The work is devoted to defining and selecting the main criteria, parameters, and features to create logical models. This is necessary for the subsequent preparation of the object model and rules for the developer, which are implemented based on a logical model, for the subsequent creation of a software prototype, writing software code. The use of the class method in software development can help: disparate structure data from a large number of sources that developers usually have to work with (laws, by-laws, standards, GOST standards, methods, methodologies, other sources of information); build the logic of implementing the search for the necessary information, which will later be displayed in the object model. Usually, information is presented separately in natural language, and for its structured presentation, a significant block of work is required in advance.

There are various strategies developed by scientists to form criteria that contribute to stabilising the Russian economy and its growth. A strategy aimed at socio-economic transformation is used to increase the economy's growth rate. Despite this, there is a differentiation of the industrial sector and the economic and infrastructural stratification of the regions. In this regard, many social problems and conflicts have appeared. To resolve these conflicts in the Volga Federal District (VFD) regions, it is necessary to improve the quality of the socio-economic environment by implementing appropriate development strategies. It is necessary to form a system of effective interaction between the regions, contributing to the normalisation of socio-economic relations. To form this type of strategy, it is necessary to have a detailed analysis of the development of the region, as well as to understand the specifics of the processes taking place in the region. The problems of the influence exerted on the economic development of the regions of the Russian Federation as a whole in some cases are aggravated by regional specifics, as well as increased interregional competition for labor resources. The article analyses the labor resources and their impact on the economic development of the regions. The problem of reducing the number of labor resources in the regions has been identified, directly related to the regions' demographic situation and the population's standard of living, and the most important economic indicator the gross regional product (GRP). Recommendations are given for solving the problems of labor supply in the regions and ways of economic development of the regions. The characteristics of the Volga Federal District regions are compared with the Chuvash Republic indicators for clarity, which helps to notice a significant difference between the regions. The instability of the socio-economic situation in the region caused by the COVID-19 pandemic is shown, which directly affected the reduction of the population and the reduction of the labor resources of the population and the quality of life of the population. This article presents the results of the analysis of socio-economic problems, due to the existence of which there is a reduction in the labor resources of the Volga Federal District and the impact on the economic situation.

In the article, trust in the authorities is considered as a political and sociological category. The level of public confidence in the regional authorities of the Southern Federal District subjects, the Republic of Adyghe and the Krasnodar Territory, is empirically characterised. Based on the materials of a sociological study conducted by the authors in September October 2021, citizens' degree of personal trust in authorities institutions is analysed. In general, the population cited the inefficiency of decisions and measures taken by regional authorities as the main reason for distrust of the authorities. Among other reasons, citizens called abuse of authorities, incompetence, low level of professionalism, the closeness of the authorities, insufficient informing of the population about the situation in the region and the measures taken, low moral level of the authorities. The data of the sociological study confirm a relatively low level of trust of citizens in regional institutions of authorities. Based on the assessments of the population, the main factors on which the level of trust in the authorities depends include: strengthening the personal responsibility of the heads of authorities; openness and transparency of the activities of authorities; taking into account public opinion when making decisions. A comparative analysis with the results of the 2020 study conducted using identical tools shows that the level of institutional trust in the regions has decreased slightly over the year.

This article examines the issues of ensuring economic growth in the economy of Azerbaijan. Authors consider the innovative stages of development for Azerbaijan national economic growth based on modern technologies and attracting investment. Investments for implementing modern innovations in Azerbaijan have played a leading role in increasing the export potential of hi-tech products and their competitiveness in the world market. This article has considered some indexes (index of economic freedom, index of "economic complexity") and the position of Azerbaijan in the ranking of the CIS countries for 2013-2020. The gradual and consistent economic growth of Azerbaijan contributes to the stability and efficiency of the economy and develops the scientific, technical and technological potential of the industry and the qualifications of personnel. Increasing the level of investments in the national economy of Azerbaijan will allow moving from a stage driven by factors to a stage driven by investments that ensure sustainable development of the economy through scientific, technical and technological developments.

