The article provides an analysis of the content of the monograph “Law in the Era of the Genetic Revolution. Progress of Human Genomics from the Standpoint of the Legal Approach” by V.V.Lapaeva. The reviewer gives a general description of the work and reveals the content of such subject areas of the book as protecting the rights of test patients and donors of biological material, stimulating national scientific and technological development, as well as preventing threats due to the uncontrolled use of human genome editing technologies. Particular attention is paid to the monograph’s coverage of the problems of Russian legislative policy in the field of human genome research and the author’s substantiation of the thesis that the creation of favorable legal conditions for the development of research in the field of human genome is impossible in isolation from the legal support for the development of Russian science as a whole.

The article analyzes the attributes of emerging model of technological development in Russia, focused on ensuring technological sovereignty. In this context, we discuss new activities of leading universities aimed at ensuring technological self-sufficiency. According to the legal base, the government will be ensuring technological sovereignty due to creation of so called “own development lines”. This is a new term in the Russian science and technology policy, meaning a set of measures (projects, programs) and conditions that guarantee the creation and sustainable development of original domestic technologies and products. We show that in the forming model of technological development universities begin to perform several new functions. The first is the emergence of inter-university initiatives of leading universities, when they jointly with companies form technological programs of national scale and level. The new activity lays the foundation for the change of technology generations that should take place within 5–10 years. The second is the transition of leading universities to participation, jointly with companies, in technology development at later stages of innovation circle. In addition, a number of universities have started to set up pilot production facilities. These facilities make it possible to test new technologies and products and simultaneously they become a source of additional income for further research and development. However, the potential of inter-university initiatives and of pilot production facilities are not yet considered at the state level as strategic directions of university development. Governmental measures are aimed at strengthening only traditional areas of university activity.

The article examines the features of amateur astronomy and various initiatives and shows the connection between amateur science and professional science. The research analyzes scientific publications of Russian and foreign authors on various initiatives of amateur astronomy. A total of 500 publications were studied. The method of analysis is content analysis. The purpose of the study is to examine the current state of amateur astronomical initiatives and analyze how such initiatives are related to professional research. Relying on the analysis of publications, we have identified three types that characterize the current state of amateur astronomical initiatives and interactions between professional scientists and amateurs. Each type has its specifics of communication and organization of amateur communities. It is also characterized by a certain degree of openness or closeness of such communities. Also, the study analyzes the specifics of the development of amateur astronomy. Amateur astronomy is considered as one of the oldest areas of active cooperation between professional scientists and enthusiastic researchers. The study shows that such amateur initiatives are of great importance for the applied sector of science, the development of new ideas and progress in the scientific field.

The purpose of this article is to identify the features of the Russian innovation policy, its main directions and debatable issues. It is based on a review of narratives about the Russian innovation system in transcripts of the sessions of the State Duma. The methodological basis of the study is narrative economics according to Robert Shiller. We used methods of narrative economics and content analysis, a graphical method for displaying collected data. The empirical basis of the study is transcripts of the sessions of the State Duma. Transcripts of sessions can serve as a complement to such sources of narratives as publications in the media, books, interviews and focus groups that are traditionally used in narrative economics. Specific transcripts for the study were selected on the basis of the criterion purposeful sampling; the criterion was the presence of such phrases as “innovation system”, “innovative action”, “innovative enterprise”, “innovative products”, “innovative technologies”, “innovative economy”, “innovative activity”, “innovative policy”, “innovation implementation” and “innovation support” in the text of the transcripts. Transcripts that did not contain any of the specified phrases were excluded from the sample. The selected transcripts were analyzed in a manner similar to the PRISMA systematic literature review method. The article shows the dynamics of discussions of issues related to the Russian innovation system in the State Duma. Qualitative research methods are used for a more in-depth study of narratives in the transcripts. The task at this stage is to identify ideas about the Russian innovation system which are discussed and implemented in the field of legislation and public administration. The main features of public policy are illustrated with examples of narratives. As a result of the study, it is shown that the state policy pays great attention to the development of the Russian innovation system. At the same time, there are a number of debatable questions regarding the choice of optimal policy actions. In the narratives, assessments of the performance of the policy pursued in the past are also ambiguous.

