Zhengzhou, located in central China, is the provincial capital of Henan Province where there is few main roads, more vehicles, big population density which lead to heavy city traffic. Private car sharing can ease the increasing traffic pressure over time, and can improve the utilization rate and economical benefit of private cars, lift the burden on the environment. The pioneering work is to create a website for planning private car sharing. This article argues that the website setting-up necessity and feasibility and puts forth the site's profitability model, stresses the importance of the external environment that should be given to support and discusses how to build it from the culture orientation, the early promotion, the initial operating and capital budgets.

Based on the introduction to the connotation and characteristics of ecotourism, this paper makes a detailed comparison between the Geopark tourism and ecotourism in terms of their respective function and of tourism main body, tourist object, and the tourism media. A conclusion is thus reached that ecotourism is the inevitable way and strategic choice for the sustainable development of the National Geopark in China. The author then points out four basic and necessary realization methods for the sustainable development of ecotourism within the national geoparks, and these are the method for the balance between environmental protection and ecotourism development, management method, technical method and method of intelligence support, namely education of environmental consciousness, establishing the interest adjustment and distribution mechanism among the interested parties, planning for the protection and development of the national geopark and combining the strengths of experts from diverse fields to conduct the fundamental cross-disciplinary studies.

Probabilistic Neural Networks (PNN) learn quickly from examples in one pass and asymptotically achieve the Bayes-optimal decision boundaries. The major disadvantage of PNN is that it requires one node or neuron for each training sample. Various clustering techniques have been proposed to reduce this requirement to one node per cluster center. Decision boundaries of clustering centers are approximation to training samples. A new optimization of PNN is investigated here using iteratively computing the centers of each class samples unrecognized and add the nearest neighbors to pattern layer. This algorithm takes into account not only the approximation of probability density but also the necessary of classification. For compensating the loss of generalization accuracy to some degree, ensemble learning technique is introduced to boost the accuracy in test dataset. Experiments on UCI show the appropriate tradeoff in training time, number of nodes and generalization ability.

By using the panel data of China provinces in 2000-2007, this paper calculates and decomposes the electricity use efficiency of China based on DEA-Malmlquist method, and then tests the convergence of China’s regional electricity use efficiency. The study shows the electricity use technical efficiency of China takes on upward tendency, but the overall level remains low; The technical efficiency and pure technical efficiency levels of electricity use decrease gradually from east to west as trapezoid; The pure technical efficiency of electricity use shows the shape of arc, firstly ascending and then descending; The rate of technological progress is the main reason restraining the rapid growth of electricity efficiency. The scale efficiency has a larger contribution to the progress of electricity use technical efficiency, and that the pure technical efficiency promotes the progress of technology efficiency in the east and middle, while restrains that of in the west.

In modern enterprise, project team has become a much more effective form for its flexible, problem-oriented and task-oriented. Knowledge sharing among teams plays a significant role in knowledge management of enterprise. Based on principal-agent theory, this paper explores the benefit game between enterprise and project team under information asymmetry condition, introduces both knowledge value and excess reward into knowledge sharing incentive model framework, and analyzes the impact of diverse parameters (e.g. knowledge value coefficient, standard knowledge value coefficient of enterprise, effort cost coefficient, absolute risk aversion coefficient et al.) on incentive intensity, expected revenue of enterprise and agent cost of project team. Mathematical analysis results show that the optimal incentive contract is determined when both sides reach the stable equilibrium state. If the parameters change, enterprise will simultaneously adjust the incentive strategy, and the optimal action of project team will accordingly vary to maximize bilateral benefits.
