Resumen. Las politicas de aseguramiento de la calidad se han expandido en la escena educativa en diversos lugares del mundo. A nivel de sistema escolar, existe creciente investigacion sobre su diseno, funcionamiento y resultados. No obstante, hay escasa atencion sobre estas politicas a nivel de educacion inicial. Este articulo busca caracterizar la situacion de los sistemas de aseguramiento de la calidad en este nivel en diferentes paises. Para ello, se reportan los resultados de un estudio comparativo que examino ocho paises y regiones: Australia, Brasil, Colombia, Chile, Estados Unidos (Colorado), Inglaterra, Italia (Reggio Emilia) y Suecia. El estudio identifica dos modelos que responden a distintas tradiciones en la politica educativa y contextos sociohistoricos: “rendicion de cuentas basado en estandares” y “rendicion de cuentas profesional-comunitario”. El articulo concluye con lecciones para las politicas publicas a partir de ambos modelos. Abstract . A continuacion, se presenta el caso de la regulacion de las emisiones de bioxido de carbono y su equivalencia en rendimiento de combustible, aplicable a vehiculos ligeros nuevos en Mexico, como un instrumento de politica publica para maximizar el bienestar minimizando costos sociales. Segun la teoria economica, un impuesto pigoviano puede resultar mas eficiente para corregir externalidades negativas asociadas al consumo de energia fosil de los automoviles y corregir las fallas de mercado. Sin embargo, la aplicacion de este tipo de impuestos en Mexico ha probado tener poca factibilidad politica y ser complejo en su instrumentacion. Siguiendo los principios de la regulacion moderna en paises desarrollados, Mexico lanzo en 2013 una regulacion con estandares de eficiencia en distintas clases de vehiculos automotores, que se caracteriza por ser un instrumento regulatorio con transferencias entre armadoras y un sistema de creditos que incentiva la adopcion de tecnologias mas eficientes. Resumen . Las politicas publicas formuladas para enfrentar las crisis ecologica y de equidad social del desarrollo han tenido poco efecto. Recientemente, diversas disciplinas han convergido en el concepto del socioecosistema (ses) como un marco teorico idoneo para gestionar sistemas sociales y naturales integrados para su desarrollo sustentable, y se busca su pronta incorporacion a la politica publica ambiental. Se realizo una consulta para conocer la opinion experta de los funcionarios federales ambientales de Mexico acerca del enfoque de ses y su potencial como una nueva base para las politicas publicas. Los resultados demuestran que aunque los expertos desconocen el enfoque de ses, valoran aquellas facetas de gestion que lo caracterizan, al indicar que de incorporarse plenamente estas a las politicas actuales, contribuirian a subsanar sus deficiencias. La mayoria opina que la integralidad del enfoque ofrece ventajas, y se concluye que estos actores clave son receptivos al enfoque y su posible adopcion. Abstract . Public policies formulated to confront the ecological and social equity crises of development have had little impact. Recently, several disciplines have converged on the socioecosystem (ses) concept as an ideal theoretical framework for managing integrated social and natural systems for their sustainable development, and its rapid incorporation into environmental public policy is sought. A consultation was undertaken to gauge the expert opinion of Mexico’s federal environment sector officials with regard to the ses approach and its potential as a new basis for public policy. The results demonstrate that although the experts are unfamiliar with the ses approach, they value the policy attributes which characterize it, indicating that if these were fully incorporated into current policies, they could help correct their deficiencies. A majority of experts consider the more integral ses approach offers advantages, and it is concluded that these key actors are receptive to the approach and its possible adoption.

Resumen . Este estudio presenta las bases conceptuales, teoricas y de analisis empirico para el estudio ordenado de la victimizacion delictiva de las empresas. Contiene una revision teorica contemporanea y una discusion de las mediciones actuales en esta materia. Ademas, presenta estadisticos descriptivos que muestran la magnitud del problema de la victimizacion empresarial. Se demuestra que el segundo delito mas frecuente contra las empresas en el pais es alguno relacionado con la corrupcion, es decir, alguno cometido por el servidor publico. Igualmente se muestra una elevada variacion interanual en la incidencia de estos delitos, lo que lleva a la necesidad de proseguir en el pais con la discusion metodologica en esta materia. Abstract . This study presents the conceptual, theoretical and empirical bases for the study of criminal victimization of the private sector. It contains a review of contemporary theories and a discussion of current measures. It also presents a set of descriptive statistics showing the extent of the problem of corporate victimization. It is shown that the second most common crime against businesses is any corruption-related crime, that is, any crime committed by a public official. Also, the high inter-annual variation in the crime incidence rate shows the need to develop more methodological discussions on this matter.

