The article deals with the issue of compensation payments for the withdrawal agricultural land, and clarified the theoretical and methodological features of the calculation of such payments for state and municipal needs. In this study, the authors paid a special attention to comparing the methods used in calculation and the peculiarities of calculating.

The authors analyzed the situation in the Omsk region and the reflection of this phenomenon by various government structures. According to aerial photography and two models of GPS receivers, the digital models of the slope were built using the "ArcGIS" tools. The comparison of the quality of digital terrain models created with use of three sources was carried out in this paper. The data obtained from GPS receivers have a significant altitude error; however, taking this factor into account, new equipment determines the location of a point in space more accurately, minimizing sharp altitude indicators. The quality of terrain models depends on the model of GPS receiver and the number of points, but anyway aerial photography is the best source for creating digital terrain models. Although it has a high accuracy of output data, it is worth considering that this method is very expensive. The resulting models can be used to design elements of precision farming technology.

In this article, the authors propose new form of land management - the streaming methodology as the basis for building precise farming systems. Land management has always been an important state part and developed as the state needed it. The state determined the land policy for the development of land use in the country, organized the planning, rational use and protection of land resources as the basis of life and activity of people. In different periods, it has gone through different stages of development - from the simplest operations of measuring and dividing land areas to complex surveying systems used for organizing the rational use and protection of land. Unfortunately, nowadays land management as a system has ceased to exist in Russia. Therefore, the authors propose a solution to this problem - to restore the land management system at the state level. They also propose, within the framework of state programs, to carry out cartographic work using a stream methodology for planning and forecasting the use of land resources, in particular - arable lands as the main means of production.

The relevance of the study is determined by the need to move to precision farming due to the lack of land resources and the increasing population of the Earth. The article describes the sequence of work for the transition to precision farming based on geographic information systems, global positioning systems and field monitoring using remote sensing. The sequence of work is as follows: firstly, initial survey of the fields and the sections of the fields, drawing up a map of the fields, and assessing the features of the fields are carried out; the second step – the selection of crops and sowing with the help of smart agricultural machinery; the third – monitoring the fields using satellite images and images obtained from unmanned aerial vehicles (UAVs). At this stage, seedlings are analyzed for possible secondary crops, together with the analysis of soil moisture and watering, and also application of fertilizers and pesticides. After that, the readiness of the crop for harvesting, and a preliminary forecast of the yield is analyzed as well. After harvesting, the crop is estimated by fields and yield maps are compiled, and the following crops are planned taking into account the crop rotation. The article concludes that it is expedient to use airborne multispectral and hyperspectral images for monitoring agricultural fields, as well as for assessing and mapping yield variability within a field for precision farming.

The work is about land administration system in Russia in conditions of restoration of land as the main real estate of agricultural production. The size and structure of land for sustainable and efficient production have to meet the objectives of production and mostly determined by the availability of other production resources. Solving this problem begins with obtaining reliable and sufficient information about amount and quality of available land resources, labor, and equipment. Further, the balancing of the main production resources is carried out, which makes it possible to establish the necessary measures for the change and development of land resources of an agricultural organization. Unlike previous periods, significant features are associated with the restoration of the function of land as property. The difficulties in organizing the use of land resources are connected with the fact that agricultural organizations use land plots belonging to other legal entities and individuals to solve their production problems. In addition to environmental and economic, it also provokes legal problems of land administration.
