Working Hard or Hardly Working? Who are Canada’s Working Poor? 努力工作还是几乎不工作?加拿大的贫困劳动者是谁?

ABSTRACT Working poverty in Canada is shrouded in mystery and misconception due to the little attention given to this area in research and policy-making. We performed an analysis of working poverty in Canada by using data from the Canadian Income Survey and conducted a binomial logistic regression to discuss the general profile of the working poor and the determinants of working poverty. We found that the working poor have high rates of post-secondary education and worked full-time hours. Moreover, being an immigrant, a single-earner (e.g., unattached individual, lone-parent family, single-earning household), and being self-employed were determinants of working poverty.

ABSTRACT We aimed to identify whether single mother in poverty is a risk factor for household food insecurity, anxiety, and poor quality of life and whether extreme poverty modifies this association. The study included 545 pregnant women or mothers with a monthly per capita income less than half the minimum wage. Single mother is associated with anxiety and poor quality of life in the psychological, physical, and social relationship domains, compared to mothers with a partner. Single mothers in the situation of extreme poverty had higher odds of having trait anxiety and a lower quality of life in the psychological domain.

Economic Wellbeing Index – Developing an Inclusive Measure of Wellbeing and Poverty among Persons with Disabilities 经济福祉指数——制定残疾人福祉和贫困的包容性衡量标准

ABSTRACT Economic Wellbeing Index (EWI) builds upon poverty measurement by shifting the unit of measurement to the individual and accounting for the barriers to wellbeing faced by persons with disabilities. Surveying Multidimensional Poverty Index (MPI) of Pakistan and EWI reveals that the measures were less likely to agree when the respondent was a person with disability. The discrepancy suggests that MPI may be susceptible to understating individual poverty faced by persons with disability. We conclude that further research is required to improve the veracity of EWI, and suggest that EWI could also help capture individual poverty faced by other marginalized groups.

ABSTRACT While California has the biggest number of SNAP recipients in the nation, participation rates are far lower than the average national participation rates. This study shows that California presents a playbook of how SNAP participation rates are suppressed due to a unique combination of factors including, the high administrative cost per case, obstacles facing senior citizens, the enduring legacy of the negative cultural and political sentiments toward immigrants and welfare recipients, as well as the application of restrictive SNAP policies such as fingerprinting SNAP applicants and banning convicted drug felons from participation.

“Bottom of the Pile”: Health Behaviors within the Context of In-work Poverty in North East England “底层”:英格兰东北部工作贫困背景下的健康行为

ABSTRACT In-work poverty (IWP), a growing problem in the United Kingdom, describes being in employment but having financial resources close to thresholds associated with poverty. IWP is associated with poorer health behaviors. We examined why people experiencing IWP may exhibit poorer health behaviors. Experiences of six individuals with whole-household IWP in North East England, were elicited using inductive reflexive thematic analysis with semi-structured interviews. Three themes were generated, showing that IWP impacted on the adoption of healthy behaviors, resulting in an obesogenic environment, particularly for single parents. IWP is a socioeconomic health disparity requiring further exploration.

ABSTRACT Poverty simulations are interactive experiences that simulate the challenges of poverty. We conducted a pre-experimental study to examine the impact of the Community Action Poverty Simulation (CAPS) on participants’ attitudes toward poverty and multiculturalism. We surveyed participants’ attitudes immediately after the simulation and three months later. Participants (N = 119) reported statistically significantly improved attitudes toward the stigma and structural perspectives of poverty, as well as multicultural actions before and immediately after the CAPS. Participants (n = 52) also reported significantly improved attitudes toward the stigma of poverty three months after the CAPS compared to before and immediately after.

The Impact of Married Women’s Labor Market Participation on Poverty during the Great Recession 大萧条时期已婚妇女劳动力市场参与对贫困的影响

ABSTRACT This study investigates to what extent a working wife helped her family escape poverty and how this function developed during the great recession, based on analyses using the Survey of Income and Program Participation (SIPP) data. I use an extension of the standard Blinder-Oaxaca decomposition framework that decomposes the working wife’s effect on the proportion of families below poverty. I found that wife’s earnings reduced the average family poverty level by around 10 percentage points during the great recession but by over 30 percentage points for families with unemployed husbands.

ABSTRACT This study examines the impact of microcredit on time allocation outcomes for men and women in order to understand the relationship between microcredit and women’s empowerment. We find little evidence of a link between microcredit and women’s empowerment as women continue to spend most of their time in wage and non-market work; being part of a credit group fails to change this reality. On the other hand, men in the participating households have succeeded in reallocating their work hours toward self-employment, suggesting that, though the program is targeted at women, its real beneficiaries are men.

ABSTRACT Despite great loss in gathering and consumption of traditional foods among Indigenous communities, there is great hope for reclaiming and preserving knowledge. The Restoring Shoshone Ancestral Food Gathering (RSAFG) is a community group leading grassroots efforts on the Wind River reservation to reclaim Shoshone ancestral foods and promote food sovereignty. The story of the RSAFG promotes equitable, decolonized, and community empowered methods of reclaiming Indigenous foods by sharing three of RSAFG’s acts of decolonization: 1) enacting treaty rights through gathering traditional plants, 2) demanding equitable partnerships in community-based research, and 3) sharing the story through radical authorship via layered narratives. Basic Income Policy of Korea 韩国的基本收入政策

ABSTRACT Basic income, defined as a periodic cash payment delivered unconditionally to all citizens, has become a controversial issue in some countries. It aims to alleviate poverty. This paper describes the experiments of the basic income policy conducted in Finland and Canada. Then it describes the Young Adults Dividends program in Seongnam City in South Korea. Although the program in Seongnam City does not show apparent evidence of having a positive impact on employment, it has been successful in relieving the burden of high living expenses for young citizens. This paper derives policy implications from the experience of South Korea.
