Linking Religiosity and Employee Performance in the Public Sector: Does Public Service Motivation Matter? 联系公共部门的宗教信仰和员工绩效:公共服务动机重要吗?

Previous studies identified numerous performance predictors of employees in public sector organizations. The literature on the relationship between religiosity and public service motivation in organizations is limited. Therefore, this study aimed to address this gap and examine the link between religiosity, public service motivation, and employee performance. The data were collected from 250 public servants of the Indonesian Kepulauan Riau provincial government and analyzed using structural equation modelling (SEM). The results showed a hypothesized model that positively promotes employee performance by religiosity and public service motivation, which agrees the relationship between religiosity and performance. This study contributes to the body of knowledge concerning the contemporary literature on human resource management in the public sector by considering religiosity and public service motivation as two crucial factors enhancing employee performance. Moreover, it provides a practical guide for policymakers and managers in enhancing employee performance by adequately implementing and facilitating public service motivation and religious practices in the workplace.

The Pancasila Guidelines Bill and Ideological Contestation in Indonesia 潘卡西拉指导法案与印尼的意识形态之争

This discursive article based on secondary sources attempts a discourse analysis of a recently proposed legislation in Indonesia to delineate the contours of ideological contestation between the proponents of the Statist Ideology of Pancasila, and the revival of challenges to it from religious radicalism. By tracing the history of the confrontation between contending ideological conceptions of the Indonesian State, and contextualizing it, through the sociological jurisprudential approach, to the recently proposed, and subsequently postponed, Pancasila Guidelines Bill, 2020, an attempt has been made to decipher the undercurrents of the struggle for sociopolitical hegemony that drive the imperatives in Indonesian polity. The implicit negotiation of interests between the Statist political elites, the civil nationalist religious clergy and the couched praetorian military about the relevance and status of Pancasila as the State Ideology of Indonesia, as outlined in the proposed statute, is taken to be reflective of the challenges confronting, and choices available to the future direction of democracy and inclusivity in Indonesia in the face of growing religious radicalism threatening democratic stability.

Implementation of the Complete Systematic Land Registration Program in Aceh, Indonesia 在印度尼西亚亚齐实施完整系统的土地登记计划

The Complete Systematic Land Registration Program is an effort of the Central and Local Governments to overcome various common problems in the agrarian sector. Through the granting of the legalization of assets, it is expected that the restructuring, ownership, use, and utilization of land can be carried out to create justice in the field of land tenure and ownership. This type of research is a qualitative descriptive study using a case study approach. Interviews, observations, library studies, or documentation are data collection techniques and data processing is carried out using Nvivo 12 Plus software. The results showed that the Complete Systematic Land Registration is an effort of the Central and Local Governments to accelerate the process of providing guarantees and protection of land rights in all regions of Indonesia. Complete systematic land registration program implementation in Aceh specifically Banda Aceh City and South Aceh District in general has been running well where the issuance of certificates of land for the Banda Aceh city area of 2279 plots and South Aceh regency 1,669 Plots.

The Pashtuns use of Suicide Bombing as a Military Operation in Afghanistan and Pakistan 普什图人在阿富汗和巴基斯坦使用自杀式炸弹作为军事行动

This paper provided a new framework i.e., fifth-generation literature on suicide bombings. The latter have always been a central debate/value in warfare; however, they have taken a centre stage in asymmetric warfare. The lethality and commitment to the cause makes a suicide attacker a real danger. The Iraqi episode of Al-Qaeda used suicide bombings as a military operation, and it transferred the expertise to Taliban to fight against the U.S-led Allied Forces in Afghanistan. From there the same tactics proliferated to Pakistani Taliban who used it as a military operation against the security and civil establishments of Islamabad. Apart from the Pashtunwali Code and the strict adherence to the Deobandi School of thought, the Pashtuns of Afghanistan and Pakistan readily accepted to recruit and train suicide attackers and employed suicide bombings as a military operation. This analytical and explanatory study generally banked on secondary data, normally gathered from the academic sources; however, primary data was also used, and an interview of an anonymous security official was conducted as well. This paper is a concentrated effort to probe and investigate the advent of suicide bombings in Afghanistan and Pakistan and to examine that how and why the Pashtuns used it as a military operation to achieve their desired objectives. The article found that the selection and indoctrination of a suicide bomber involves almost eight stages.

Regulating Competition and Cartelisation in the Corporate Real Estate Sector: The Emerging Market Case 规范企业房地产行业的竞争和卡特尔化:新兴市场案例

The main reason for an increase in cartelisation can be attributed to the liberalisation of the economy in India resulting in de-regulation and empowering the enterprises to be at the helm of their affairs. Cartelisation as per UNCTAD impedes healthy competition by fixing prices and restricting supply. The paper gains significance as India aspires to provide housing to all by 2022 but the COVID-19 pandemic coupled with the issue of cartelisation has worsened the situation. The boom in the Corporate Real Estate sector has been coupled with an increase in the anti-competitive practices prevailing in this sector and has negatively impacted the economy. The paper has analysed the provisions in the Indian legal regime as well the legal regimes of the USA and UK regarding cartelization. The Indian regime falls short on various counts when compared with the law of developed nations like the USA and UK, which must be tackled on a war footing. The sector has the potential of opening up numerous opportunities including providing jobs to the Indian youth. The paper aims at providing relevant suggestions in that regard, including the need for whistleblower protection and to have a Cement Regulatory Authority among other things that might prove helpful for the legislators aiming to attract 100 lakh crores in the infrastructure sector in the next five years.

