This research is based on conditions in which there are still many deficiencies in the management process, there are still many assets of the Meranti Islands Regency Education and Culture Office that have not been properly recorded and recorded, so that the true value of assets is difficult to know and the whereabouts of these assets are difficult to trace. Apart from that, the information regarding the reporting of assets at the agency is not accurate. As for the purpose of the research is to find out whether the management of regional assets at the agency has been running well in accordancewith the applicable regulations and what obstacles are faced in the implementation of regional asset management at the Department of Education and Culture of the Meranti Islands Regency. In this study, the authors used the theoretical concepts put forward by George R. Terry, planning, organizing, actuating and controlling. The form or method used in this research is qualitative. While the data collection technique is done through observation, interview and documentation methods. The results of this study indicate that the regional asset management at the Meranti Islands District Educationand Culture Office has not been fully implemented optimally as regulated in statutory regulations, especially in data collection on the number of regional assets owned and the systems and procedures for managing regional assets. This is due to the lack of Standard Operating Procedures (SOP), not having a warehouse where assets are stored, not having conducted an assessment and evaluation of asset managers and a lack of experts in regional asset management. For this reason, the Meranti Islands Regency Education and Culture Office should have a Standard Operating Procedure (SOP) forregional asset management, and have a special warehouse for storing regional assets. Assess and evaluate the performanceof the asset manager periodically/quarterly and give appreciation or appreciation to the performance of regional assetmanagers in spurring morale and increasing a sense of responsibility, involving asset managers in trainings and having a special Accounting Staff in charge of assets.

The relocation of the Department of Marine Affairs and Fisheries of Lingga Regency to the Senayang Districtreceived the attention of the community, therefore it is interesting to review from a policy point of view. The purpose of this study was to understand the policy formulation of the relocation of the Department of Marine Affairs and Fisheries ofLingga Regency to Senayang District from the point of view of a goal-oriented model. The type of research selected is qualitative- descriptive. The location of this research is the Department of Marine Affairs and Fisheries of Lingga Regency, which at this time has changed the nomenclature to the Department of Fisheries of Lingga Regency Service.Informants were selected purposively and snowball sampling. Primary data is obtained directly from informants through interviews and secondary data comes from related documents. The results showed that the policy formulation for relocating the Department of Marine Affairs and Fisheries of Lingga Regency to the Senayang District did not support resource management to achieve the goal because most of the resources were not available. In addition, the goal to be achieved -- namely providing easy access and services to fishing communities in Senayang District -- does not meet thecriteria as a good goal.

This research was carried out with the intention of knowing the Role of the Bengkalis Regency Public Works andSpatial Planning Service in Coastal Security at Pambang Pesisir Village Beach. Coastal Security is an effort to protect and secure coastal areas and river estuaries from damage due to erosion, abrasion, and accretion. . In its duties and functions, the Water Resources Sector controls the destructive force of water including prevention, construction, repair andmaintenance of facilities and infrastructure for controlling floods, abrasion, erosion, on rivers, beaches and lakes. The coastal area of Pambang Pesisir Village has shrunk due to coastal abrasion. The crashing of the waves is a real threat to the residents of Pambang Pesisir Village. The research objectives were to determine the Role of the Bengkalis Regency Public Works and Spatial Planning Agency in Beach Protection and to find out the obstacles - the obstacles of the Bengkalis Regency Public Works and Spatial Planning Office in Beach Protection. Therefore, in the implementation of coastal protection, the Department of Public Works and Spatial Planning, Bengkalis Regency, through Prevention,Development, Repair and Maintenance. This type of research is descriptive qualitative research. The results of the overall interview stated that the Public Works and District Spatial Planning Office in Coastal Protection was not good. However,the author suggests optimizing community involvement in coastal protection and budget efficiency for coastal protection.

