The article examines the epigraphic attestations of Roman citizens from Africa, through the question: “What are the reasons for this tribe?”. Scholars have generally focused on the relationship between the tribe and the territory. Analyzing Africa as a case study, this article argues that the Palatine tribe is a criterion for investigating social history, since the freedmen and their descendants were usually ascribed to this tribe.

The in-depth analysis of the epigraphic record from Rome related to the restoration of thermal baths and other water structures seems to reveal two so far neglected aspects, which emerge from the end of the third century A.D.: firstly, the frequent use of specialised technical terms to describe the parts of the buildings involved in the restoration works, occasionally including details of the decoration and the materials used. Secondly, reference is often explicitly made to the needs and requests of citizens, the ultimate recipients of these public works. On the basis of these results, the analysis has been extended to the epigraphic record from Roman Africa with the aim of determining whether, within the same chronological horizon, the same might apply to the North African provinces. These are especially noteworthy for their rich epigraphic heritage, which includes a high number of inscriptions relating to public works and thermal buildings in particular.

Dans la presente publication, nous faisons etat des resultats de recherches et travaux archeologiques que nous avons entames en 2015 dans la zone archeologique de La M‛alga a Carthage concernant les ruines d’un important monument hydraulique, jusqu’ici trop peu connu, qui etait eleve sur une butte artificielle dans la partie ouest de la zone susdite. Accusant dans son ensemble un plan quadrangulaire, ce monument est compose essentiellement de trois grands reservoirs oblongs construits presqu’entierement en elevation et disposes en lettre U ouvrant sur l’Ouest et surplombant, d’une part, les ruines de l’amphitheâtre de l’antique Carthage qui n’en sont distants que de deux cents metres environ et, d’autre part, les ruines de bains dits "les thermes dits du Phenix", au bas de son flanc sud-ouest. Les resultats auxquels ont abouti nos recherches a propos de ce monument montrent : - que celui-ci etait alimente en eau par un aqueduc autre que celui de Carthage, puisant probablement son liquide dans une source locale, intra-muros ; - que chacun des trois vaisseaux le formant avait une fonction bien definie : le premier, R1, servait de bassin d’arrivee d’eau, le deuxieme, R2, a alimenter en eau potable une fontaine situee a son extremite sud-ouest et, le troisieme, R3, a l’alimentation des thermes susmentionnes (fig. 4) ; - que deux rangees de neuf boutiques chacune etaient disposees symetriquement sur les deux cotes lateraux, nord et sud, de l’aire centrale cernee par les trois reservoirs et qui aurait tenue lieu d’une esplanade laissee a l’aire libre. Le sol de cette aire etait revetu d’un pavement en mosaique polychrome a motif floral ; - que cet ensemble monumental est a mettre en rapport tant avec les thermes dits du Phenix qu’avec l’amphitheâtre qui lui faisait face ; - que le III e siecle constitue une datation post quem a la construction de cet ensemble tandis que le debut du VI e siecle en constitue le terminus ante quem et que la date de son abandon definitif se situerait au cours du VIII e siecle dans la periode byzantine apres avoir connu une deuxieme etape d’occupation.
