The Adiwerna Terminal is a type C terminal located in Tegal Regency which serves passengers and city and rural transportation. In its management, the Adiwerna terminal has not gone well. Problems were found such as the absence of urban and rural transportation entering the terminal, terminal facilities that were not maintained, limited human resources, and services that were not optimal. This makes the writer interested in conducting research on the effectiveness of the Adiwerna terminal in Tegal Regency. This study used a qualitative descriptive study with the location of the research in the Adiwerna terminal. Data collected from interviews, records, until data from print and electronic media were collected into one to draw conclusions that more sharply illustrate the results of observations. As a result, the effectiveness of the Adiwerna terminal in Tegal Regency has not been optimal. In terms of time and cost it is not yet efficient. Service procedures are only regulated with 1 (one) regulation and do not have SOPs. Coordination between superiors and subordinates went well but still did not show high employee responsiveness. The availability of infrastructure is adequate but not well maintained so that passengers cannot use the facilities to the full. Things that are driving factors for the effectiveness of the Adiwerna terminal are 1) Planning Activities, 2) Organizing, 3) Control, 4) Direction, and 5) Decision Making. While the inhibiting factors of effectiveness found in the Adiwerna terminal are 1) Placement, 2) Motivation, and 3) Communication.

One of the government's efforts in improving the quality of teachers is to implement the policy of determining the inpassing of functional positions of non-civil servant teachers and credit figures. According to Permendikbud number 47 of 2007 renewed Permendiknas no. 22 Year 2010 Inpassing Non Civil Servant Teachers (GBPNS) is the process of adjusting the rank of Non-Civil Servant Teachers to the rank of Master Civil Servant. Permendikbud Number 28 of 2014 renewed Permendikbud Number 12 of 2016 on the granting of equal positions and rank for non-civil servant teachers. Implementation of Inpassing Teacher Program Policy Non PNS SMP Kendal private sector concluded: a) All teachers who are certified educators are able to make a proposal document inpassing the positions of teachers instead of civil servants; b) All teachers remain a certified foundation of educators proposing SK inpassing; c) Only 10% of the proposals can be issued inpassing decree from the Ministry of Education and Culture. The results of research on the factors that inhibit the implementation of policy inpassing the position of junior high school teachers rather than civil servants in Kendal District: a) Communication Factor, the absence of communication between teacher or school with Ministry of Education and Culture related to proposal of inpassing of non-civil servant teacher position become one of the point that hinder the implementation of program; b) Factors Resources, lack of human resources administrative staff in private schools in this case associated with the fulfillment of standards of educational personnel to be one obstacle policy implementation; c) Disposition Factors, Understanding teachers, administrative staff, principals and officials of the District Education and Culture District of Kendal is a good factor driving the implementation of inpassing program. The conclusion of the policy implementation of inpassing of junior high school teachers rather than civil servants in private schools in Kendal District has not been successful.

Character Education Strengthening Program is an educational movement under the responsibility of the education unit to strengthen the character of students through harmonization of the process of heart, taste, thought processing, and sports with involvement and cooperation between education units, families and communities as part of the National Movement Mental Revolution (GNRM). The purpose of this study was to determine the implementation of Character Education Strengthening in Mangkang Wetan 02 Elementary School Semarang City. This study uses a qualitative method, meaning that the main instrument in the study is the researcher himself. Data sources used include primary data sources and secondary data. The results showed that the implementation of Character Education Strengthening in Mangkang Wetan 02 Elementary School Semarang City was quite successful this can be seen from the level of decline in student delinquency but still needs improvement in the phenomenon of the implementation of school-based character education.

The utilization of coastal spatial in Ternate is always increasing, which one of the coastal in downtown Ternate especially in Ternate Tengah and its arround becoming a pledge of Ternate’s government in order to be service, trade, port and tourism center according to spatial planning and territory 2012-2032 with main purpose for increasing PAD (Pendapatan Anggaran Daerah) sources. The rapid development of coastal spatial utilization in Ternate without considering the coastal ecological aspects is worried to impact spreadly the abrasion in around coastal. The raising of economy and society activities in this coastal spatial become a necessity that can not be avoid as the center of Ternate’s society basic needs. However, the development of coastal spatial utilization has been shifted by the Ternate’s vision and mission that is BAHARI BERKESAN “Berbudaya, Agamais, Harmonis, Mandiri, Berkeadilan dan Berwawasan Lingkungan”. This vision is materialized in the Ternate’s development mission 2011-2015 with the purpose of spatial planning that is “Mewujudkan Kota Ternate sebagai Kota Pesisir dan Kepulauan yang adil, Mandiri dan Berkelanjutan berbasis pada sektor unggulan jasa perdagangan, perikanan dan periwisata”. The result of this research showed policy commitment is required on the Ternate’s vision and mission to build Ternate as a town with coastal environment perspective and equitable, autonomous, sustainable archipelago had been ignored which coastal spatial and archipelago is not as a friendly spatial to the environment and society anymore.

