This research is to look at the role of the Culture and Tourism Office of Rokan Hulu Regency in developing the Aek Martua Waterfall tourist object which is one of the tourist destinations in Rokan Hulu Regency. This study uses a descriptive research type with a qualitative approach by observing, interviewing and documenting field data. The results of the research show that it is necessary to make development efforts to increase tourist attractiveness by making events, building facilities and infrastructure to facilitate access to tourist sites and community support so that development still pays attention to local wisdom. The obstacle in the development is the distance to the location with the condition of the road passing through the Barisan Hill. The Rokan Hulu Regency Government is expected to be able to carry out developments which are outlined in the form of programs and activities at the Aek Martua tourist attraction.

District Integrated Services provides e-KTP Management services. Districts play a roles in providing satisfactionto recipients of e-KTP management services However, in reality there are still many people who are still not satisfied with the achievement of the completion time for the services provided. The purpose of this study was to determine the Qualityof Integrated Administration Services in Bantan District, Bengkalis Regency (E-KTP Management Study) and to determine the inhibiting factors of the Integrated Administration Service Quality in Bantan District, Bengkalis Regency (E-KTP Management). learn). The research method used is a quantitative method with data collections techniquesthrough observation, questionnaires, interviews and documentation. Discussion on the Quality of IntegratedAdministrative Services in Bantan regency, Bengkalis regency in the management of E-KTP has not been implementedbased on standards operating procedures. so that it has not provided satisfactory achievements for the community.Conclusion the Quality of Integrated Administrative Services in Bantan regency, Bengkalis Regency in the managementof E-KTP has been implemented but has not been implemented optimally in accordance with Standard Operating Procedures starting from the completion of the time for making E-KTP. This is due to a lack of personnel and supporting infrastructure in providing services. Researcher's suggestion is that Kelurahan Officers in managing E-KTP should increase the number of officers in providing services and cooperate with officers and provide service support facilities in order to achieve maximum service.

The European Union has recently been an attractive destination for asylum seekers and migrants. Despite the deadly migration routes, the migration crisis has proved that asylum seekers and migrants are willing to enter European Union territory. The flow of irregular migration to the European Union peaked in 2015. The intensity of migration movement over such a short period raised concerns about internal and external security. At the same time, due to the migration crisis, the European Union intensified its cooperation with third countries on the migration issue. This article first explores the concept of international cooperation on migration and assesses if the selected case studies have any common characteristics to the concept. Second, the paper studies the effectiveness of the European Union's cooperation with Turkey and Libya, which emerged due to the migration crisis. Additionally, the paper provides data to test the effectiveness of cooperation with third countries. The cooperation with Turkey and Libya was an essential tool for the European Union to control its Mediterranean borders. When the consensus was reached, the number of irregular arrivals significantly decreased.

This study aims to determine the role of the village head in the maintenance of peace and order in Sorek Satu Village, Pangkalan Kuras District, Pelalawan Re- agency, this is a manifestation of fostering the life of the village community so that they can live more safely, orderly, peacefully, and peacefully. this type of re- search that the researcher uses in this research is a qualitative research method with a descriptive approach, namely research by trying to describe an object or subject that is meticulous in accordance with what it is and explains about variables bles and indicators in this case are norms, individuals as organizations in society, and individuals in the social structure of society. The types and techniques of data collection used consisted of observations, interviews and documentation. Based on the results of the research on the role of the village head in the maintenance of peace and order in the Sorek Satu Village, Pangkalan Kuras District, Pelalawan Regency, it can be concluded that it is less implemented or has less role. The ob- staff to the Lurah in maintaining peace and order in the community in Sorek One Village is the lack of coordination, lack of communication, and low com- munity participation.

This thesis is entitled Implementation of Labour Policy in Bekasi Regency which raises the issue of how the implementation of labour policy in Bekasi Regency is seen from its dimensions and determinants and how to improve labour services in order to increase job opportunities in the Bekasi Regency area. The theory used as an analytical knife in writing this thesis is the theory of policy implementation model according to Muchlis Hamdi (2014) which explains the description of the movement dynamics of policy implementation, namely the dimensions of productivity, linearity and efficiency and the factors that can affect the success of policy implementation, namely the determinants of policysubstance, behavior of implementing tasks, network interactions, target group participation and resources. The method used is a qualitative approach, data collection techniques are interviews, document review, observation, and triangulation. Based on the data and analysis of the implementation of labour policies in Bekasi Regency, seen from the dimensions and determinants, some results are obtained that the implementation of labour policies in Bekasi Regency has been going quite well which can be seen from the achievement of performance targets and SPM increased from 2018 and can meet the target in 2019, the use of funds, infrastructure and implementing officers in supporting employment services is quiteefficient, the contents of employment policies, especially employment services with other policies are aligned , the level of performance and ability to make the initiative of implementing officers is quite good, the interaction of the network of implementing officers is quite harmonious, the participation of the target group both job seekers and company on the implementation of labour policies in Bekasi Regency is quite high, resource support is good, adequate funds,availability of implementers and the availability of equipment for the implementation of labor policies in Bekasi Regency is quite good. However, in order to improve employment services in the context of increasing job opportunities, apartfrom optimizing things that are already going well, it is necessary to make efforts, including the preparation ofstandard operating procedures (SOPs) in overall employment services, drafting Regent regulations to regulate technical implementation guidelines. Bekasi Regency regional regulation number 4 of 2016 concerning Employment, increasing competence for functional officers who are equal to work delivery results, increasing network interaction with employees of the labour inspector Office of West Java Province, increasing the competence and skills of local job seekers in Bekasi Regency and the use of information technology and communication in employment services.

