REFORMASI BIROKRASI DALAM PELAYANAN PUBLIK PADA KANTOR AGRARIA DAN TATA RUANG / BADAN PERTANAHAN NASIONAL (ATR / BPN ) KABUPATEN MAROS MAROS摄政部门(ATR / BPN)的公共服务官僚改革

Bureaucratic Reform in Public Service has been known in this case the land service is still convoluted and the process spent a long time indicating not yet in accordance with procedure established by BPN. This study aims to examine the implementation of bureaucracy reform in public service at the Office Agraria and Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) Maros Regency based on Bureaucratic Reform Strategy. This research uses qualitative approach. Sources of data used are primary and secondary data. The result of the research shows that the implementation of bureaucratic reform in public service at the Office Agraria and Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) Maros Regency can not reach the public service in the field of land according to the procedure as determined by the head of national land agency about service standard and land arrangements in land certificate management, this is caused by many priority programs given directly from the center in addition to the routine services faced to make the workload over due to the availability of human resources in this case the employee of the meter there are only seven people while the land who want to be measured that the number of fields is quite large approximately + 9354 fields every year and in the implementation of reforms in areas that can not be done that is recruitment of employees. Recruitment of these employees is the authority of the center so that it can hinder land services to the community.

This study aims to determine the ethics of the Population and Civil Registration Service of Merauke Regency. The population in this study were employees at the Population and Civil Registration Service of Merauke Regency, amounting to 70 people and the sample used was 40 people using the simple random sampling formula. This research uses quantitative re search. The test uses multiple linear regression analysis with variable measurements using a Likert scale and processed using the software SPSS 21 for windows. The results of this study indicate that partially understanding has a positive and significant effect on the ethics of the bureaucracy in the Population and Civil Registration Service of Merauke Regency. Partially appreciation has a positive and significant effect on the bureaucracy’s ethics in the Merauke District Population and Civil Registration Service. Partial practice has a positive and significant effect on the bureaucratic ethics of the Merauke Regency Population and Civil Registration Service. Simultaneously understanding, appreciation and practice have a positive and significant effect on the bureaucratic ethics of the Merauke Regency Population and Civil Registration Service.

ANALISIS LAJU PEMBANGUNAN MANUSIA DI PROVINSI PAPUA TAHUN 2015-2017

Until 2017, Papua was the only province in Indonesia where human development was classified aslow at 59.09. However, the speed of human development in the last three years is the highest in Indonesia. The purpose of this study is to determine the speed of human development in Papua during 2015-2017 and comparison with other provinces in Indonesia and predict how many years it will take so that human development in Papua can be equal to that of other provinces. Although this study only uses a very simple descriptive analysis method, but by applying the velocity formula of two moving objects it can produce important information to develop strategies to boost human development in Papua. As a result, President Jokowi's development policy in Papua made the speed of human development in Papua Province ranked first (top movers) during 2015-2017 with its an average annual speed is 1.36 percent per year. This achievement is higher than the achievements of West Papua and Maluku Provinces. It means that assuming a human development situation such as this period, within the next 15 years, human development achievements in the Papua Province will be able to outperform human development in West Papua and Maluku Provinces.

