The purpose of the study is to analyze the satisfaction of users with library and information services of the Scientific Library of Tuva State University. The main criterion of satisfaction with services is quality. Relatively large number of methods has been developed to study the quality of services provided. It is advisable to use various tools to obtain reliable and complete information about the quality of library work. In the practical activities of the Scientific Library of Tuva State University, there is most widely used statistical analysis of performance indicators, in particular, access to library resources, attendance (the library, the website, electronic library systems, etc.). To study satisfaction with the services provided by the Scientific Library of Tuva State University, there was conducted the user survey, which revealed strengths and weaknesses, as well as allowed to avoid problems in terms of customer service during the distance-learning period.Sociological research of the Scientific Library of Tuva State University revealed the need for advanced training courses for library staff in a number of areas, to create a welcoming library environment, to change the interface of the library website, as well as the need to redesign the training programs for library specialists.

Based on the unpublished documents, the author reconstructs the history of acquisition of the famous book collection of D.V. Ulyaninsky (1861—1918) by the State Rumyantsev Museum. The well-selected library, significant part of which consisted of publications on bibliography, book studies and book business, became widely known thanks to the three-volume printed catalogue prepared by the owner.After the suicide of bibliophile in February 1918, which occurred due to the threat of deprivation of the apartment where the library was kept, the collection was bought by the State Rumyantsev Museum. Archival documents allow examining this process in detail. During his life, D.V. Ulyaninsky had extensive connections with the oldest museum in Moscow, but he clearly had no plans to transfer or sell his library to the institution. After his tragic death, the State Rumyantsev Museum first moved his library to the museum’s territory. Then, despite the presence of third-party buyers, the museum actually forced the widow of the collector T.F. Ulyaninskaya to sell the library, taking into account the circumstance that the library located in her apartment. The organizer of the actions on acquisition of the D.V. Ulyaninsky book collection was the librarian of the State Rumyantsev Museum Y.V. Gauthier; and the Head of the reading room Y.G. Kvaskov assessed the collection. The article introduces into scientific circulation the materials on assessment of the library and the contract of the State Rumyantsev Museum with the widow of bibliophile, which legally secured the transfer of ownership of the collection of D.V. Ulyaninsky to the State Rumyantsev Museum.

The article considers the initial stages of development of library and information education in the Republic of Kazakhstan in the early years of Soviet power, as well as in the pre-war period and during the Great Patriotic War. The present work reveals the issues of formation of the library education system in Kazakhstan, the evolution of forms of training organization, the development of personnel potential of the library sector. The study of the history of library education is of undoubted interest, since it allows better understanding of the processes of socio-economic and cultural development of the country. This is due to the increased attention of society to the problems of culture and, in particular, libraries as necessary socio-cultural institutions, to the efficiency of their work and the quality of training of library specialists. In the course of research, the author studied published and unpublished sources, namely: archival documents, research studies (dissertations, monographs), publications in periodicals and continuing publications. The analysis of sources, to one degree or another touching upon the issues of training the library specialists, showed that from the earliest stages of development of library education, the society set serious tasks for it. The article focuses on the organization of library education, various forms of training and advanced training of library specialists – groups, seminars, courses and conferences. The author characterizes the work of associations of library workers on the increase of personnel potential of the sector and methodological support of libraries. The article reveals the main problems and achievements associated with the organization and work of library technical schools. The author considers the evolution of library education in the context of cultural, historical, socio-economic and political conditions for the development of library sector in the Republic of Kazakhstan.

The problem of forming the library image as an active social marketing tool in the context of globalization of the information space is becoming more urgent and relevant and requires new approaches, both in the theoretical and practical spheres of the library sector. In modern realities, libraries realize the importance of their own image as a socio-cultural phenomenon, echoing such a complex and multifaceted concept of “brand”. In the library space, the brand is used as a tool for updating the image and developing social marketing.The purpose of the article is to determine the features of the service mark as a key element of the library brand and the mechanisms of its civil-legal protection. The issues related to the use of the service mark as one of the elements of the library brand represent the scientific novelty and, in particular, specify the rules of its registration. The author notes that the term in question does not have a legal status, but it can be considered in relation to the institution of civil law close to it — means of individualization — a service mark (trademark). The article discusses the procedure for registering the service mark, as well as determines the stages of the libraryʼs brand policy.Despite the fact that the term “brand” has become widespread in scientific, professional and everyday life, it does not have a legal status, i. e. there is no legal definition in the legislation of the Russian Federation. Therefore, the necessary legal procedure aimed at the legal protection of the library brand as an element of the library branding system is the registration of a service mark — the designation that serves to individualize the work performed or services provided. Basing on the analysis of jurisprudence practice, the article determines the possibility of preferential use of the term “service mark” in the designation of library and information products and services.The analysis of registered service marks (trademarks) of libraries, relevant as of June 2021, demonstrates the awareness by libraries of the importance of their own brand. However, the professional library community is far from always aware of the advantages of using the service mark, which leads to the expiration of the exclusive right to it without its extension in the manner prescribed by law. Registration of the service mark contributes to strengthening the status of the library as an active marketing component of the information market and the formation of reputation capital. It can be considered as a specific incentive for the development of library branding.

