Abstract The main objective of this study is to investigate the influence of Human Resources Man-agement (HRM) practices (employee communications, employee development and rewards and recog-nitions) on employee engagement. Employee engagement has emerged as one of the most important topics in the sphere of human resource management. The aim of this paper is to examine and gain bet-ter understanding of the drivers that influence employee engagement in a printing company. Employee communication, employee development, rewards, and recognitions were selected as independent varia-bles. Sample for the study consists of 151 staff from manufacturing. Data were collected with the help of a questionnaire and analyzed using the Statistic Package for Social Science (SPSS) version 23. Throughout the statistical analysis, it is found that there is a significant relationship between the two independent variables with the dependent variable. In conclusion, it is observed that HRM practices have an influence on the employee work engagement. This shows that employers need to develop proper and well-structured HRM policies in attaining high work engagement level among the employ-ees.

Abstract This article investigates the applicability of blue ocean strategy in regard to low-cost airlines in the civil airline industry. To do so, the commercial offers of selected airlines were compared to validate any attempts to apply the blue ocean strategy concept. This is followed by examining the time limitation of the concept in a competitive environment and is illustrated by the changes in the industry for the past 30 years and a comparison of offers from similar companies. The third issue is the evaluation of the further contribution of blue ocean strategy when it is recognized as time-limited. The importance of first-mover advantage, which could be based on the ability to capture an economy of scale and advantageously shape the market, is also discussed.

Abstract This paper examines the relationship between working capital management and corporate profitability of Vietnamese listed firms. We propose a different interpretation of the empirical evidence that takes into account the dependency of collection and payment decisions. This helps establish the causal relationship between working capital management and firm profitability, which made the interpretation of the empirical results more meaningful and consistent with the real practice of firms. The analysis results based on a sample of 374 Vietnamese listed firms in the period from 2008 to 2014 show that working capital management positively affects the performance of Vietnamese listed companies. However, the results also indicate that Vietnamese firms do not intentionally use trade credit policy to enhance firms’ performance and the observed relationship between trade credit and profitability, though significant, is just by coincidence.

Abstract This study aimed to empirically test some variables related to Performance-Based Budgeting (PBB) and Performance Measurement System (PMS) implementation in the local government, namely Special Region of Yogyakarta, Indonesia. This study applied the mixed-methods approach with sequential explanatory strategy (QUANTITATIVE to Qualitative). Quantitative stage was conducted by testing the hypothesis using the Structural Equation Model (SEM) approach. On the qualitative stage, the interview was conducted to dig more information on the unsupported hypothesis. From the result of the hypothesis testing, it was discovered that the limitation of information system had a negative influence, while education had a positive influence towards the effectiveness of PBB. Furthermore, the effectiveness of PBB had a positive influence towards budget absorption, and the accountability also had a positive influence towards the use of performance information to practice the arrangement of PPB. Meanwhile, the qualitative analysis produced the finding that there were practices of PBB that could still be done manually and it was not supported by information technology. Besides, the implementation of PMS and PBB was more because of the coercive pressure rather than consciousness of normative apparatus.

Abstract The article is devoted to the modeling of object structures in sequences of event processes characteristic of critical infrastructure (CI) objects arising in emergency situations. The identification of risky sequences of events is a key issue carried out in topological, functional and semiotic terms. The topological approach includes flat, hierarchical and hypergraph - it is possible by means of transformations of equivalent models of the event network through its simplification to the form of a hypothesis or towards the desired functionality. The functionality approach covers theorizing and plural problems in the processes of the creation of a priori and aposteriorical errors of multiplication and synthesis on the basis of also incorrect graphical models of functioning. The semiotic approach captures combinatorically related functional and structural errors, which are impossible to identify and remove by means of arithmetic-logical tests. Currently, this is possible only on the basis of the paradigm of the characterization theory, which guarantees a semantic relationship between the correctness of the functioning and the structure of the analyzed versus the synthesized object of research.

Abstract The article compares the reasons for using IT outsourcing (ITO) in Polish and Spanish enterprises, based on the authors’ own research. The reasons for the application of ITO have been classified into three groups: economic, technological, and organizational/strategic. On the basis of the classified reasons, a research hypothesis was formulated: Representatives of Polish enterprises assess other groups of reasons as the most important motivation for the use of ITO in their companies compared to Spanish enterprises. On the basis of the authors’ own research, the hypothesis has been confirmed. Polish enterprises assess technological reasons as the most important, whereas Spanish enterprises consider organizational/strategic reasons to be the most important, although the differences in the assessment are not large. The difference in the validity of the reasons for the use of ITO may arise from the maturity of the ITO market in both countries but may also result from the personal experience of the companies with ITO.

Abstract Unemployment is a serious challenge that has been rising day by day. Skill development and creation of employment opportunities are key factors to address youth unemployment. This study emphasizes on the need for job-oriented education and to link education to employment. This study derives a mathematical model and tests the same using live university hiring data and attempts to integrate the three stakeholders, employers, education providers, and the young, each of whom have a unique approach, expectation, and understanding of the paradigm. Novel methodology inclusive of empirical evidence-based integration of objective fulfillment drafted into institutional pedagogy can help increase the success rate of education to employment from an Indian context especially Indian girls and women. The study outlines specific aspects of analytical intervention in this regard and focus-es on systematic training programs exclusively for vocational and skills amelioration executed to ad-dress this multidimensional challenge by adopting easily implementable software methodologies that are more easily implementable over a wide area network or an Internet-based application engine powered by information communication technology.

The main purpose of the paper is to assess the current implementation of the Operational Program Digital Poland in terms of coherence with the trends of digital transformation. The Operational Program Digital Poland (OPDP) is one of the programs financed from public funds, which is directly targeted at the development of the digital economy in Poland. At the end of 2017, the implementation of the program is at the halfway point, which gives the premise to reflect on the degree of convergence of goals and program implementation with the trends of digital transformation. The research methodology is based on the analysis of secondary sources and participant observation. The results of the analysis show that the results of actions undertaken under the OPDP in principle indirectly contribute to the progressing trend of digitization of the Polish economy. The structure of expenditures under the OPDP testifies to the relative shallow rooting of the digital transformation or, more broadly, the digital economy in Poland.

After joining the European Union in 2004, the post-communist countries have dramatically changed their structure of expenditure for medical services. The cause of this is legislative and ownership changes in the new economy. The study analyzed the expenditure on medical services in the European Union with a special focus on Poland, Latvia, Lithuania and Estonia. The European Union countries were divided into clusters using different methods, that is, Ward’s, Two Step and Centroid Clustering. In the paper, the structure and changes in health expenses were presented according to the types of expenditures over the years 2004-2015. Countries were assigned to clusters based on three variables: medical products, appliances and equipment, outpatient services and hospital services. Variables were considered as a percentage of household budget. In Lithuania, Latvia and Estonia, there is a clear increase in the outpatient services spending compared to the hospital services expenditure.
