The tendency to rethink attitudes toward certain objects of property is actively developing in contemporary society. More and more representatives of the millennial generation prefer not to burden themselves with property, but to use rental opportunities. The concept of joint consumption, also called sharing economy is becoming more and more popular in Russia. Authors evaluating the development of the concept, concentrating on the car-sharing industry. Then a group of writers analyzes the experience of centralizing such sectors of the sharing economy as taxis and booking services and make an assumption about the positive effect of aggregation of car-sharing industry. The aggregation involves the creation of a unified application that unites the fleets of all companies To test the assumption it was necessary to prove the statistical significance of the factor of the usability of mobile application and availability of cars on the map. Authors has made the questioner for 1000 respondents, and got the official information from car-sharing companies' web pages and applications. All the data was grouped by factors, tested for normal distribution. After it, using the one factor analyses of variance, authors has determined 6 key-drivers of the carsharing industry, including factors of mobile application usability and availability of cars on a map. Finally, the group of authors introduced two concepts of the aggregation of the car-sharing industry: independent application and market leader based.

The stock market is an essential part of the country's financial system and a key tool for redistribution of funds between economic entities. In countries with high levels of well-being, it is what largely determines the dynamics of the national stock market. Stock markets of today are undergoing digital transformation. The introduction of digital technologies requires switching to fundamentally new methods and models of decision-making in the stock market, as well as mastering digital trading skills, which is extremely difficult for most private investors. To meet these challenges, we propose to move to training private investors in the investment companies through which they trade, as well as to develop an interactive methodology that allows private investors to increase the profitability of their portfolios in the Russian stock market. The proposed methodology is based on the use of artificial neural networks and autoregression, taking into account the value of the beta coefficient and the seasonal nature of stock market dynamics. During testing, we examined four types of portfolios, allowing to take into account different strategies of private investor trading in the stock market. According to the results of the test, all portfolios yielded a positive return, the average annual return exceeds the profitability of bank deposits, which indicates the feasibility of using the proposed method for teaching private investors with a low level of digital literacy. The proposed approach will help to increase the attractiveness of stock trading for individuals, boost the share of private investors in the stock market, develop digital trading skills among private investors and further their financial literacy in the face of the digital transformation of the stock market.

The economy in the modern world is less and less characterized as the production of material goods and more and more as the creation and distribution of information products and services. The activities of organizations depend to a large extent on their awareness and ability to use the available information effectively. Thanks to new information technologies, the production and non-production activities of organizations are infinitely expanded due to the involvement of experience, knowledge and spiritual values developed by the world civilization. The purpose of the research is to form a strategy for the development of information resources in an agricultural organization. The implementation of this goal required solving the following tasks: the essence of information resources in an agricultural organization and their use in economic activities; consideration of the mechanism for forming a strategy for the development of information resources. The results of the research are to develop a strategy for the development of information resources of an agricultural organization. The paper considers the classification of information resources, the mechanism of strategic management, and analyzes the factors of the external and internal environment in the organization. As a strategy for further development of the organization, it is proposed to improve its information support through the introduction of new information technologies, including better work with information flows requires investment in better office equipment and local communication systems.

Digitalization is becoming increasingly important for the economic development and innovation processes, in particular. The current stage of economic development is characterized by the increased role of innovative processes management, which requires the development of methods for managing the efficiency of innovative projects. Existing methods for assessing and managing the efficiency of innovative projects do not bring the desired effect. Therefore, it has become necessary to develop new methods that take into account the dynamics of innovative projects and use new financial instruments and strategies. The paper considers the application of the law of dynamic control which deals with the problems of analysis and stability of free dynamic systems of automatic control in the development of dynamic models of analysis and stability of innovative projects efficiency management in the context of digitalization. The authors have developed a dynamic model for analyzing the innovative projects efficiency management that allows us to rely on a stability area when calculating the marginal values of factors corresponding to the criterion of the an innovative project efficiency when solving direct and inverse problems. The designed models make it possible to analyze the innovative projects efficiency management and substantiate the possible development of the area of innovative project stability in the context of digitalization. In further research, the authors intend to build a generalized dynamic model for assessing efficiency of innovative projects' control that comprises the analysis, stability and synthesis models. The result of the research can be used in the design of the digital models of analysis and projects' stability at all enterprises that carry out innovative developments.

