The analysis of the collection of documents on the activities of the representative office of the Buryat-Mongolian ASSR in the Central Executive Committee of the RSFSR, dedicated to the 100th anniversary of the formation of the Republic of Buryatia, is carried out. The scrupulousness with which the authors – historians and archivists of Buryatia – approached the selection of materials, careful preparation for publication is noted. It is concluded that the information saturation of the reviewed publication makes it an important source on the history of the first decades of the formation and formation of the Republic of Buryatia, and the collection itself is of practical importance for making appropriate decisions by the authorities and management of modern Russia.

The Amur River basin covers the territory of four countries – Russia, China, North Korea and Mongolia. But, since North Korea and Mongolia account for a small part, the pressure from the activities of these countries on the water arteries of the Amur basin is insignificant. At the same time, Russia and China cover 98% (54% and 44%, respectively) of the basin area, and the activities of these two states have the greatest impact on the Amur and its tributaries. The article deals with the problems of the different approach of the Russian Federation and the People's Republic of China in relation to the use of joint reservoirs, which are the border for the two countries – one of the longest in the world. The purpose of the material is to consider the evolution of the use of the Amur River basin by Russia and China, the emerging dangers for one of the largest rivers in the world (9th place), and the interaction of the two countries to reduce the detrimental impact of human activity in this territory. With the beginning of the process of development and industrialization of the Russian Far East (USSR) and the Northeast of China, pressure began on the ecological and hydrological spheres of these regions. This is especially true of the Chinese territory, where from the middle of the 20th century. the population of the population has grown significantly, exceeding 100 million people, and, accordingly, the process of industrialization of the region and the development of agriculture, including the cultivation of rice, which requires significant irrigation work, has significantly increased. The material touches upon the issues of the use of waterways for the extraction of biological resources, navigation, agriculture, bank protection works and the needs of industry, as well as the threat from emergencies at enterprises located in the basin of border rivers. In addition, the issue of preventing economic damage and protecting the ports of the Russian Primorye in the event of a change in the rules for using the Tumannaya (Tumangan) border river, which for the last 17 km before flowing into the Sea of Japan, separates the Russian Federation and the Democratic People's Republic of Korea, thus excluding access to sea to Chinese ships from the port of Hunchun.

The article is devoted to the comparison of the status of the governor in Siberia and European Russia. The similarities and differences are revealed between Irkutsk governors and governors of the central part of the Russian Empire in terms of the volume and nature of powers, formal and informal ways of interaction with higher officials. Based on published sources and historical research, it is concluded that the position of the chiefs of the Irkutsk governorate differed significantly from the standard version of the governor's office of the 19th century.

The article considers the governance reform in Siberia in 1822 as a subject of research of pre-revolutionary historiography. Special attention is paid to the influence of the historical and cultural environment that contributed to the conceptualization in the works of pre-revolutionary scientists of the problem of incorporation of Siberian “non-russian” into the legal system of the Russian Empire. As a result, pre-revolutionary historiography not only outlined the framework of the research problem of the reform of M. M. Speransky in Siberia in 1822, but also expanded and deepened its understanding by including the problem in the context of the history of Siberia as part of the Russian Empire.

The purpose of this study is to trace how and by what principle the economy of Eastern Siberia was covered in the American press, as well as to understand what perception of the Siberian region was formed in the minds of American public under the influence of newspapers. The American periodicals of the second half of the nineteenth century published many articles on the geography, history, and economics of Eastern Siberia. The increase in the number of articles about Siberia in American newspapers indicates that there was a remarkable interest in the Siberian region, its natural resources, population, and economy. American newspaper publications about the Siberian economy can be roughly divided into three categories: trade, agriculture, and gold mining. Each category was studied in detail and the arguments and conclusions were corroborated by excerpts and quotes from the newspapers. Newspapers have played an important role in shaping the country's public opinion about Siberia and its natural and economic resources. American society in the second half of the nineteenth century envisioned Siberia as a vast territory, rich in natural reserves and awaiting the development by the brave Russian colonizers. American readers identified themselves with the Russian population of Siberia, which, like them, carried the beacon of “civilization” and economic progress to the distant territories. Newspapers extolled the virtues of hard work of Russian peasants and industrialists, who bravely conquered the harsh Siberian landscape. The American public was most interested in newspaper articles about the gold mining in Eastern Siberia. American prospectors wrote letters to the editorial offices of newspapers asking how and when they could get to Siberia for gold mining. Newspapers instilled hope in the American society, that the Russian tsar would soon open Siberia to the American entrepreneurs and investors; and the new industrial and commercial joint ventures would bring great economic benefits to both nations.
