The figure of trickster is well known to all folklore traditions round the world, even among Romani speaking groups as beng (devil) like in the Mediterranean and Balkan context. But the focus of the article concerns the transformation of Roma and other Gypsies themselves into tricksters, which can be shown in three examples: 1) Gypsies in the literature of the Italian Renaissance, 2) Gypsies in the Rumanian Ţsiganiada of the early 19th century and 3) the Gypsy cliche in the ethnography of the 20th century, which comes near to the bricoleur of Levi-Strauss or to an indefinable entity comparable with the irrational numbers in mathematics.

The article presents different approaches and methodological problems that appear in the study of Gypsies who live in Eastern Europe, or of Eastern European Origin. Two basic paradigms of studying gypsies are discussed – their exoticization and their marginalisation. Studies of the Gypsies as well as their reception in social practice and policies can take on features of one or both of these two paradigms.

This paper deals with ‘planning’ and ‘prevention’ as two logics or rationalities of recovery planning. A brief case study on recovery planning in New Orleans in the aftermath of hurricane Katrina has shown how, in a situation of destruction, disorientation and uncertainty, recovery planning was intended to create the impression of a reliable framing for individual decision making on return and reconstruction. Here, planning appeared as pro-active design, with flood prevention as a necessary and centrally assessable element. However, in the course of time and within a number of successive planning processes, it was precisely the attempt to model New Orleans’ future on a centralized, expertise-driven approach of reconstruction that provoked strong criticism. Consequently, dynamics shifted from expertise-centered recovery planning to a more de-centralized mode that stressed citizen participation, ‘lay knowledge’ and inclusion, re-defined what New Orleans should look like in the future, as well as the role and the meaning of ‘(flood) prevention’.

This article illuminates the puzzling gap between political theory and political imagination. Theory is dominated by liberalism and its insistence on interests, reason, rights, individualism, and the social contract. Movies - and the social imaginations of the political they mirror - turn out to be completely different: Instead of interests, we find love, instead of the contract, we find sacrifice, and instead of the individual, we find the family. Turning to film therefore reveals liberal theory to suffer from a failure of the imagination.