In today's economic world, there is a mixed state and market economy. The market is the main producer and seller of goods and services, while the state is its regulatory agent and an important economic entity. Research conducted by economists has shown that the state of small business development in the largest cities of the world has many similarities, along with certain differences. Government regulation of economic development in this sector of the economy is increasingly aimed at increasing the efficiency of production, and its focus is shifted from demand regulation to supply regulation. In order to address the global challenges of how best to adapt entrepreneurship to the development conditions of a metropolis. In this regard, a comprehensive assessment of the effectiveness of entrepreneurship and the effectiveness of entrepreneurship support and development programs at various levels of government has been proposed. The criteria for evaluation: achievement of target values; percentage of deviation of the achieved target values from the planned ones and dynamics of expenditures on program implementation. The target indicators were assessed by establishing the correspondence between the amount of money spent on achieving the established indicator and the actually received value of the target indicator in the reporting period compared to the planned one. In addition, the interpretation of the value of the efficiency index for the target program implementation was presented. Thus, the efficiency of program implementation will consist of the following elements: evaluation of the achieved target indicators; evaluation of costs for their achievement. An important line of further research can be development of a program for IT outsourcing in public authorities and management, taking into consideration the need to solve the problems of innovative modernization of the social and economic system in the country from the strategic perspective.

The paper studies the conditions allowing avoid generally recognized formal methods of depreciation in the long term pricing that helps to overcome the conventionality of distribution of capital expenditures by accounting periods. The paper also investigates which formal methods of depreciation have to be preferred from the standpoint of pricing when it is impossible or unreasonable to refrain from using these methods. The research methodology is based on the value-based management concept, implying the use of economic value added and market value added in management accounting. The object of the study is a hypothetical mass production company essentially similar to real companies operating in competitive markets of traditional industrial products during demand stability. Long-term price forecasts are made using double-declining balance method and annuity-based method of depreciation as well as DCF-based method where depreciation is not charged in management accounting, then statistical relations between the obtained price series are analyzed. It is shown that in demand stability, the prices obtained according to the annuity-based depreciation method have a closer relation and are more consistent with the prices based on DCF-models. It is concluded that when the carrying value of fixed assets can be appreciated based on the current market prices, the pricing using DCF-models is preferable. In this case, the formal methods of depreciation in management accounting are not necessary to be used. Otherwise, the pricing problem has to be tackled for every particular planning period and preference should be given to the annuity-based depreciation.

The scientific and expert community does not fully explore such a factor of sustainable regional development as actualization of environmental education. The goal of this research is to develop a list of prospective majors in the higher education system for solving current ecological challenges ensuring stable regional development. We have made a predictive assessment of the demand for prospective majors in environmental science, which is not limited to the study of the need for such personnel strictly in the labor market. A number of factors that influence people's preferences when choosing promising areas of environmental education was taken into account, such as: the industry development in the field of renewable energy; the worldwide search for a waste-free model of plastic recycling; the global scientific, technological and innovative character of regional economy development, etc. The results of this study are based on expert opinions from the environmentally-oriented scientific community and employers in the Tula region, who took part in the online survey through questionnaires. The opinion of rectors of leading universities, as well as their staff and students, on the functioning of the higher education system in the area of environmental science considering its actualization was of no less importance. The results obtained include a list of recommended majors in the field of environmental science, capable of utilizing their digital competencies and skills in solving current environmental problems; trending activities in the field of environmental development and protection, which will be in demand in the economy of the future for the sustainable development of Russian regions.

This paper is devoted to the study of the application of existing technologies for the development of electricity and heat supply together with renewable energy sources. The transition to alternative energy is inevitable, and it is necessary to envisage advanced renewable energy technologies and a phased transition to a new type of energy supply given the scale of the heat supply infrastructure in Russia. Today, in the Russian Federation, renewable energy sources constitute only a small part of the total energy production, but in the last few years there has been a strong trend towards an increase in renewable energy production. This paper is to assess the readiness of innovative solutions (technologies) in renewable energy sources in the Russian Federation, particularly in wind energy projects. Wind energy projects in Russia were evaluated by the TRL method, based on the results of which it was concluded that they are technologically ready for scaling up projects in other areas of the Russian Federation. The paper uses the standard TRL scale to assess technology readiness. According to this scale, Russian projects are in a high degree of readiness, which makes it possible to use them now to modernize the Russian energy system. In our opinion, the modernization of the heat supply system should start in the residential sector, since it is more adapted to technological innovations. Russia has the largest centralized heating system in the world, which can be called its characteristic feature. Due to its large size, it has insufficient maneuverability. Therefore, in case the Russian energy industry switches to renewable energy sources, it would be crucial to prepare the heat supply infrastructure in advance. The paper provides recommendations for the construction of houses with the originally designed energy and thermal infrastructure in advance. The calculation of the installed electric and heat supply infrastructure is compared against steam-water systems. The calculation results show that building a house with a power supply and heating system is more expensive, but strategically this system is the most energy efficient and consistent with the principles of sustainable energy, which is a priority in the digital era.

