The analysis of changes in land management indicators over 30 years considering the food security of the country 从国家粮食安全角度分析 30 年间土地管理指标的变化

The overarching aim of ensuring the country's food security is providing of the country's population with wholesome, quality-assured and available agriproduct, raw materials and food in volumes that ensure rational food consumption criteria. One of the central objectives of ensuring food security, whether external and internal conditions change or not, is the sustainable development of agriproduct, raw materials and food, sufficient to provide food sovereignty predicated on the principle of research-backed planning. Using the example of some regions of the Russian Federation, a look-back study of agricultural land use and changes in land management activities over a 30-year period was carried out, and the measures for rational land use organization.

The main aspects of the use of satellite data for agricultural lands boundaries determination in the regions of the Russian Federation are discussed in the article. The paper also contains the information about the satellite data and the products based on it, and also proposes possible scenarios for using the results of satellite data processing.

In the article, the authors discuss the lack of a unified source of information that can be used for solving land use planning problems in agriculture. Highlighting different levels of storage of such information, some state information systems are considered in this paper as the most important for solving such problems. The authors also propose the possible improvements in this sphere.

Assessment of the Resource Potential of Unused Agricultural Lands for Subsequent Restoration 未使用农用地后续恢复资源潜力评估

The article discusses some theoretical and methodological aspects of assessing the resource potential of unused agricultural lands for subsequent restoration, and notes the importance of using the resource potential of lands as a ranking criterion. The authors also consider approaches to assessing the priority of restoration, and provide a calculating methodology by example of Lyubytinsky district, Novgorod region.

Geoportals as an Information Tool for Government Support of Agricultural Producers 地理门户网站作为政府支持农业生产者的信息工具

In this scientific article, the authors consider the role and importance of geoportals as sources of information for the development of the agro-industrial complex in the region. The object of the study is Novgorod region, which has an industrial and agricultural specialization and significant natural resource potential for the development of the agricultural sector. The authors have identified external and internal factors that have a negative impact on the development of agriculture in the region. The solution to the mentioned above problems is, according to the authors, visualization of the results of complex works on the establishment of boundaries of agricultural lands on a regional geoportal with subsequent use of it as a justifying tool for making managerial decisions to support agricultural producers. The conducted research has shown that the Novgorod region has the opportunities to restore abandoned agricultural lands, and the use of geoportal information by regional authorities can allow effective interaction with the federal budget for comprehensive support of agricultural producers in a simplified manner.

The land use planning measures used for the inclusion of land into agricultural use in the Russian Federation 俄罗斯联邦用于将土地纳入农业用途的土地利用规划措施

The article considers the dynamics of the areas, structure, and condition of unused lands intended for agriculture and the volume of involvement in farming business, as well as the areas of land plots registered and transferred to rural commodity producers over the last years in the Russian Federation. It is shown that the current amount of land restoration doesn’t compensate for the needs of the state. The authors insist on necessity of comprehensive land use planning activities by developing appropriate land use planning procedures.

The article examines the geographic spatial expansion or contraction of agricultural areas as a consequence of influence and interaction of various production factors. The dynamics of sown areas of agricultural crops provides a visual representation and quantitative measurement of the influence of location, natural-climatic, socio-economic, transport and logistics conditions and the quality of regulation and management on the result of agricultural activities. Economic prevails over technological rationality. “In economic reality, technical improvements are not necessarily implemented. The ideal technical picture, which does not take into account economic conditions, is modified and therefore in reality we often see poor cattle instead of exhibition samples, primitive hand work instead of perfect machines. Due to the adaptation of the economy to recognized conditions, and not simply due to lack of knowledge or inertia, the most technically advanced technologies are not introduced. Economic activity is to a certain extent determined by material necessity. The labor of management occupies a dominant position in relation to executive labor and to the services of the land. The one who “manages” the economy only fulfills what the consumer and demand prescribe to him” [1]. Using the example of the Volga economic region, a general trend of growth in the sown areas of agricultural crops on peasant farms and decrease in agricultural organizations and households is clearly visible. In the Astrakhan region and the Republic of Kalmykia, the sown areas in peasant enterprises exceeded their number in agricultural organizations by 3.6 and 1.8 times respectively, and in the Saratov region they were equal in size.
