This paper aims to investigate the role of sustainability protocols at the neighborhood scale (Neighborhood Sustainable Assessment Tools) as possible tools to support the measurement of sustainability to implement effective design strategies for the built environment. Despite that cities and the built environment are at the forefront of achieving the complex goal of sustainable development, there is still a gap regarding what are the most appropriate ways and tools to measure and monitor the performance of urban transformation projects in terms of sustainable development. This difficulty is particularly evident when considering the sustainability paradigm in its Triple Bottom Line acception, which includes social and economic aspects in addition to environmental ones. In fact, while there are many established methodologies to measure the environmental performance of projects, the same cannot be said for the measurement of social and economic aspects, especially from an integrated perspective. Based on these premises, the present research analyzes three of the main NSATs at the European level, comparing them in terms of evaluation model and responsiveness to the main spheres of sustainability in order to trace limitations and perspectives.

The concept of sustainable development is closely related to that of sustainability assessment, as it implies a process of evaluation of progress made over time. In this context, indicators present themselves as a key and fundamental element for measuring and evaluating the specific issues that compose the different phenomena to be monitored. Indeed, they constitute the tool that can provide qualitative or quantitative data and information needed to identify the performance, progress, and weaknesses of plans, projects, and policies. In this context, the paper investigates the potential differences that the indicator can take in the differing purposes of measurement and evaluation in the context of urban sustainable development. A literature review is therefore conducted to gather and systematize knowledge so that it can be useful for reflections on sustainable urban assessment. The paper reports the results of the analysis concerning the context of measurement and evaluation, highlighting the differences or similarities from a conceptual and operational point of view.

Within a global strategy for the pursuit of Sustainable Development, the governments are responsible for following, developing, and reviewing the 2030 Agenda at global, national, and regional levels. However, it is possible to observe a lack, acknowledged by the scientific debate, of effective implementation of Sustainable Development Goals (SDGs). In this context, the paper intends to contribute to addressing this gap in methodological and operational terms, focusing on SDG11, and more specifically on two of its targets: 11.1 (Affordable Housing) and 11.3 (Inclusive and Sustainable Urbanization). In this sense, the research focuses on cities as crucial points of intervention to tackle global challenges since they represent the places with greatest concentration of population. This paper proposes a new set of indicators for monitoring targets 11.1 and 11.3 of SDG11 capable of supporting public policymakers in observing the Italian territory. More specifically, the research provides: i) the state of the art of the existing indicators of the targets in analysis; ii) the selection criteria and gaps to be considered for reviewing indicators; iii) the modalities of implementation; iv) a new set of indicators to support the development of urban policies.

The assessment criteria and indicators used in the authorisation processes of building or urban projects can play a key role in achieving the goals introduced by the UN 2030 Agenda for Sustainable Development. Yet, on the one hand, the evaluation of project proposals and the granting of building permits still rely to a large extent on the subjective judgement of public technicians, severely limiting the incentive for the development of virtuous practices and innovative procedures; on the other hand, the measurement of the SDGs on a local basis presents strong operational gaps and criticalities, struggling to clearly orientate urban transformation processes. In the paper, these problematic issues represent the starting point to discuss the possibilities that the development of a GeoBIM platform could open to spatialise, measure and automate authorisation processes by integrating local regulations and sustainability indicators of global significance. The methodological and technical implications of the proposal are explored both through a reconstruction of the disciplinary literature on the subject and through the detailed description of some recent experimental tools. In particular, by questioning how to operationalize the integration of local assessment methods and global indicators through a GeoBIM platform, the paper raises broader questions on the relationship between measurement, policies and planning practices. In particular, the revision of priority criteria according to the 2030 Agenda goals is read in the text as a useful opportunity to rethink a number of administrative tools and practices. Indeed, the development of a GeoBIM platform to support building permit applications could not only make the assessment of compliance with local regulations more efficient and automated but also allow for the measurement of project impacts against indicators aimed at the local declination of the sustainability goals defined by the 2030 Agenda.

