Italy’s National Recovery and Resilience Plan provides over 230 billion euros for rescuing the economy after the covid-19 crisis. This article provides an analysis of the Plan, with a focus on its industrial policy implications. The challenge of rebuilding the Italian economy would require less fragmentation of the measures and a medium-term development strategy, but such a vision is missing from the approach and content of the Plan. National and European resources available for addressing the crisis should focus on key priority fields, including digital technologies, environmentally sustainable economic activities, and welfare and public health services. New targeted policy tools are required, moving beyond ‘horizontal’ incentives to firms, and new public institutions could guide investment efforts towards a new development trajectory. In dance academies, a young dancer’s farewell is marked by a final recital, which represents the end of his training period and shows that he is ready to begin his professional career. In my case, this farewell has an entirely different meaning: it is the last stop on a long journey of experience and represents an opportunity for me to acknowledge the cultural path that I have followed over the course of the last fifty years.

The paper focuses on theoretical aspects of the relationship between the profit rate and the interest rate. Two roughly opposite approaches emerge in the literature: in a first one, the interest rate determines the profit rate, and therefore income distribution; in a second one, the profit rate regulates the interest rate, once distribution is already determined. The introduction of the condition that bank capital receives a profit rate at least equal to the general one makes it possible to conceptualize the interest rate as the endogenously determined price of the commodity ‘loan’, and the central bank rate as the price of a ‘bank input’. Il saggio offre una breve ricostruzione delle alterne fortune dello Statuto dei Lavoratori, interpretate alla luce dell’evoluzione del pensiero economico sul ruolo del mercato, e in particolare del mercato del lavoro, e sul capovolgimento che e stato fatto del ruolo e delle finalita delle politiche del lavoro in relazione alle politiche macroeconomiche. Si argomenta che si deve a questo capovolgimento di ruoli gran parte dei problemi che attraversano oggi le nostre economie. Si conclude che le relazioni industriali e il mondo del lavoro devono entrare di diritto nell’ambito della politica industriale per l’importanza che l’accumulazione di saperi distinti e collettivi all’interno dell’impresa riveste per l’innovazione delle imprese e del sistema economico di un paese, oltre che per ragioni di giustizia. The paper summarizes the varying fortunes of the Charter of Workers’ Rights, interpreted in light of the evolution of economic thinking on the role of the market – especially of the labour market – and on the overturning of employment policy in relation to macroeconomic policy. It is argued that this overturning underlies most of the problems that our economies face. The author concludes that industrial relations and the world of labour should enter in the remit of industrial policy: for the relevance that the accumulation of individual and collective know-how within firms have for innovation, and for reasons of justice. Ripercorrendo per tappe gli ultimi cinquant’anni della storia d’Italia, il sociologo si interroga sui modi in cui i mutamenti socio-economico-politici della societa abbiano influito sulla nascita, la definizione, la revisione e riadattamento progressivi dello Statuto dei lavoratori. E viceversa su quanto la presenza di questa legge, unica e fondamentale nel panorama delle relazioni industriali italiano, abbia inciso sulle dinamiche sociali nei luoghi di lavoro e nelle relazioni tra le organizzazioni degli interessi. Al termine del percorso, pur alla luce dei mutamenti radicali che hanno interessato l’economia e il lavoro negli ultimi decenni, lo Statuto non sembra essere divenuto obsoleto, come molti ritengono. Richiede piuttosto oggi di essere completato, per assolvere alla funzione originaria di promozione dei diritti costituzionali nel mondo del lavoro. Appare invece necessaria una modifica della logica originaria di promozione sindacale senza regole e senza misurazione della rappresentativita per dare fondamenti piu certi alla legittimazione del sindacato a agire. Reviewing the past 50 years of Italian history, the article explores from a sociological perspective the ways in which the main socio-economic and political changes of society have influenced the origin and definition, the revision and readjustment over time of the Workers’ Statute. And vice versa, it reflects on how much this law - unique and fundamental in the Italian industrial relations scenario – has affected the dynamics of labor relations within workplaces and the relationships among the interest organizations. At the end of the exploration, even in the light of the radical changes affecting the economy and work in the last decades, the law does not appear to have become obsolete, as many believe: it requires rather to be completed, to fulfil its original function of promoting constitutional rights in the world of work. A modification of the original logic of union promotion without rules and without measurement of representativeness seems instead necessary to reinforce the unions’ legitimacy to take action. L’autore ripercorre in questo saggio l’evoluzione della disciplina legale e collettiva in materia di lavoro dal 1970 ai giorni nostri utilizzando cinque chiavi di lettura: 1) il ridimensionamento della disciplina inderogabile del rapporto individuale di lavoro; 2) la crisi della fattispecie della subordinazione; 3) la solidarieta, la dignita, la salute e la sicurezza dei lavoratori; 4) il progressivo ridimensionamento della normativa inderogabile tra legge e contratto collettivo e tra contratti collettivi di diverso livello; 5) la trasformazione della rappresentativita da maggiore rappresentativita presunta alla rappresentativita come reciproco riconoscimento. E conclude il saggio con una serie di proposte per un nuovo statuto dei lavoratori. In this essay, the author retraces the evolution of the legal and collective discipline with regards to labour from 1970 to the present day and he uses five different reading keys: 1) the resizing of the mandatory discipline of the individual employment relationship; 2) the crisis of salaried employment; 3) the solidarity, dignity, safety and health of employees; 4) the progressive resizing of the mandatory regulations between law and collective agreement and among collective agreements of different levels; 5) the transformation of representativeness from presumed greater representativeness to representativeness as mutual recognition.
