From year to year nightclubs in Pekanbaru grow rapidly. such as being dissatisfied with the permits that have been given to the nightclub businessmen, which clearly violates Article 5 of Regional Regulation No. 3 of 2002. In the regionalregulation it is emphatically stated that the operating hours of entertainment venues in Pekanbaru City, but in reality currently almost all clubs Evenings in Pekanbaru City are closed in the early hours of the morning and some are evenuntil dawn. however, there is no firm stance taken by the Pekanbaru City Government regarding this violation. Not only that, night clubs business people also commit violations such as allowing nightclubs, being a place for transactions and the use of illegal drugs, selling liquor, providing women as entertainers, carrying out prostitution activities and becoming a gambling place. The purpose of this study is to determine the evaluation of the implementation of the duties of the CivilService police units in enforcing the Pekanbaru City Regional Regulation and its obstacles. The methods used are descriptive and qualitative methods; The informants in this study were Satpol PP personnel and night club owners. Data collection techniques are observations and interviews. the the results of the study are the ineffectiveness of night club supervision carried out by the Satpol PP because even though it is prohibited to operate, the night club remains open so that it is increasingly disturbing for people who gather. the obstacles found in this study are the absences of regulations that specifically regulate night clubs and weak coordination.

This research evaluates the function of the Regional People's Legislative Council of Rokan Hulu Regency for the 2014-2019 period in forming Regional Regulations. And there are indications that the Human Resources of the DPRD of Rokan Hulu Regency still need to be more decisive in the formation of regional regulations, so only a few local government regulation are passed at the initiative of the DPRD. In this study, the authors used qualitative methods. This research data collection technique by observation, interviews, and documentation. This research uses the theory of Policy Evaluation according to Ndraha, namely the Das Sollendas Sein Model, which compares what should be and should be. With indicators of Planning, Preparation, Discussion, Approval, Promulgation, and Dissemination. Based on the results of research on the Evaluation of the Implementation of the Function for Forming Regional Regulations of the Regional People's Representative Council of Rokan Hulu Regency (2014-2019 Period) that very few regional regulations were passed at the initiative of the DPRD, lack of understanding of community problems so that not many were responded to in the form of policies. So it is necessary to conduct training in making regional regulations to increase the understanding of council members in drafting regional regulations.

The guidance carried out by the Department of Trade and Industry of Siak Regency on the Belantik Market which is included in the Indonesian National Standard (SNI) People's Market is one of the government's efforts to realize good governance. This study aims to determine and analyze the application of good governance in the arrangement of the Belantik Raya People's Market in Siak Regency. This research method is descriptive qualitative. Data analysis technique using triangulation technique. The results of this study explain that the implementation of good governance in the arrangement of the Belantik Raya People's Market in Siak Regency has been running for 2 (two) years in accordance with the rules that apply as an SNI Market. If it is associated with the theory of good governance, according to Sedarmayanti, the indicators are: Accountability, Transparency, Openness, Legal Certainty/Rule of Law that the application of the Belantik Raya People's SNI in Siak Regency not only benefits traders, but also benefits consumers. This is because SNI Pasar Rakyat emphasizes the factors of cleanliness, health, safety and comfort. The market manager is currently monitoring all the requirements that must be met by Belantik Raya Market as an SNI People's Market which is under the auspices of the Siak Regency Trade and Industry Office. it must be improved as a whole, this is of course the need for coordination and communication between traders and the government, because to maintain this SNI is the cooperation of all of us in Siak Regency.