The Department of Fisheries and Food Security has a function in empowering fish breeders in Kuantan Singingi Regency. To carry out these functions, 20 types of activities have been determined as stated in the work plan in 2019. The research objective is to determine and analyze the Capability of the Fisheries Service and Food Security in EmpoweringFish Cultivation Groups in Kuantan Singingi Regency and to provide problem solving. Capability of the Fisheries Service and Internal Food Security. Empowerment of Fish Cultivation Groups in Kuantan Singingi Regency. This type of research is a descriptive survey using qualitative methods. Data were obtained from research informants who were determined bymeans of the informant determination technique using snowball sampling. Data collection was carried out by means ofinterviews, observation, and documentation, then all data collected was carried out by data validation steps and then analyzed one by one so that the research results could be drawn in the form of conclusions. The results of the study found that the capability of the Fisheries and Food Security Office of Kuantan Singingi Regency in empowering fish farming groups has been carried out with human resources, existing policies, predetermined budget allocations, and the existence of empowerment techniques that have been established every year. In the Capability of the Department of Fisheries and Food Security of Kuantan Singingi Regency in empowering fish farming groups, there are several obstacles in the form ofa lack of human resources and limited budget funds allocated for implementing programs in the aquaculture sector.

Globalisasi telah mendorong perkembangan terknologi yang semakin tidak terbatas dan membawa perubahan signifikan terhadap keamanan suatu Negara. Perkembangan teknologi ini pula sebenarnya tidak hanya bedampak baik tetapi juga bisa menjadi suatu ancaman tergantung dari cara memanfaatkannya. China sebagai salah satu Negara yang mengalami perkembangan pesat tersebut menggunakan kesempatan ini untuk mencari celah dan mengambil keuntungan dari Negara targetnya yaitu Amerika Serikat. Sejak terjadinya peretasan pada awal tahun 2000an oleh China, Amerika Serikat menggap ini sebagai ancaman untuk keamanan nasionalnya, oleh karena sebagai upaya untuk memproteksi diri dari ancaman cybercrime Amerika Serikat membuat beberapa kebijakan terkait dengan keamanan cybernya. Dalam penelitian ini akan dibahas mengenai konsep keamanan nasional terkait dengan maraknya Cybercrime, dan bentuk bentuk peretasan yang dilakukan oleh China terhadap Amerika Serikat yang nantinya mempengaruhi Amerika Serikat untuk membuat kebijakan di negaranya. Terbukti dari dikeluarkannya beberapa dokumen yang menempatkan cyber security sebagai keamanan utama di Amerika Serikat. Penelitian ini menggunakan metode deskriptif yang menggambarkan keadaan subjek atau objek dalam penelitian yang dapat berupa orang, lembaga, masyarakat dan yang lainnya yang pada saat sekarang berdasarkan fakta-fakta yang tampak atau apa adanya. Leadership in times of crisis has a vital role, therefore the decisions chosen can improve the situation or make things worse. This article looks at the phenomenon of leadership from two things, namely during the pandemic and the momentum of digital disruption. These two things are closely related and occur simultaneously. No less important than adapting to a new form is conformity to the conditions needed to become something new that people eventually become accustomed to. This article uses a variety of primary and secondary data as well as field facts that have occurred in Indonesia for the past three years and uses a qualitative descriptive method, this method is considered appropriate to explain, describe and analyze this discussion.

