The implementation of the Regional Head General Election amid the COVID-19 Pandemic has become a challenge for regional election organizers, namely the General Election Commission, one of which is in the City of Medan. Starting from the change in the timing of the Pilkada, to the obligation to ensure a smooth democratic party by implementing health protocols, presents several challenges, especially in the implementation of the Medan City Election. In this study, the author will conduct a descriptive qualitative research type to conduct in-depth research related to the implementation of regional head elections in Medan City. The results of this study found that the implementation of PKPU policy no. 6 of 2020 at the Medan City KPU has been good with few findings, namely in the aspect of resources, the implementation of PKPU No. 6 of 2020 had experienced problems due to an increase in the budget forfulfilmentlment of health protocols that had not been previly planned. In addition, the KPU an actor is the main actor who has a significant role in the implementation of the Pilkada in Medan City. In terms of adjustments made in the 2020 Medan City election, it is related to the limitation of the number of people and the imposition of sanctions for candidate pairs if they present a crowd at each stage of the Pilkada.

The purpose of this research is to determine how effectively the DKI Jakarta Province's COVID-19 pandemic management plans have been implemented. Although the government of DKI Jakarta Province has implemented a number of strategies to combat the COVID-19 pandemic, they are unable to halt the virus's spread. This study employs literature research techniques. This research intends to incorporate pertinent literature and data in order to produce a comprehensive article; consequently, literature research is utilized in this article. This study shows that the efforts and policies of the DKI Jakarta Province government have not stopped the spread of COVID-19 in DKI Jakarta Province. Policies and handling efforts are still being thwarted by large-scale social restrictions imposed by the government, community dissatisfaction with health standards, and ineffective coordination between the federal and local governments.

Pembangunan infrastruktur Jalan Tol Padang-Pekanbaru sedang gencar dilakukan. Permasalahan pembangunan bermula pada proses pengadaan lahan yang lambat dimana proses negosiasi tidak berjalan lancar. Penelitian ini bertujuan untuk mengetahui faktor penyebab negosiasi antara pemerintah dan warga setempat dalam pembangunan ruas jalan tol Padang-Sicincin tidak berjalan lancar serta mencari solusi agar dapat memaksimalkan sumber daya yang ada. Hasil dari penelitian ini yaitu terdapat beberapa alternatif kebijakan; studi kelayakan terhadap alternatif; rekomendasi kebijakan dalam 3 jangka waktu yaitu 5 program rekomendasi jangka pendek dengan jangka waktu 1 hari hingga 6 bulan, 5 program rekomendasi jangka menengah dengan jangka waktu 5 tahun, dan 5 program rekomendasi jangka panjang dengan jangka waktu 20 tahun; uji alternatif; dan pemberian saran kepada pihak terkait. Penelitian ini menggunakan metode kualitatif dengan sumber data yaitu data sekunder. Teknik pengumpulan data yang penulis gunakan adalah Studi Kepustakaan. Analisa data yang digunakan dalam penelitian ini yaitu analisis deskriptif.

Era globalisasi dan digital pada saat ini menuntut kepada sebuah pelayanan informasi yang cepat, tepat, dan akurat. Keterbukaan informasi menjadi kebutuhan masyarakat. Inovasi harus dilakukan oleh pemerintah untuk dapat memenuhi kebutuhan di era tersebut. Inovasi tersebut berkaitan dengan perencanaan pembangunan berbasis teknologi. Smart City adalah penerapan konsep kota cerdas dengan pemanfaatan teknologi untuk mewujudkan pelayanan masyarakat yang baik. Salah satu pemerintah daerah yang berinovasi melakukan hal tersebut adalah Pemerintah Kota Semarang. Pemerintah Kota Semarang membuat sistem perencanaan pembangunan berbasis teknologi yang diberi nama SIMPERDA (Sistem Perencanaan Daerah). Metode yang digunakan dalam penelitian adalah studi literatur melalui data sekunder. Tujuan dari penelitian ini adalah guna mengetahui pelaksanaan penerapan Smart city dalam SIMPERDA dengan memanfaatkan teknologi informasi dan komunikasi yang ada untuk mewujudkan bahwa Pemerintah Kota Semarang bisa menjadi salah satu daerah yang telah menjalankan salah satu syarat agar menjadi Good Governance. Aplikasi Simperda yang berbasis teknologi ini diharapkan dapat menuntut pelaku perencanaan agar dapat sesuai dengan tata kelola mekanisme alur kinerja. Setiap rangkaian perencanaan dari tingkatan kecamatan sampai dengan kabupaten dilakukan secara terintegrasi. Tingginya jumlah penduduk miskin dan pengangguran di Indonesia sudah menjadi salah satu masalah yang serius. program-program yang selama ini dijalankan pada upaya pengentasan kemiskinan belum bisa memberikan dampak besar, sebagai akibatnya tujuan dari pembangunan nasional terkait persoalan pemerataan kesejahteraan rakyat masih menjadi masalah yang berkepanjangan. dalam rangka percepatan penanggulangan kemiskinan sekaligus pengembangan kebijakan di bidang perlindungan sosial bagi keluarga rumah tangga sangat miskin (RTSM), pemerintah harus mengeluarkan program yang dapat menyampaikan bantuan bersyarat menjadi jaminan sosial buat masyarakat miskin buat dapat mengakses kesehatan serta pendidikan yang meliputi kesehatan balita serta bunda hamil dan pendidikan bagi anak usia pendidikan dasar. oleh karena itu pemerintah perlu meluncurkan program program keluarga harapan (PKH) buat mengurangi atau meminimalisir persoalan kemiskinan. aplikasi di Indonesia diperlukan akan membantu penduduk termiskin. Digital economy has a major contribution to Indonesia's Gross Domestic Product (GDP). Digital economy sector that has the highest growth is e-commerce. The development of e-commerce and rapid improvements in internet infrastructure are expected to encourage public consumption, so as to increase GDP growth. The purpose of the research examines the general overview of economic growth and several e-commerce indicators in Indonesia and analyzes the effect of several e-commerce indicators on economic growth in Indonesia from 2016 to 2018. Economic growth and several e-commerce indicators in Indonesia have a positive trend. DKI Jakarta has some of the highest e-commerce indicators compared to other provinces, while East Nusa Tenggara has the biggest number of additional points internet access locations from 2016 to 2018. The results of panel data regression analysis show that the variable computer users, e-commerce users, internet access, and expenditure on information technology communication have a positive and significant effect on economic growth in Indonesia and the e-commerce indicators that have the greatest influence is computer users. Thus, the results of this study indicate the importance of utilizing the role of e-commerce in promoting economic growth in Indonesia. Keywords: economic growth; e-commerce; panel

