Introduction. Successful implementation by a citizen of his constitutional right is possible only in case of the effective functioning of the existing mechanism for considering the relevant types of appeals and responding to them. The article considers the concept and essential features of the statement as type of appeals to public authorities. Their clarification is especially relevant for the internal affairs bodies, since employees of the departments and services of the system of the Ministry of Internal Affairs of Russia at all levels take part in the consideration and resolution of citizens’ appeals. Methods. The analysis of the concept of “statement” as a legal term, the content of which is revealed in the norm enshrined in administrative legislation, is based on the methodological approach about the elements of the uniform legal regulation and the types of legal regulation derived from them, developed by V.D. Sorokin. This methodological approach made it possible to formulate the author’s definition of the term ”statement” as a type of appeal, to propose the author’s classification of its subspecies, to clarify their legal nature and content. Results. All statements are divided into three subspecies: 1) aimed at the implementation of permissions, 2) associated with violation of prohibitions or failure to comply with instructions, or 3) due to poor-quality execution of instructions. The developed classification contributes to a deeper understanding of the typologies of statements, allows determining the most optimal procedure for their consideration and resolution, taking into account the requirements contained in the system of the Ministry of Internal Affairs of Russia regulations. Based on the theoretical heritage of V.D. Sorokin, the author’s definition of the theoretical construction of the term “statement” was developed on the basis of the elements of the uniform legal regulation in relation to the system of Internal Affairs bodies.

Introduction. Domestic criminology practically does not pay attention to the global problems of our time. At the same time, these unresolved problems give rise to a number of extremely negative consequences that are important for the life of society. These are environmental degradation, famine, food shortages, lack of irrigation and drinking water, reduction of biological diversity, climate change, ecological migration, an increase in the incidence of disease and premature death of people, mass genetic deviations, social tensions, an increase in crime, armed conflicts over possession of natural resources. The need to counter the identified threats and consequences necessitates their study and thorough criminal, political and criminological comprehension, as well as the prediction of potential threats and development of adequate countermeasures. Goal setting. The global problems of our time pose danger to the entire world community, since the uncontrolled, often criminal human induced impact on the environment causes such harm to all living things that it threatens the existence of the current civilization. Objective. Research of concept, essence, dynamics of global problems of the present and development of their classification. Methodology. The methodology of the work is based on the application of general scientific methods (including comparison and analysis). The work used special methods of science – comparative legal and formal legal, logical, historical. Results. The paper provides a comparative analysis of the concepts and classifications of global problems of our time, reveals the essence of the indicated phenomenon, suggests the author’s concept and criteria for classifying problems as «global», defines and separates global environmental threats to environmental safety. The author comes to the conclusion that such a global problem of modernity as consistent degradation of law, which is the most important regulator of social relations and the greatest achievement of civilization, is clearly underestimated and has not received criminological analysis.

The article analyses the practice of giving training sessions of future teachers on the basis of digital technologies, the importance and effectiveness of which have increased significantly in the period of digitalisation of society. The main purpose of the research is to study the peculiarities of training students in higher education programmes for teaching activities on the basis of the potential of their self-independent work. The authors justify the need to use digital technologies in the educational process, contributing to a deeper immersion of post-graduates in the features of teaching activities using the creative potential of students, an independent active search. The article analyses various types of digital technologies, including students’ self-independent work with interactive learning material, written assignments aimed at developing practical skills. Methods. A special emphasis in the article is made on the use of simulators for acquiring skills in conducting various types of classes. In analysing the existing practice of conducting training sessions with postgraduates, theoretical (analysis of pedagogical literature, comparative analysis) and empirical (conversations, observations, evaluation and self-assessment of post-graduates and teachers) methods were used. Conclusion. The conclusion states that in the context of digitalisation of society, quality training of future teachers will require revision of available technologies, types of training sessions organisation based on active involvement of post-graduates in the process of organisation and conducting training sessions with the use of digital technologies.

Introduction. The article is devoted to a critical analysis of the concepts of «corruption», «corruption offense» through the prism of the current legislation of the Russian Federation and other countries, as well as the views of scientists in this field. The lack of legal regulation of the concept of «corruption offense» can give rise to legal uncertainty and errors in proving guilt of an illegal act committed by an officer of the Ministry of Internal Affairs of the Russian Federation. Research methods. Empirical methods of comparison, description, observation, interpretation; methods of formal logic; analysis and generalisation of scientific and regulatory materials, analysis of judicial practice. Results Including Key conclusions. The necessity of introducing the legislative concept of «corruption offense» with the definition of its types and severity is argued. The conclusion is substantiated that the procedures for verifying the completeness and reliability of information on income, property and property obligations submitted by an internal affairs officer, as well as the procedure for establishing control over expenses, are special types of jurisdictional disciplinary proceedings with their inherent stages, but the absence of regulated procedural actions, aimed at proving a «corruption offence».
