Strategi Pemasaran Pariwisata Pantai Plengkung Kabupaten Banyuwangi Menggunakan 3P+4A (Price, Place, Promotion, Attraction, Accessibility, Amenity, Ancillary)

Plengkung Beach is one of the beaches in the Diamond Triangle line in Banyuwangi Regency. Plengkung Beach is dubbed “The Seven Giant Waves Wonder” by tourists. However, the potential development of Plengkung Beach has not been optimal because there are several problems such as the lack of media of promotions, limited modes of transportation, and visitor activities that tend to environmental pollutions. This study aims to formulate a marketing strategy for Plengkung Beach tourism based on the marketing aspects of 3P+4A (price, place, promotion, attraction, accessibility, amenity, and ancillary. This research is a descriptive qualitative study. The data were collected by survey and interviews with local government who were in charge of regional planning and tourism development as well as tourists who were selected randomly. The analysis method uses the Boston Consulting Group (BCG) matrix. The results of the BCG matrix analysis place Plengkung Beach in the Question Mark quadrant, that where tourism marketing (on the supply side) is well-executed, but not so with the tourist perceptions. Tourism marketing plans for improving visitors of Plengkung Beach were repairing the road, adding tourist attractions, providing tourism supporting facilities and infrastructure such as hotels and restaurants, and reducing transportation rental costs. Abstrak Pantai Plengkung adalah salah satu destinasi pariwisata di Kabupaten Banyuwangi yang termasuk dalam Triangle Diamond (Segitiga Berlian). Daya tarik utama Pantai Plengkung adalah ombaknya yang termasuk dalam The Seven Giant Wave Wonder karena bagus untuk olahraga selancar. Meski demikian, pengembangan potensi Pantai Plengkung belum maksimal karena terdapat beberapa permasalahan seperti minimnya media dan sarana promosi, keterbatasan moda transportasi, dan aktivitas pengunjung yang cenderung merusak alam. Penelitian ini bertujuan untuk merumuskan strategi pemasaran pariwisata Pantai Plengkung berdasarkan aspek-aspek pemasaran jasa pariwisata 3P+4A. Penelitian ini merupakan penelitian kualitatif deskriptif Data dikumpulkan melalui survei dan wawancara kepada instansi pemerintah terkait perencanaan pembangunan dan sektor pariwisata, dan wisatawan Pantai Plekung yang dipilih secara acak. Metode analisis menggunakan matrik Boston Consulting Group (BCG). Hasil analisis matrik BCG menempatkan Pantai Plengkung pada kuadran Tanda Tanya, artinya pemasaran pariwisata (sisi penawaran) sudah bagus dan menyeluruh tetapi belum sesuai dengan persepsi wisatawan. Upaya meningkatkan kunjungan wisatawan dengan menerapkan strategi pemasaran pariwisata di Pantai Plengkung, yaitu dengan cara memperbaiki aksesibilitas jalan, penambahan daya tarik wisata, dan penyediaan sarana dan prasarana penunjang pariwisata seperti hotel dan restoran serta pengurangan biaya sewa kendaraan melalui sistem subsidi.

Sektor Pembangkit Perekonomian Kabupaten Hulu Sungai Tengah Selama Pandemik COVID-19

The Covid-19 pandemic has spread out in Indonesia include in Hulu Sungai Tengah Regency. In 2020, this pandemic caused a deep economic contraction that needs to be a concern for local governments. This study aims to determine the potential sectors of the Hulu Sungai Tengah Regency during the Covid-19 pandemic to be able to rise from economic contraction. The data used are sourced from BPS-Statistics including Gross Regional Domestic Product at constant prices 2010 by industry, PDRB at current prices by industry, population, the share of economic sectors, Economic Growth during 2016-2020. The analysis used was Typology Klassen Analysis and Location Quotient which resulted that the Agriculture, Forestry, and Fisheries; Information and Communication sectors becoming the potential sectors that lead the economy of Hulu Sungai Tengah Regency during the Covid-19 pandemic. Based on information technology and focus on potential sectors, the growth of other sectors such as Manufacturing; Trading; Accommodation, Food, and Beverage will grow to increase the added value of the regional economy of Hulu Sungai Tengah Regency.