This research discusses aboutimplementation of public services during the Pandemic on Commuterline KRL based on the rules for the implementation of Emergency Community Activity Restrictions (PPKM) to level extensions based on the humanist paradigm.In serving passengers, there are problems that make it difficult for customers using Commuter Line KRL transportation services to get Commuter Line KRL transportation services, such asBased on the Circular Letter of the Minister of Transportation number 50 of 2021 concerning Amendments to the Circular Letter of the Minister of Transportation number 42 of 2021.Regarding the rules for the Worker Registration Certificate (STRP) it is stated in the Circular Letter (SE) of the Minister of Transportation Number 50 of 2021. In the Circular it is stated that during the Emergency PPKM on the Commuter Line KRL it only serves critical and essential sector workers in the agglomeration area, as evidenced by the possession of a Letter of Intent. Worker Registration Certificate (STRP) or similar certificate. Passengers who do not bring the letter will not be allowed to ride the KRL Commuter Line. The purpose of this research is to investigate how far the humanist paradigm of commuter line KRL services in DKI Jakarta during the Pandemic is through the Humanist Paradigm. The NPS seeks to persuade people to fulfill their responsibilities as citizens. The method used in this research is descriptive method, qualitative approach. With the number of informants as many as 10 (ten) people who were determined by using purposive sampling technique 3 people and accidental sampling 7 people. Data collection techniques used are observation, interviews and documentation. In addition, test the validity of the data using the Triangulation method. New public service (NPS) which places more emphasis on organizational humanism. A model of public service that recognizes that they interact with the government not only as customers but as citizens. {"title":"THE NEW PUBLIC SERVICE PARADIGM COMMUTER LINE KRL SERVICES ENFORCEMENT PERIOD OF RESTRICTIONS ON EMERGENCY ACTIVITIES","authors":"Fadli Bas Bastian","doi":"10.14710/gp.7.1.2022.212-222","DOIUrl":"https://doi.org/10.14710/gp.7.1.2022.212-222","url":null,"abstract":"This research discusses aboutimplementation of public services during the Pandemic on Commuterline KRL based on the rules for the implementation of Emergency Community Activity Restrictions (PPKM) to level extensions based on the humanist paradigm.In serving passengers, there are problems that make it difficult for customers using Commuter Line KRL transportation services to get Commuter Line KRL transportation services, such asBased on the Circular Letter of the Minister of Transportation number 50 of 2021 concerning Amendments to the Circular Letter of the Minister of Transportation number 42 of 2021.Regarding the rules for the Worker Registration Certificate (STRP) it is stated in the Circular Letter (SE) of the Minister of Transportation Number 50 of 2021. In the Circular it is stated that during the Emergency PPKM on the Commuter Line KRL it only serves critical and essential sector workers in the agglomeration area, as evidenced by the possession of a Letter of Intent. Worker Registration Certificate (STRP) or similar certificate. Passengers who do not bring the letter will not be allowed to ride the KRL Commuter Line. The purpose of this research is to investigate how far the humanist paradigm of commuter line KRL services in DKI Jakarta during the Pandemic is through the Humanist Paradigm. The NPS seeks to persuade people to fulfill their responsibilities as citizens. The method used in this research is descriptive method, qualitative approach. With the number of informants as many as 10 (ten) people who were determined by using purposive sampling technique 3 people and accidental sampling 7 people. Data collection techniques used are observation, interviews and documentation. In addition, test the validity of the data using the Triangulation method. New public service (NPS) which places more emphasis on organizational humanism. A model of public service that recognizes that they interact with the government not only as customers but as citizens. Electronic government (e-government) diterapkan untuk mengatasi birokrasi pelayanan perizinan yang lamban, prosedur yang berbelit-belit, biaya tinggi, tidak ada kepastian jangka waktu penyelesaian. Pemanfaatan e-government untuk mengatasi permasalahan tersebut dan upaya meningkatkan kualitas pelayanan publik juga dilakukan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Semarang. Tujuan penelitian ini adalah untuk mengidentifikasi dan menganalisis pemanfaatan e-government berbasis website dalam upaya meningkatkan kualitas pelayanan publik di DPMPTSP Kota Semarang. Penelitian ini menggunakan metode studi literatur dengan menelaah buku, jurnal dan artikel terkait e-goverment dalam pelayanan publik. Hasil dari penelitian ini menunjukkan bahwa pemanfaatan e-government di DPMPTSP Kota Semarang menekankan integrasi antara G2G,G2B da G2C dalam satu sistem pelayanan satu pintu. Cakupan e-government di DPMPTSP Kota Semarang yaitu e-administratiom, e-citizen dan e-service. Pemanfaatan e-government berbasis website di DPMPTSP Kota Semarang berhasil meningkatkan kualitas pelayanan perizinan menjadi lebih efektif dan efisien yang dibuktikan dengan semakin meningkatnya data statistik pengunjung website DPMPTSP setiap harinya. 电子政府被用于解决缓慢的、复杂的程序、高成本、长期无法解决的官僚主义。利用电子政府解决这一问题,并努力提高公共服务质量,三宝垄市投资和联合服务也做到了。本研究的目的是确定和分析基于网站的电子政府利用情况,以提高三宝垄市公共服务的质量。本研究采用文献研究方法研究公共服务中的书籍、期刊和相关文章。这项研究的结果表明,在Semarang市DPMPTSP的e政府的使用强调了G2G、G2B和da G2C在一扇服务系统中融合的重要性。政府报道三宝垄市议会议会的e-government, e-citizen和e-service。以DPMPTSP市为基础的e-government网站的应用已经成功地提高了许可证服务的质量,这是通过越来越多的数据DPMPTSP来证明的。关键词:e- government, public serves, permission, DPMPTSP city Semarang

