Implementasi disiplin aparatur sipil negara di Kelurahan Songgokerto Kota Batu

Disiplin merupakan kewajiban yang harus dijalankan oleh seorang Aparatur Sipil Negara. Kedisiplinan menjadi wujud bahwa seorang aparatur pemerintahan itu handal dan profesional. Salah satu bentuk kedisiplinan Aparatur Sipil Negara adalah masuk kerja dan taat jam kerja. Pemerintah Kota Batu pada tahun 2017 telah menetapkan kebijakan lima hari kerja dengan jumlah jam kerja efektif sedikitnya 37 jam 30 menit. Ketika para Aparatur Sipil Negara datang lebih lambat dan pulang lebih cepat dari jam masuk kerja yang ditentukan bahkan bolos kerja, disinilah perlu dipertanyakan bagaimana disiplin Aparatur Sipil Negara diterapkan. Penelitian ini bertujuan untuk: (1) mengetahui implementasi disiplin Aparatur Sipil Negara di Kelurahan Songokerto; dan (2) mengetahui faktor pendukung dan penghambat implementasi disiplin tersebut. Penelitian ini merupakan sebuah penelitian kualitatif yang mengumpulkan data primer dan sekunder melalui wawancara, observasi dan dokumentasi. Data yang terkumpul lalu dianalisis dengan tahapan reduksi data, penyajian data dan penarikan kesimpulan. Dari hasil penelitian ini diketahui bahwa implementasi disiplin Aparatur Sipil Negara di Kelurahan Songgokerto baik. Hal ini dapat dilihat dari segi komunikasi, sumber daya, disposisi atau sikap dan struktur birokrasi. Dari keempat segi tersebut, komunikasi, sumber daya dan struktur birokrasi merupakan faktor pendukung implementasi disiplin Aparatur Sipil Negara di Kelurahan Songgokerto; namun disposisi atau sikap menjadi penghambatnya.

Analisis pengembangan sektor unggulan Kota Surabaya 2013-2018 可疑部门开发分析2014 -2018年泗水市

Law Number 23 of 2014 concerning Regional Government clause 29 verse 5 explains that "The strategy for accelerating regional development as referred to in clause (4) covers the priority of development and management of natural resources in the sea, acceleration of economic development, socio-cultural development, humans development resource, development of customary law related to sea management, and community participation in development. Economic growth is one indicator of economic success in Indonesia, but in the course of economic growth there are several economic problems. The main economic problems according to Adisasmita (2005: 201) are (i) consumption; (ii) production; (iii) distribution; and (iv) growth. Economic growth of Indonesia depends on the production of goods and services in the real sectors produced. Surabaya is the second largest city after Jakarta in Indonesia, it is important to explore local economic potential and regional economic competitiveness to encourage the acceleration of the regional economy. The potential of local economic may not be competitive with all districts in the East Java Economic Province. Location Quotient analysis can be a basic calculation method for determining the acceleration of economic development in a region. Based on the Location Quotient analysis, it can be seen that the three main potentials of the local economy are the company's service sector (LQ = 3.056); and the sector of providing accommodation and food drink (LQ = 2,818); financial and insurance sector (LQ = 1,937). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.

Kegagalan partai politik baru di Provinsi Jambi 2019 dalam perspektif pelembagaan partai politik 从政党制度化的角度来看,Jambi 2019省新政党的失败

The relationship between institutionalization of party and electoral is an important theme because the strength of institutionalization is demonstrated through party performance in elections. However, the tendency in strengthening party institutionalization can't be separated from the presence of inherent figures. Some literature highlights that institutionalization is a conflicting entity with the emergence of strong figures. This article specifically discusses and explains that the problems of institutionalization and figures can intertwine each other. Because the party's relationship with the electoral arena can't be separated, the need for figures as a reinforcing variable in terms of political contestation, especially new parties in Jambi Province. This article uses descriptive qualitative methods to analyze deeply the phenomena that occur by utilizing secondary and primary data from various informants. Various data is coded, analyzed interactively and confirmed its validity then presented systematically. The results showed that the institutionalization that had been designed by the new parties was not able to produce a significant vote gain. People is more familiar with figures within the party, thus voter preferences see figures more than parties. New parties need to increase their popularity by working with figures that are acceptable to the public. At the end, the author offers how figures can appear in new parties by carrying out a process of political recruitment that emphasizes the involvement of candidates who have the potential to compete in elections.

Keputusan pemerintah berbasis laporan keuangan dalam perspektif politik anggaran 政府的决定是以财政报告为基础的,从预算的政治角度来看

This study aims to determine the extent uses of data and information that contain in the regional financial report (LPKD) is used in decision making by the Provincial Government of Bali in preparing the APBD. The research method used is a qualitative descriptive analysis by comparing the concept of decision making for budgeting according to Undang-Undang Nomor 23 Tahun 2014 concerning Regional Government with its application in the Provincial Government of Bali and the concept of decision making theory. Based on the results of the study it was found that the decision making in the preparation of the Bali Province APBD there were several weaknesses, including the lack of a link between the decision making in the preparation of the APBD of the local government financial reports. Also, the preparation of the Bali Provincial Government's APBD which is still based on Permendagri nomor 13 tahun 2016 concerning the evaluation of regional regulation designs, has not accommodated the performance and utilization of data, as well as information presented in the financial statements. Thus, the use of information data in the regional government financial reports is not optimal as a decision for the preparation and design of the APBD. DOI:  10.26905/pjiap.v5i1.3863

Manajemen dana desa di Desa Girirejo, Kecamatan Kaliangkrik, Kabupaten Magelang tahun 2018

