. The assessment model was tested in two constituent entities of the Russian Federation (Leningrad region and Kirov region). We interviewed the owners of those guest houses and farms that form a tourist product in agritourism. The study let us identify digital technology adoption at development, promotion and sales stages of a tourist product. As a result, Kirov region has a low level of digital technology adoption, while Leningrad region has an average one. In general, digital technologies are adopted more in guest houses in Leningrad region rather that in Kirov region due to increasing competition and target audience that makes a greater use of digital services. The results of the study will be useful for agritourism managers. They will be able to identify aspects to improve in order to make a resulting tourist product more competitive. Federal and regional executive authorities may consider certain conclusions of the study (including the principles of sustainable development) when implementing the objectives of the Strategy for Development of Tourism in the Russian Federation till 2035.

The work continues the analysis of the role of R&D departments and project offices in forming of corporate innovative systems and through CIS connections of various technostructures into the new type of clusters. They will connect cluster members not within the framework of commercial communication networks, but within the framework of information cooperation. In the continuation of this analysis, it is shown that the categories of "competitiveness" and "innovative activity", between which the dependence was to be established as a solution of one of the research objectives, are not unambiguous: competitiveness is presented as a causal ability to gain market power and as a consequence of the success of economic objects resulting from this ability, the concept of innovative activity also includes a causal innovation-oriented activity and the result of this activity in the form of acquired innovativeness. Moreover, the values of competitiveness-cause and innovative activity as a consequence are much closer than the values in each pair of interpretations separately. This situation made it possible to select indicators which most closely reflect the essence of the characteristics. The dependence between them should be established, and this situation made it also possible to compile a statistical model with three parts: innovative activity, innovativeness, competitiveness - like success in competition. The revealed dependences received interpretations. They make it possible to draw conclusions about the need to use separate objects for assessing competitiveness of the corporate innovative systems, and to put forward hypotheses about the nature of the impact of competitiveness of CIS on the reasons for the previously identified greater role of project offices in CIS forming in comparison with R&D departments.

The paper considers topical issues of digital transformation of the public sector of the Russian Federation. The study analyzes the practice of providing services by customs authorities. The machinery and equipment as the most problematic goods for international trade were chosen as the object of the study. The research is comprehensive and has been carried out using statistical data and legal sources. In the course of the study, the author found that the Federal Customs Service of Russia has implemented decisive measures to transition to the provision of public services and implementation of public functions electronically over the past decades. The need to automate customs operations sets the task to ensure automatic processing of the information contained in the submitted documents. The author revealed that the greatest difficulty is the semantic analysis of the information contained in the customs documents. The presented analysis of the practice of providing services by the customs authorities of the Russian Federation allowed the author to determine the identification and classification of goods as the most difficult for informatization. The author identifies factors limiting the possibility of digitalization of decision-making on classification due to a systematic approach in the application of the commodity nomenclature of foreign economic activity, which establishes the need to apply the general rules of interpretation. A comparative analysis made it possible to identify the limiting factor of the legal interpretation of the 'shipment' concept. The data presented in the study show that it is not possible to provide services for the classification of goods for customs purposes entirely through the use of information technologies. The actual level of digitization of customs services in this area is now limited to auxiliary functions only. The inability to digitalize the decision-making on the classification of machinery and equipment is the main limitation of digital transformation of customs services at the present stage.

The paper analyzes the acute problems of developing investment controlling tools to measure economic efficiency of investment projects. It substantiates the point that investment controlling is a necessary management tool, embracing generation, analysis and control of invesment projects. As financial crises and market collapses are becoming more and more frequent, the paper reveals the significance of the components of the effect, related to the public and social importance of projects. The opinions on how the mechanism of investment activities could be improved and how the latter are connected with classical management functions are reviewed. The specifics of individual phases of the investment project cycle are characterized. It is noted that the value of detailed investment budget cannot be overrated, the same as their computer models with application of standard or specialized software. Guidelines are laid down to systematize an algorithm of project selection. The features of the existing methods of investment appraisal are put together, their comparative and critical analyses are given. It is reasonably concluded that principally new approaches must be developed to assess economic and public efficiency of investment projects. Hence, it is mentioned that public efficiency analysis called Cost Benefit Analysis can be applied. Information is provided about successful adaptation of the above method to the Russian conditions on the example of one large regional project. The final part of the paper contains the description of the developed financial model of the investment project, which can be used to measure, to a greater extent, how the changes occuring in the external and internal environment influence the project under consideration.

