Ce travail traite de la question du Sport Universitaire (SU) au Maroc. Il adopte une problématique liée aux pratiques managerielles et à la gouvernance du SU dans les établissements marocains d’enseignement supérieur public. Il examine les facteurs responsables du dysfonctionnement de ce système et émet subséquemment une proposition susceptible de contribuer à l’amélioration de son rendement. Afin de réaliser ce diagnostic, un système de recueil et d’analyse de données a été utilisé. Une enquête de terrain a donc été menée dans 14 universités et 8 cités universitaires. 120 personnes-ressources ont été interviewées. 34 rapports, de contenus différents, ont par ailleurs fait l’objet d’un examen approfondi et guidé. Les résultats mettent en évidence que le SU marocain souffre d’un manque plus ou moins important, en nombre et en qualité, de ressources humaines, financières, matérielles et infrastructurelles. D’autre part, l’organisation déficiente, l’absence de stratégies de gestion de l’existant, l’omission de l’évaluation régulière du secteur, la faible motivation et le défaut d’engagement des acteurs administratifs et associatifs marquent la démarche managériale du SU dans la majorité d’établissements d’enseignement et de la vie universitaire.

This paper investigates the determinants of school acquisition at the end of primary school in Cameroon. To do so, we use a two-level hierarchical linear modeling on data from the 2014 survey of the “Programme d'Analyse des Systèmes Éducatifs” of CONFEMEN (PASEC). We found that the socio-economic level of the student's families, the language spoken at home, the size of the school, the gender of the teachers, and the legal nature of the school explain significantly and positively the level of students' academic achievements. Recommendations for households and education stakeholders to improve the quality of primary education are discussed.

This applied research looks into the effectiveness of the virtual learning environment in the delivery of corporate and professional courses since the training provider was forced to shift to this mode of delivery since March 2020 due to the COVID-19 circumstances. In literature, the effectiveness of virtual delivery in the basic schooling and higher education sectors is well researched and heavily debated amongst scholars and practitioners, especially during this pandemic. This is not the case, however, in the professional and corporate training field as this sector is often regarded as a voluntary provision that warrants the least priority to invest in during a global crisis; the like of COVID-19. The purpose of the research is to measure the effectiveness of virtual training provision, and how this mode of learning can help in developing skills and supporting learning to achieving their learning objectives. The effectiveness evaluation in this research was measured from the perspective of the end-user (the learner). The research involved a quantitative questionnaire that was answered by 367 respondents amongst trainees who were enrolled in various professional training courses, post COVID-19, in virtual mode. The questionnaire items were purposely designed to gauge the learners’ satisfaction as a measure of effectiveness and quality of the virtual training environment. The questionnaire was distributed and administered electronically via a mass emailing campaign. Upon collecting the responses, the data was quantitatively analysed using descriptive quantitative analysis. The analysis of the data indicates indeed high satisfaction rates amongst learners (more than 72% were satisfied, or higher). The effectiveness of virtual learning in helping trainees achieve their learning objectives and make good progress, however, was lower than the overall satisfaction rate. After months of riding the learning curve of the virtual learning experience, the learners showed mixed picture of reflection on their preferred mode of delivery in the future. Almost a third of the learners opted for blended learning mode, whereas nearly another third preferred virtual, and the remaining liked to go back to physical classes. This research indicates that virtual learning is apparently lending itself to be a feasible mode of delivery of professional training courses. Its effectiveness, as perceived by the beneficiaries, is proven to continue improve as it matures over time. The prospect of this virtual learning methodology looks positive indeed despite the newness of its application on a massive scale post the COVID-19 pandemic.

Au Maroc, les Laboratoires régionaux de recherche pédagogique ont été implantés aux seins des Académies régionales de l’éducation et de la formation pour gérer et conduire des recherches pédagogiques au niveau régional. Après plus d’une décennie d’exercice, ces laboratoires n’ont pas acquis une position avancée parmi les opérateurs de recherche. Leurs scores de visibilité scientifique sont toujours faibles. Par une méta-analyse d’un corpus d’étude constitué de trente documents, la recherche examine l’identité de ces laboratoires et leurs infrastructures de pilotage. Les résultats obtenus montrent des différences significatives entre ces entités et ceux affiliées aux universités quant aux structures, ressources humaines et missions. Les instances de pilotage ne permettent pas une pérennité des activités de recherche. L’amélioration scientifique de ces laboratoires stipule une révision de leurs fonctions principales, un recrutement d’un personnel chercheur légitime, une accréditation par les organisations scientifiques et un développement de la réputation scientifique.

The paper examines how infrastructural amenities, socio-economic goods and services, play an active role in ensuring the realization of quality education. It is an undisputed fact that teaching and learning have now become an essential tool in shaping the right to access quality education. However, quality education cannot be realized if infrastructural amenities, socio-economic goods and services are not up to standard. The judiciary, through its pronouncements has also reiterated on the significance of having a learning environment that is conducive for effective teaching and learning. This paper showcases the importance of infrastructural amenities and socio-economic goods and services, as an integral part of the realization of quality education. In doing so, the paper adopted a non-empirical approach generally acceptable in legal research activities. It concludes that the right to education is inalienable and as such, it is incumbent on the government and institutions responsible for the delivery of education, to ensure that the right is promoted and provided for at all costs. The paper recommends that the government must improve infrastructural amenities, socio-economic goods and services in schools, to create a learning environment conducive to r the realization of quality education.