The author considers the terminological confusion associated with designations of properties of scientific documents represented by their citation rate. Once again, we argue in favor of the statement that the citedness of research documents directly represents their use, which in turn represents their value. The need to continue the relevant polemic and strengthen the argumentation is caused by the fact that many experts either do not associate citedness with value or are indifferent to the issue of properties of documents represented by citation rate. Also, many bibliometricians confuse value of documents with their quality. Moreover, there is a point of view according to which the use is only one of the factors that cause citations to scientific documents; while just addressing to documents is considered, on the contrary, as an undoubted evidence of their use – though in this case it remains unknown whether the full text of the retrieved document has been at least briefly reviewed by the user. The article gives critical consideration to these issues. The opinion is expressed that a certain misunderstanding of the concept “use of a document” is due to its involuntary confusion with the traditional library concept “use of a library stock”. It is also shown that taking the philosophical notion of value for consideration can add even more confusion to the terminology used to denote the properties of a scientific document that are represented by its citation rate par excellence. Some definitions of the concept “document’s value” that circulate in contemporary library science are critically analyzed. Accordingly, the author makes an attempt to clarify the concepts and content of the terms “value of a scientific document” and “use of a scientific document”. Specifically, the present first part of this work contains mainly examples and criticism of the terminological confusion about the designation of the properties of a scientific document represented by its citedness and use. We substantiate the necessity of finding a compromise between what is interesting to a researcher and what is relevant for the development and application of economic policy measures in the light of the opposition of functionalist and fundamentalist approaches to the formation of interdisciplinary and sociopolitical discourses.

The monograph presents a comprehensive analysis of the staffing of the Soviet nuclear project: its principles, forms, methods, mechanisms, as well as organizational, managerial, educational, economic and social measures in the context of the Soviet economic system. The review highlights that in the book, for the first time, the author presents an analysis of previously unpublished materials and sources of a personal nature. This allows to cover various aspects – from the institutional frameworks for the formation of personnel to internal “atomic” social practices. The significance of the presented research lies in the fact that it shows the role of the human factor in the transformation of the USSR into a nuclear power.

The article, based on the contents of this book, discusses a number of problems of modern education. Relying on the generational approach, V.V. Radaev formulates a number of peculiarities of millennials and zoomers, who live simultaneously in physical and virtual realities and are plunged into the arms of infodemia, new in comparison with the previous generations. These features are forcing both university administrators and professors to significantly change their approaches to education, since the usual forms are clearly not achieving their goals. However, it is easy enough to show that a number of habits that characterize the new generations are shaped by a series of transformations of the educational system, carried out in imitation of alien models, as well as by the market approach that pervades all modern society, with its reliance on legal relations that displace ethical relations and, consequently, lead to de-subjectification. This situation explains the pragmatism of students and the aggressive demand for good grades. By now there is a situation in educational institutions where the university professor (who has to take on extra workloads, write endless reports, etc.) has become the most powerless participant in the educational process, which has been taken over by efficient managers. Plus, there is a significant number of students who are paying for educational services and thus perceiving themselves as clients. Accordingly, the entire system of relations between the administration, professors, and students has been distorted. But V.V. Radaev has safely passed over these problems, and the peculiarities of the new generations are presented in the book as an objective process, as if behind it there were no specific people who carried out reforms and turned universities into commercial organizations.

The conditions, prospects and consequences of using the mobilization management model (hereinafter MM) in science are considered. It is shown that the problem of mobilization arises when politics invades the economy in order to force it to switch to achieving goals that are beyond the current and prospective economic environment. To this end, the economic mechanisms that regulate economic activity are replaced by a system of priorities for the concentration of quality resources in the areas of their own reproduction, ensuring the highest possible growth rates of quality resources over a certain period. The gap between the priority sphere and the rest of the economy under conditions of mobilization can only grow, leading in time to its disorganization. The situation of mobilization creates extremely disastrous conditions for scientific and innovative activity. Within the framework of the administrative-command system, the scientific ethos is destroyed, and the scientist turns from a researcher and creator into an official-manager for access and interpretation of new knowledge, functionally merging with the state bureaucracy. The logic of events arising from the use of the mobilization management model leads to destructive and disorganizing results. Its limited application is possible only within the framework of individual projects, an indispensable condition for the implementation of which is the existence of an independent system of regulation and control and a strict time frame for its work.

The presented analysis of scientific research planning practices, as well as international experience in covering projects and programs of the entire state administration, leads to the conclusion that in science, project-program methods can be efficient and cost-effective only for a limited range of tasks. These methods should be combined with exploratory, non-project research necessary to identify and compare work options that can lead to one or another significant practical results. Without such a combination, the range of practical problems solved by project-program methods can be significantly reduced after a certain period of neglect of exploratory research.