In Italy, there is a clear disparity between cities and villages located in marginal areas. The progressive depopulation of inland areas and the urban polarization represent consolidated dynamics difficult to adapt to the new paradigm of sustainable development. The post-Covid-19 pandemic scenario offers the opportunity to redefine new parameters of intervention and new visions for the regeneration of villages in accord with the new challenges of decentralization and distancing. The project «Renaissance of villages for the revitalization of marginal areas» (2021) aims to create the conditions to repopulate and rebalance shrinking territories by establishing new centres of attractiveness. This project envisages the active involvement of municipalities to implement multi-sectoral analysis and spatial assessment approaches in planning processes. It intends to develop an interactive web dashboard for local authorities and spatial planners to create both a learning environment and a participative spatial decision support system for future local policy actions toward sustainable local development. This study presents the project’s preliminary phase which aims to create the general framework of the web dashboard. A reconstruction of the village definition and the spatial selection of villages throughout Italy are presented as innovative aspects since the absence of an agreed definition of the village in the national and international level documents. Moreover, this study provides a quantitative spatial multivariate analysis cluster that analyzes, and groups Italian territories based on socioeconomic dynamics. The result of this analysis allows us to divide the territory into archetypes and to structure a framework that supports the definition of future scenarios for the regeneration of small urban areas considering the diversified needs and potential of the villages belonging to specific archetypes analyzed in the study.