Investment still have important role in accelerate the economy of the countries. Lack of information concerning business operation and excessive bureaucratic procedures still become the major problem in several developing countries including Indonesia. As one of the innovation in public services, e-Government is expected to increase the quality of public services. One of the effort to increase the quality of public service in Indonesia is by enacted the Risk Based Analysis Business Licensing Process Policy. the Risk Based Analysis Business Licensing Process Policy through OSS Systems is expected integrated business licensing process that increase the quality of public services in Indonesia however the Government have to facilitate the OSS systems training for Public Servant and facilitate the socialization for the society in several region that have low Human Development Index. In the other side, the Risk Based Analysis Business Licensing Process Policy is able to become the resolution of the conflict between business actor and public servant in business licensing process.

Parkir elektronik merupakan salah satu wujud pengembangan dari kebijakan parkir zona yang dikeluarkan oleh Pemerintah Kota Surabaya sebagai bentuk penerapan Smart City. Kebijakan parkir elektronik sendiri merupakan suatu bentuk pelayanan jasa parkir yang masuk dalam kategori electronic-Government, dengan dipasangnya beberapa alat parkir meter di titik-titik yang telah ditetapkan sesuai dengan kebijakan parkir zona.Tujuan dari penelitian ini adalah untuk mengetahui bagaimana penerapan kebijakan parkir elektronik di Kota Surabaya. Penelitian ini menggunakan metode penelitian kualitatif dan berfokus pada model implementasi dari Ripley dan Franklin, yang terdiri dari tiga indikator yaitu, lancarnya pelaksanaan rutinitas fungsi, kepatuhan, dan terwujudnya kinerja dan dampak yang dikehendaki. Hasil penelitian menunjukkan bahwa dalam penerapan kebijakan parkir elektronik di Kawasan Taman Bungkul Kota Surabaya secara umum telah dilaksanakan dengan baik, akan tetapi masih terdapat beberapa kendala, antara lain kepatuhan juru parkir dalam menjalankan tugas yang masih rendah, serta tidak semua masyarakat memiliki uang elektronik untuk pembayaran parkir elektronik. Untuk dapat mensukseskan kebijakan parkir elektronik ini, maka perlu adanya pengawasan melekat untuk meminimalisir terjadinya kecurangan, serta perlu adanya sosialisasi kepada masyarakat dan komunikasi terhadap juru parkir agar mereka lebih mengerti dan mentaati peraturan tentang parkir elektronik.