The world economy is constantly undergoing changes; these transformations affect the tourism industry in general and the development of tourist destinations in particular. The processes that are taking place today are related to the digitization and environmentalization of processes taking place at all levels: from the activities of individual tourists, tourism enterprises and destinations to world tourism. The systemic approach to these changes is based on gradual increase in the impact of digital innovations on economic, social and environmental processes. The purpose of the article is to analyze the impact of the introduction of digital innovations on the development of various areas of management. To achieve this goal, the concept of environmentalization of the economy was clarified. Modern digital innovations that influence the environmentalization of tourist destinations have been monitored. The authors' approach to assessing the mutual impact of digitalization on the environmentalization of tourist destinations is presented using the matrix method, which allows monitoring at the regional or national level. The tourist destination digitalization index has been adapted, taking into account the costs of environmental activities through digital innovation. Application of this approach will enable regional and federal authorities, tourism management and business owners in the tourism and hospitality industry to improve the efficiency of environmental activities, provide competitive advantages to tourist areas, and simplify adaptation to changing environmental conditions.

Border regions are considered to be potential "growth points" that have opportunities and conditions for intensive development, including the economic competitiveness of both border regions and their subjects. This point determines the relevance of the topic. The given work is devoted to identifying factors and other key aspects for realizing the cross-border cooperation of SMEs. A survey of SMEs in St. Petersburg was conducted to determine their experience of cooperation and the importance of factors and other key aspects of international cooperation. For this purpose, the following research methods and tools were considered: literature reviews, data collection, questionnaires, data analysis. Through the analysis of the collected data, factors, problems, and barriers have been identified for establishing cross-border cooperation. This article also discusses the impact of the international cooperation of small and medium-sized enterprises on the level of competitiveness of these enterprises. The assessment of competitiveness was carried out based on the dynamic approach and the results of calculations were presented. The comparative analysis of the competitiveness of enterprises to prove the hypothesis was conducted on the example of 23 SMEs in Saint Petersburg for the period 2016--2018. The research confirms the hypothesis about the positive relationship between the international cooperation of enterprises with the level of their competitiveness. In order to identify the impact of sources of competitiveness, a factor analysis of the multiplicative model was conducted. The level of competitiveness is negatively affected by the return on equity index, which is less than one for both groups. For a group of companies with a positive experience, the reason for the decline in the level of competitiveness throughout the period was the decline in the financial stability index. For a group with a negative experience of cooperation, a regular negative factor was a decrease in return on equity index.

Global changes in all spheres of the economy are caused by technological changes, which are based on the replacement of core technologies by completely new ones through a technological leap, which allows us to ensure consumer results at a new technological level. One of the examples is technologies in the field of "green" economy and digitalization, based on new methods and production processes and environmentally oriented policies. However, continuous scientific and technical development of the national economy and qualitative changes in production and economic activities requires radical transformations. The ultimate goal of such transformations is to create conditions and the ability of economic entities to generate innovations in infrastructure areas that correspond to the priorities of this technological order. The article considers a number of issues that are caused by the need to create conditions for the manifestation of an adequate response of the national economy to the challenges of the fourth industrial revolution. In particular, we are talking about the need to develop adaptive properties of economic entities, focused on the continuous scientific and technical development of the national economy. The purpose of the research is to present a scientific approach to the generalization of theoretical and development of methodological provisions to ensure the innovative development of the domestic economy in the face of a new technological order challenges.
