Humanitarian relief chain agility: identification and evaluation of enabling factors 人道主义救济链敏捷性:确定和评估促成因素

PurposeThis research paper aims to identify and evaluate the enabling factors of agility capability in humanitarian relief chain network.Design/methodology/approachThe research phases were implemented based on an integrated framework. First, a reference framework of the enablers has been constructed based on a literature review. Then, a hybrid evaluation approach is applied that combines fuzzy decision-making trial and evaluation laboratory (DEMATEL) and analytic network process (ANP) to achieve reliable results. It provides a road map to identify and evaluate the interactions between the enabling factors and determines the weights correspond to their relative importance. This approach takes advantage of fuzzy set theory to deal with ambiguities, uncertainties and vagueness inherent in the evaluation process.FindingsRelief chain agility is a vital determinant of the effectiveness to succeed humanitarian missions during and after natural and unnatural disasters such as earthquakes, epidemics and terrorist attacks. Results shed light on the essential enabling factors, relationships among them, and their importance for developing humanitarian relief chain agility enhancing the overall performance quality.Originality/valueThe integrated framework is implemented for the Red Crescent, a nongovernmental organization in Iran, which is trying to optimize the agility of their humanitarian relief chain network. In short, the findings are beneficial for identification and utilization of the essential prerequisites of agility in order to develop an agile humanitarian relief chain.

Shifting patterns of emergency incidents during the COVID-19 pandemic in the City of Vaughan, Canada 加拿大沃恩市2019冠状病毒病大流行期间紧急事件模式的变化

PurposeThe COVID-19 pandemic has changed many facets of urban life and operations, including emergency incidents. This study examines how COVID-19 has brought about changes in, and shifting patterns of, emergency incidents in the City of Vaughan, Ontario, Canada. This study aims to derive insights that could potentially inform planning and decision-making of fire and rescue service operations as further stages of the pandemic unfold.Design/methodology/approachStandard temporal analysis methods are applied to investigate the changes in the number and nature of emergency incidents, as recorded sequentially in the city's fire and rescue service incident report database, through various phases or waves of the pandemic and the associated public health measures that have been introduced.FindingsThe study analyses show a decrease in the number of emergency calls compared to previous reference years. Vehicle-related incidents show the highest decline, and changes in daily and hourly pattens are consistent with public health measures in place during each stage of the pandemic. The study concludes that the COVID-19 pandemic has had a significant impact on demand for emergency services provided by the fire department.Originality/valueThe authors believe this is the first study applying temporal analysis on a city's emergency incident response data spanning various phases/waves of the COVID-19 pandemic. The analysis may be replicated for other municipal fire services, which can generate further insights that may apply to specific local conditions and states of the pandemic.

PurposeThe purpose is to report on the mental health response to the Grenfell incident within the London Fire Brigade (LFB).Design/methodology/approachThe LFB implemented screening for the symptoms of posttraumatic stress disorder (PTSD) at 28 days, 3 months and 6 months for all personnel directly involved in the incident.FindingsThe prevalence of PTSD within frontline personnel was 13.4% at 28 days, falling to 7.6% at 6 months. The LFB's internal Counselling and Wellbeing Service offered treatment to those scoring above the cut-off for PTSD along with accepting self-referral and referrals from line managers and occupational health. There were 139 referrals within the 12-month period following the incident.Research limitations/implicationsThe outcomes for those who engaged in treatment are broadly in line with other studies evaluating post-disaster interventions. Issues for consideration within national guidelines are discussed.Practical implicationsThe screen and treat approach adopted by LFB was shown to be a feasible approach to use within such a scenario.Originality/valueThe current study reports on a screen and treat approach to one of the largest single incidents in the UK in recent years.

A code-compliance assessment tool for fire prevention measures in educational facilities 教育设施防火措施符合性评估工具

PurposeThis research presents the applicable international fire code requirements for educational facilities, in a comprehensive manner, and the findings of a case study to assess the level of compliance with these requirements.Design/methodology/approachA review of literature, fire codes and standards was conducted to identify the various sources of fire hazards in educational facilities and the required prevention measures. Accordingly, a code-compliance worksheet for assessing the fire prevention measures was developed. The worksheet included 34 prevention measures. It was implemented in a pharmacy college building, as a case study, to assess the compliance level with the code requirements. Recommendations were developed to improve the level of fire prevention in the case study facility.FindingsThe implemented worksheet facilitated identifying all the shortcomings in the prevention measures, in a methodological manner. These shortcomings included exceeded travel distance, absence of assembly point, inactive record keeping of fire inspection and maintenance works, deterioration of some extension cords and switches, alteration of some emergency doors, storage of combustibles in some electrical rooms and obstructions of the fire apparatus access road.Practical implicationsThe research provides an assessment tool for fire prevention in educational facilities, which can be used by professionals for a code-compliant inspection. The findings of the case study as an example serve to expand the inspectors' observational significance while reducing subjectivity.Originality/valueThis research contributes to the educational facilities' context of health and safety domain in the literature. The research classifies the required fire prevention measures for an educational facility, according to the international applicable codes and standards. The case study demonstrates an applicable methodology for assessing the fire prevention measures and requirements.