IMPLEMENTASI PERATURAN BUPATI KABUPATEN MERAUKE NOMOR 43 TAHUN 2012 DALAM PEMBINAAN ATLET ALETIK DI KABUPATEN MERAUKE

 Tujuan penelitian ini adalah untuk mengetahui Implementasi peraturan bupati kabupaten merauke Nomor 43 tahun 2012 dalam pembinaan atlet aletik di kabupaten merauke . Jenis penelitian yang digunakan adalah jenis penelitian yang bersifat deskriptif kualitatif yaitu penelitian yang memaparkan gambaran keadaan yang terjadi dilapangan. Penelitian ini dilaksanakan pada kantor Dinas Pemuda dan Olahraga Kabupaten Merauke. Sumber data diperoleh dengan menggunakan metode Purposive Sampling dimana ada 10 informan yang di wawancarai untuk mengumpulkan data. Hasil penelitian diperoleh gambaran bahwa Implementasi peraturan bupati kabupaten merauke Nomor 43 tahun 2012 dalam pembinaan atlet aletik di kabupaten meraukesudah berjalan dengan baik sesuai dengan fakta-fakta yang ada di lapangan dan juga meningkatnya prestasi atlit atletik Kabupaten Merauke. Namun dalam pelaksanaannya tersebut masih terdapat kekurangan yang dirasa mengurangi motivasi atlit dalam berprestasi yaitu seperti kurangnya fasilitas penunjang para atlit, lambannya pencairan uang tunjangan atlit, dan jaminan pekerjaan bagi atlit berprestasi yang masih menganggur juga belum ada.

AKUNTABILITAS PENGELOLAAN ALOKASI DANA DESA DI KAMPUNG MATARA DISTRIK SEMANGGA KABUPATEN MERAUKE 在墨洛克县马塔拉村的村镇拨款管理

Alokasi Dana Desa ini merupakan kebijakan pemerintah yang relatif baru sehingga dalam pengelolaannya masih terdapat banyak kelemahan terkait dengan pertanggungjawaban penggunaannya. Tujuan penelitian ini adalah untuk mengetahui secara jelas bagai mana Proses Pertanggungjawaban yang dilakukan oleh Kepala Kampung Matara beserta perangkatnya terkait dengan manajemen pengelolaan dan penggunaan Dana Desa/Kampung demi kesejahteraan masyarakat di Kampung Matara Distrik Semangga. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif, jenis penelitian deskriptif kualitatif. Penelitian dilakukan melalui observasi, kepustakaan, pengumpulan data dan wawancara secara mendalam. Setelah itu data-data yang diperoleh dikumpulkan untuk dideskripsikan dan dianalisis guna menarik sebuah kesimpulan. Hasil dari Penelitian menunjukan bahwa pengelolaan serta pertanggunjawaban keuangan kampung oleh Kepala Kampung sudah baik dalam kategori Akuntabilitas kejujuran terkait dengan penghindaran penyalahgunaan jabatan (abuse of power), sedangkan akuntabilitas hukum terkait dengan jaminan adanya kepatuhan terhadap hukum dan peraturan lain yang disyaratkan dalam penggunaan sumber dana publik. Akuntabilitas proses terkait dengan apakah prosedur yang digunakan dalam melaksanakan tugas sudah cukup baik dalam hal  kecukupan  sistem  informasi akuntansi, sistem informasi manajemen, dan prosedur administrasi yang di lakukan oleh Kepala Kampung Matara. Yang menjadi permasalaan untuk saat ini adalah terkait dengan hak ulayat masyarakat di Kampung matara. Permasalahan sengketa tanah masih menjadi kendala dalam proses pembangunan di Kampung Matara. Kepala Kampung diharapkan harus mengambil langkah-langkah penyelesaian agar tidak mengganggu proses pembangunan.

