Explorando percepciones del impacto del cambio climático en tres regiones en el Perú 探索气候变化对秘鲁三个地区影响的看法

El cambio climático es atribuido directa o indirectamente a la actividad humana y se considera como la mayor amenaza a la salud pública del siglo XXI. Tiene impactos sobre el acceso al agua, la alimentación, en la agricultura y medios de vida, y en la salud de las personas. El objetivo de este texto es evaluar las percepciones del cambio climático en niños, niñas, adolescentes, autoridades y representantes de organizaciones juveniles, de mujeres y que trabajan con la niñez en las regiones de Cusco, Loreto y Piura, en Perú. Para ello se realizó un estudio cualitativo que utilizó la técnica de Fotovoz con doce adolescentes y entrevistas a profundidad con veintidós actores clave. Para el análisis se utilizaron las narrativas en las fotos y el análisis temático de las entrevistas. En las tres regiones se identificaron cambios extremos en el clima. En la región de Cusco reconocieron el cambio de temperatura con sequías y heladas, mientras que en Loreto y Piura manifestaron aumento en la intensidad de lluvias. En general, estos cambios afectaron la agricultura. El cuidado del agua como recurso, tanto en su acceso y calidad, fue una gran preocupación para todos los participantes. El estudio concluye que no se identifica el concepto de cambio climático como tal, sin embargo, describen cambios y variaciones en el clima que afectan sus actividades diarias, en particular la agricultura. Un tema transversal a todas las regiones fue el cuidado y uso del recurso del agua. Además, los jóvenes se mostraron particularmente entusiasmados en colaborar en iniciativas futuras contra el cambio climático.

The Impact of COVID-19 on Protected Areas : A Systematic Review 2019冠状病毒病对保护区的影响:系统综述

Understanding the effects of COVID-19 on protected areas (PAs) is very important because these spaces are crucial for international policies for biodiversity conservation and sustainable development. Therefore, the aim of this paper was to fully understand the impacts of COVID-19 on terrestrial and marine protected areas (PAs). To address this concern, we conducted a systematic review on the literature of the impacts of the pandemic on PAs. We used the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines which helps authors to follow certain specific criteria when they make a systematic review on a topic. Following it, we examined five databases, together with complementary search perform in Google Scholar. Lastly, we made a qualitative assessment of articles retrieved, studying short-term changes, and identifying positive and negative effects, as well as challenges and opportunities that arise. After identifying, screening, and selecting, we included 14 journal articles published between February 2020 and May 2021. In the results we showed how the new virus-related restrictions affected the ecological, social and management dimensions of PAs. We discuss how these conserved areas gained social relevance during the pandemic but, at the same time, the vulnerability of related actors increased. Also, we suggested that some social problems differed between develop and developing countries. Additionally, digital tendencies consolidated in PAs management, research, and engagement. Overall sustainability of these places was compromised. We concluded that COVID-19 made humans to see everything through the lenses of health and PAs were not the exception.

Los retos ambientales y sociales de la reactivación económica post cuarentena 隔离后经济复苏对环境和社会的挑战

La pandemia del COVID-19 ha generado una crisis humanitaria y económica a nivel global, y Perú, especialmente, ha sido golpeado por este virus. Después de la finalización de la cuarentena (01 de julio), la nueva normalidad ha impuesto nuevas reglas de convivencia —como el distanciamiento social—, y bajo la presión de diversos actores económicos, el Gobierno peruano viene impulsando un plan de reactivación económica en cuatro fases controladas para acelerar el crecimiento económico que ha decaído en 15% del PBI. Sin embargo, el costo de esta reactivación se viene centrando en impactos ambientales y sociales de las inversiones. En ese sentido, analizaremos cómo los antecedentes de planes de recuperación económica (2013), el contexto político en el que vivimos y el nuevo marco legal —así como propuestas de normas— pueden contribuir a un mayor impacto ambiental y social. No solo mostraremos que tienen una inconsistencia normativa con la regulación que las precedió, sino que no hay certeza de la efectividad de su cometido, poder reactivar la economía peruana desde criterios de sostenibilidad y un enfoque de derechos humanos.

El presente estudio identifica algunas premisas, a modo de contexto, sobre la relación ambiente y Covid-19, para luego abordar un aspecto del sistema legal ambiental, es decir la política ambiental y relacionarla con el Covid-19. Para ello, recoge los principios de la política nacional del ambiente y los coteja con ejemplos de transgresión de estos principios en función del Covid-19.

Espacios públicos: estudio del distrito de Santiago de Surco en Lima, Perú 公共空间:秘鲁利马圣地亚哥德苏尔科区研究

The present article seeks to show the gaps that currently have the legal regulations of Lima Metropolitan and the management concerning public spaces. The district of Santiago de Surco is taken as a case study by its heterogeneity in its urban composition, socioeconomic level and content in public spaces. In this area of study, according to criteria previously discussed, representative parks of different economic levels were selected as object of study. In them observations were made on the perception about quality and its relevance for the inhabitants of the district. Despite the fact that there are large parks with a number of activities, they are not under an appropriate legal management system to ensure their maintenance and improvement for the future, and even less to contribute to the quality of life of the neighbors. Throughout the article a contrast between the findings of the literature and the perception of the researchers in relation to the current state of the parks studied as public spaces is developed.

Capacidades democráticas para la gobernanza de las áreas naturales protegidas. El caso de la Reserva Natural de Salinas y Aguada Blanca (2015 – 2017) 自然保护区治理的民主能力。萨利纳斯和阿瓜达布兰卡自然保护区案例(2015 - 2017)

Protected natural areas are spaces that have a valuable ecosystemic, genetic and biological heritage and in which cultural and ethnic diversity provides valuable traditional knowledge regarding their uses and properties. Managing these areas implies recognizing that they are multicultural spaces where actors with multiple interests converge; it also requires that not only be guaranteed that all those involved are represented in the management instances, but also that everyone has the necessary capacities to participate actively in the decision-making process. What are those capacities that allow the participation of all under equal conditions? The study identifies ten capacities, which are called “democratic capacities”; and it is analyzed if these are present in the actors involved in the management of the National Reserve of Salinas and Aguada Blanca in the period 2015-2017. The study concludes that the capacities for dialogue and intercultural management are well developed. While the abilities: reading ability; management of the language of the communities; attitude and willingness to provide information permanently; surrounding analysis; decision making; conflict resolution; and incidence have a medium development, and there are still weaknesses in the capacity to comply with the agreements.

Science is key to solving the challenge of managing ecosystems for sustainable development. How do we achieve the benefits that result from the transformation and exploitation of ecosystems, and at the same time preserve ecosystem services and protected areas? In the ecosystem of the Everglades, a subtropical wetland located in South Florida (United States), an economic and environmental transformation occurred in the middle of the 20th century. Today, the Everglades Restoration Program is addressing the challenge of maintaining the benefits of the transformed ecosystem while at the same time protecting and restoring Everglades National Park. An analysis of the governance of this program highlights three important aspects of the system with respect to science. First, the primary decision-making body is the South Florida Ecosystem Restoration Task Force, a diverse group of 14 agency leads at the highest level of national, tribal, state and local government. Second, the role of science in the restoration program is written into the federal laws and regulations governing the program. Finally, all the member agencies of the Task Force employ qualified technicians and scientists whose work is to conduct, collect and synthesize scientific research. This system reduces the distance between scientists and decision makers. At the same time, the program’s governance system allows actors with less financial or political power to exercise power through their scientific results, thus achieving a balance between the economic benefits and environmental benefits of the program.
