A new algorithm for unconstrained optimization based on the cubic regularization in two dimensional subspace is developed. Different strategies for search direction are also discussed. The stepsize is computed by means of the weak Wolfe line search. Under classical assumptions it is proved that the algorithm is convergent. Intensive numerical experiments with 800 unconstrained optimization test functions with the number of variables in the range [1000 - 10,000] show that the suggested algorithm is more efficient and more robust than the well established conjugate gradient algorithms CG-DESCENT, CONMIN and L-BFGS (m=5). Comparisons of the suggested algorithm versus CG-DESCENT for solving five applications from MINPACK-2 collection, each of them with 40,000 variables, show that CUBIC is 3.35 times faster than CG-DESCENT.

The grasslands of Crișurilor Plain, the portion between Crișul Negru and Crișul Repede, located on flat lands with normal soils and different stages of salinity, generally have a lower productivity and biodiversity. The average number of cormophyte species is 50 with variations from 16 in Camphorosmetum annuae and Polygano-Plantaginetum tenuiflorae, to around 90 in Festucetum valesiacae, Artemisio and Achilleo - Festucetum pseudovinae. The overall vegetation cover is 86% with 44% forage species and 42% harmful species. The average pastoral value (PV) of the 18 associations is 30.8 (mediocre), the highest was 75.7 (good) in Lolietum perennis and the lowest 2.0 (degraded) in Camphorosmetum annuae. The average production of green mass (GMP) was evaluated at 5 t/ha with very large differences between the associations. At phytosociological alliances level, Festucion rupicolae (47.6 PV and 8.18 t/ha GMP) and Beckmanion erucaeformis (42.5 PV and 9.04 t/ha GMP) had the highest productivity and Cyperio - Spergularion (3.6 PV and 0.29 t/ha GMP) had the lowest. Finally, the productivity evaluation was done at the level of normal and degraded Natura 2000 Habitats (6440, 6240 and 1530). Habitat 6440 normal was rated at 65.7 PV (good) and 13.09 t/ha GMP, which allows for an optimal loading of 1.26 LU/ha (good). The worst results had the Habitat 1530 (degraded) with 5.7 PV and 0.51 t/ha GMP with the most saline soils and irrational use of grasslands. The results of these productivity evaluations of grasslands based on floristic surveys continue to serve for the preparation of pastoral arrangements and their proper management.

"Through the double election, on January 5 and 24, 1859, through the extensive and complex program of reforms carried out during the 7 years of Alexandru Ioan Cuza's reign, the foundations of the modern Romanian national state were laid. The archive documents give us a correct picture of the events and personalities in the Buzău area. Following the elections of September 1857, the 7 deputies of Buzău county were: the bishop of Filotei, Scarlat Voinescu, Nicolae Pâcleanu, Costache Ciochinescu, Nae Stănescu, Vasile Serea and Costache Moglan. In accordance with those established in Buzău County, the members of the Elective Assembly were then elected, who on January 24, in the Concordia Hotel in Bucharest, together with the other Wallachian deputies, confirmed the double election of Alexandru Ioan Cuza. They were: Scarlat Voinescu, Ion (Iancu) Marghiloman, Costache Deşliu, Mihail Pleşoianu and the bishop of Filota. In the evening of February 6, 1859, ruler Alexandru Ioan Cuza was received by Buzoians with great pomp. A year later, on January 23, 1860, Prince Cuza celebrated the Union of the Romanian Principalities in Buzău."

This study reveals a very specific issue in the field of the international relations history. As a matter of fact, the Romanian State՚s emergency presupposed an international regime exposed through the joint guarantee of the European Great Powers, as signing parts of the Peace Treaty of Paris, from the 30s March 1856. The readings of that Treaty and of the many other papers proved the fact that the Guaranteeing Powers were the six European Great Powers, as France, Great Britain, Austria, Prussia, Russia, and Sardaigne. The Ottoman Empire, as suzeraine Court on the Romanian Principalities Moldavia and Wallachia, as well on Serbia, it was a guaranteed, and not a guaranteeing part. These revealings permitted some pointed understandings of the both international impact of the Romanian international acts, as, for example, the Union of the Principalities in 1859, and significations of the diplomatic European deliberations, as the Great Powers Concert on the Romanian Question.

