The purpose is to determine whether changes in Russian competition legislation are necessary to overcome the barriers to competition created by the market power of digital platforms. The objectives are 1) to identify whether there is enough regulatory material in the legislation of Russia to legally qualify the actions of digital platforms, which are anti-competitive barriers in controlled markets; 2) to investigate whether it is required to change the legislation for more effectively eliminating these barriers; 3) to determine what changes need to be made. Materials and methods. The research method is the method of "economics and law". The research methodology includes elucidating the specifics of the economy of digital platforms, factors affecting competition in the digital platform market, an empirical analysis of the anti-competitive practices of digital platforms, analysis of competition protection legislation to identify the need to change it to regulate digital platforms, and searching for other legal ways to overcome barriers standing in the way of developing competition in the digital platform market. In modern conditions, one of the most important factors of financial stability and competitiveness of an enterprise is the rational use of resources when investing in projects, especially those of an innovative nature. At the same time, the classical approaches to substantiating the effectiveness of investment decisions for innovative projects of enterprises have a number of serious assumptions due to the complexity, and sometimes the impossibility of assessment in conditions of uncertainty and risk, as well as a continuously changing external environment. This paper is devoted to the use of mathematical models as alternative tools for solving the problem of substantiating the optimal amount of investment and time spent in the formation of a portfolio of innovative projects by stages of the life cycle. An optimization model for the relationship of investments from the beginning to the end of the project life cycle stages has been developed. On the basis of the developed model, the main characteristics of the process of implementing investment projects have been determined, including the minimum and maximum volumes of rational investment, as well as the extreme values of income and losses from project investment. The implementation of the developed methodology was carried out using the computing capabilities of the Microsoft Excel program. Based on the results obtained, a conclusion was made about the possibility of practical implementation of the developed model.

The competitive companies' development within the Fourth Industrial Revolution makes the market participants search for the most effective business methods including cluster formation. The research papers review on the enterprises activity performance in clusters revealed the contradictive effectiveness of the companies' results as cluster members which signifies the relevance of the given research. The paper considers the cluster development potentials of the innovatively-active industrial companies through the trend data dynamics of innovatively active industrial cluster participants and the comparison of the achieved financial goals to the average market values. The subject examined is the cluster and its participant members efficiency. The innovatively-active industrial cluster is the object of the investigation. The aim of the research is to assess the innovatively-active industrial cluster performance the development of which happens due to the new companies' entry. The sales value per employee, profit indicator per employee, and return on sales value are assessed. Based on the results received we admit the intellectual cluster capital to strengthen the cluster companies performance indicators. According to the analysis, the sales revenue per 1 employee per year is about 55% of the average market value, the profit per 1 employee per year is 1.7 times higher than the average market value. The return on sales of the cluster members is almost 3 times higher than by the type of activity. The analyzed data demonstrate the more effective performance of the cluster members as well as the cluster intellectual capital presence, created due to the synergistic effect of the united innovatively-active enterprises. The presented analysis of the retrospective cluster members performance indicators helped assess the entry cluster potentials as profitable for the company which in turn marks the whole innovatively active enterprise cluster development as beneficial. Further data clarification and performance indicators expansion used in the analysis is the future goal of the undertaken research.

When solving the problem of predicting impaired autoregulation of blood circulation in the brain, scientists usually use a prognostic expression that interconnects the function of coherence of blood flow velocities in the arteries and atrerial pressure with a phase shift in the M-wave range. In our study we proposed to employ neural networks to adapt the method to specific patients or to a group of patients. A neural network algorithm has been developed to identify in the statistical properties of coherent biological signals present in a mixture with other signals and interference. The algorithm includes real-time determination of the coherence function of signals between fluctuations in systemic blood pressure and blood flow velocities in the left and right middle cerebral arteries and the phase shift function between these signals in the Mayer wavelength range. To reduce the influence of noise, it is proposed to use the technique of a sliding frame, divided into windows. The coherence and phase shift functions obtained in the windows are averagedwithin the frame boundaries. As a result, smoothed functions can be obtained in the time-frequency domain. To detect infractions of the cerebral autoregulation process, it is proposed to use trained neural feedforward network, which generalizing property can be improved as new experimental data are obtained while maintaining a balance between individual and general characteristics of patients.

