Interorganisational analysis is used to explore the structure and functions of tourist organisations in Catalonia since the region obtained autonomy in 1979. The regional context is outlined, the structure and functions of the regional organisations are discussed and a range of interorganisational issues are analysed before selected sub-regional and local examples are examined, namely those of the Costa Brava Girona, La Selva, Lloret de Mar and Barcelona. One of the most explicit changes in the post-Franco era has been the creation of tourist organisations at the regional level and the subsequent development of regional policies and programmes. The most significant of the Catalonia-wide activities would appear to be that of promotion and marketing. In other domains regional policies are yet to have a major impact. Much of the action still lies at the local level where interesting recent initiatives responding to local circumstances have been taken. Relatively little horizontal interaction occurs and a strong functionally integrated network can scarcely be said to exist as of yet. In contrast to trends in many other parts of the world the degree of public–private sector interaction is rather limited.

The importance of ethics in the contemporary world is discussed, with fundamental values as the basis of ethics. Ethical issues are raised concerning the behaviour of the tourists, the inhabitants of the visited localities and ‘the brokers’/tourism administration, tour-operators, hotel staff and tourist information. Finally a proposal of the Declaration on Ethics in Tourism is attached.

The rapid expansion of tourism from the mid-1960s onwards led in some cases to developments which had deleterious consequences for the long-term welfare of the populations of the affected areas. The climate of thought changed in the 1980s following the publication of many reports, accords and statements. Economists have become increasingly concerned with evaluating the environmental consequences of tourism and have developed new techniques for this purpose. One of these, described in the paper, is an extension of input–output analysis to incorporate environmental aspects. A second is cost-benefit analysis.

This paper deals with the development of a nature tourism strategy for Texas. As opposed to many states and countries Texas is unique in terms of private land ownership. In fact 97 percent of land belongs to private sector owners leaving 3 percent to the public domain. Private ownership makes it very difficult to maneuver in developing a strategy. This paper gives the history and methodology that was used in developing a nature tourism strategy. The process involved a number of private and public interests and focused on the obstacles that make it difficult for tourism development.

The meaning of tourism development, from the host community's point of view, has rarely been subject to critical analysis. This paper examines the concept of ‘development’ within the context of the Malaysian host community with a focus on the distributive aspects of growth. Observations from four situations suggest that benefits from tourism development have tended to by-pass ordinary members of the local community in favour of entrepreneurs who come from outside. In order to encourage a greater level of involvement among the locals it is recommended that a suitable action plan be implemented to ensure a more equitable measure of resident participation.
