Managerial and Policy Efficiency Evaluation of Public-Funded Performing Arts: The Case of Opera Houses 公共资助表演艺术的管理和政策效率评价:以歌剧院为例

Abstract Exploring sources of inefficiency is an important issue for opera houses that are publicly regulated and run chiefly via public funding. Using data from German and Italian opera houses, in this article we use an approach based on data envelopment analysis (DEA) methodology to evaluate internal managerial efficiency and efficiency ascribable to the environment in which opera houses work. Further, we investigate productivity growth by building a convenient decomposition of the Malmquist index. The approach adopted could support managers of cultural organizations and cultural policy makers in discerning sources of inefficiency.

Abstract Noting the unique challenges facing arts and culture in rural and regional Australia, this article takes the Central Queensland Regional Arts Services Network (CQRASN) as a case study to examine the role of universities in supporting the regional arts sector. Previous research acknowledges the contributions of universities to the arts sector through evaluation, innovation and knowledge transfer. This case study enables exploration of a different model of university and arts sector interaction. This article discusses the role and limitations of CQRASN in managing a regional cultural network and outlines future considerations for universities in strengthening the regional arts sector.

Regulation or Reputation? Evidence from the Art Market 监管还是声誉?来自艺术市场的证据

Abstract This article investigates the role of regulation and reputation in the art trade. We look at attribution issues in the auction market, and in France in particular, where both regulatory and reputational mechanisms have been implemented. More specifically, we focus on the Marcus Decree—a pioneering decree that regulates the authentication process of artworks in France since 1981—and the self-regulated authentication systems developed by international top-tier auction houses. Our findings suggest that the implementation of the decree did neither significantly strengthen the market for autograph and non-autograph works, nor radically modify the landscape of attributions in France, whereas similar but stronger trends in prices and volumes are found in reputational markets (UK, US). We also attribute the moderate effects of the Marcus decree to the size and relative depth of the French art market, the concomitant globalization of the art trade and the development of technical art history, compliance mechanisms and legal compliance costs. Our results are supported by empirical evidence from a data set composed of 15th- and 16th-century Flemish paintings auctioned between 1972 and 2015 in a regulated market (FR), but also in reputational markets (UK, US, and other European countries).

Leisure, Culture and Territory: A Social Cartography in Two Suburbs of Belo Horizonte, Brazil 休闲、文化和地域:巴西贝洛奥里藏特两个郊区的社会地图

Abstract The objective of this study was to investigate the articulation among leisure, culture and territory in the urban contexts of the suburbs, through the social and affective bonds that people establish with the place where they live, work and enjoy leisure. The focus of this analysis is the appropriation of leisure by people who work and attend events at cultural associations that are recognized as “Culture Point” in Belo Horizonte, which is the capital of the state of Minas Gerais, in Brazil. The methodology had a qualitative approach and included bibliographic and field research in two neighborhoods in the outskirts of that city, which included observations and interviews with eight people connected with the two cultural associations surveyed. The results were organized through the discussion of four categories: Territory Identity, Collective Memory, Sense of Place (Belonging) and Community Leisure. The survey showed that leisure and culture play a crucial role in connecting human beings with the territory. In this context, each social subject expresses, both consciously and unconsciously, their subjectivity in close relationship with the peripheral areas in which they live.

How Strategic Engagement is Influenced by Personal Values: Insights from Arts Board Directors 个人价值观如何影响战略参与:来自艺术董事会董事的见解

Abstract This study addresses a gap in board director research by investigating how individual personal values influence board strategic engagement. The nature of board directors’ strategic engagement was examined qualitatively, using 65 in-depth interviews, content analysis, board meeting observations and board workshops. Using an interpretative lens, four differing individual personal characteristics were identified and labeled: ‘mission-driven’, ‘commanding’, ‘shape-shifting’, and ‘community-minded’. These concepts coincided with theory of personal value theory, used in previous studies linking managers (but not board directors) to behaviors. Practical implications provide insights into attracting, retaining and developing an appropriate mix of directors to enhance nonprofit board strategic engagement, boosting performance.

Abstract Museums constantly face challenges from the ever-changing political, economic, technological, and social environment. One such challenge is to thrive despite the difficult economic climate and decreased public funding. This difficulty pressures museums to develop stronger engagement with the corporate sector. Consequently, such tendencies have sparked discussion as to the ethics of the corporations’ involvement and with whom museums should cooperate. Ethics has become a focal point of museum funding. This paper investigates, based on the data from questionnaires and interviews with museum professionals, this emerging topic and explores the role of ethics among museums using the Czech museum sector sample.

Our research question is why the occupational commitment of the artistic precariat survives an external shock like the Covid-19 shutdown. We combined quantitative and qualitative survey data among performing artists in Norway (N = 607) one year into the pandemic. Innovation and portfolio management took place in tandem with intense identity work. The perception of “otherness” reinforced overall artist identity and thereby sustained occupational commitment. Any excess supply of practitioners in the sector seems to some degree disconnected from the actual economic conditions.
