The second part of the article analyzes the topics of dissertations defended in the dissertation council of ISU in two specialties: the history of the CPSU and national history, its change in accordance with the processes taking place in society. The mechanism for coordinating scientific research in the social sciences is shown. A number of areas of research on national history, led by famous Siberian historians F. A. Kudryavtsev, B. S. Sanzhiev, I. I. Kuznetsov, L. M. Dameshek and others, are shown.

The article dedicated to the development of the awarding system and Siberian teaching encouragement is offered to the readers. On the basis of a wide range of sources, the authors characterize the regulatory and legal regulation of the awarding system of the Russian Empire, accessible to Western Siberian teaching, and also demonstrate an analysis of award practices in the region, paying particular attention to the diversity of those awarded according to a number of criteria: education, disciplines read, position, etc. In conclusion, the authors define the key characteristics of the process under study in dynamics.

This article shows the heroic work of Soviet military specialists (advisers) providing international assistance to the Chinese people in the Sino-Japanese War of 1937-1945. Many Soviet volunteers gave their lives and remained forever on the land of China, honourably fulfilling their military duty. The authors assess the losses, reveal the issues of the social policy of the Soviet Union in the 1930s in relation to the combatants and the families of those killed in China.

The article deals with a question that has not been studied in central and regional historiog-raphy due to the scarcity and inaccessibility in the past of the source base about the beginning of flights to the USA by the Magadan Civil Aviation Administration and flights to the cities of the north-east of the USSR by American airlines. For the Kolyma aviators, such activity was new in everything, and entering the foreign market opened up other prospects for it. Considering that in the earlier period, all foreign air communications were carried out exclusively by Aeroflot represented by the Central Directorate of International Air Communications, the start of flights of the regional division was a posi-tive factor. The presence of airlines to Alaska has intensified contacts between scientists, educators, doctors, representatives of business circles and public figures of the two countries, which played an important role in establishing twinning relations between Magadan and Anchorage.

Based on the materials of “Kamchatsky listok” newspaper (1922), the author reveals the peculiarities of the formation of a positive image of the Interim Amur government and discrediting the supporters of the Soviet power in the Kamchatka region on the pages of this newspaper. Newspaper materials show that the establishment of the power of the Interim Amur Government in Kamchatka took place exclusively in a peaceful way. Special emphasis is placed on the legality, patriotism and humanity of the acting government, as well as the support of the government by the Kamchatka population. The author also revealed the peculiarities of presenting information material on the newspaper pages depicting opponents of the acting government (members of the former regional revolutionary committee and members of partisan groups). To create a negative image and discredit them, a significant amount of published information was devoted to the illegality of the regional revolutionary committee in power, the small number of supporters of Soviet power and the criminal methods of their actions. In order to increase the effectiveness of the emotional impact on readers, such a technique as the publication in the news-paper of acute negative personal characteristics of the Kamchatka Bolsheviks, which took on caricature forms, was widely used. The publications of “Kamchatsky listok” are interesting from the point of view of the analysis of the official interpretation of current political events and unique factual data that cannot be found in any other sources.

The article examines the staff of Siberian telecommunications during the war period. The Great Patriotic War radically changed the personnel structure of the communications – in-experienced and unskilled youth replaced the competent specialists who went to the front. The proportion of women has increased dramatically: many of them have successfully mastered the “male” technical professions, some were promoted to leadership positions. The structure of personnel training and the composition of educational institutions in the industry have changed. Unable to change the situation with the supply of telecommunications on a leftover basis, signalmen, when solving professional problems, looked for a way out in strengthening discipline, tightening control, and also using various forms of socialist competition.

The article analyzes the role of the Yakut merchant of the 2nd guild V. I. Fefilov in the development of navigation on the Aldoma and Ola rivers flowing into the Sea of Okhotsk and the development of their coastal territories. It is noted that the problem of the role of representatives of the Siberian merchants in the development of river navigation on the north-eastern borders of the Russian Empire in the late 19th – early 20th centuries is up to date. This article continues the cycle of previous studies, highlights new facets of the process of economic development of remote territories of the north-east of Siberia and the Far East by the Yakut merchant V. I. Fefilov. The article presents two key stages in the process of studying the navigable rivers of the region by V. I. Fefilov. In 1892–1893 V. I. Fefilov organized an expedition to the river Ola. In 1908–1909 Yakut merchant explored the navigable section of the river Aldoma. As a result of the expeditions, the Olsko-Kolyma and YakutskAldom tracts were equipped. The reserves of commercial fish of the river Ola were identified and described, work was done on measuring the depths of Aldoma, a detailed map of Aldoma and Aldoma Bay was compiled. On the coastal territories of Aldoma and Ola, the development of gold deposits and timber deposits was discovered and organized, wharfs and points for the delivery of commercial cargo to the fishing areas were equipped.