PurposeThis study was designed to examine burnout in US emergency medical services (EMS) providers. It examined burnout scores measured using the Maslach Burnout Inventory (MBI) on a convince sample of US EMS providers as well individual variables associated of burnout in this population.Design/methodology/approachThis study used a convince sample, recruited using social media, of EMTs and paramedics and engaged them in an online survey to obtain information on burnout in this population. The responses were analyzed using stand statistical approached in order to determine MBI burnout scores, as well as which individual variables were influential in contributing to burnout in EMS.FindingsThis study found that most EMS providers had high levels of depersonalization and medium levels of personal accomplishment and emotional exhaustion. Gender differences were found as they were differences based on agency type and response area.Research limitations/implicationsThe main limitation is the nature of sample recruitment. The use of social media for the recruitment of this type of study has not been done before. Furthermore, it is a convince sample. This issue has limited impact on the results and the ability to apply them more generally because despite the convince nature of this sample, the sample is similar to those used in other studies as well as reflect that national statistics on the make of this population. The second major limitation of this study is that it does not include job specific and organization specific factors that may contribute to burnout. The findings for the variables used in this study suggest that future works should encompass these variables as well.Practical implicationsThis study sets a clear foundation for further examination of US EMS providers and burnout. It helps to establish key ideas that can be followed up. Difference and key issues among US EMS providers need to be understood on a more comprehensive level before the assertion that they are similar to EMS providers worldwide. Ultimately, there is a need to develop better screening tools to assess burnout in EMS as well as to develop prevention and intervention programs based on clear empirical data.Social implicationsBurnout EMS provides are a harm to themselves as well as the organization that employ them. The cost of burnout EMS provider crosses over to patient care and provision of care.Originality/valueThis study is one of the first to examine such a large US-based sample of EMS providers using the MBI. Other studies have used smaller sample or other tools to assess burnout in providers

The findings for the variables used in this study suggest that future works should encompass these variables as well.Practical implicationsThis study sets a clear foundation for further examination of US EMS providers and burnout. It helps to establish key ideas that can be followed up. Difference and key issues among US EMS providers need to be understood on a more comprehensive level before the assertion that they are similar to EMS providers worldwide. Ultimately, there is a need to develop better screening tools to assess burnout in EMS as well as to develop prevention and intervention programs based on clear empirical data.Social implicationsBurnout EMS provides are a harm to themselves as well as the organization that employ them. PurposeThere is a noticeable confusion in the literature between Business Continuity Planning (BCP) and Disaster Recovery Planning (DRP). The two expressions are very often used interchangeably especially when it comes to their application. In this paper, the differences between business continuity and disaster recovery are discussed. The disaster management cycle is also addressed in order to highlight the importance of having plans before, during and after the occurrence of an incident.Design/methodology/approachA review of the extant literature on business continuity and disaster recovery was made. A number of different views were then presented in order to provide a better understanding of the two concepts and their potential overlap/connection. The literature review was conducted in 2020 using a variety of academic resources ranging from journal articles to text books and credible Internet websites. Relevant journal articles were obtained from two primary databases: Emerald Insight and EBSCOhost. Keywords, such as DRP, continuity, disruption and BCP, were mainly used to facilitate the search for these resources and other related material.FindingsReviewing the literature revealed that BCP and DRP are not the same. Yet, they are used interchangeably very often in the literature. This indicates a possible relationship/overlap between the two. The relationship between BCP and DRP can be viewed from a variety of perspectives, which altogether provide a better understanding of their purposes and application.Practical implicationsOn top of the need to differentiate between business continuity and disaster recovery, the widespread impact of the current COVID-19 crisis, especially on businesses and supply chains, has unfolded the necessity to deal with business disruptions in all their forms and the significance of quick and effective recovery. This research clarifies the purpose of BCP and the purpose of DRP and their role in combating impacts of disruptive incidents on businesses and organizations.Originality/valueBCP and DRP are discussed extensively in the literature. Yet, few studies attempted to address the precise functions of the two resulting in an obvious confusion between their meaning and purpose which subsequently reduced the uniqueness of their application and the uniqueness of the application of each. Only a small minority of practitioners and academics recognise the precise differences between the two. This study aims at clarifying this misconception to a wider set of readers and interested parties.

PurposeThe purpose of this article was to identify factors impacting burnout, resilience and quality of life in rural career firefighters. In addition, sources of stress and the impact of generational differences were explored.Design/methodology/approachAn exploratory cross-sectional survey was conducted at a rural career fire department.FindingsThe findings of the project indicate that the firefighters had high levels of compassion satisfaction (CS) and relatively low levels of secondary traumatic stress and burnout; displayed moderate to high psychological resilience and the majority felt moderate to high organizational support, but there was a noticeable minority who did not feel supported by the department. Findings indicate that organizational support is significantly related to both burnout and resilience. The majority of the men (88.3%) reported moderate to high risk for alcohol-related problems and over three-quarters (78.6%) reported binge drinking behavior in the past year. Qualitative findings highlight generational differences and chain of command challenges as primary stressors.Originality/valueThis is a unique study in that it focuses on a rural career department. What was found were issues similar to those facing urban career fire departments.