Interaksi Sosial Masyarakat di Lingkungan Tempat Tinggal Penderita COVID-19 19岁患者社区的社会互动

The presence of COVID-19 can affect social interactions among the community, for example limiting themselves and their families to visit family and neighbor which they have been doing so far. This study aims to describe the social interactions that occur in communities where people with COVID-19 live. The design of this research is qualitative based on the social problems faced by the community during the COVID-19 pandemic. Research informants are people who live in RT. 27 Teluk Lerong Ulu Sub-district, Samarinda City and selected 5 people and the head of the local RT as key informants who could provide the necessary information through purposive sampling. Data collection techniques through interviews with informants and key informants using interview guidelines, observation and documentation. This research was conducted in March 2021. The data were analyzed through reduction, display, and conclusion. The results of the information research show that the social interactions that occur in people with COVID-19 sufferers are far from the cultural values ​​of the Indonesian people that have been going on so far. This can be caused by various factors such as incomplete public knowledge about COVID-19. Therefore, a local regional policy is needed to maximize the participation of community leaders such as the head of the local RT in providing complete information about COVID-19 to the people in their area. In addition, the role of the mass media is also needed in order to convey information to the wider community factually and reliably.

Analisa Terbentuknya Negatif Opini Publik Undang-Undang Cipta Kerja di Provinsi Kalimantan Selatan

The Job Creation Act which was ratified on 5 October 2020 was met with the agitation of rejection in the form of demonstrations in almost all parts of Indonesia. There are many misunderstandings in the interpretation of this law, one of which is the assumption that the law will harm workers and society. This study aims to identify the causes of negative public opinion on the Job Creation Act, what forms of socialization are carried out by the government, and how the public gets information about the law. This research uses a qualitative approach. The data was taken through a questionnaire distributed to 22 respondents who were randomly selected from the Job Creation Act demonstrators in November 2020 in front of the DPRD Building of South Kalimantan Province. The results showed that respondent’s negative opinion on the Job Creation Act was caused by a lack of knowledge about the contents of the law and the lack of government socialization to the public. The strategy that can be taken by the government to create positive public opinion is to involve community groups, students, public figures, religious leaders, community leaders, and influencers as communicants or messengers in the socialization of the Job Creation Act.

Perkembangan teknologi informasi memberikan peluang lembaga pelatihan berinovasi dalam program kegiatan pengembangan kompetensi Aparatur Sipil Negara berbasis digital. Kemampuan memanfaatkan setiap peluang dan optimalisasi pemanfaatan sumberdaya menjadi kunci agar mampu bersaing di era disrupsi. Salah satu permasalahan pengembangan kompetensi aparatur di lembaga pelatihan adalah terbatasnya anggaran. Penyebabnya adalah penerapan sistem pengelolaan keuangan yang kaku, tidak mandiri dan fleksibel. Akibatnya program dan kegiatan pelatihan bagi ASN tidak dapat alokasi dana yang cukup. Permendagri Nomor 79 Tahun 2018 tentang Badan Layanan Umum Daerah membuka peluang lembaga pelatihan melakukan perbaikan dalam system pengelolaan keuangan yang lebih mandiri dan fleksibel sebagai solusi terbatasnya sumber pembiayaan program dan kegiatan. Kajian kelayakan penerapan konsep BLUD di lembaga pelatihan perlu dilakukan. Kajian bertujuan menilai kelayakan penerapan BLUD di lembaga pelatihan dan memberikan rekomendasi pengambilan kebijakan pengembangan kelembagaan melalui BLUD. Kajian menggunakan pendekatan kualitatif dengan metode deskriptif. Instrumen penelitian melalui wawancara (in depth interview), studi literatur dan dokumentasi. Berdasarkan hasil kajian di peroleh gambaran pra kondisi lembaga pelatihan (BPSDMD Provinsi Kalimantan Selatan) dinilai sangat mendukung penerapan konsep BLUD. Kesiapan sumberdaya, kurikulum dan metode pelatihan, akreditasi, penjaminan mutu dan tersedianya sarana dan prasaran sangat baik dan lengkap. Dari perspektif persyaratan penerapan BLUD sebagaimana ketentuan yang mencakup persyaratan substantif, teknis dan administratif, berdasarkan hasil analisis dapat dinilai relevan dan terpenuhi. Kajian menggunakan pendekatan kualitatif dengan metode deskriptif. Instrumen penelitian melalui wawancara (in depth interview), studi literatur dan dokumentasi. Berdasarkan hasil kajian di peroleh gambaran pra kondisi lembaga pelatihan (BPSDMD Provinsi Kalimantan Selatan) dinilai sangat mendukung penerapan konsep BLUD. Kesiapan sumberdaya, kurikulum dan metode pelatihan, akreditasi, penjaminan mutu dan tersedianya sarana dan prasaran sangat baik dan lengkap. Dari perspektif persyaratan penerapan BLUD sebagaimana ketentuan yang mencakup persyaratan substantif, teknis dan administratif, berdasarkan hasil analisis dapat dinilai relevan dan terpenuhi. Implementasi Pelatihan Kepemimpinan Administrator secara Jarak Jauh di Lingkungan Kementerian Keuangan 在财政部环境中实现远程行政领导培训

