Penerimaan Publik dalam Keberhasilan Mitigasi Bencana Covid-19 di Kota Samarinda 萨林达市公众成功减灾Covid-19

The Covid-19 pandemic as a non-natural disaster needs to be faced with responsiveness integrated disaster management that emphasized adaptability, collaboration and teamwork. This article analyzes public acceptance as a form of disaster response that can determine the success of the governance in implement disaster management through survey method. The research subjects are the people of the Samarinda City who became respondents randomly. Data was collected using online questionnaire that had been reliable tested. The result of the study find that the success of non-natural disaster mitigation does not always depend on cross-sectoral efforts between the government and stakeholders, but also depends heavily on the acceptability of policy targets. So it’s getting higher public acceptance of government policies, the chance of the implementation of the Covid-19 disaster mitigation success will be higher too. Because the management disasters in developing countries face great challenges from diversity characteristics of society that shape their acceptance of the policy.
新冠肺炎大流行作为一场非自然灾害,需要通过强调适应性、协作和团队精神的响应性综合灾害管理来应对。本文通过调查方法分析了公众接受作为一种灾害响应形式,可以决定政府实施灾害管理的成功与否。研究对象是随机选取的萨马林达市市民作为调查对象。数据收集使用在线问卷,已经过可靠测试。研究结果发现,非自然灾害缓解的成功并不总是取决于政府和利益相关者之间的跨部门努力,而且在很大程度上取决于政策目标的可接受性。因此,公众对政府政策的接受程度越来越高,实施Covid-19减灾成功的机会也会更高。因为发展中国家的管理灾害面临着巨大的挑战,这些挑战来自社会的多样性特征,这些特征决定了他们对政策的接受程度。

Public Value of "Anak Itah" Program Innovation in Palangka Raya City 帕朗卡拉雅市“Anak Itah”项目创新的公共价值

Excellent public service is very important in the new normal life, especially in Palangka Raya City. The purpose of this study is to describe the public value of “Anak Itah” program. This program is an innovation of public service presented by the Regional Population and Civil Registry Office of Palangka Raya City. This innovation is a priority birth certificate service for people who give baby birth in hospitals that cooperate with the office. For those given priority 3-in-1 service (birth certificate, family card, and child identity card) directly at the hospital. Philosophically the word “Anak Itah” is derived from the Dayak Language which means ‘Our Children’. This study uses the public value concept as an analysis tool using qualitative methods through interviews, observation, and documentation as the data collection. The study results show that the performance implementation of “Anak Itah” program provides ease and efficiency of time to the public as users. They provide a positive response and the program is relevant to their needs in the context of public service in the post-pandemic era

Desentralisasi Penyediaan Program Pendidikan Inklusif bagi Penyandang Disabilitas di Indonesia: Systematic Literature Review 在印度尼西亚为残疾提供包容性教育计划的分散:系统识字审查

The Indonesian government implements inclusive education in order to help people with disabilities from an early age adapt to their environment. Educated adults with disabilities are expected to be able to meet their needs independently and actively participate in society. The aim of this research is to ascertain whether inclusive education can replace special schools and how well these services serve the needs of students with disabilities. This research is expected to be a tool for policy makers to evaluate existing inclusive education. This study aims to analyze whether special education at present still needs to be maintained with an increase in the implementation of inclusive education programs in Indonesia. The research method is a systematic literature review with PRISMA. The results showed that there was an unpreparedness of the government and educational institutions in accommodating the needs of children with disabilities. On the other hand, the community still needs education in accepting the presence of children with disabilities to coexist with common children. In general, special education is stillneeded as an initial facility to prepare children with disabilities before taking education in inclusive schools and centers for the development of children with disabilities. Research recommendations that can be carried out in the future are by connecting the variables of decentralization and inclusive education with other variables that are rarely studied and will produce new novelties.
印尼政府实施全纳教育,帮助残疾人从小适应环境。受过教育的成年残疾人应该能够独立满足自己的需求,并积极参与社会。本研究的目的是确定全纳教育是否可以取代特殊学校,以及这些服务如何很好地满足残疾学生的需求。本研究可望成为政策制定者评估现有全纳教育的工具。本研究旨在分析随着印尼全纳教育项目的实施力度加大,目前的特殊教育是否还需要维持。研究方法采用PRISMA系统文献综述法。结果显示,政府和教育机构在照顾残疾儿童的需要方面准备不足。另一方面,社会仍然需要教育,接受残疾儿童的存在,与普通儿童共存。一般来说,在残疾儿童进入全纳学校和残疾儿童发展中心接受教育之前,仍然需要特殊教育作为为残疾儿童做好准备的初步设施。未来可以进行的研究建议是将权力下放和包容性教育的变量与很少研究的其他变量联系起来,并将产生新的新奇事物。