This study discusses village fund management which was carried out in Girirejo Village, Kaliangkrik District, Magelang Regency in 2018. The purpose of this research is to identify and analyze village fund management in Girirejo Village by using management theory from G. R. Terry consisting of 4 aspects including; (1) Planning; (2) Organizing; (3) Direction; (4) Control. This study uses qualitative research methods with a case study approach. The results of this study village fund management in the village of Girirejo has been going well, seen from every aspect of management is in accordance with the objectives of the village fund program. In addition, village fund management in Girirejo Village has also involved the community in several activities. Even though it has been going well, the management of village funds in Girirejo Village still faces several obstacles, namely the problem of implementing activities that include issues of weather, materials and work fields that are difficult to reach so that it influences the management of village funds in Girirejo Village. Kaum perempuan dan partisipasinya dalam pemerintahan desa 妇女和她的参与乡村政府

The purpose of this research is to find out how far women are involved in village governance. This research uses descriptive qualitative and quantitative research types or better known as combination research. The research location is the Malang Regency administration area in the period January-August 2017. Based on the results of data collection and analysis in the field, it can be concluded that (1) Women's participation in coaching, empowering and providing opportunities in terms of conveying aspirations to the government has been carried out in Malang Regency, This is without exception carried out in under developed, developed and advanced. (2) Opportunities for women to be elected / nominated as village heads, village officials, members of the BPD (Village Consultative Organization) and LKD (Village Community Institutions) starting from the underdeveloped, developed and advanced, wide open and there is no difference in access given to the wider community. (3) Women in the underdeveloped, developed and advanced have received protection from the disruption of peace in the village, have received maximum fair services and received information about village development plans and implementation by the village government. (4) Women in the underdeveloped, developed and advanced villages are given the same rights in overseeing village government, are involved in village deliberations and are given the same opportunity to submit complaints about village development planning and implementation to the village government. This article describes a picture of the problems and achievements of women's leadership in the realization of gender justice in the regions and their supporting factors. With a locus of research on government at the executive level in Indonesia and objects of study on women Regional Head / Deputy Regional Head, this study produced findings that the profiles of women regional leaders have diverse socio-political backgrounds, individual capital and party bearers. Although there are currently many women leaders who become leaders at the executive level, they have not yet been fully born in the space of structural transformation and governance relations. So that decentralization and regional autonomy should not only serve as momentum marking changes in governance at the regional level, but rather become a structure of change itself, which opens opportunities for structural transformation and restructuring of power relations so that women's leadership becomes more meaningful in regional government. The emergence of women leaders in the regions is still inseparable from familial ties which have taken women hostage to past attachments while structurally hampering the movement of change itself. The various polemics of the traditional market are often the subject of ongoing conversations. Behind all the processes of economic activity that are taking place, the problems that continue to occur today are the slum condition of the market environment, disorderly parking arrangements, and congestion that often occur making the traditional market conditions increasingly out of control. Traditional market revitalization efforts have been carried out. The aim of revitalization which is actually to fix the market becomes more organized, orderly and cleaner for the convenience of the community, but until now it has not been realized. This study uses descriptive qualitative research methods. The focus in this study refers to the role of the government in local economic development through revitalization of traditional markets including the role of the coordinator and the role of the facilitator. The results of the study indicate that the local government has acted as a coordinator and facilitator in revitalizing traditional markets but has not been able to carry out optimally. One reason is the absence of a clear and specific legal umbrella governing traditional market revitalization. Some recommendations that can be offered are: 1) The Sumenep Regency Government needs to coordinate with all stakeholders involved to identify problems while finding appropriate solutions to problems in traditional market revitalization; 2) The local government of Sumenep Regency needs to establish specific policies governing the revitalization of traditional markets so that the objective of market revitalization can be achieved optimally; 3) Carry out monitoring and evaluation of the revitalization program. Perception is a person's perspective on an object that is seen, be it people, goods or companies. Public perception of public servant PT. PLN Rayon Taniwel is a good thing for the better service to electricity customers. Therefore, the writer is very interested to examine this problem because during this service PT. PLN Rayon Taniwel is bad in the eyes of society. The purpose of this research for PT. PLN Rayon Taniwel can improve the good service for its customers. The results of this study also shows that during this time the customers of PT. PLN Rayon Taniwel is not satisfied with the services provided. Caused by regular account payments every month but their rights as customers do not enjoy lighting well. Even the lighting done by PLN to the customer is very unusual. Analisis faktor pembangunan desa dalam pengembangan desa mandiri berkelanjutan pada Desa Bunghu Aceh Besar

The independence of the village becomes a benchmark in economic development. An independent village is a village that can produce products and works originating from the village's natural and human resources. But this is certainly not easy. There are still many villages in Aceh that have not been able to manage natural resources because of limited human resources. As the village of Bunghu, the people in the rural areas are still unable to make maximum use of resources. Thus, it is necessary to innovate and collaborate on the processing of natural resources. Therefore village officials are expected to be able to manage village funds by the Law. The purpose of this study is to analyze the factors of sustainable independent village development and development in the village of Bunghu. This research was conducted with an explanatory descriptive method by looking at planning, implementation, and accountability as a general factor of sustainable village development. Research data collection was carried out using interviews and questionnaires. The output in this study is to help plan the implementation of work programs (strengthening human resources), the use of technology in improving the quality of performance (digitalization), and economic improvement with the establishment of the Village SMEs. So that this research was carried out with the achievement level of a prototype demonstration of the village government system in the rural environment by looking at the application or application of village laws in planning, implementation and accountability procedures.