A partir de un escenario hipotetico de demanda extraordinaria de servicios de salud en la Zona Metropolitana de la Ciudad de Mexico (zmcm) y bajo el supuesto de que aquellas personas que residen mas cerca de una clinica u hospital llegaran primero a atenderse, se realiza un ejercicio de diagnostico espacial de la estructura urbano-metropolitana del equipamiento para la atencion medica del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (issste). Se parte de una pregunta basica: ?Ante una emergencia epidemiologica o un desastre ocasionado por una amenaza natural (o su ocurrencia simultanea), los servicios de salud para la atencion medica atenderian el numero de enfermos y heridos? Para responder se evalua el patron territorial de localizacion y la capacidad de cobertura de las clinicas y hospitales del issste, en funcion del numero y la distribucion territorial de su poblacion derechohabiente. Aplicando un modelo de programacion lineal para determinar la relacion global de demanda de servicios de salud, se obtiene como resultado un escenario en el que 70 por ciento de la poblacion derechohabiente del issste en la zmcm, no recibiria atencion medica. Adicionalmente, los resultados muestran que la poblacion derechohabiente de menor ingreso estaria sujeta a mayor grado de desatencion. Abstract . With a hypothetical scenario of an extraordinary demand for health services in the Mexico City’s Metropolitan Area (mcma) and under the assumption that those who live closer to a clinic or hospital will arrive first to receive care, this article presents a spatial diagnostic of the urban-metropolitan structure of the health care system of the Institute of Security and Social Services for State Workers (issste). The question is whether the health care system would be able to address the demand of patients, given an epidemiological or natural hazard emergency (or both). We thus, evaluate the spatial localization patterns and coverage capacity of clinics and hospitals of the issste, as a function of the spatial distribution of the insured population. Applying a linear programming model to determine the overall relationship of access for health services, the resulting scenario shows that 70 per cent of issste insured population would not receive medical attention. Furthermore, results show that lower income people are more prone to be in that situation.

Resumen . La asignacion de recursos humanos y materiales y sus efectos en el desempeno de escuelas publicas primarias generales en Mexico revela prioridades no siempre explicitas en la politica educativa. Esos recursos, ademas, interactuan con el contexto social de las familias y el rezago escolar. Se analizan estos efectos conjuntos en el desempeno escolar a traves de los resultados promedio por escuela de la prueba estandarizada enlace de 2012. Se considera la heterogeneidad de las escuelas con su ordenamiento por deciles, y mediante una regresion por cuantiles se estima un modelo con el cual se construyen indicadores que conjuntan los efectos de los recursos y el contexto. Los resultados relevantes senalan, por un lado, que el rezago escolar condiciona el desempeno de las escuelas y, por otro, que la oferta de educacion publica compensa desventajas sociales y escolares. Abstract . Human and material resources allocation and its effects on public elementary schools’ performance in Mexico reveal priorities that are not always explicit on education policies. In addition, those resources interact with families’ social context and students’ educational lag. The combined effects of these factors are analyzed on schools’ performance by using the results obtained by schools on the standardized test enlace of 2012. Heterogeneity of schools is considered by its decil ranking, and a model is estimated to build indicators that group the effects of resources and context on schools’ performance through a quintile regression. Relevant results show, on one hand, that students’ lag condition schools’ performance and, on the other hand, that public schools compensate for social and scholar disadvantages.

La Red de Gestion Territorial para el Desarrollo Rural de Mexico (Red gtd), ha brindado aprendizajes y aportes utiles para la implementacion de politicas con enfoque territorial para la gestion del desarrollo rural. Este trabajo sistematiza la experiencia y funcionamiento de esta red de conocimiento, que es un referente de este tipo de iniciativas en America Latina. Metodologicamente se usa la investigacion documental y la consulta a expertos a quienes se aplico un cuestionario que buscaba identificar las caracteristicas de la red: trabajo colaborativo, horizontalidad en las relaciones, liderazgos, autonomia, multidisciplinariedad y confianza; elementos clave que explican su consolidacion e impacto. Resumen . El impuesto predial podria ser una importante fuente de ingresos para los gobiernos municipales en Mexico. Desafortunadamente, los ingresos obtenidos de este impuesto son de los mas bajos en America Latina. ?Que explica el aparente exito de algunos municipios y el fracaso de otros? El presente articulo analiza factores que inciden en la recaudacion del predial en una muestra de 2 267 municipios durante un periodo de seis anos (2008-2013) y revisa con detenimiento el caso del estado de Baja California. El analisis muestra que si se considera este estado como punto de referencia, la mayoria de las entidades tienen un desempeno por debajo de las expectativas. Las caracteristicas socioeconomicas de un municipio, las transferencias intergubernamentales, los esfuerzos concretos para actualizar los catastros y la uniformidad en los sistemas administrativos municipales podrian ser factores importantes para explicar el aparente exito de algunas jurisdicciones en su desempeno recaudatorio. The analysis shows that when this state is used as a reference point, tax collection results in the vast majority of entities are below expectations. The socio-economic features of a municipality, intergovernmental transfers, but also concrete efforts to update the cadaster, and uniformity across municipal tax administration systems could explain the apparent success in the tax performance of some jurisdictions.