In the modern digital society, innovative technologies are coming to the fore in the activities of libraries; with their help the libraries can focus on the value of their role in culture and education, meet information needs in the context of digital transformation. At the same time, libraries try to facilitate the work of their employees as much as possible and simplify the efforts of readers in obtaining the necessary literature. This can be achieved by automation of the process of delivery and return of library materials ordered by users within the premises of the library. As a rule, for such purposes there is used telelift — an automated monorail handling system designed for the delivery of goods up to 50 kg (documents, books, magazines, etc.) inside buildings and premises. Telelift is installed in many large libraries, including national libraries in many countries. In addition to telelifts, national libraries use some other document delivery systems. So, the national library of the Netherlands, which is located in one building, has three reading rooms and several storages in the same building, uses the automated storage and retrieval systems of Swisslog company. The article is based on studying the materials of websites of the national libraries, the appeals to the library virtual reference services Ask a Librarian, correspondence with employees of the departments of storage and library and information services of national libraries, as well as additional questionnaire surveys of libraries on the issues related to the storage of library materials. The questionnaire covered the following topics: conducting complete or partial audit, types of audit, use of RFID tags, delivery of material to reading rooms, including, from the remote repositories, the preferred format for issuing a document to the user if this document has a copy (microfilm, microfiche, electronic copy, etc.), as well as statistics of binding and restoration work, ordering necessary materials by readers, etc. The article presents the questionnaire survey responses of the national libraries of Switzerland, Korea, the Royal Library of Netherlands, the British Library, as well as the the Library and Archives of Canada.

The paper presents the analysis of three concepts of the leading LIS scientists, which were developed taking into account modern development trends and future of foreign libraries. The purpose of this research is to highlight the priority development areas of foreign librarianship, which would allow Russian professionals to consider the challenges and perspective of the library sector. Such awareness could facilitate timely adjustments in the work of Russian libraries. The urgency of the issue is connected with the existence of different scenarios of librarianship development in the digital age. Over a long period of time, the scientific community has been pursuing answers to the question as to how libraries should change to operate successfully in new conditions. According to the first concept of David Lankes, which is based on the cybernetic theory, libraries should actively communicate with communities, inform readers about current events in society, encourage people to read and analyse, share ideas and broaden their horizons. The paper gives the areas of library work, which correspond to the above-mentioned tasks. The author of the second concept Wolfgang Ernst rests upon the theory of media studies, stating that digital environment crucially affects the form of knowledge presentation and organization, which is fixed in library documents, partially changing the nature of library services. In doing so, digital humanities methods are seen as a promising way of unlocking library knowledge. The third concept, authored by Ragnar Audunson, highlights two factors in the evolution of librarianship. The first factor is widespread digitalisation, which promotes open access to information. In this context, supporters of disintermediation emerge who believe that there is no need for libraries and librarians as intermediaries in the search for information now. The second factor is that modern libraries are institutions, which help to create civic engagement through conducting public debates. Digitalisation enables libraries to focus on their social mission instead of focusing on curating physical collections in this connection.

The article is devoted to the first in the domestic history International research and practical conference “Library Science in the 21st century: content, organization, digitalization and scientometrics”, organized by the Russian State Library, the National Library of Russia and the Russian Library Association. The conference was held on October 19—20, 2021 in Moscow — in the Year of Science and Technology and in the first year of implementation of the Strategy for development of librarianship in the Russian Federation for the period up to 2030, where one of the main priorities is scientific and methodological support of libraries. The aim of the conference is to update the topics and identify the factors that stimulate the study of the library sphere, discussion of issues of organization and evaluation of performance of library science, the exchange of experience in organizing scientific activities. The event was held in face-to-face and remote format; more than 180 directors and experts of federal, central regional and university libraries, cultural institutes, as well as other institutions of science, education and culture attended it from 14 regions of the Russian Federation and from foreign countries. During the online broadcast of the meetings, there were recorded over one and a half thousand connections. The program included more than 50 reports, focused on theoretical problems of science studies and practical issues of organization of scientific activity. Summing up, the conference participants noted the importance of library science and proposed a set of specific measures, the implementation of which should help strengthen the regulatory framework for scientific activities in libraries, increase personnel staff; stimulate scientific creativity and research initiative; promote the spread of new scientific knowledge. The conference has important scientific and practical value. It demonstrated the current state of library science, allowed to identify and comprehensively discuss the most acute problems of its development and to outline steps to eliminate them. The conference materials contain a rich empirical base for further study of library science itself.