Administrator Leadership Training (PKA) is training for ASN Echelon III which aims to improve leadership performance competencies. Based on the Decree of the Head of the Financial Education and Training Agency (BPPK) No. 82 of 2020, BPPK can conduct distance training as an alternative to learning. This study aims to analyze the implementation of remote PKA policies at the Ministry of Finance. The research method used is quasi-experimental. Collecting data through distributing questionnaires to 26 training participant respondents from various regions (different time zones), then analyzed inductively. The results show that online learning methods make the learning process more productive because learning activities are varied and documented, time and place are flexible, budget allocations are much lower than offline learning. However, there were also several weaknesses, including the lack of social interaction between participants, interference that could occur due to unstable internet networks, and participants feeling tired because they had to sit and stare at a computer screen for a long time. Research recommendations are to improve the quality of the internet network, have independent study and assign assignments before online learning, include case study material as discussion material, and add learning material in the form of videos (not just documents). Berdasarkan Keputusan Kepala Badan Pendidikan dan Pelatihan Keuangan (BPPK) Nomor KEP-82/PP/2020, BPPK dapat melakukan pelatihan jarak jauh sebagai alternatif pembelajaran. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan PKA secara jarak jauh di Kementerian Keuangan. Metode penelitian yang digunakan adalah quasi eksperimen. Pengumpulan data melalui pembagian kuesioner kepada 26 responden peserta PKA dari berbagai daerah (zona waktu berbeda), kemudian dianalisis secara logika-induktif. Hasil penelitian menunjukkan bahwa metode pembelajaran daring membuat proses belajar lebih produktif karena kegiatan belajarnya bervariasi dan terdokumentasi, waktu dan tempat yang fleksibel, alokasi anggaran jauh lebih rendah dibandingkan pembelajaran tatap muka. Akan tetapi terdapat juga beberapa kelemahan antara lain minimnya interaksi sosial antar peserta, gangguan yang bisa terjadi akibat tidak stabilnya jaringan internet, serta peserta merasa lelah karena harus duduk dan menatap layar komputer dalam waktu lama. Investment and labor are factors that affect the economic growth of a region. Economic growth is measured by Gross Regional Domestic Product (GRDP). The purpose of this study is to explain the effect of investment in the mining sector and the labor force participation rate on the GRDP of South Kalimantan. This study employs a quantitative approach with secondary data on macroeconomic indicators obtained from the Central Statistics Agency of South Kalimantan. The data used is panel data which is a combination of time series data with cross-section data. The estimation results of the Fixed Effect Model show that foreign investment, domestic investment, and the level of labor force participation simultaneously have a significant effect on economic growth in South Kalimantan. Partially, foreign investment on mining sector has a negative and insignificant effect; domestic investment on mining sector has a positive and significant effect, and Labor Force Participation Rate has a negative and significant effect on economic growth in South Kalimantan

Angka Kematian Ibu (AKI) masih menjadi masalah besar dan perlu mendapatkan perhatian yang serius di Indonesia dan termasuk juga di Provinsi Sumatera Barat. Tujuan penelitian adalah menggambarkan permasalahan dalam penurunan AKI dan merumuskan alternatif strategi kebijakan dalam upaya penurunannya. Penelitian dengan menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan observasi. Hasil penelitian mengungkapkan bahwa beberapa permasalahan dalam upaya penurunan AKI adalah belum memadainya ketersediaan akses pelayanan kesehatan ibu dan anak, dan permasalahan sosial budaya dan ekonomi masyarakat dalam pemanfaatan layanan kesehatan ibu dan anak. Dalam upaya penurunan AKI ada beberapa  alternatif strategi kebijakan yaitu strategi peningkatan ketersediaan dan mutu penanganan kesehatan ibu di fasilitas pelayanan kesehatan serta penguatan rujukan persalinan, penguatan kapasitas sumber daya kesehatan  yang mempunyai kompetensi, peningkatan cakupan pelayanan kesehatan ibu yang lebih menitikberatkan promotif dan preventif dan optimalisasi  pemberdayaan masyarakat.

