Balancing Security and Growth in ASEAN: Malaysia's Strategic Trade Governance and Regional Perspectives 平衡东盟的安全与增长:马来西亚的战略性贸易治理和区域视角

This study examines strategic trade governance in ASEAN through the lens of Malaysia's Strategic Trade Act 2010, which serves as a model for balancing economic development with international nonproliferation obligations. Using a qualitative case study and comparative policy analysis, the research assesses legal frameworks, digital systems, and enforcement mechanisms across four ASEAN countries: Singapore, the Philippines, Thailand, and the Lao PDR. Malaysia's adoption of the ePermit STA system and the Strategic Items List 2025 underscores its commitment to safeguarding national security and strengthening compliance. The analysis reveals disparities in permit classification, end-user verification, and the capacity of small- and medium-sized enterprises. Challenges such as institutional fragmentation, digital infrastructure gaps, and geopolitical pressures continue to hinder regional coherence. The findings support the need for harmonized control lists, interoperable digital platforms, and enhanced regional coordination. While grounded in Malaysia's experience, the study offers policy-relevant insights that are transferable across ASEAN's strategic trade landscape.

This study investigates the role of policy entrepreneurs in driving food security policy changes in Indonesia through the Sustainable Food Yard (P2L) program in Bone and Maros districts. It focuses on resource exchange among Women Farmers Groups (KWT), extension workers, and local government bureaucrats to reveal how strategic collaboration and resource mobilization shape effective implementation. Using a qualitative case study approach, data were gathered via interviews, observations, focus groups, and document analysis. Thematic analysis identifies key actors, implementation dynamics, and enabling and inhibiting factors. Findings show that while bureaucrats and extension workers serve as policy entrepreneurs—exercising discretion and forming informal networks—progress is hindered by centralized governance, bureaucratic complexity, and limited external funding. Successful KWTs rely on organizational strength, local innovations, and continued technical assistance. The findings highlight the need for reforming resource exchange mechanisms, building institutional capacity, and fostering multi-stakeholder collaboration to support sustainable, community-based food security policy.

This study examines the impact of central government pressure on local government in China, focusing on the adoption of sustainability-oriented approach water infrastructure. It also explores how public-private partnerships (PPPs) in the water sector evolve in response to policy shifts toward sustainability. Initially, PPPs were established to address fiscal constraints and meet infrastructure demands, serving as key drivers of economic growth. However, the Chinese government has recently begun to incorporate ecological considerations into these partnerships. This study explores the factors that motivate local governments to adopt a sustainability perspective in urban development, analyzing the economic, social, and environmental dimensions involved. Focusing on Guangdong and Shandong—two provinces that have actively implemented water PPPs—this paper reveals how local officials have responded to changing evaluation criteria and environmental mandates. Through a comparative analysis, the study reveals that local governments interpret and implement central directives in diverse ways.