Unfreezing without Refreezing Change Management: Dilemmatic Roles of Agents in Succeeding the Bureaucracy Reform 不冻结不冻结的变革管理:官僚体制改革后代理人的困境角色

The implementation of bureaucracy reform in many countries continues to experience various problems, in relation to the system, regulations and actors. The success of such reform shows the important role of the actors involved in promoting change agendas. Studies on bureaucracy reform have covered many aspects of the system, stages and factors that influence its success or failure. This study specifically analyses the aspect of the related actors, namely the role of change agents in the implementation of change management, who support the implementation of bureaucracy reform. Departing from theory regarding the role of agent of change and the stages of change management during the process of bureaucracy reform, the data collection was conducted through in-depth interviews with a number of stakeholders of National Development Planning Agency, Indonesia.  The qualitative data is processed using the Discourse Network Analyzer. The results show that there are three roles conducted by the agent of change in pushing reform agendas, namely as catalysts, solution givers and as process helper. To improve the performance of their roles, there are at least two attributes that they must have, i.e., skills and behavioral attributes, which both play a significant role in supporting the success of bureaucracy reform.

The Life Changer: Social Workers in Rehabilitation Facilities for Child in Conflict with the Law 改变生活:违法儿童康复机构的社会工作者

Delinquent minors are offered special services intended to prevent them from entering the juvenile justice system. Through productive activities, delinquents are trained to acquire socially acceptable behavior with the help of social workers. This phenomenological study explored the social workers' experiences in handling juvenile cases. The study focused on 10 social workers from rehabilitation facilities of children in conflict with the law in the Zamboanga Peninsula Region, Philippines. The result of the study revealed that working with the juvenile's case, social workers have encountered positive and negative experiences. The study leads to the challenges and plight of social workers in their day-to-day activity in juvenile case management. As for how the participants coped with the challenges, they have been mentored and adjusted very well like their work. They also managed their challenges by viewing them as advocacy and service to humanity through altruistic activities.

Towards the Collaborative Governance in Maintaining Indigenous History of Pejangki Village in Indragiri Hulu, Indonesia 印尼因德拉吉里Hulu Pejangki村原住民历史维护的协同治理

Pejangki Village is one of the villages that has managed to maintain its long-standing indigenous history. The argument from this study is that success in preserving indigenous history is the result of a multi-actor collaboration process within it. Therefore, this study seeks to explore collaboration among actors in maintaining indigenous history in Pejangki Village, Batang Cenaku District, Indragiri Hulu Regency, Riau Province. This study uses a qualitative approach with a focus on analyzing collaboration between state and non-state actors in the context of maintaining indigenous history in Pejangki Village. The data obtained were sourced from interviews and secondary data which included report results,  journals,  documents, and minutes of meetings. The results of this study indicate that collaboration among these actors can be successful because of the initial conditions that support collaboration, institutional design, multi-stakeholder participation and engagement, and facilitative leadership. The conclusion is that the policy of maintaining indigenous history in Pejangki Village is the result of the practice of collaborative governance carried out by state and non-state actors.

A Commitment to Public Office Ethics Reduces the Administrative Corruption Manifestation in Sudan 公职道德承诺减少苏丹行政腐败的表现

This paper dealt with the issue of a commitment to the public office ethics reduces the administrative corruption manifestations in Sudan. The purpose of this paper is to find out what are the administrative corruption manifestations and how the commitment to the public office ethics contributes in the decreasing of administrative corruption forms. This paper depends on the literature review and uses descriptive approach in order to describe the forms of corruption which are related to the administration. Qualitative method has been followed in this work because, according to the view of the researcher, it is acceptable for this kind of study. The findings show that, embezzlement, extortion, exploitation of public position, forgery, deception, mediation, nepotism, favouritism and gifts to the public office are all shapes of administrative corruption that are pervasive in Sudan, Also, it indicates that, high levels of corporate transparency (auditing and reporting) and high Internet access can be beneficial in Sudan, that by combating corruption in the public sector and adopting effective policies to encourage the development of the private sector. Likewise, increase of salaries and wages for public sector workers can contribute in corruption reduction.  The study recommends strongly to implement the principles of ethics of public offices, and law should be set in order to organize the bad morals of individuals in government agencies in Sudan.

Resistance Against Corporation by the Religion-Based Environmental Movement in Water Resources Conflict in Pandeglang, Indonesia 以宗教为基础的环保运动对公司在印尼攀德郎水资源冲突中的抵抗

Natural resource conflicts between corporations and local communities were quite common in Indonesia. In an area in Pandeglang-Banten, a giant corporation tried to control the natural resources, especially in this case is water resource, and the local religious based community fought against the corporation’s agenda. This paper describes the formation of a religious-based community doing social movement against a big corporation in Pandeglang, Banten Indonesia. The research method uses qualitative with case study strategy.  The research location was in Cadasari District, Pandeglang Regent, Banten Province, Indonesia. This paper shows that the social movement succeeded to defend their accesses to water resources through religious doctrine easily understood by local people under the leadership by the local religious leaders (Kyai) from local Islamic schools (Pesantren). They share collective identity, as victims of the company project and also a moslem. The collective identity as victims as well as moslems, linked by dense religious informal networks and corporation and local government as clear enemy made their movement successfully terminated the company project. As a main actor, Kyai played significant roles to mobilize people in this social movement. Using her charismatic character, Kyai was able to defeat legal-rational leadership such as local government and security forces.
