This article disseminates the description (1) the background of the lantern parade, (2) the activity of the lantern parade, (3) the meaning contained in the lantern parade, (4) the opinion of the community, both participants of the lantern parade and the surrounding community against the event and (5) the contribution of lantern parade to social education in Junior High School/MTs. The research was conducted at Jawi Wetan Christian Church (GKJW) Ngoro congregation by using qualitative approach. This research is a symbolic interaction research. Research shows that the lantern parade is the background of the birth of Jesus or Isa Almasih. In addition, the participants are the church congregation and the surrounding community with different religion. The meanings contained in this lantern parade are: 1) the embodiment of light coming into the world; 2) the form of GKJW Ngoro congregation as witness; 3) a form of communication with the community; and 4) a form of solidarity and harmony. Public opinion as a participant or audience of the parade in the form of positive responses. Finally, the contribution of lantern parade in social education can be used as material to support KI-2, KD 3.3, KD 3.4 and theme 4 for class VIII in SMP / MTs in curriculum 2013. The development of science and technology is very influential on the development of educational technology which in turn affects the learning technology and finally the patterns of learning from traditional patterns (textual and teacher the only source of learning) to the transitional (semitextual and teacher with the media) to modern (contextual and media as learning resources). This is very influential on Civics learning patterns that tend to be traditional (textual) to contextual learning. The current condition of Civics learning is still traditional (textual) which prioritizes citizenship knowledge, and has not applied contextual patterns, as evidenced by the inability of most students to relate what they have learned and applications in life. This happens because Civics learning does not relate material to the reality of student life and is not contextual. As a result PKn fails to carry out its mission of developing citizenship competencies namely knowledge of citizenship, value and character of citizenship and citizenship skills. In realizing contextual Civics learning, traditional (textual) learning systems in schools are not in line with the Civics' expectations and mission in realizing citizenship competencies and result in Civics learning being perceived as meaningless for students. is a very urgent need. This contextual approach has the following characteristics: (1) interrelated learning, (2) direct experience oriented, (3) applicable learning, (4) cooperative and cooperation, (5) selfregulated learning, and (6) assessment authentic, then the contextual approach consists of seven components: (a) constructivism, (b) inquiry, (c) asking, (d) learning society, (e) modeling, (f), reflection, and (g) authentic assessment. Village development plan is a guide or model potential exploration and development ideas that focused on the participation of the village community in the overall development process. The concept of participation is in line with the value of "cooperation" which has become part of the confidence and trust of this nation for centuries. The enactment of Law No. 6 of 2014 about the village, further confirms that the preparation of the Plan of Village Medium Term Development (RPJMDesa) and Work Plan of Village Government (RKPDesa) interpreted as a public participation process from planning, implementation, and monitoring. Participatory village development planning is also interpreted as an attempt to develop a sense of ownership of development investments are implemented. Unfortunately only the implementation of the preparation and adoption of RPJMDesa and RKPDesa most are still "legally flawed and sociological defects". For many decades, student in high school and university always use Candi (Temple), and museum as their learning sources. This material usually correlated to the Indonesian History in the periods of Majapahit and Singasari. In fact, History of Indonesia not only confined in Hindu Buddha periods. It covers long periods until today. One periods that still beyond of reach amongst History Teacher is the Periods of Cultur Stelsel (Cultivation System) and Liberal Era that stretch from 1830 to 1930. In order to expose the important of this period, this article tried show to how does teacher used Center of Chocolate and Coffee Research to describe how colonial economic policies were implemented. It also brought to us the reality that using PUSLITLOKAS has providing more clearly explanation about the impact of plantation to social economic live of the Indigenous people in Jenggawah. This research used uses qualitative research methods by involving student from Senior High School of Jember. we observes, interviews and documented all the action of student in the fields. The result from the observation shows that student feels more comfort and satisfied with their experience in studying history by direct observation. They understand how many labors were involved in the process of production from picking the ripe coffee bean, transporting and proceeds it in the factory. They also knowing that all the infrastructure, street pattern, irrigation, bridge and factory is indispensable for plantation activity. This paper disseminated result of study on sacred grave Kawi Mountain with its tradition and its unique especially on society and state argumentation in tourism industrial context. The problem rose on who did what, where, why and how he/she did it also interaction and intervention of state on society and market were crucial. To answer those questions, qualitative approach used in this study and was conducted ethnographically. Data collected through observation, interview and literary study. Data analysis conducted by arranging theme, contrast analysis and specifically mapping debate on society and state. Result of study is economy production, consumption and economy distribution in state domination: Scared grave community Kawi mountain comprises of two groups; Java and Chinese ethnics. As with the pilgrim, the community called them as bolah ireng for Javanese and bolah putih for Chinese. Politically, there is fighting between foundation and elite local of scared grave, but it is under village government authority. Its implication is that empirical reality support politic economical concept; describe briefly the process on fighting economy assets; involving parties. This reality seems to be related and eluded also occur between externalization, objectivities and internalization. It is processing in history, dialectic and simultaneous. Reality on Kawi Mountain is basically religion reality that cannot be separated from culture and politics, which the purpose is money. Local custom-based forest management conducted by Bayan community is one way of forest preservation. Local custom-based management is always guided by awiq awiq local wisdom. Awiq awiq is a customary law that is obligatory for Bayan people to obey. This law regulates the relationship between humans and other humans, nature, and God. A customary law regulating the relationship between humans and the nature is represented in the rules of forest management within Bayan community. This study aims to find out the perception of Bayan community towards the awiq awiq local wisdombased forest management. It is a qualitative study using in-depth interview as the method of data collection. The traditional leaders became the key informants while the supporting informants consisted of the head of Sub-District, Head on Bayan Village, and Bayan indigenous people. The data analysis was conducted in four stages, namely reduction, categorization, synthesis, and conclusion. The results show that the community has a positive perception towards awiq awiq in forest management. The community is still employing this law in their effort to maintain and conserve the forest sustainability.

This article aims to find out: (1) the implementation of Youth Entrepreneurship Program (YEP), (2) the character value of Malang high school students which have been developed by YEP, (3) the impact of YEP for students. The method was used a qualitative approach with the type of case study. The data collection technique carried out by interview, observation and documentation. Data sources obtained from informants, events and documents. Data analysis was performed with a Triangulation. The results showed: (1) the implementation of YEP as a strategy to develop entrepreneurship skills was carried out through two approaches namely academic and non-academic, which were carried out in three stages, namely observation, training, business practices and evaluation, reporting (2). Value developed: a) independent b). tenacious, c). creative, d). innovative and e). honest. (3). The impact caused by YEP for students: (a). Growing the entrepreneurial spirit; (b) Improve the business management skills (c) increase communication

Global transformation is always demands a good governance system and one of the functions that must be run is public administration's system. The impact of powerful globalization streams, should be anticipated as well as possible. Public Administration with the developed values of western modernity, sometimes make us glare about the progress and forget the values of the identity of local wisdom that we have. Whereas, the Public Administration that is appropriate with local wisdom will be less than the western Public Administration's model. This paper critically discusses the concept of public administration based on local wisdom (public) models which have been publicized in various countries, including Indonesia. A review and reconstruction of ideas, concepts and theories on Government and Governance. The main issue is that it is not always the western administrative model that is able to solve the problems of public administration and has been successfully implemented in various regions in responding to the local culture.