The article describes the results of research on the use of visualization technology in adult education in the digital space, also describes the features of the digital educational environment, and considers various aspects of visualization. The paper describes the main directions of personality realization in the digital educational space (cognitive, behavioral, value-semantic), which are possible through the use of the introjection mechanism. As part of the study of visualization, a study was conducted on its use in adult education in the digital space. The goal is to study in practice the possibilities of using visualization in adult education in the digital space. The study used: questionnaires, testing, and active learning methods. Research stages: development of the employee training program "rules of digital etiquette", interviewing employees before and after the program, implementing the program in organizations, testing employees immediately after the program is implemented and a month later in order to evaluate the results obtained. The results and contribution of the research to the scientific field are that the visualization method helped to find ways to solve the problems of training employees of organizations in an active format and achieve goals. it also contributed to a more effective assimilation of knowledge, awareness of the relationships between different components of the program, which allowed us to assess the role and importance of visualization in training at a higher level. Also, the use of visualization in the process of training and development of personnel helps to improve the ability to solve problems and formulate their goals, which leads to increased efficiency. One of the main tasks implied in the idea of a cluster is to foster the innovation and knowledge exchange, thereby encouraging the economic growth, which benefits both - a State and an enterprise. The innovation-active industrial cluster is the subject of the research presented in this paper. The scope of the research is concentrated on the efficiency of the innovation-active industrial cluster. The study aims to evaluate the efficiency of the innovation-active industrial cluster and to examine the implied internal risks. This paper provides the results of the efficiency assessment of the innovation-active industrial cluster that was carried out using the indicators of financial and economic activity within the cluster. The paper also presents the analysis of the internal risks in the innovation-active industrial cluster. When performing the internal risk analysis, we used the indicators of the growth rate of revenue and profit before tax and compared their values with the indicators of the member enterprises in the cluster. The research concludes that while the work in the innovation-active industrial cluster is more efficient, it is still far more unpredictable and risky than the work of enterprises that do not make part of the cluster, though those enterprises may function in the same field. The results of the cluster enterprises analyzed throughout the research are diverse and highly unstable. In this regard, the growing number of the member enterprises will ensure greater levels of stability and reduced internal risks for the innovation-active industrial cluster. The analysis of the assets productivity allowed concluding that the profitability of the innovation-active industrial cluster is mainly generated not by tangible, but by the intangible assets. Consequently, this statement highlights the value of the intellectual assets that are created due to the synergetic effect brought in by the cooperation between the members.

When performing the internal risk analysis, we used the indicators of the growth rate of revenue and profit before tax and compared their values with the indicators of the member enterprises in the cluster. The work continues the analysis of the role of R&D departments and project offices in forming of corporate innovative systems and through CIS connections of various technostructures into the new type of clusters. They will connect cluster members not within the framework of commercial communication networks, but within the framework of information cooperation. In the continuation of this analysis, it is shown that the categories of "competitiveness" and "innovative activity", between which the dependence was to be established as a solution of one of the research objectives, are not unambiguous: competitiveness is presented as a causal ability to gain market power and as a consequence of the success of economic objects resulting from this ability, the concept of innovative activity also includes a causal innovation-oriented activity and the result of this activity in the form of acquired innovativeness. Moreover, the values of competitiveness-cause and innovative activity as a consequence are much closer than the values in each pair of interpretations separately. This situation made it possible to select indicators which most closely reflect the essence of the characteristics. The dependence between them should be established, and this situation made it also possible to compile a statistical model with three parts: innovative activity, innovativeness, competitiveness - like success in competition. The revealed dependences received interpretations. They make it possible to draw conclusions about the need to use separate objects for assessing competitiveness of the corporate innovative systems, and to put forward hypotheses about the nature of the impact of competitiveness of CIS on the reasons for the previously identified greater role of project offices in CIS forming in comparison with R&D departments.

The topicality of the study arises from the need to promote agritourism as an important import substitution. Agritourism itself is a way of addressing important socio-economic challenges of rural development. The Strategy for Development of Tourism in the Russian Federation till 2035 highlights the main directions of digital development in tourism. Agritourism is a form of rural tourism and involves development of a tourist product based on the existing agro-industrial enterprise. The authors must note that there are literally no papers describing digital technologies in agritourism. The goal of the paper is to assess the level of adoption of digital technologies in development of a tourist product in agritourism. The authors propose a special assessment model. We also used interview and scoring as evaluation methods. The assessment model was tested in two constituent entities of the Russian Federation (Leningrad region and Kirov region). We interviewed the owners of those guest houses and farms that form a tourist product in agritourism. The study let us identify digital technology adoption at development, promotion and sales stages of a tourist product. As a result, Kirov region has a low level of digital technology adoption, while Leningrad region has an average one. In general, digital technologies are adopted more in guest houses in Leningrad region rather that in Kirov region due to increasing competition and target audience that makes a greater use of digital services. The results of the study will be useful for agritourism managers. They will be able to identify aspects to improve in order to make a resulting tourist product more competitive. Federal and regional executive authorities may consider certain conclusions of the study (including the principles of sustainable development) when implementing the objectives of the Strategy for Development of Tourism in the Russian Federation till 2035.
