This paper aims to examine the policy process for dealing with COVID-19 in Indonesia; in the last two years, the Indonesian government have taken various policy for dealing with COVID-19. Currently, this field still lacks in demonstration of cross-sectoral policy in Indonesia. This research uses qualitative explorative systematic analysis focusing on cross-sectoral policies taken by the government. This study found that government policies dealing with COVID-19 take a long time to implement owing to the cross-institutional policy process and being inactive. These policy decisions are impacted by the state's capacity to handle policy concurrently so that the government has long-term policy alternatives. Nonetheless, this policy decision will have a long-term influence on how Indonesia handles COVID-19. In the instance of Indonesia, this study reveals two policy options: substantive policy and procedural policy.

The rationale for conducting this research stems from the observation that the government's efforts in administering the Pariaman traditional market have not been fully optimised, leading to inefficient development strategies aimed at enhancing the regional revenue of Kota Pariaman. The objective of this study is to examine the local government's approach to administering traditional markets in Pariaman City, Indonesia. The present study employs qualitative research methodology, specifically utilising descriptive methodologies. The application of SWOT analysis was employed throughout the many stages of data processing, data analysis, data reduction, and drawing conclusions. The results of this study indicate that (1) infrastructure facilities such as playgrounds can be an attraction for, (2) good organizational governance, (3) Being able to create tourism-based innovations, (4) Providing freedom to rent shops for yellow card owners so that they get full benefits from the sales proceeds, (5) conduct socialization to all yellow card owners, (6) carry out repairs to leaky buildings, (7) conduct training to improve employee performance, (8) make regulations regarding shop rental fees, (9) improve supervision so that visitors are more comfortable, (10) Improve facilities and infrastructure in traditional markets in dealing with home industry (11) Involving security officers to carry out their functions in controlling morning market traders and street vendors around Pariaman tradisional market, (12) taking action against elements who set prices for renting kiosks outside the arena (13) increased supervision. it can be interpreted that the Pariaman government needs to take better steps and strategies.

Penerapan teknologi komunikasi yang juga dipandang sebagai penerapan prinsip komunikasi ilmiah melalui penemuan perangkat teknis di masa sekarang dimana teknologi sangat erat kaitannya dengan internet. Saat ini aplikasi yang sedang populer di kalangan remaja adalah "Tiktok". Para remaja kini menggunakan aplikasi Tiktok untuk membuat dan mengunggah video yang dibuatnya. Permasalahan inilah kemudian diangkat menjadi tema pelitian dalam artikel ini sehingga tujuannya adalah untuk mengetahui pengaruh penggunaan aplikasi TikTok terhadap kreativitas mahasiswa Program Studi Ilmu Komunikasi Universitas Ichsan Gorontalo. Penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan metode survei. Jumlah sampel dalam penelitian ini adalah 29 orang. Metode analisis data menggunakan analisis regresi linier sederhana. Hasil penelitian menunjukkan bahwa penggunaan aplikasi TikTok berpengaruh terhadap kreativitas mahasiswa Program Studi Ilmu Komunikasi Universitas Ichsan Gorontalo. Artinya, kreativitas mahasiswa Program Studi Ilmu Komunikasi Universitas Ichsan Gorontalo dapat dijelaskan oleh penggunaan aplikasi TikTok. The application of communication technology is also seen as the application of scientific communication principles through the invention of technical devices in the present where technology is closely related to the internet. Currently the application that is popular among teenagers is "Tiktok". Teenagers now use the Tiktok application to create and upload the videos they make. This problem is then raised as the research theme in this article so that the aim is to find out the effect of using the TikTok application on the creativity of students of the Communication Studies Program, University of Ichsan Gorontalo. This study uses a quantitative approach using survey methods. The number of samples in this study were 29 people. Methods of data analysis using simple linear regression analysis. The results of the study show that the use of the TikTok application affects the creativity of students of the Ichsan University Gorontalo Communication Study Program. This means that the creativity of Ichsan University Gorontalo University Communication Studies Program students' creativity can be explained by the use of the TikTok application.

