The efficiency of each member of the management of state-owned companies with clients, ie users (citizens) of their services, is very important for business communication. Through a proactive relationship with the media, clients and taxpayers, the Department of Communications and International Cooperation contributes to establishing a positive atmosphere with the citizens of Montenegro. Scientific research on the subject of this paper will make a significant contribution by pointing out the way of working in state-owned enterprises, the importance of examples of six principles of the Organization for Economic Cooperation and Development (OECD), the benefits of corporate governance, and point out gaps and offer possible solutions. would contribute to improving the provision of services of general interest to the satisfaction of both the owner and the user of the public enterprise service. It is of great importance to point out the future legal solutions on the performance of communal activities to change the competence, and thus the management of state communal enterprises in Montenegro. The specific contribution of the research is reflected in the consideration of the reform of state-owned enterprises in Montenegro, needs and assumptions for reform, preparation of state-owned enterprises for knowledge-based society, informatization of state-owned enterprises, socially responsible business and their information system. By accepting the basic concept of quality and treating citizens and other users of their services in a different way, the work of state-owned enterprises must be better, faster and cheaper. Related to this is the hypothesis of this paper that the ruling parties and changes in the business environment inevitably require new concepts of governance and the six principles of OECD corporate governance in state-owned enterprises have not been applied.

There are several issues and problems that are inevitably produced by the phenomenon and the emergence of social exclusion. These are, first of all: unemployment, inadequate education, extremely poor housing and an environment characterized by high rates of corruption and crime, insufficient and inadequate care and nursing of the elderly, low level of general health, cases of family breakdown, addiction problems, and discrimination on various grounds. Therefore, the fight against poverty and social exclusion, through the promotion of integration and inclusion in the labor market and social integration, supports marginalized groups and helps their active inclusion in social flows. The inclusion in the labor market of socially excluded groups, accompanied by projects to create a supportive environment, is particularly important and represents the best approach in their social reaffirmation and fight against all forms of social exclusion. In this sense, the development and implementation of social inclusion programs that are regulated by positive legal regulations by the state are crucial. It is the state that should, on the basis of legal regulation and through financial support, encourage social inclusion since this is the only way and basis to ensure the prevention of all forms of discrimination against socially excluded groups of citizens. In this context, the development and implementation of disability education programs are key. Support for such projects increases opportunities for education and subsequent employment and reduces the risk of social exclusion and poverty of socially excluded categories. The presented case study shows that the development and implementation of targeted inclusive education programs will give excellent results in terms of strengthening this marginalized category by improving the conditions of their education without physical and mental barriers, as well as by creating conditions for improving their later employment and labor market integration.

This study investigates the causal link between tourism, electric power consumption and economic growth in 34 OECD countries. Unlike previous studies, this study applies the panel VAR model with the Granger causality test, impulse response, and variance decomposition. The findings show a positive trend for all variables. As economic growth increases, tourism receipts and electricity consumption are increasing as well. The results reveal bi-directional causal relationship between all of the variables, and the findings are consistent with previous studies. These findings may encourage the decision-makers to make the necessary efforts to create a friendly environment for sustainable tourism.

The importance of incorporating integrity in public administration into a unified system of social integrity in Bosnia and Herzegovina permeates all parts of this paper. Necessary preventive and repressive actions in all areas of society with an emphasis on public administration have been separately developed. The Bosnian-Herzegovinian model of normative regulation of integrity in the administration with the detection of neuralgic points with the proposal of improvement is analyzed. The view on developing a system of social integrity through the prism of employee motivation and providing a model for developing a system of integrity is elaborated. Then, the needs and importance of the development of a culture of integrity in society are considered, and at the end of the paper, the emphasis is on the role and importance of the media in promoting a culture of integrity and ethical behavior.

The scope of state activities, particularly of the public administration is increasing and becoming more demanding. State administration has always served to some higher interest, which slightly changed during the history, but regardless, their activities covers numerous areas of everyday life and often complex and formalized procedures that require specific knowledge and skills.Contemporary approach of state administration needs to be rationalized and inclusive, due to global context, availability of information, higher level of citizen rights and increased needs and other factors. State is adopting new patterns, and one of them that enables the state to follow the social dynamic and rationalize its activities and resources is Public Private Partnership. In this paper the concept of Public Private Partnership has been presented with fundamental motives for its implementation, as well as the benefits and negative aspects, throughout the prism of three countries from Central and Eastern Europe, but practically the same geographical region and with similar political, economic and legal background: Bulgaria, Hungary and Bosnia and Herzegovina. The paper presents the legislative, political and administrative perspective of Public Private Partnership, having in mind that first two countries recently became European Union members, and are just completing the transition that the third country, Bosnia and Herzegovina is starting at the moment.

The application of the principle of good governance and public administration for the citizen implies a series of procedural rules that guarantee the exercise and protection of rights at all stages of the administrative procedure and administrative dispute. Sublimated through effective procedural rules oriented to the relationship of administrative bodies with the parties, it creates preconditions for modern modalities of public administration functioning. In the process of integration into the European administrative space, it is necessary to incorporate European procedural standards into legal regulations, as well as the principles of reliability and legitimate expectations, proportionality, responsibility, effectiveness, etc. The process of democratic development and maturation requires continuity in changes in the normative framework which gradually removes administrative barriers and by which the citizen from a mere addressee becomes an active participant in the process of administrative decision-making. Outdated but stable administrative procedural solutions in the Federation of BiH require structural change and the establishment of a new constellation of relations between the state administration and the citizen, which puts the citizen at the center and final determinant of the modern way of functioning of public administration, with consistent implementation of basic administrative procedural principles at all phases of administrative decision-making.