The Village Building Index in its application is used to map village development and independence based on the implementation of village laws. The index of developing villages is measured through three indicators, namely indicators of economic resilience, indicators of environmental resilience and indicators of social resilience. Identification of problems related to the effectiveness of using village funds based on the developing village index (IDM) in Kuantan Singingi Regency has not been effective, besides that the village government has obstacles in the use of village funds. The purpose of this study was to determine how effective the use of village funds was in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency. Data collection techniques used in this study are through observation, interviews and documentation. Based on the results of the study, it shows that the effectiveness of using village funds in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency is assessed according to the principle of using village funds according to village laws, namely to create villages with independent qualifications.

The phenomenon in this study is the placement of PSP-3 participants, the activities of PSP-3 participants and the Cost of Living for PSP-3participants that have not been implemented in accordance with the stages of program implementation and guidebooks for implementing the PSP-3 program. The purpose of this study was to find out and analyze the Implementation of the Rural Development Program for Youth Development in the Department of Youth and Sports of the Regional Government of Riau Province in 2016, and to find out the obstacles or symptoms that made the implementation of the Bachelor Youth Program Driving Rural Development in the Youth Service and Sport of the Provincial Government of Riau in 2016. The indicators of assessment in the study of the Evaluation of the Implementation of the Undergraduate Youth Program Driving Rural Development in the Department of Youth and Sports of the Provincial Government of Riau in 2016 include Inputs, Processes, Outputs, Income. And this study uses Qualitative research methods, namely prioritizing interview lists, documentation as a tool for collecting data and data collected with this tool and then used as the main raw material to analyze the empirical conditions of the objectivity of the existence of research objectives at the meticulous location. The population in this study included the Head of the Riau Province Youth and Sports Office, the Head of the Youth Division of the Riau Province Youth and Sports Office, the Head of the Siak Regency Youth and Sports Office, the Kampung Tengah Village Head, the Mempura River Village and PSP-3 Participants in Siak Regency. Content of Policy includes: Interest affected, type of benefits, Extend of change envisioned, Site of decision making, Program Implementor, Resources Committed, and Context of Implementation, includes: Power, Interest, and strategies of actors involves, Institution and regime characteristics, Compliance and responsiveness we think we can analyze this conflict comprehensively. This study found that the conflict initially arose because of the centralization policy in the New Order era, which caused many forestry permits to be issued by the government without any discussion with the community. Then, the conflict intensified when the community lost a lot of economic resources that they used to get from forest resources. It is hoped that this conflict can be resolved soon so that the private sector and the community can get a win-win solution.

This research studies forestry affairs in the Republic of Indonesia Law Number 23 of 2014 concerning Local Government. There has been a significant change in authority regarding the authority related to forestry affairs. The central government has more power than the provincial and district/city governments. The smallest authority is at the district/city government level, where only the authority is given to the management of community forest parks (TAHURA), resulting in the absence of a forestry service in the district/city government. The provincial government is an institution that has sufficient power in forestry management, although its authority is still not as large as the central government. This paper is expected to provide a complete understanding to the general public regarding the authority of each level of government.

Surat Keterangan Tidak Mampu (SKTM) merupakan surat yang ditujukan kepada masyarakat tidak mampu sebagai salah satu syarat untuk memperoleh keringanan bantuan biaya dibidang sosial, kesehatan, perekonomian dan pendidikan. Namun kenyataannya, masih banyak indikasi masyarakat mampu yang mengurus SKTM untuk kepentingan pribadi. Hasil penelitian menunjukkan bahwa: 1) Dari segi karakteristik organisasi, pemerintah desa bekerja sesuai tugas dan tanggungjawab dan menggunakan peralatan yang sudah terkomputerisasi akan tetapi SOP pelayanan SKTM masih memiliki waktu pelayanan yang belum jelas. Dari segi karakteristik lingkungan, terdapat pendapat tentang siapa saja masyarakat yang berhak mengurus SKTM. Dari segi karakteristik pekerja, SKTM ditujukan bagi keluarga yang kurang mampu dalam masalah finansial agar mendapatkan kemudahan dalam berbagai layanan pemerintah dibidang sosial, kesehatan, perekonomian dan pendidikan dan masyarakat golongan mampu tidak sepatutnya mengurus SKTM. Dari segi kebijakan dan praktek manajemen, adanya indikasi isu Kepala RT dan Kepala RW yang meminta uang untuk mengeluarkan surat pengantar SKTM. Meskipun hal ini jelas menyalahi aturan, tetapi isu tersebut tidak pernah dilaporkan oleh masyarakat. Pelayanan administrasi di Desa Lereng tidak dipungut biaya sepeserpun. 2) Faktor yang menghambat efektivitas pelayanan Surat Keterangan Tidak Mampu (SKTM) di Desa Lereng Kecamatan Kuok Kabupaten Kampar terdiri dari rendahnya kesadaran masyarakat, tidak adanya regulasi teknis tentang sanksi dan tidak adanya verifikasi data masyarakat tidak mampu dari Ketua RT dan RW