Damage assessment for architectural heritage stands as a relevant issue from an appraisal perspective due to heritage properties’ peculiar technological and building techniques and their complex social values. The specificity of Italian cultural heritage, widespread on the national territory, even in high environmental risk (landslides, earthquakes, and floods) areas, calls for dealing with the damage assessment theme by considering tangible and intangible features. Indeed, architectural heritage value is not limited only to its market or use value but must be expressed as a Total Economic Value, in its tangible and intangible components, that can be destroyed or affected by damages. In this context, the paper provides a relevant case study concerning the assessment of fire, lack of maintenance, and occupation damages for the ‘Pagliere’ buildings, located within the building complex ‘Cavallerizza Reale’ in Turin, which is included in the Unesco World Heritage list. Thanks to the specificities and the historical-architectural significance of the properties under analysis, this case study provided an interesting reflection on the methodological approach for the total damage assessment, given by the sum of its three different components: fire damage, lack of maintenance damage, and abandonment damage. Based on the discussion of the results, the paper proposes some possible insights for future research focusing on assessing architectural heritage damages. La stima dei danni al patrimonio storico-architettonico rappresenta una questione interessante da un punto di vista estimativo in considerazione delle particolari caratteristiche tecnologiche-costruttive dei manufatti in oggetto e dei valori sociali complessi di cui essi sono espressione. La specificità del modello italiano di patrimonio culturale, diffuso sul territorio in modo capillare, anche in aree dove sono presenti alti rischi ambientali (frane, terremoti ed alluvioni), pone il tema della stima dei danni rispetto sia alle componenti tangibili sia a quelle intangibili. Il valore del patrimonio architettonico, pertanto, non si limita ai soli valori di mercato e ai valori d’uso, ma si estende al Valore Economico Totale, nelle sue dimensioni tangibili e intangibili, che possono essere distrutte o compromesse dal danno. In questo quadro, il paper presenta un caso studio di rilevante interesse, relativo alla stima dei danni da incendio, da mancata manutenzione e da abbandono del compendio delle Pagliere, sito all’interno del complesso immobiliare, patrimonio dell’Unesco, della Cavallerizza Reale a Torino. Data la particolarità dell’immobile oggetto di analisi e le caratteristiche storico-architettonico di evidente rilievo, il caso ha sollecitato interessanti riflessioni in merito alla metodologia da adottare per la stima del danno nel suo complesso, nonché alla stima delle sue singole componenti, ossia danno da incendio, occupazione e abbandono. The specificity of Italian cultural heritage, widespread on the national territory, even in high environmental risk (landslides, earthquakes, and floods) areas, calls for dealing with the damage assessment theme by considering tangible and intangible features. Indeed, architectural heritage value is not limited only to its market or use value but must be expressed as a Total Economic Value, in its tangible and intangible components, that can be destroyed or affected by damages. In this context, the paper provides a relevant case study concerning the assessment of fire, lack of maintenance, and occupation damages for the ‘Pagliere’ buildings, located within the building complex ‘Cavallerizza Reale’ in Turin, which is included in the Unesco World Heritage list. Thanks to the specificities and the historical-architectural significance of the properties under analysis, this case study provided an interesting reflection on the methodological approach for the total damage assessment, given by the sum of its three different components: fire damage, lack of maintenance damage, and abandonment damage. Based on the discussion of the results, the paper proposes some possible insights for future research focusing on assessing architectural heritage damages. La stima dei danni al patrimonio storico-architettonico rappresenta una questione interessante da un punto di vista estimativo in considerazione delle particolari caratteristiche tecnologiche-costruttive dei manufatti in oggetto e dei valori sociali complessi di cui essi sono espressione. La specificità del modello italiano di patrimonio culturale, diffuso sul territorio in modo capillare, anche in aree dove sono presenti alti rischi ambientali (frane, terremoti ed alluvioni), pone il tema della stima dei danni rispetto sia alle componenti tangibili sia a quelle intangibili. Il valore del patrimonio architettonico, pertanto, non si limita ai soli valori di mercato e ai valori d’uso, ma si estende al Valore Economico Totale, nelle sue dimensioni tangibili e intangibili, che possono essere distrutte o compromesse dal danno. In questo quadro, il paper presenta un caso studio di rilevante interesse, relativo alla stima dei danni da incendio, da mancata manutenzione e da abbandono del compendio delle Pagliere, sito all’interno del complesso immobiliare, patrimonio dell’Unesco, della Cavallerizza Reale a Torino. Data la particolarità dell’immobile oggetto di analisi e le caratteristiche storico-architettonico di evidente rilievo, il caso ha sollecitato interessanti riflessioni in merito alla metodologia da adottare per la stima del danno nel suo complesso, nonché alla stima delle sue singole componenti, ossia danno da incendio, occupazione e abbandono. This paper illustrates a model for the quick estimate of the cost of reproduction of historic buildings, with particular regard to Venetian Villas. The goal is to provide an operational tool for the stipulation of an insurance contract, against partial or total damages, for products with an “accepted” value. This type of contract, although still not very widespread, allows, in the event of total destruction, to have the adequate resources for the reconstruction of the building in its original conditions, as far as possible. The “accepted value” insurance of the building becomes an instrument for the protection of the collective historical-architectural heritage. The article, in addition to illustrating the procedure in detail, presents a concrete application to historic homes in the Veneto region. L’articolo illustra un modello per la stima spediva del costo di riproduzione di edifici storici, con particolare riferimento alle Ville Venete. L’obiettivo è quello di fornire uno strumento operativo per la stipula di contratti di assicurazione contro danni, parziali o totali, ai manu- fatti a valore “accettato”. This article discusses towns in the inner areas affected by depopulation. It starts with a broad introduction to illustrate the critical issues that threaten their very existence, but also their potential and hope, and the planning capabilities that sometimes characterise the communities that inhabit them. It then describes a methodology which outlines sustainable local development processes based on knowledge, safeguarding and enhancing the cultural heritage (tangible and intangible; natural and anthropic). The aim is to contribute ideas and substantial proposals to improve the quality of life of the inhabitants of villages in the inner areas, creating new work opportunities linked to cultural and experiential tourism, strengthening the local identity and social networks. This methodology was tested as part of a research project – The Diaspora as a Resource for the Knowledge, Preservation and Enhancement of the Lesser Known Cultural Sites in Albania – carried out from 1 May 2019 to 31 July 2020 by the Interdepartmental Research Unit Florence Accessibility Lab of the University of Florence on behalf of the International Organization for Migration- IOM (the United Nations agency for migration). Members of the Albanian diaspora in Italy (university students and young architects and researchers) were part of the working group of the research, which focused on five Albanian villages situated from the north to the south of the country.