In this paper, we obtain the quantum dynamics in the framework of the general theory of relativity, where a quantum partide is described by a distribution of matter, with amplitude functions of the matter density, in the two conjugate spaces of the spațial coordinates and of the momentum, called wave functions. For a free partide, these wave functions are conjugate wave packets in the coordinate and momentum spaces, with time dependent phases proporțional to the relativistic lagrangian, as the wave velocities in the coordinate space are equal to the distribution velocity described by the wave packet in this space. From the wave velocities of the partide wave functions, we obtain lorentz’s force and the maxwell equations. For a quantum partide in electromagnetic field, we obtain dynamic equations in the coordinate and momentum spaces, and the partide and antiparticle wave functions. We obtain the scattering or tunneling rate in an electromagnetic field, for the two possible cases, with the spin conservation, or inversion

Considering the fact that mountain areas occupy an important area of our country but also a considerable area at the European level, the paper approaches their role with a special analysis on the development of the sustainability of the area by increasing the number of mountain producers, mountain products and local gastronomic points. the legislation and some activities specific to the mountain area in our country are analyzed in comparison with some European countries. the legislative framework for carrying out and monitoring specific activities, existing successful activities in the mountain area and strategies for the development of mountain areas are analyzed in particular, with an emphasis on mountain producers and products.

The paper highlights the progress in triticale crop becoming an important economically cereal in the world and also in the West part of Romania. The international research stimulated the Romanian triticale program in research centers Fundulea, Turda, Suceava and Timişoara University. The extension of the results from the demonstration fields was difficult; the optics of the farmers from a traditionally wheat-growing country had to be changed. Particular merits have had the specialists who, as students, saw and worked in the triticale experimental fields at the university, thus convincing themselves of its validity. In the western counties of Romania triticale represents 1.56% of agriculture area. It is cultivated on poorly acid soils and in farms with livestock sections. The area cultivated with triticale varies greatly. In the southern counties of Arad, Bihor and Timiş the surface represents 1.0% -1.5%. In Caraş Severin and in the northern counties it is 2.5% to 5.1% (Sălaj). On preluvi- and luvi- soils (pH-4.5) distrycambosoils, arenosoils (humus less than 2.2 %) the yield was 2.6 T/ha up to 4.5 T/ha, exceeding wheat and in some areas even corn. In the plain with more fertile soils (chernozem) the Robinson, Trimaso, Trismart and Tulus varieties passed over 9.0 T/ha (2021). The triticale average production/country increased from 2.5 T/ha (2007) to over 3.4 T/ha in the past 10 years and now to 4.6 T/ha. Most of the cultivated varieties originated from the Fundulea (Dr. Gh. Ittu). "Between 20 October 1858 and 5 January 1859 (according to the old calendar), Anastasie Panu was a member of the Three-Kaymakam rule, installed in Moldova under a provision of the Paris Convention on the definitive organization of the Romanian Principalities. He was, in that capacity and for that 77-day period, the most important Unionist politician, with a decisive role in the ""course"" of the Moldavian events that preceded the election of Alexandru I. Cuza as ruler. It is to him that we owe, to an overwhelming extent, the restoration of the freedom of the press (by reinstating Grigorie Al. Ghica's law of May 1856), the full affirmation of the country's autonomy through an effective exercise, ensuring a (relative) majority of the National Party in the Elective Assembly of Moldavia, the introduction of the letterhead of the United Principalities on all official documents; finally, through the so-called ""Panu Plan"", ""paving"" the road to the throne of Moldavia for Colonel Alexandru I. Cuza. Therefore, this Unionist leader should be given not only our modest presentation, but a monument more enduring than bronze - if we may paraphrase the ancient poet: and not (almost) the oblivion bequeathed by an unjust posterity."

The need to ensure the protection of plants and various areas affected by the presence of pests and pathogens imposed the use of chemicals to help in diminishing crop damages, namely pesticides. As Persistent Organic Pollutants (POPs), pesticides are resistant chemicals to bio(degradation), their residues being difficult to be removed from the environment. This papers discuss the state of investigations on the presence of pesticides in the environment, their behavior determined by their characteristics, types of pesticides used, the sources from which the pesticides can come. Also some threats that pesticides can generate in the environmental compartments (water, air, soil, sediments) are discussed in correlation with some specific properties of pesticides. A distinct section is dedicated to the presence and behavious of pesticides in fruit and vegetables, the residues found in some plant products according to European Food Safety Authority (EFSA). This analysis generates the support for the identification and characterization of impacts and risks on human health generated by the consumption of plants containing pesticide residues.

It is of utmost importance that the evolution of the general theory and philosophy of law in the first half of the XXth century establishes their scientific and philosophical foundation within the framework of the juridical culture and practice of the epoch, bringing a valuable contribution to the field of the national and European legal doctrine which is valid even nowadays. Moreover, we can also state that the evolution of the general theory and philosophy of law during this interval coincided with the realization of the ideals of national unity and of a modern, democratic society in Romania. Outstanding personalities such as Nicolae Titulescu, Mircea Djuvara, Dumitru Drăghicescu a.s.o. contributed to the fulfilment of these ideals both through their scientific work and their juridical, political or diplomatic activity.