The conference was held on October 19—20, 2021 in Moscow — in the Year of Science and Technology and in the first year of implementation of the Strategy for development of librarianship in the Russian Federation for the period up to 2030, where one of the main priorities is scientific and methodological support of libraries. The aim of the conference is to update the topics and identify the factors that stimulate the study of the library sphere, discussion of issues of organization and evaluation of performance of library science, the exchange of experience in organizing scientific activities. The event was held in face-to-face and remote format; more than 180 directors and experts of federal, central regional and university libraries, cultural institutes, as well as other institutions of science, education and culture attended it from 14 regions of the Russian Federation and from foreign countries. During the online broadcast of the meetings, there were recorded over one and a half thousand connections. The program included more than 50 reports, focused on theoretical problems of science studies and practical issues of organization of scientific activity. Summing up, the conference participants noted the importance of library science and proposed a set of specific measures, the implementation of which should help strengthen the regulatory framework for scientific activities in libraries, increase personnel staff; stimulate scientific creativity and research initiative; promote the spread of new scientific knowledge. The conference has important scientific and practical value. It demonstrated the current state of library science, allowed to identify and comprehensively discuss the most acute problems of its development and to outline steps to eliminate them. Historically, the scientific library has always been an important component of the structure of higher educational institution in Russia. Development of new technologies, creation of electronic information environment and availability of universities websites imposes on libraries certain responsibilities, associated not only with the provision of electronic resources and services to users, but also with the reflection on websites of various information about the libraries themselves, in particular, regarding their history. This information not only affects the formation of libraryʼs image, but can also become the basis for conducting modern scientific research in the field of library science. The presented research is devoted to studying the reflection of the history of libraries in the web space and determining the main trends in the development of information resources based on information on the history of librarianship.The authors highlight the results of the analysis of content of the libraries websites of the universities subordinate to the Ministry of Science and Higher Education of the Russian Federation. The paper presents the data obtained upon the study of websites (web pages) of 252 universities and their libraries. The study was conducted from February to April 2021. There authors identified five options for the representation of materials on the history of librarianship: historical reference, historical essay, comprehensive information product, presentation in Microsoft PowerPoint, multimedia video presentation. Historical reference is the most common of them is. Based on the dates of establishment of universities and libraries compared in the course of study, it was possible to present in dynamics the general picture of their development.

Ensuring accessibility of library services is one of the most urgent tasks of modern librarianship. The concept of “accessibility” which is actively used in the regulatory framework for librarianship and in the works of library scientists, at the same time remains insufficiently substantiated and developed. The article presents the options for the disclosure of the concept of “accessibility” and correlates the concepts of “access” and “accessibility”.In the regulatory framework in dictionaries and reference books on librarianship, the term “accessibility” started to be used relatively recently. The UNESCO Information for All program, as well as organization of the Open Access Movement to scientific information, played an important role in the awareness of the world community of the need for universal access to information. The beginning of the 2000s in Russia is a period of active study of electronic libraries, for which the concepts of “access”, “accessibility” and similar are an important component. During this period, there has been increasing the importance of the issue of barrier-free environment for people with disabilities, where the concept of physical accessibility is the key one. In librarianship documents, the term “accessibility” is also used as physical opportunity to obtain information.At the moment, this concept is introduced in the State Standard of Russia GOST R 7.0.103-2018 “Library and Information Services. Terms and Definitions”. The concept reflects the general trend of using the term “accessibility” mainly in the digital environment; however, the concept of “accessibility” is much broader and is not limited only to access to electronic resources and physical accessibility of the library. The concept of “accessibility” should be considered through information barriers (physical, assortment, navigation and search, deunification), since overcoming them will allow the library to become as accessible as possible. The problem of accessibility of library services has several aspects, and it is important that the scientific community and librarians realize the complexity of this problem and focus their attention not only on ensuring the physical accessibility of the library, but also on removing other information barriers.

The author carried out the study basing on the questionnaire survey conducted by the National Library of Russia on the assignment of the Ministry of Culture of the Russian Federation in accordance with the decision of the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia in 2020. Central libraries, in accordance with their functions and priority goals, are the basis of the country’s library system. Their role as scientific, methodological and coordinating centres of the library system of the region is established at the level of federal and regional library legislation.The questionnaire survey revealed that most libraries have regulatory and legal grounds for conducting R&D. Employees of the central libraries are actively engaged in scientific-research work on a wide range of topics. At the same time, there should be distinguished two main areas of scientific activity of the central libraries: scientific support for the activities of libraries and historical and cultural research of regional nature based on library collections. Along with that, it is necessary to develop common approaches to solving organizational issues of R&D and its support from methodological centres and management bodies. One of the problems is to bring the results of scientific work to a wide range of users. The paper notes that it is expedient to do this by including electronic copies of scientific publications of the central libraries in the section “To Library Professionals” of the National Electronic Library; by compliance with the federal legislation in the area of legal deposit and legal deposit of printed publications in electronic form; by including scientific publications of the central libraries in the system of the Russian Scientific Citation Index with placement in the Scientific Electronic Library (eLibrary). The use of the scientific potential of the central libraries is a significant condition for achieving the goals set out in the “Strategy for the Development of Librarianship in the Russian Federation for the period up to 2030”.