This thesis is entitled Implementation of Labour Policy in Bekasi Regency which raises the issue of how the implementation of labour policy in Bekasi Regency is seen from its dimensions and determinants and how to improve labour services in order to increase job opportunities in the Bekasi Regency area. The theory used as an analytical knife in writing this thesis is the theory of policy implementation model according to Muchlis Hamdi (2014) which explains the description of the movement dynamics of policy implementation, namely the dimensions of productivity, linearity and efficiency and the factors that can affect the success of policy implementation, namely the determinants of policysubstance, behavior of implementing tasks, network interactions, target group participation and resources. The method used is a qualitative approach, data collection techniques are interviews, document review, observation, and triangulation. Based on the data and analysis of the implementation of labour policies in Bekasi Regency, seen from the dimensions and determinants, some results are obtained that the implementation of labour policies in Bekasi Regency has been going quite well which can be seen from the achievement of performance targets and SPM increased from 2018 and can meet the target in 2019, the use of funds, infrastructure and implementing officers in supporting employment services is quiteefficient, the contents of employment policies, especially employment services with other policies are aligned , the level of performance and ability to make the initiative of implementing officers is quite good, the interaction of the network of implementing officers is quite harmonious, the participation of the target group both job seekers and company on the implementation of labour policies in Bekasi Regency is quite high, resource support is good, adequate funds,availability of implementers and the availability of equipment for the implementation of labor policies in Bekasi Regency is quite good. The theory used as an analytical knife in writing this thesis is the theory of policy implementation model according to Muchlis Hamdi (2014) which explains the description of the movement dynamics of policy implementation, namely the dimensions of productivity, linearity and efficiency and the factors that can affect the success of policy implementation, namely the determinants of policysubstance, behavior of implementing tasks, network interactions, target group participation and resources. The method used is a qualitative approach, data collection techniques are interviews, document review, observation, and triangulation. Based on the data and analysis of the implementation of labour policies in Bekasi Regency, seen from the dimensions and determinants, some results are obtained that the implementation of labour policies in Bekasi Regency has been going quite well which can be seen from the achievement of performance targets and SPM increased from 2018 and can meet the target in 2019, the use of funds, infrastructure and implementing officers in supporting employment services is quiteefficient, the contents of employment policies, especially employment services with other policies are aligned , the level of performance and ability to make the initiative of implementing officers is quite good, the interaction of the network of implementing officers is quite harmonious, the participation of the target group both job seekers and company on the implementation of labour policies in Bekasi Regency is quite high, resource support is good, adequate funds,availability of implementers and the availability of equipment for the implementation of labor policies in Bekasi Regency is quite good. Performance data management is carried out by recording, processing, and reporting performance data. The measurement of performance achievement at BPK is supported by the role of the Key Performance Indicators (KPI) input. Where the KPI input does not meet the level of reliability. The purpose of this study was to find out what factors caused the role of KPI inputers to not fully meet the level of reliability (timeliness of data input, completeness of supporting data and accuracy of supporting data) in the ideal SIMAK/PRISMA data input; and develop strategies to increase the role of KPI inputers in order to increase reliability. This study uses a qualitative research method with a descriptive approach using Soerjono Soekanto's active role theory. Sources of data obtained from primary data and secondary data. The analysis technique uses SWOT analysis. Data collection techniques through interviews, observations and documentation carried out at the Directorate of Strategic Planning and Performance Management. Resource persons as informants in this study are KPI inputers. The results showed that the factors that caused the role of the KPI inputer to not fully meet the ideal level of reliability in inputting SIMAK/PRISMA data were the KPI inputer in carrying out the role of prioritizing the main task, where being a KPI inputer was an additional task; availability of data from parties other than KPI inputers who have not provided data by the time limit; there is limited knowledge of the inputer on the use of the application; the data period required is different from the input period; the existence of human error, the inputer mistakenly saw the numbers and typed them; the data to be input takes time in a tiered review, the work process is still ongoing so that the required data does not yet exist; data/document access restrictions. There are six strategies that can be used to increase the role of KPI inputers, namely maintaining social relations/interrelationships on an ongoing basis in order to cooperate with other parties regarding data input; maximizing the facilities and infrastructure to support the task of inputting data; propose a re-evaluation of data access restrictions; propose to take part in related training for unskilled KPI inputers; proactive in collecting data from various parties.

This study focuses on the relationship between the Pilkada and the performance of the Aceh Barat Health Office. This study aims to analyze the relevance of power politics to the performance of the West Aceh Health Service bureaucracy that has not been optimal, and to find a solution so that the West Aceh Health Service bureaucracy is protected from the political impact of the Pilkada. The main theories used are Peter Merkl's theory of power politics (Budiardjo, 2007), Weber's bureaucratic neutrality (Miftah Thoha, 2014) and Sofian Effendi, 2018), and bureaucratic performance theory (Agus Dwiyanto. 2012). Bureaucracy must be impartial, which means it must be fair, objective, unbiased and not in favor of anyone. Mutations and promotions are indicated to be related to the Pilkada process in West Aceh which has affected the West Aceh Health Service so that performance in serving the public is disrupted. The politicization of power and the performance of the bureaucracy in Aceh Barat Regency was shown in the form of inappropriate promotions and mutations at the Aceh Barat Health Office. Some of them are: 1) promotion of functional dr in Puskesmas to become director of CND Hospital in 2018, 2) recruitment of Freelance Daily Workers (THL) for cleaning staff, administrative staff and health workers at CND Hospital, 3) transfer of Puskesmas midwives to the secretariat DPRK, 4) transfer of specialist doctors from CND Hospital to Puskesmas. The solution to prevent the politicization of power is by means of the DPRK exercising tighter control over the policies of the regent. For example, by creating a special committee and urging the regent to remove the incompetent director of the RSUD.