Permasalahan yang tampak dalam penyelenggaraan pelayanan kepada masyarakat berdasarkan wawancara dengan salah seorang tokoh masyarakat mengatakan bahwa belum ada pemberitahuan tentang persyaratan pelayanan publik yang diberikan, surat persetujuan/izin menikah, pengurusan akta tanah yang harus di tanda tangani Camat belum begitu jelas apa yang harus dipenuhi warga sehingga banyak warga yang harus bolak balik ke kantor Camat, demikian pula dalam hal perekaman Kartu Tanda Penduduk, masih banyak warga yang belum mengetahui persyaratan apa yang harus dipenuhi. Permasalahan lain yang belum disampaikan secara terbuka kepada warga masyarakat yakni hasil pemantaun aparat kecamatan terhadap penyaluran bantuan sosial yang dilaksanakan oleh kelurahan-kelurahan yang ada dalam wilayah Kecamatan Dungingi. Semua permasalahan yang disampaikan tersebut berkaitan erat dengan akuntabiltas kinerja pelayanan, dimana aparat kecamatan wajib menyampaikan semua hal terkait penyelenggaraan pelayanan publik yang menjadi kewenangannya. Dengan permasalahan yang terjadi ini maka tujuan penerlitian ini adalah untuk mengetahui besarnya pengaruh secara simultan dan parsial budaya kerja terhadap akuntabilitas kinerja pelayanan pada Kantor Camat Dungingi Kota Gorontalo. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survey. Jumlah sampel dalam penelitian ini adalah 39 orang. Adapun metode analisis data menggunakan analisis jalur. Hasil penelitian menunjukkan bahwa budaya kerja berupa sikap terhadap pekerjaan dan perilaku pada waktu bekerja secara simultan dan parsial berpengaruh terhadap akuntabilitas kinerja pelayanan pada Kantor Camat Dungingi Kota Gorontalo. Penelitian ini mengetahui bagaimana aktivitas komunikasi organisasi dalam mempertahankan solidaritas organisasi Himpunan Mahasiswa Program Studi Ilmu komunikasi (HMP-IK) Universitas Ichsan Gorontalo. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Problems that appear in the provision of services to the community based on an interview with a community leader said that there had been no notification regarding the requirements for public services being given, letters of approval/permits to marry, arrangements for land deeds that had to be signed by the sub-district head, it was not clear what residents had to fulfill. so that many residents have to go back and forth to the sub-district office, as well as in the case of recording identity cards, there are still many residents who do not know what requirements must be met. Another issue that has not been conveyed openly to the community is the result of monitoring by the sub-district apparatus on the distribution of social assistance carried out by the sub-districts in the Dungingi District area. All the issues raised are closely related to service performance accountability, where sub-district officials are required to convey all matters related to the implementation of public services which are their authority. With these problems occurring, the purpose of this research is to determine the magnitude of the simultaneous and partial influence of work culture on service performance accountability at the Dungingi District Office, Gorontalo City. This research uses a quantitative approach with a survey method. The number of samples in this study were 39 people. The data analysis method uses path analysis. The results showed that work culture in the form of attitudes towards work and behavior at work simultaneously and partially had an effect on accountability for service performance at the Dungingi District Office, Gorontalo City. Thus it can be said that work culture can contribute to the realization of public service performance accountability to citizens..

The results showed that work culture in the form of attitudes towards work and behavior at work simultaneously and partially had an effect on accountability for service performance at the Dungingi District Office, Gorontalo City. Penelitian ini bertujuan untuk mendeskripsikan peranan kepala desa dalam memberdayakan masyarakat desa ollot I kecamatan bolagitang barat kabupaten bolaang mogondow utara serta memastikan indikator-indikator pendukung dan penghambat yang mempengaruhi peranan kepala desa dalam memberdayakan masyarakat desa ollot I kecamatan bolagitang barat kabupaten bolaang mongondow utara. penelitian ini ialah merupakan sebuah penelitian deskriptif dengan pendekatan kualitatif. subjek dari penelitian ini ialah kepala desa ollot I, aparatur desa dan masyarakat. Anlisi data di lakukan dengan display data, reduksi data, dan pengambilan kesimpulan. Hasil penelitian menunjukan bahwa: (1) peranan kepala desa dalam pemberdayaan masyarakat di desa ollot I yaitu dengan adanya Peranan pemerintan desa dalam pelaksanaan kebijakan dari warga dalam pembangunan Peningkatan ekonomi, SDM, meningkatkan metode pengumpulan data yang di gunakan oleh peneliti adalah wawancara, observasi, dan dokumentasi. tujuan penyelenggaraan pemerintahan desa. Peranan pemerintahan desa sebagai eksekutor kebijakan. Peranan pemerintahan desa sebagai Pembina (2) indicator Pemberdayaan masyarakat desa merupakan salah satu upaya untuk meningkatkan kesejahteraan masyarakat, melalui beberapa kegiatan antara lain peningkatan pengembangan usaha ekonomi desa, pengembangan lembaga keuangan desa, mengembangkan kegiatan keagamaan, pengembangkan kegiatan kegiatan pemuda pemudih, serta kegiatan-kegiatan yang dapat meningkatkan kemampuan masyarakat dalam menaikkan hasil produksinya. Oleh karena itu didalam membangun masyarakat desa terutama dalam bidang sosial ekonomi masyarakat dibutuhkan seorang pemimpin, dalam hal ini adalah Kepala Desa yang diharapkan berfungsi sebagai sumber inovasi, pembina, mengarahkan dan berfungsi sebagai komunikator untuk menyampaikan ide atau gagasan-gagasan kepada masyarakat desa, dalam mencapai tingkat hidup yang lebih baik.