PurposeThe aims of this study were to evaluate fitness levels in a cohort of police trainees and compare these results to other police trainees and the general population.Design/methodology/approachRetrospective data for 274 male and 152 female police trainees were supplied. Measures included height, body mass and physical appraisal test (PAT; 2.4 km run, vertical jump, push-ups and grip strength) results, assessed twice, prior to commencement of training, separated by several months. Wilcoxon signed rank tests were used to analyze non-parametric initial and final PAT scores and Mann–Whiney U tests were used to determine variance between groups.FindingsMale trainees were significantly quicker in the run (−12%, p < 0.001), completed more push-ups (+74%, p < 0.001) with greater grip strength (+52% left and +50% right, p < 0.001) when compared to female trainees. Following the second PAT assessment, the significant differences between male and female trainees remained (p < 0.001). Only female trainee 2.4 km run times improved significantly between initial and final PAT (−4%, p = 0.002).Originality/valueWhen compared to the general population from which they were drawn and to other law enforcement trainees, the police trainees in this study were quicker, more powerful and stronger. While there was no loss of fitness between initial and final PAT performance, a conditioning program, spanning the periods between initial and final PAT may be of benefit to increase fitness prior to training commencement especially for female trainees who were generally less fit than, yet must complete the same training as, male trainees.

PurposeThe primary aim of this systematic review is to identify, describe and synthesise the published literature on the types and effects of feedback received by emergency ambulance staff. The secondary aim will be to describe the mechanisms and moderators of the effects of prehospital feedback in an organisational context.Design/methodology/approachThe application and effects of feedback for healthcare professionals, to support improved practice, is well researched within the wider healthcare domain. Within a prehospital context, research into feedback has been developing in specific areas such as automated feedback from defibrillators and debrief after simulation. However, to date there has been no systematic review published on the types and effects of feedback available to emergency ambulance staff.FindingsThis study will be a systematic mixed studies review including empirical primary research of qualitative, quantitative and mixed methods methodology published in peer-reviewed journals in English. Studies will be included if they explore the concept of feedback as defined in this review, i.e. the systematised provision of information to emergency ambulance staff regarding their performance within prehospital practice and/or patient outcomes. The search strategy will consist of three facets: ambulance staff synonyms, feedback synonyms and feedback content. The databases to be searched from inception are MEDLINE, Embase, AMED, PsycINFO, HMIC, CINAHL and Web of Science. Study quality will be appraised using the mixed methods appraisal tool (MMAT) developed by Hong et al. (2018). Data analysis will consist of narrative synthesis guided by Popay et al. PurposeThe study aims to determine if the application of a systematic command training system (Effective Command) could influence the organisational competency profile, through the identification, training and assessment of key behavioural markers.Design/methodology/approachThe Effective Command framework is aligned to UK National Fire Service role-maps and is routinely used in both development and assessment of Fire Officers worldwide. Data from 1,261 formal assessments were analysed and descriptive statistics performed.FindingsStructured analysis of incident command assessment data should inform subsequent training cycles of individuals, organisations and procedures. Key behavioural markers were identified in Level 1 (L1) and Level 2 (L2) commanders which influence assessment outcomes. Reduced competence scores between L1 and L2 officers were recorded, providing a strong argument for a supported development process for L2 officers.Practical implicationsSix key behavioural markers were identified in L1 commanders, all were associated with information comprehension and evaluation, which ultimately impacted the outcomes of formal assessments. This study provides empirical evidence that frequent incident or scenario exposure, coupled with metacognitive understanding of the decision rationale could reverse these weaknesses and turn them into individual strengths. This in-depth analysis of data generated in individuals who pass or fail these assessments should strengthen organisational learning.Originality/valueThe use of a structured command training framework contributes significantly to operational assurance by providing a robust assessment and training methodology, which ensures that organisations can appoint, train and assess their incident commanders.

Data from 1,261 formal assessments were analysed and descriptive statistics performed.FindingsStructured analysis of incident command assessment data should inform subsequent training cycles of individuals, organisations and procedures. Key behavioural markers were identified in Level 1 (L1) and Level 2 (L2) commanders which influence assessment outcomes. Reduced competence scores between L1 and L2 officers were recorded, providing a strong argument for a supported development process for L2 officers.Practical implicationsSix key behavioural markers were identified in L1 commanders, all were associated with information comprehension and evaluation, which ultimately impacted the outcomes of formal assessments. This study provides empirical evidence that frequent incident or scenario exposure, coupled with metacognitive understanding of the decision rationale could reverse these weaknesses and turn them into individual strengths.