This study aims to determine the Shadow Statein the Management of the Shock Market in Marpoyan Damai District, Pekanbaru City (Study in the Shock Market in Heroes of Work, Marpoyan Damai District). This type of research, which is located in the shock market of Work Heroes,Marpoyan Peace districts, is descriptive with a qualitative method, namely research that seeks to describe the object or subject under study in accordance with what it is, and to explain variables and indicators. The problem with this research is the lack of capacity building for the sub-district head in coaching village heads so that there are still some village heads who do not understand how to carry out their duties. The purpose of this study was to find out how the quality of the Camat's Capacity Building in Conducting Village Head Coaching in Kerinci Kanan District, Siak Regency. This study used qualitative research methods. The indicators in this study are human resources, organization and institutional reform. The use of this qualitative method aims to support the level of results so that they can be accounted for and easy to understand. This research data collection instrument prioritizes interviews as a means of obtaining the main raw materials to obtain appropriate results. The key informants of this research were the Kerinci Kanan Sub-district Head, Kerinci Kanan Village Head, Kerinci Kiri Village Head, Bukit Agung Village Head, and one of the people from each village. Based on the results of the discussion, it can be concluded that capacity building is not a process that starts from scratch but starts from building existing potential and then processed to further improve the quality of self, groups, organizations, and systems in order to survive in an environment that undergoes continuous change by utilizing cooperation between sub-district apparatus with village apparatus.

This paper describes the suffering experienced by a woman as a double victim of revenge porn. Indeed, revenge porn is a crime in the Pornography Law which has criminal sanctions in accordance with Article 4 paragraph (1) jo. Article 29, with the threat of imprisonment for a minimum of 6 months and a maximum of 12 years and a fine of between 250 million and/or 1 billion. By using an exploratory qualitative approach to the main subject, Bunga (21 years old) is not her real name, as a student at one of the universities in Pekanbaru, this study also uses the Feminism and Victim theory approach as the analytical knife. From the research findings, it can be concluded that the victim experiences multiple and varied sufferings from the revenge porn she experienced. Personally, the victim experienced sexual violence and extortion. In other cases, the legal process as a victim's right which can actually be taken to ensnare the perpetrator is not supported by the family with the aim that the perpetrator and victim can be united in the marriage bond. Meanwhile, socially, the victim gets a negative image and stigma in the form of reproach (cheap and immoral women) from the circle of friends and the environment where the victim lives, regardless of the perpetrator as the main actor in the revenge porn case.

This research examines the Governance of Village Governments in Determining Boundaries which have problems regarding Governance in the settlement of boundaries. This study aims to determine village government governance in determining the boundaries between Buluh Manis Village and Pematang Pudu Village in Bengkalis Regency. This type of research, which is located in Buluh Manis Village, Bathin Solapan District and Pematang Pudu Village in Mandau District, is descriptive with qualitative methods, namely research that seeks to describe the object or subject under study in accordance with what it is, and to explain variables and indicators. The results of the study regarding Village Government Governance in Determining the Boundary between Buluh Manis Village and Pematang Pudu Village in Bengkalis Regency were analyzed through four indicators. First, the accountability is both normative accountability and positive accountability can be correlated well because the Bengkalis Regency Government in solving this problem is responsible for the authority assigned to it as it has done several stages of solving the boundary problem between Buluh Manis Village and Pematang Pudu Village . Second, the transparency, namely the openness of the process in the formulation of public policies and the action of its implementation can be seen by the community knowing how the process in the formulation of decision-making to determine the boundaries between Buluh Manis Village and Pematang Pudu Village or in the implementation action which also includes representatives from the community such as community leaders. Third, the participation is that the Bengkalis Regency Government has conducted mediation by opening a discussion forum between the parties involved in the completion of boundary determination. Fourth, the legal certainty that there is no legal certainty or applicable regulations set by the Bengkalis Regency Government in resolving the boundary problems between Buluh Manis Village and Pematang Pudu Village.