Analisis Model Implementasi Kebijakan Publik pada Pemerintah Desa di Kecamatan Dau Kabupaten Malang

Semangat dari Undang Undang Nomor 6 tahun 2014 tentang Desa adalah mengembalikan otoritas desa, namun pada implementasi lapangannya birokratisasi pihak supradesa kepada pemerintah desa berlangsung dengan sangat ketat. Penelitian ini mengambil lokus pada desa-desa yang berada di Kecamatan Dau Kabupaten Malang guna menganalisis pelaksanaan kebijakan di kawasan perdesaan yang diapit oleh Kota Malang dan Kota Batu. Kajian analisis terhadap implementasi kebijakan publik pada pemerintahan desa diperlukan guna merumuskan rekomendasi model implementasi kebijakan publik di desa-desa yang memiliki keragaman latar belakang demografi, sosiologi dan tingkat pendidikan warga. Rumusan masalah dalam penelitian ini adalah bagaimanakah faktor pendukung dan faktor penghambat implementasi kebijakan publik pada pemerintahan desa, serta bagaimanakah analisis model implementasi kebijakan bidang pelayanan publik, pembangunan infrastruktur dan pemberdayaan masyarakat pada pemerintahan desa di Kecamatan Dau berdasarkan faktor komunikasi, sumberdaya, disposisi dan struktur birokrasi. Penelitian ini menggunakan pendekatan kualitatif  dengan kombinasi antara kajian pustaka dan penelitian lapang. Analisis data menggunakan tahapan pengumpulan data, kondensasi data, penyajian data dan menarik kesimpulan. Pelayanan publik terkonsentrasikan dalam administrasi kependudukan, pengelolaan air bersih, pengelolaan sampah dan pengurusan pemakaman warga. Pembangunan infrastruktur terbagi dalam partisipasi publik, inovasi kebijakan, program prioritas dan sumber pendanaan. Sedangkan pemberdayaan masyarakat terkonsentrasikan dalam pemberdayaan lembaga kemasyarakatan desa dan kearifan lokal desa.

Analysis of Public Trust and POLRI Performance: An Exploratory Study 公众信任与POLRI绩效分析:一项探索性研究

The purpose of this study is to analyze and understand the relationship of public trust and users loyalty as performance of  POLRI institution. This study is carried out by distributing questionnaires (both open-ended and close-ended) on 500 residents in Bandung City, Indonesia, to find out about their perception and trust towards POLRI institution. This study uses quantitative and qualitative approach with descriptive-verificative method to gain deeper information about the phenomena that occurs.  This study results in several findings, that the public has good perception of the performance of POLRI in maintaining unity and integrity, handling political and/or legal cases, handling the conditions of public order and security, as well as the handling of COVID-19. However, there is still a need to draw sympathy from the public and gain higher trust from them, which is also suggested in this study.
本研究的目的是分析和理解公共信任和用户忠诚作为POLRI机构绩效的关系。本研究通过向印度尼西亚万隆市的500名居民分发问卷(开放式和封闭式)来了解他们对POLRI机构的看法和信任。本研究采用定量与定性相结合的方法,结合描述验证的方法,对所发生的现象进行更深入的了解。本研究结果显示,市民对POLRI在维护团结和诚信、处理政治和/或法律案件、处理公共秩序和安全状况以及处理COVID-19方面的表现有良好的看法。然而,仍然需要获得公众的同情和更高的信任,这也是本研究所建议的。

Kebijakan Retribusi Daerah: Analisis Potensi Pendapatan pada Tempat Rekreasi dan Venue Olahraga Komersial 区域报复政策:对商业体育娱乐场所和场地的潜在收入进行分析

Regional levies are one of the sources of regional income that can fulfill finance regions to carry out their autonomy. Business service levies are fees for services provided by the government that are commercial in nature because basically these services can also be provided by the private sector. Recreation and sporting venues that are increasingly in demand by the community are example of business service fees that have significant potential to increase local income. The purpose of this study is to analyze the potential for levies for recreational and sports venues in Ciamis Regency, obstacles  in determining potential levies for recreational and sports venues, as well as efforts made to increase the potential for levies for recreation and sports venues. The method used in this reseach is a qualitative methode with a case study approach. Data collection technique are carried out in several ways including observation, interviews, documentation and audio visuals. The result of data analysis conclude that the average revenue from recreation and sports in the last five years is still low around 3,66%, this means that a wider potential is nedeed, while at the level implementation of the collection there are several obstacles such as low public awareness, lack of facilities, and adequate infrastructure.

