ABSTRACT The COVID-19 pandemic and its aftermath have affected the lives and livelihoods of women around the world and their economic impacts are having a regressive effect on gender equality (Madgavkar et al., 2020). Consequently, the gender gap between men and women that has been amplified by the pandemic is not expected to close for another 136 years (Armstrong, 2021). As President of the World Society of Victimology, I am pleased to provide this forward to the special issue. The World Society of Victimology is dedicated to improving the plight of victims of crime and the abuse of power around the globe. These issues are linked to the global fight for gender equality.

ABSTRACT Our introduction to this special issue explains the background of the UN Commission on the Status of Women (CSW) and the civil society panels in which these articles were originally presented during CSW66. The articles included are all examples of international feminist criminology, They analyze national and global issues related to women in prison, women in the judiciary and policing, women activists and women victims/survivors of sexual and gender-based violence. Our effort in editing this special issue is to connect academic research to the work of United Nations policymakers.

Women’s equal representation in the higher judiciary: a case for judicial diversity in India 女性在高等司法机构中的平等代表权:印度司法多元化的案例

ABSTRACT Diversity is an inherent feature of democratic nations. However, in many democracies such as India, the judiciary does not reflect the rich diversity of the country. Most judges in the Supreme Court and High Courts in India are cis-gender, upper-caste men. This homogenises the perspective on law and justice. Women judges and lawyers are faced with structural barriers such as gender stereotypes, discrimination, harassment, and insufficient institutional and infrastructural support. Additionally, caste, class, sexuality, and religious identity are some factors that create multiple axes of oppression to contend with. Through a critical examination of various feminist lenses, we highlight the systemic and implicit biases that lead to disproportionately low numbers of women judges. We then recommend institutional reforms that could facilitate the creation of a more diverse higher judiciary in India.

ABSTRACT This research traces activism over the last 30 years against sexual and gender-based violence with a focus on survivors’ and advocates’ narratives in Egypt. We argue that several focusing events in Egypt and the support of transnational advocacy networks over the last decades have galvanised the efforts of activists and citizens of good will to mobilise around these issues. Egyptian feminist mobilisation during the pandemic brought to the public sphere the untold stories of the forms of violence that occurred through online and social media platforms. While social media and other online tools hold the promise of becoming “a new public sphere” for social movements, the current political atmosphere still has low tolerance for dissent both offline and online. However, the new generation of feminist activists have showed strength in facing difficult social and political challenges which gives hope for future social movement mobilisation on the horizon.

ABSTRACT In 2006, Brazil’s domestic violence legislation came into force and, among other innovations, established specialised courts to deal with criminal offences committed against women in the domestic context. This legislation has been referred to by United Nations (UN) entities as a global model, particularly for the creation of such courts, which are structured to work within a multidisciplinary approach and in tandem with a network of services to support and protect victims against further violence. More recently, though, UN Women has acknowledged some limitations in their workings, particularly linked to the lack of coordination between agencies and of trained personnel. This article is aimed at supporting and illustrating such concerns. It draws on a larger empirical study to showcase how victims’ experiences of secondary victimisation are linked to judges’ focus on the criminal aspects of the Maria da Penha Law and to their lack of expertise in gender issues.

An equity-first policy for women police around the world: strategies for change 世界各地女警察的公平优先政策:变革战略

ABSTRACT Feminist scholars have debated the issue of integration and specialising of women in policing. Whether using a ‘Western’ definition of integration, gender-segregated units, or specialised policing for women, research reveals that within all nations, women experience barriers to hiring and promotion and are disadvantaged, discriminated, or marginalised, within the male dominated organisation. In this article, we argue that equity must be achieved before women police are to obtain equality in the workforce. We examine different models of gender in policing around the world including an equality model, an equity model, a hybrid model, and a cultural-specific model. Our findings suggest that no nation has made policing a gender equal institution. We have thus proposed a two-stage gender policy in line with the United Nations’ Sustainable Development Goals that allows equity to come first to create an equal platform for women in policing, following which gender equality may be achievable.