The transition to alternative energy is inevitable, and it is necessary to envisage advanced renewable energy technologies and a phased transition to a new type of energy supply given the scale of the heat supply infrastructure in Russia. Today, in the Russian Federation, renewable energy sources constitute only a small part of the total energy production, but in the last few years there has been a strong trend towards an increase in renewable energy production. This paper is to assess the readiness of innovative solutions (technologies) in renewable energy sources in the Russian Federation, particularly in wind energy projects. Wind energy projects in Russia were evaluated by the TRL method, based on the results of which it was concluded that they are technologically ready for scaling up projects in other areas of the Russian Federation. The paper uses the standard TRL scale to assess technology readiness. According to this scale, Russian projects are in a high degree of readiness, which makes it possible to use them now to modernize the Russian energy system. In our opinion, the modernization of the heat supply system should start in the residential sector, since it is more adapted to technological innovations. Russia has the largest centralized heating system in the world, which can be called its characteristic feature. Due to its large size, it has insufficient maneuverability. Therefore, in case the Russian energy industry switches to renewable energy sources, it would be crucial to prepare the heat supply infrastructure in advance. The paper provides recommendations for the construction of houses with the originally designed energy and thermal infrastructure in advance. The calculation of the installed electric and heat supply infrastructure is compared against steam-water systems. Achieving macroeconomic stability and sustainable economic growth in Russia is directly dependent on the efficiency of economic activities and strategic stability of individual enterprises. At the same time, the rapid development and variability of the external business environment and the conditions of severe market competition require modern progressive approaches to management and its information and analytical support, which make it possible to make high-quality strategic management decisions. Based on it, the analysis of economic activity, which is the basis for justifying economic decisions, has a strategic orientation. The task of strategic analysis of the market environment for agricultural enterprises is to provide a meaningful and formal description of the main market elements, identify their features, patterns and trends of development, and the degree of influence on the activities of the manufacturer. In our opinion, the strategic analysis of the market environment of agricultural enterprises should first of all determine the main factors that affect the development of the territorial market of food products as a whole. Despite the fact that the market of agricultural and food products in our country is characterized by very intensive development, it is still far from perfect. The purpose of this article is to specify the problem in the cancers of one enterprise and develop a strategic map of the balanced indicators system for an agricultural organization. The main task is to optimize the system of strategic analysis for agricultural enterprises. The novelty of the work is the application of balanced scorecard methods as an element of strategic analysis for managing an agricultural organization.

This paper analyzes the political life of Russia at the federal level. It considers the rise and fall of the political parties in Russia, as well as the ideas and interests they represent. The low electoral activity among citizens provided grounds for this study to discuss representation of the citizens' interests in the political arena, and examine the degree of public approval of ideas that are supported by the federal political structures. A correlation and regression analysis was conducted in order to assess the role of different participants in the political process. The paper also provides an abstract model of the current political system where all the goals and aspirations of various political actors are interrelated. With the help of the ontological schemes, the main part of the research describes the current work of the Russian political parties which is carried out using the tools of the representative democracy. The study also focuses on the potential opportunity of switching the work of the parties to the principles of the direct democracy, which implies bringing people with similar political views into a strong information community. This will create the new political environment that can be defined as a social network with the expanded political functions, where the verified users set the agenda by direct voting. In addition, using the methods of the hierarchy analysis the paper considers two approaches to the establishment of a digital political party. The first way is to reorganize the largest pro-government and opposition parties, while the second one implies creating a new party with the digital mechanism that ensures an interaction between its members. The analysis shows that the most promising solution to a problem of the low electoral activity is setting up a digital political party from scratch. As a result, this study presents conclusions on the ways to raise awareness and interest of the Russian citizens in politics.