L’enseignement primaire au Maroc se caractérise par une stratification de leurs élèves : d’abord, en fonction des caractéristiques sociaux économiques et culturelles, notamment, l’emploi et l’éducation des parents, ensuite, en fonction de l’offre scolaire diversifiée. En effet, les élèves issus des couches sociales modestes ou démunies n’ont pas objectivement les mêmes chances d’accès à des établissements offrant des conditions d’enseignement favorables. Ils sont, condamnés non seulement par leur origine sociale mais aussi et surtout par un système éducatif vacillant qui facilite le traitement inégalitaire et le développement d’une école marginalisée pour les enfants issus des familles démunies. Les disparités socioéconomiques des familles d’élèves et la dualité du secteur d’enseignement se combinent très probablement pour expliquer la stratification scolaire des élèves au Maroc. Ce texte analyse la manifestation de cette double dualité dans le cycle de l’enseignement primaire à travers l’analyse de la répartition des élèves en fonction des types d’écoles et de leur localité en montrant à quel point, la ségrégation des élèves est très marquée, que ce soit à cause du lieu de résidence, de facteurs économiques ou de la sélection dans le système scolaire.

This research dealt with the conformity of practices in internal audits and reviews on education quality to the requirements of quality enhancement culture. Descriptive survey design of research was used. Data were collected from 38 university instructors in Arsi University and 12 directors from different universities in Ethiopia. A binary mode of questionnaire and semi-structured interview were used in collecting data. The findings denoted that, there was no considerable gap in understanding the concepts of quality and quality audits among instructors and directors. But, huge gap was observed in assuming roles and contributing for quality audits, which could be bases for quality enhancement. With regard to coverage, emphasis was given to academic works than research and community-services. Opportunities were also very rare for bottom-up reflection. Audits were worked on to conform to requirements from higher offices, not largely to be used as resources to improve existing practices.

The surge and expansion of Private Higher Education Institutions (PHEIs) in South Africa is an indication that the private sector education is making significant progress. As a result, the PHEIs are considered as being in competition with Public Higher Institutions. This situation is envisaged to influence the Department of Higher Education and Training (DHET) to tighten its policies in order to control the PHEIS. Using the Octet quality theory, developed by Zaki and Zaki Rashidi. and the documentary content analysis research method, this study analyses ways in which quality assurance is used to curtail the growth of PHEIS. The findings of the study showed that some of the contributions of PHEIs are driven by the demand for higher learning opportunities in the republic, though faced by various challenges and barriers in fulfilling the quality assurance requirements in respect of accreditation the DHET. The paper submits that PHEIS are not in competition with Public Higher Educational Institutions, rather they are to be seen as complementing the vision of the DHET in its efforts to improve the South African Higher Education System. Thus, partnership between the private and the public institutions is recommended for the achievement of desired positive impacts.

The present paper tests a long-overlooked aspect of the association between school management and student mental health. Specifically, the question asked is whether and to what extent quality of information services is associated with students’ feelings of loneliness. Research on this relationship is almost inexistent—most probably because of the rather narrow conceptual framework within which loneliness research has been carried out. The present study attempts to fill this gap by looking at loneliness from a different conceptual angle, that of alienation, and from there to test a couple of hypotheses: (i) the significance of the relationship between quality of information services and student loneliness and (ii) the protective role of quality of informal student networks. Data from 439 undergraduate students from a Moroccan institution of higher education were used for the purpose. Both hypotheses were confirmed. Quality of information services, which a sweeping majority of students (64.2%) rated as unsatisfactory, was negatively associated with feelings of loneliness (β = -.17**, p < .01). To test the protective role of quality of student networks, a moderation analysis was conducted. Quality of student networks proved a significant moderator. Results and implication for educational management and future research directions are discussed.

Les enjeux contemporains de l’amélioration durable du climat des affaires ne sont plus exclusivement une question d’infrastructures et d’équipements. Les stratégies mises en œuvre par de nombreux pays se penchent sur le rôle des personnes, de leurs compétences et de leur capacité à innover. L’économie de la connaissance est souvent la dénomination générique adoptée pour désigner cette évolution. La prise en compte du capital humain dans l'analyse économique a constitué une avancée importante d’autant que son accumulation est un facteur essentiel de croissance économique. En effet, la diffusion des connaissances permet des rendements croissants et génère des externalités positives. C’est dans ce sens qu’une assise historique qui retrace de la genèse du concept du climat d’investissement et son évolution sera évoquée pour éclaircir les problématiques actuelles. Cette contribution se propose ensuite d’examiner le rôle du capital humain dans la croissance et le développement des économies à travers une exploration du concept et ses différentes approches théoriques. Les difficultés de valorisation du capital humain seront abordées en troisième lieu, en mettant l’accent sur les méthodes et les limites des approches traditionnelles de sa mesure et l’intérêt que présentent des solutions méthodologiques alternatives comme le modèle socio-économique. Nous soulignons que ces difficultés ont une origine méthodologique, en constatant qu’il n’y a pas, aujourd’hui, de méthodologie adaptée de mesure du capital humain qui fasse consensus et qui soit aisément actionnable dans les entreprises. Enfin, cette contribution se propose d’examiner le capital humain comme facteur central du climat des affaires dans la mesure où son intégration à l’économie de la connaissance est un enjeu majeur de l’assainissement du climat d’investissement. Cette contribution fait appel à des idées et des réflexions issues de la revue de littérature.