The article presents a sociological analysis of the impact of reforms in modern Uzbekistan on the deviant behaviour of young people. Even though economic reforms always have a material reflection, it makes sense to describe the transformation processes of people's behaviour under the influence of reforms. Just as individualism is approved in the West, the collective value of society is recognised in the East; established traditions play a fundamental role in shaping the behaviour of citizens. But the death of I.A. Karimov in 2016, who ruled the country for many years, and the moderately liberal reforms of his successor, Sh.M. Mirziyoyev, began to expand freedom of thought and thinking in the minds of young people. As a result, the system of education that forcibly formed subordination to discipline became moderate and manifested itself in the form of uncontrolled jokes, which can be described as a prelude to deviation among young people. The transition of mechanisms of influence on young people in the transformation process from a challenging course to a softer one has expanded the audience of the deviant layer. In the case of Uzbekistan, globalisation is not the main factor of immorality, but it is the cause of marginalisation and social exclusion.

The article is devoted to such a complex issue as the development of ideas about civic identity. The topic of approaches to this ideological construction in the 20th century USA, primarily within the framework of school education, is considered. In addition, the review examines the reflection of the most important postulates of American identity in popular culture, which in the general context of the topic acts as an additional, and often even the primary source of forming ideas of the younger generation of Americans about their place in the country, the rights and duties of a citizen. The author proceeds from the fact that the study of the American experience will allow us to understand better the development of ideas about identity in the USA, as well as optimally perceive the best practices of the American education system and mass culture in these areas, at the same time, a critical analysis will allow us to see how negative features have formed in this system at the present stage. It has been proved that today, although the United States remains one of the countries with the highest level of civic consciousness in the field of education and upbringing, new paradigms are being formed that counter to all previous experience and blur the values and ideals that are familiar to many generations of Americans underlying the development of civic identity and patriotism.

The concept and essence of the project approach in management are described and the expediency of its application in HR management using the method of control questions. The essence of the method is to answer pre-defined questions, the results of which may lead to the conclusion of whether a project approach to HR management is being implemented at the enterprise and whether such implementation is appropriate. Using the method of indicators, the paper highlights characteristic features and conditions directly relevant to the organisation's activities and can simplify the use of the project approach or the approach to HR management itself. For the consistency of expert opinions on the feasibility of implementing a project approach and the correct choice of an action strategy, it is recommended to use the coefficient of variation indicator for the totality of expert assessments for each of the two evaluation scales.

The application of the structural shifts method allowed the study to assess the key indicator of the labor market youth employment. The process of assessing changes in the number of employed youth on the example of the Republic of Crimea was carried out in relation to the national level (assessing the difference between the actual and acceptable growth that could take place in the republic, if it was characterized by the production structure identical to the national one). The study made possible a new analysis of differential and proportional shifts in the employment of young people on the registered labor market of the Republic of Crimea, assess the impact of national and regional development features that influenced the change of the indicator in question, which, of course, had an impact on the labor market conditions in the region.

The father's role in the upbringing of children differs among different peoples and is transformed depending on the epoch: its social and economic structure. A historical digression allows us to understand the trends of such a transformation, based on which we try to understand the present better and predict future periods. It is possible to understand the place and role of the father in seed education based on the analysis of folklore (folk tales, songs, proverbs, sayings, traditions), religious rituals and holidays, state documents, scientific and literary sources. Our article is devoted to analysing the father's role in the upbringing of children in our country. We believe that in the domestic education system, such aspects as the need of children for authority; children's need for a model of a man's family behaviour also remain in demand.

It is possible to understand the place and role of the father in seed education based on the analysis of folklore (folk tales, songs, proverbs, sayings, traditions), religious rituals and holidays, state documents, scientific and literary sources. Our article is devoted to analysing the father's role in the upbringing of children in our country. The growth of the national economy and the development of the quality of human resources are in a constant and continuous relationship. Professional maritime education as a component of the socio-economic system that forms human capital requires implementing new approaches; relevant educational programs are developed considering industries' level and development directions. Strategically important maritime and shipbuilding industries today have several problems caused by the need to strengthen the professional training of specialists and the formation of supraprofessional competencies. The purpose of the work is to study the current state and determine the prospects for the development of maritime education, which provides the domestic labour market with specialists and officers of marine and shipbuilding profiles. The subject of the study is the motivational and educational-professional components of the quality of human resources of marine specialists. The article, based on a modern theoretical and methodological basis, examines the evolution and expected results of the choice of profession of specialists in marine and shipbuilding profiles, the state and needs of the labour market of the marine industry and concludes the need and relevance of the formation of students not only professional but also supra-professional competencies.
