This article examines the Program for the Expansion and Improvement of Rural Education as a gateway to study State and public policies based on its officials, norms and constant institutional adjustments in a context of strong political transformations. It will also study modifications in the organizations responsible for implementing the program, the links with other offices and the scope for action of those in charge. The Province of Entre Rios is studied in depth because it has been one of the provinces that included more schools and where the program lasted longer.

The aim of this paper is to estimate differences in educational deprivation between boys and girls, beneficiaries and non beneficiaries, of the program Universal Child Allowance. This study uses data from the National Survey of Social Protection (ENAPROSS Spanish acronym) that identifies recipients directly, to assess the impact over educational deprivation indicators and over a summary indicator of these deprivations. Results reveal strong gender disparities in educational deprivation confirming some previous inquiries results.

This paper aims to investigate -through qualitative strategy- the reasons professionals have for returning to Argentina, after having completed a doctorate and / or postdoctoral fellowship in hard sciences in the United States. The analysis highlights people’s long-term projection, the weight of close ties and the possibility of obtaining a stable academic position including social security benefits and scientific independence. It also discloses emerging tensions and the importance of circulation and internationalization of careers. The final reflections systematize the findings, which are discussed according to the theory.

El escrito aporta una caracterizacion global de las congregaciones religiosas femeninas y masculinas presentes actualmente en Argentina. Sobre la base de un modelo historico y otro organizacional, analiza la evolucion del numero de congregaciones, de religiosos/as, y de su peso en comparacion con otros especialistas celibes del campo catolico. Se adentra asimismo en aspectos vinculados a su origen, a sus estructuras, a su presencia institucional y al espacio social que han ido ocupando. El texto propone hipotesis para comprender la situacion actual del colectivo en estudio en Argentina.

The following work intends to analyze the articulations and negotiations conducted between social actors and public institutions in order to make viable the former’s alternative projects of habitat access in the city of Tandil. We have tried to approach a variety of recently developed strategies used for generating residential areas and the policies formulated by the State for each of these experiences. To this end, key informants were interviewed and secondary sources of information were consulted.

Para el nacionalismo el derecho de autodeterminación es la expresión de un derecho colectivo, originario e inalienable, no un proyecto político. A. Cruz nos recuerda que el derecho a la autodetermina ción debe entenderse como derecho al autogobierno democrático y particip ativo, no como derecho a la secesión unilateral. Nos señala, de ma n ra muy acertada, que un referéndum de secesión respondido negativamente no significaría el fin de las demandas nacionalistas, ya que su result ado sería considerado incorrecto. El resultado sólo se aceptaría si éste fuera positivo, y una vez conseguida la independencia el nacionalismo no admi tiría un referéndum para volver a integrarse en otro Estado, porque «no toleraría en la nación ya independizada el grado de incertidumbre que cons idera legítimo introducir en el Estado dentro del cual ésta se enc uentra» (p. 181). El problema básico que plantea el ejercicio del derech o de autodeterminación es la determinación de su sujeto. Y el sujet o que postula el nacionalismo como ostentador de este derecho es la nació n, al margen del orden político existente. En definitiva, este es un l ibro lleno momentos brillantes donde su autor nos muestra muchas de las co ntradicciones en las que incurre el nacionalismo. Recomiendo vivamente s u l ctura a todos los interesados en este tema.