Tujuan dari penelitian ini adalah untuk mendapatkan bukti empiris pengaruh Akuntabilitas Publik, partisipasi public, dan transparansi publik terhadap kualitas APBD di Kabupaten Merauke. Metode penelitian yang digunakan penelitian yaitu metode survei. Pengumpulan data penelitian menggunakan angket/kuisioner. Teknik penarikan sampel dalam penelitian ini menggunakan teknik purposive sampling di mana sampel dalam penelitian ini terdiri dari unsur organisasi non pemerintah, tokoh masyarakat, organisasi public, institusi akademik, perguruan tinggi dan media masa di Kabupaten Merauke sebanyak 85 responden. Analisis data yang di gunakan adalah statistic regressi berganda untuk mengukur tingkat pengaruh dari variable-variaibel penelitian. Hasil penelitian menunjukan bahwa terdapat pengaruh yang signifikansi antara Akuntabilitas, Partisipasi Masyarakat, dan Transparansi terhadap kualitas APBD Kabupaten Merauke. This study aims to: (1) describe and analyze the Promotion of Primary High Leadership Position in Merauke Regency, and (2) To describe and analyze the Promotion of Primary High Leadership Position in Merauke Regency. The researches used are qualitative. Data collection is used with observation, interview and documentation techniques. Data analysis used is a qualitative descriptive approach. The results showed that the Promotion Process of Primary High Position in Merauke Regency was in accordance with the mandated PERMENPAN Number 13 of 2014, but not in accordance with Government Regulation Number 11 of 2017 concerning Management of Civil Servants, related to the Requirements to be appointed in the Primary JPT. In the findings there are 5 positions whose leaders are over 56 years old and 1 D-II education person. Gender is one of the most dominant factors where most high-ranking officials are male. Then the age factor, most applicants who occupy positions aged over 51 years, because age provides an overview of the experience and length of work of someone to be able to occupy a position, and finally the factor of education where most of them are masters. Tujuan dari penelitian ini untuk menganalisis penguatan human capital dapat mendukung pemberdayaan ekonomi masyarakat lokal Di Distrik Tanah Miring Kabupaten Merauke. Metode yang digunakan untuk mencapai tujuan adalah dengan melakukan edukasi kepada masyarakat tani dengan berbasiskan pada kelompok usaha tani. Penelitian menggunakan pendekatan kualitatif, sedangkan teknik pengumpulan data terdiri dari studi pustaka dan studi lapangan melalui pengamatan, wawancara. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa penguatan human capital bagi masyarakat local di Distrik Tanah Miring masih rendah, hal ini akan berdampak pada peningkatan ekonomi masyarakat local itu sendiri yang secara tidak langsung akan memberikan dampak pada tingkat kesenjangan ekonomi antara masyarakat local dan masyarakat transmigrasi. Pola pelatihan yang diberikan dari berbagai pihak belum berdasarkan analisis kemampuan masyarakat local yang masih terbatas baik dari segi pengetahuan maupun tingkat pemahamannya karena proses pertanian masyarakat local masih bersifat tardisional dan masih bergantung kuat pada alam, dilain pihak pelatihan yang diberikan belum diimbangi dengan pendampingan langsung kepada masyarakat untuk memperaktikan secara langsung kepada masyarakat yang sudah menerima pelatihan, karena masyarakat local akan mudah memahami suatu hal yang diberikan dengan cara memperaktikan secara langsung yang dilakukan secara rutinitas. The purpose of this study is to determine the effectiveness of the implementation of productive economic business programs (UEP) by the social service in an effort to prosper the poor in the village of Merauke regency. Data analysis uses qualitative methods and data analysis using three stages, namely data reduction, data presentation and conclusions. From the results of this study, researchers found that the economic business program by the social service in an effort to prosper the poor in the Merauke regency campungsota has not been effective because the trainings related to the program were not provided comprehensively to people who received productive economic business programs. As for other factors so that the program does not become effective because of the wrong lifestyle of people in the village of Sota, such as waking up on the side of the day and lazy lives. These constraints are due to the lack of awareness of the community in carrying out a program of peroductive economic business. Keywords: Effectiveness, Prosperity, Poo

The purpose of this research is to find out how far the laws and regulations govern the authority of indigenous peoples in resolving customary disputes. The research method used in this study is Sociolegal. This research is a study that looks at law through a combination of normative analysis (legal norms, juridical) and non-legal science approaches. Socio-legal nature is prescriptive Giving solutions to legal problems by combining normative analysis and non-legal approaches / social aspects. The authority between the Marind Imbuti Indigenous Peoples Institution and the Marind Indigenous Peoples Institution Community of Kanum Tomer is the Marind Imbuti Indigenous Peoples Institution having the authority to carry out customary justice for each tribe / community in the disputed indigenous community while the customary community does not have the authority to conduct customary hearings for each member of the tribe disputes but all customary justice mechanisms carried out by the Marind Imbuti Community Institution and the Marind Kanum Indigenous Community as regulated in Article 10 of Perdasus Number 20 of 2008 cannot yet be legally accounted for because they are not in accordance with the instructions of article 10 paragraph (2) of Perdasus Number 20 Year 2008.