Penilaian Kebutuhan Peningkatan Kompetensi Bagi Pemangku Jabatan Fungsional Tertentu 对某些职能职能参与者的需求评估

JFT is required to be able to produce scientific papers to support the Credit Score (AK). However, scientific papers produced are still relatively minimal, due to the lack of competence in writing scientific papers. The purpose of this study is to analyze the needs in writing scientific papers by JFT in East Kalimantan Province. This type of research is quantitative with data collection techniques through surveys using an online questionnaire. The research respondents consisted of lecturers, widyaiswara, and researchers. Data were analyzed descriptively using a frequency table. 24.2% of respondents stated that the biggest obstacle in scientific writing is the preparation of design research, preparation of research instruments (21.1%), determining research method (27.6%), the collection and data processing (12.7%), and conducting data analysis and drawing conclusions (8.3%). The need for developing scientific writing capacity for JFT is a competency-based training and hands-on practice, building a scientific writing innovation, and utilizing writings from senior researchers how to write a scientific journal. Kebutuhan pengembangan kapasitas menulis ilmiah bagi JFT dalam penelitian ini adalah pelatihan berbasis kompetensi dan praktik langsung (dibantu oleh mentor yang kompeten dan berpengalaman), membangun budaya inovasi penulisan (penelitian) ilmiah, serta memanfaatkan tulisan/jurnal dari peneliti senior tentang tahapan penelitian dan tata-cara penulisan jurnal ilmiah. Kebijakan Pembiayaan Kesehatan terhadap Masyarakat Miskin dalam Pencapaian Universal Health Coverage di Kabupaten Banjar 在班贾尔区实现普遍健康保护的穷人健康融资政策

Achievement of Universal Health Coverage (UHC) is achieved through the participation of JKN - Health BPJS by all Indonesians. Not all poor people were the premium assistance beneficiary, while since 2020 regional health insurance was abolished. The study aims to determine the UHC achievements of the governments, particularly in health financing for the poor. This research uses an Analytic-qualitative approach with the cross-sectional method and was conducted in 2019. Data collection through in-depth interviews with purposive sampling at the Regional Public Health Office, Regional Planning and Development Office, and Social Service in Banjar Regency. The stages for Analysis consist of data reduction, presentation, and data collection. Banjar Regency government involves CSR at TKPKD forum to cover health financing for the poor and underprivileged outside the premium assistance beneficiary, but there were gaps in the unified database synchronization, which can be an obstacle in projecting the health financing and budgeting. The government needs to increase the premium assistance beneficiary quota. The mid-income people or people who can afford health insurance should join the independent universal healthcare participants, so that premium assistance beneficiary is designated only for the poor. Coordination across sectors and programs must be integrated into SLRT. Keywords: Financial Policy, Health Financing, Universal Health Coverage, JKN-BPJS. Masyarakat miskin dan tidak mampu yang didaftarkan oleh pemerintah daerah berdasarkan Basis Data Terpadu (BDT), dibayarkan oleh pemerintah daerah sebagai peserta Penerima Bantuan Iuran (PBI). Namun tidak semua masyarakat miskin dan tidak mampu masuk dalam daftar PBI. Disamping itu, di tahun 2020 kebijakan jaminan kesehatan daerah (Jamkesda) telah dihapus, sehingga masyarakat miskin bukan PBI tidak dapat lagi memperoleh bantuan pembiayaan kesehatan dari pemerintah. Penelitian ini dilakukan di Kabupaten Banjar untuk mengetahui langkah yang diambil oleh pemerintah daerah dalam menuju pencapaian UHC, yang diutamakan pada kebijakan pembiayaan kesehatan terhadap masyarakat miskin dan tidak mampu. Penelitian ini bersifat analitik dengan desain cross sectional, dilaksanakan pada pertengahan tahun 2019. Metode penelitian secara kualitatif. Pengumpulan data secara indepth interview. Informan penelitian adalah pemerintah daerah yang ditentukan secara purposive sampling, dari Dinas Kesehatan Kabupaten Banjar, Bappeda Kabupaten Banjar, dan Dinas Sosial Kabupaten Banjar.