This study aims to determine village government governance in determining the boundaries between Buluh Manis Village and Pematang Pudu Village in Bengkalis Regency. This type of research, which is located in Buluh Manis Village, Bathin Solapan District and Pematang Pudu Village in Mandau District, is descriptive with qualitative methods, namely research that seeks to describe the object or subject under study in accordance with what it is, and to explain variables and indicators. The results of the study regarding Village Government Governance in Determining the Boundary between Buluh Manis Village and Pematang Pudu Village in Bengkalis Regency were analyzed through four indicators. First, the accountability is both normative accountability and positive accountability can be correlated well because the Bengkalis Regency Government in solving this problem is responsible for the authority assigned to it as it has done several stages of solving the boundary problem between Buluh Manis Village and Pematang Pudu Village . Second, the transparency, namely the openness of the process in the formulation of public policies and the action of its implementation can be seen by the community knowing how the process in the formulation of decision-making to determine the boundaries between Buluh Manis Village and Pematang Pudu Village or in the implementation action which also includes representatives from the community such as community leaders. Third, the participation is that the Bengkalis Regency Government has conducted mediation by opening a discussion forum between the parties involved in the completion of boundary determination. The increasing arrival and presence of asylum seekers in Pekanbaru City has presented its own problems that are feared and have an impact in the fields of ideology, politics, economy, socio-culture, national security, and immigration vulnerability. This study aims to determine network governance in dealing with the problems of asylum seekers in Pekanbaru City. This study uses a qualitative method, which is a study that uses humans as research instruments that are adapted to the situation and conditions in the field. The results of the study show that networking governance between stakeholder institutions has not been going well so that there are still many immigrants who violate and conflict with existing regulatory provisions. The conclusion of this research is that in terms of involvement, commitment, roles, and mechanisms, the three institutions have been well implemented. The research suggestion is that all stakeholders are expected to establish cooperative relationships and coordinate with the Pekanbaru City Government, the police and other parties involved in monitoring the presence of asylum seekers or illegal immigrants in Pekanbaru.

The Government's Policy on the Development of Work Competencies through the Pre-Employment Card ProgramThe Pre-Employment Card Program in Overcoming Unemployment in Tebo Regency, Jambi Province is implemented bythe Implementing Management of the Pre-Employment Card Program and assisted by the Tebo Regency Department ofIndustry, Trade and Manpower. This program is structured to develop work competencies, increase productivity andcompetitiveness of the workforce, and develop entrepreneurship, the main objective is to provide training to the workforce so that the workforce can work. Therefore, the training in the program must be in accordance with the needs of the existing labor market. The purpose of this study was to determine the effectiveness of the pre-employment card program in overcoming unemployment in Tebo Regency, as well as to determine the factors that influence the implementation of the pre- employment card program in Tebo Regency. The method used is qualitative using primary and secondary data. Fundamentally, the implementation of Bureaucratic Reform within government agencies, both central and regional, mandates an objective change of the proportional bureaucratic institutional structure and the improvement of thequality of the human resources of the apparatus. The President, through The Ministry of State Apparatus Utilization And Bureaucratic Reform, encourages local governments to create government organizations that have the right function,process and size. One way to achieve this is through job analysis. Management of the implementation of a good job analysis will produce a good quality of job requirements planning. Management of the Implementation of Job Analysis consists of planning, organizing, actuating, controlling (Terry Theory) actions, which are carried out to achieveorganizational goals and use professional employees. From the results of research at the Regional Secretariat of Riau Province that in the planning phase, the preparation of the job analysis is carried out before the organizational structure change activity is determined, so that this jump is less effective and has the potential to repeat the preparation of the jobanalysis again. In the organizing phase, the average placement of employees is not based on educational qualifications and competencies. The name of the position attached to the employee actually brings the employee's exclusive nature and cannot do various work tasks (multi-tasking) for the organization. This has the potential to reduce performance and harm the organization. In terms of actuating, organizational leaders are still weak in moving their subordinates to be more professional. In the controlling phase, the preparation of the job analysis is supervised by 2 institutions, namely the Regional Inspectorate and the Supreme Audit Agency. However, in the preparation process, there were several steps thatwere not carried out, such as distributing the questionnaire form or direct interviews, this was not done because the preparation of the job analysis at the Regional Secretariat was already using the application system. Then the Teamwas only formed without a Regional Head Decree. It can be said that it does not have a strong legal umbrella inconducting the preparation of job analysis.