Education creates reliable and competitive people resources, which determines a nation's success. Scholarship policies have a substantial impact on the growth of a nation, particularly in terms of enhancing the quality of human resources and access to quality education. Open access to education can help establish an improved education system. The Excellence Scholarships Program is part of the Indonesian government's goal to produce trustworthy and competitive human resources. This research used a qualitative descriptive methodology by tracing official government documents associated with the Excellence Scholarships program. This report analyzes the 2019-2020 implementation and impact of Indonesia's main scholarship program. This study examined program implementation using descriptive-qualitative research. According to the findings of this study, 2025 undergraduates won scholarships in the last two years. The procedures and aid distribution of the Excellence scholarship program are effective because they adhere to the predetermined flow and conditions, however, future improvements are required for the implementation of these scholarship programs: first, improving the principle of equal distribution of scholarship recipients to combat inequality, particularly in eastern Indonesia; and second, providing equal opportunities. This research also suggests further research could look into how the excellence scholarships program enhances scholarship recipients' quality of life and human resources.

The purposes of study are (1) analyze strengths, weaknesses, opportunities and threats of tourism village destination in Regency Pangandaran and (2) to formulate policy model for development of tourism villages based on local wisdom towards self-reliant village in Pangandaran Regency. This study uses a qualitative descriptive research method with approach studies case. Primary data collection techniques in the form of interviews, focus group discussion, observation and document study. Results of analysis of SWOT (strength, weakness, opportunity, threat) of tourism village destination in Pangandaran Regency, especially (a) Strength: (1) airport Nusawiru as access for tourist international and inter bus city or between province that has destination to Regency Pangandaran; (2) culture famous Sundanese friendly. (b) Weakness: (1) standardization policy opening and development destination tour new to district Pangandaran not yet available; (2) access good way not yet evenly on each destination existing tours; (3) readiness resource man for accept tourists and awareness will industry tourist not yet maximum. (c) Opportunity: (1) have many potency destination unexplored tourism; (2) existence track train fire and airport Nusawiru as well as Harbor Bojong Salawe; (3) training about tourism through extracurricular for learner and language foreign for society. (d) Threat: (1) stability nature and impact environment in implementation exploitation destination travel; (2) degradation score culture and potential leave inheritance existing culture. The purpose of this paper is to show how the Riau Provincial Government might transform public services based on digital services in the direction of good governance. This paper then uses a qualitative analysis method with Nvivo 12 Plus as an analytical tool to visualize data from online media sites. The findings of this study indicate that during the Covid-19 pandemic, the transformation of digital service-based public services in Riau Province can be seen from three aspects, namely: First, on the transparency aspect, the Riau Provincial Government has implemented digital services so that they can be more easily accessed. Second, in terms of accountability, every public service provider already has a strong understanding of how to implement digital services. However, the implementation of digital services still faces challenges and requires improving aspects of internet network quality in several locations in remote and underdeveloped areas. Third, in terms of effectiveness and efficiency, the Riau Provincial Government has received various awards for public service innovations and has launched the Mata Bansos application which is intended to help communities affected by Covid-19. Therefore, this research contributes in the form of recommendations to continue to improve public services by utilizing existing digital service applications and further integrating public services that have not been integrated with digital-based services.