E-Service Quality pada Pelayanan Kependudukan Elektronik Alpukat Betawi Pemerintah Provinsi DKI Jakarta

Alpukat Betawi is an electronic public service provided to facilitate population administration services in the DKI Jakarta Province. However, not all electronic services have good service quality. This can be seen from some problems such as systems that are not running well and cannot be accessed on time, as well as data security that is not free from dangerous risks. This study aims to analyze the Betawi avocado using an e-service quality approach. The research approach carried out in this study is quantitative with a mixed-method data collection technique, which combines quantitative and qualitative methods through surveys, in-depth interviews, and literature studies. The results of this study indicate that the e-service quality on Alpukat Betawi electronic population service in the DKI Jakarta Provincial Government is in the good category (92%). This is evident from the four dimensions of e-service quality proposed by Papadomichelaki Mentzas (2012) which belong to the good category.

Analisis Permasalahan Pembangunan Infrastruktur Jalan: Studi Kasus Perencanaan dan Pelaksanaan di Provinsi Papua Barat 分析道路基础设施建设问题:西巴布亚省规划和执行案例研究

Roads are the fastest growing infrastructure compared to other infrastructure in various countries, including Indonesia. The road sector requires high investments to meet national development targets. For both local and central governments, infrastructure development should be a shared concern from planning to implementation. Specific transfer fund policies such as the Physical DAK (Special Allocation Funds) are an opportunity for regions to build road infrastructure better. This study aims to show the top-down and bottom-up planning portrait for the Physical DAK Road Sector and analyze field problems that have been strategic issues for regional development in the road infrastructure field. This study also shows the road infrastructure development problem through site visits to the sample locations, which the Papua Barat Province selected as one of the largest recipients of the DAK Physical budget in Indonesia. The research method uses a mixed-method approach through gap analysis based on literature studies of RKP (Government Work Plan) and RKPD (Local Government Work Plan) in 34 provinces in Indonesia, questionnaires, and site visits. Based on the planning gap analysis results (RKP-RKPD in all the provinces throughout Indonesia), only 3 (three) provinces did not include the Road Sector activity menu from the DAK allocation in their RKPD, namely Papua Barat, Sulawesi Tengah, and Sumatera Utara. The analysis results also show that 24 provincial RKPDs are 100 percent following the DAK content in the RKP, 5 (five) provinces only set 66 percent, and 2 (two) of the province set 33 percent. In the case study location in Papua Barat related to Physical DAK for Road Sector Assignments context, the Papua Barat RKPD document in 2019 does not yet fully have a specific plan following the DAK activity menu. In the implementation aspect, there were also many problems related to regulation and governance that required more attention, both top-down and bottom-up.

Efforts of Leaders in Regional Apparatus Organizations (OPD) to Cultivate Innovation in Public Services 区域机构领导培养公共服务创新的努力

 In recent years, innovation has become an instrument to improve the quality of services to the public. From year to year, the number of participants from innovation competitions was increased. However, after the competition over, innovation does not developed and tends to wither or even die. Therefore, there must be an effort made by leaders in every Regional Apparatus Organization (OPD). This study aimed to explain the efforts made by leaders in local governance organizations to cultivate innovation in public service. The data in this paper were collected through observations to each service unit, interviews with leaders, technical managers of innovation units in each OPD and a study of documentation of regional innovation data base reports. The findings, leaders must have a commitment to the institutions and employees to innovate; leaders who are adaptive and dare to take risks; accepts user’s complaints so they changed; collaborate and integrate with stakeholders to designed the public service innovation. Innovation is the result of collective work; leaders and employees have an influence on the sustainability of public service innovation.Keyword: Leaders, Regional Apparatus Organizations, Innovate, Public Service

The discussion of this research is about the food availability of Malang Regency families during the Covid-19 pandemic. Food security is a crucial issue during the Covid-19 pandemic because it involves affordability of food access, considering the government is currently implementing social restrictions in various regions in Indonesia. The purpose of this study is to analyze changes in access to food availability for the people of Malang Regency in meeting the food needs of the family. As an analytical knife, the researcher uses a literature review regarding access to food availability and literacy regarding the impact of COVID-19 on food. The method used is qualitative with a phenomenological approach. The results of this study indicate that the Malang Regency Government provides direct access and also social access in assisting households in accessing food needs. By ensuring food stability, providing nutrition for vulnerable people/groups and reviewing trade taxes.