Law of Republic Indonesia Number 6 of 2014 concerning Villages as one of development policy raises an implication in the budgeting system, namely the emergence of The Village Funds (VF) and Village Fund Allocation (VFA) in the components of the Village Budget (APBDes). One of the objectives of the Village Law through VF and VFA is to ensure that basic infrastructure such as roads, canals, dikes, electricity and clean water in the village have been fulfilled so as to be able to support the smooth economic activities of the village. The road which is one of the basic infrastructure related to transportation and accessibility is key in the economy of a region. The existence of a good road facilitates access to an area and the community can more easily carry out their activities. This will certainly have a long-term impact on people's lives, one of which is increasing economic growth in the region, one of which can be seen with an increase in Gross Regional Domestic Product (GRDP). The important thing to study more deeply is how the availability of good road facilities in the village is able to contribute to the increase in GRDP.

The formulation of climate change impacts in Semarang produced five major issues: flooding, tidal flood, landslides, drought and outbreaks of infectious diseases. Rain Water Harvesting Program implemented by Regulation of the Minister of Environment No. 12 in 2009 was an attempt by Semarang government for adaptation to climate change. This evaluation aims to determine the results of the implementation and the factors that affect the implementation of the program. The results can be seen through the implementation of an evaluation process based on the Model Evaluation System Analysis in inputs, processes and outputs Based on Suitability Model by David C. Korten factors that support and hinder namely compatibility between programs with beneficiaries, the fit between programs by implementing organizations and the fit between user groups with the implementing organization. Based on the existing obstacles in the implementation of the Program Harvesting Rain Water Environment Agency of Semarang, the authors give a recommendation either: (1) changes in socialization patterns, (2) not only focus on physical development but the socialization benefits of using rainwater, (3) improving access to information for community, (4) make scientific criteria for target groups, (5) integrated with IMB licensing requirements.

The informal sector contributes greatly to the nation's economic development. Among the various forms of economic activity in this sector are street traders (PKL). The existence of street traders in various places has driven the economy of the community, but without good management, it will cause problems. The city of Salatiga as one of the cities in Central Java has an attraction for street traders, the existence of street traders in this city has experienced ups and downs due to the socio-economic conditions of the community. The government always regulates and manages the existence of street traders. In this case, the City Government of Salatiga through the Trade Office relocated street vendors who were on “Jalan Taman Pahlawan” to Blauran II Market. This study uses a qualitative descriptive method that looks at the problem of formulation of street traders relocation policy. Based on the conclusions of the results of this study that the incremental model of the formulation of street traders relocation has a direct impact on the street traders and the construction of Blauran II Market.

Among the various forms of economic activity in this sector are street traders (PKL). The existence of street traders in various places has driven the economy of the community, but without good management, it will cause problems. The city of Salatiga as one of the cities in Central Java has an attraction for street traders, the existence of street traders in this city has experienced ups and downs due to the socio-economic conditions of the community. The government always regulates and manages the existence of street traders. In this case, the City Government of Salatiga through the Trade Office relocated street vendors who were on “Jalan Taman Pahlawan” to Blauran II Market. This study uses a qualitative descriptive method that looks at the problem of formulation of street traders relocation policy. Modern Stores in Kajen Subdistrict increase rapidly in terms of numbers. The purpose of this study is to analyze the Implementation of The Modern Store Management, Guidance and Supervision Policy in Kajen Sub District, Pekalongan Regency and to analyze the supporting and inhibiting factors of the Implementation of the Policy. This study uses a qualitative approach, with the analysis of the policy implementatioin of the 5 C Protocol Adil Najam Model. The location of the study in Kajen Sub District. Modern Store policy implementation in Kajen Subdistrict seen from the arrangement (1) has referred to the RTRW Regional Regulation, but there is no legal protection of the Kajen Sub District RDTR and Zoning Arrangement (2) Not all of the Modern Stores construction has IUTM, not all meet the distance requirement and the stores was built at one side of the same road. The Implementation when viewed from the coaching side (1) The OPD coaching executor newly focuses on the Modern Stores Networking, (2) Partnerships with SMEs are not much connected yet, only implemented by Non-Networked Modern Stores. The Implementation when viewed from supervision (1) There is no reporting from the Modern Stores (2) There is no firmness in enforcement of the Perda. The supporting factors of the implementation of the policy are (1) the clarity of the implementers of the implementation and the authority, (2) the existence of a legal protection ranging from local regulations, regent regulation, Service standard, SOP, (3) conducive environmental conditions between the Modern Market and the traditional stores, while the inhibitor factors include (1) weak coordination of the policy implementors, (2) limited personnel lacking firmness in law enforcement, (3) no firmness in enforcement of rules, (4) low awareness of Modern Stores in managing Modern Store Business Licenses (IUTM) (5) limited public understanding of policy. The suggestions that I can convey are (1) need more intensive guidance (2) strengthening of SMEs (3) improving coordination (4) need to increase capacity and motivation for implementing policy implementation (5) need further research related to content from the Modern Store Policy
