Abstract This theoretical essay presents an overview of the field of political theology as an important part of political philosophy, demonstrates its relevance in the current Brazilian social and political scenario, and problematizes its intersections to the Collective Health field. In the first part, we explore the theological-political thoughts from key thinkers of this area, such as Saint Augustine, Giorgio Agamben, Karl Marx, Enrique Dussel, and Boaventura de Souza Santos. In the light of these authors, in the second part of this article, we describe the emergence of political-theologies in the Brazilian political scenario and sociocultural dynamics, manifested among evangelical groups during the COVID-19 pandemic. This pandemic situation shed light on many contradictions of Brazilian society and evidenced controversies between two lines of divergent evangelical political theologies: the conservative/antidemocratic and the progressive ones. The re-emergence of these political theologies holds relevant effects regarding the responses of social groups and actions of power in the face of public health problems, which deserve greater attention of the Collective Health field. They influence the spheres of power and sociocultural dynamics in terms of health-disease-care, contributing with collective protection measures and/or encouraging risky, negligent and denialist postures. We conclude by problematizing epistemological contributions to a renewed production of knowledge-action regarding the interface between political theology and Collective Health.

Abstract Brazilian public policies approach the international paradigm of interaction between training and health systems advocating for a general medical training, linked to the population’s epidemiological profile, and reverberating on teaching work. This work sought to analyze perceptions about teaching and professional perspectives of professors of the medicine course at a federal university. This is a descriptive study with a qualitative approach, with a questionnaire, documentary and bibliographic research, and analysis from the perspective of hermeneutics-dialectic. From the results, four categories of analysis were constructed that describe the teaching work from the perspective of its actors: training markers for teaching (the repertoire of knowledge of teaching practice is experiential); imaginaries attributed to teaching (conflict with the ideal image previously conceived); confrontations in the teaching routine (the generalist training recommended has less social recognition); teaching and its horizon (search for greater qualification). The investments - personal and institutional - have not been sufficient in face of aspects that generate dissatisfaction and the perception of unpreparedness of teachers in the daily routine of medical training, denouncing a certain discomfort among professors. It can be said that the teaching work is fundamental for the change in training, and that the perception of the actors of a concrete experience points out deficits in pedagogical training and in permanent education.

Abstract This study seeks to investigate the care institutions for people with disabilities in São Paulo State and analyze the admission of children and adolescents to these services. This is a qualitative descriptive study with a cross-sectional sample. In its first stage, this study mapped the institutions in different free-access registers of public and contracted services, tied to federal, state, or municipal management in the areas of childhood, social assistance, and health. In its second step, data were collected by reading the medical records of a specific institution. As a result, this study points to the lack of a single typification or specific regulation, the absence of deinstitutionalization practices, and the lack of coordination with the intersectoral network. Results also show that the recurrent institutionalization of children and adolescents in these institutions and describes the characteristics of this practice: the occurrence of transinstitutionalization, hospitalizations via judicial determination, and lack or precariousness of territorial services and intersectoral actions. Finally, this research points to the need for implementing substitutive networks and developing intersectoral actions of care for children and adolescents and highlights the key relevance of further developing knowledge about the institutionalized population.

Abstract This article analyzes how the main public policies on Brazilian women’s health, since 2000, define and characterize their target group. Marking an articulation between different sets of agents, disciplinary fields, and government technologies, public policies operate by representing and conforming the subject to whom they are intended. In women’s health field, this process is also made possible by modulating sex and gender, specifically reiterating codes responsible for designating the “nature” of women. This is a documentary research conducted via the anthropological perspective of documents analysis, which investigated the documentary pieces of the Política Nacional de Atenção Integral à Saúde da Mulher (2004) and Rede Cegonha (2011) and related documents. The themes of fertility and reproduction have been persistent in the set of actions in women’s health, making up the core areas that concentrate state efforts and funds. The woman embraced by health policies has greater chances of accessing her citizenship rights from her role as a potential reproducer. The complex construction of a subject of rights is identified, even when this construction was imbued with a certain emancipatory ideology, in the interstices of the State.

Abstract The insertion of Bolivian immigrants in subcontracting circuits from the clothing industry and their living and working conditions became determining aspects of their visibility in the municipality of São Paulo, marking their entry into local political agendas. Considering the polysemy of the notion of vulnerability, the main objective of this study is to analyze aspects of the “vulnerabilities” of Bolivian immigration, which are visibly inscribed in political-institutional, epidemiological, and relational/procedural contexts. As a method of analysis, this study is based on the systematization of data from multiple sources and shows relations between the incorporation of immigrants in local policies, mortality data, and ethnographic reports on trajectories, presence in the city space, and identity processes, especially based on the action of Bolivian women and their organization in networks and collectives. We found aspects that reinforce and define patterns of vulnerability associated with certain attributes of this population. On the other hand, we observed survival strategies as mechanisms of collective resistance and re-signification of their ways of life in the city.

Resumo Vista como um sério problema de saúde pública em diferentes localidades, a hanseníase é marcada por tabus e carregada de estigmas. É uma doença negligenciada e constituída por diversas explicações ao longo da história, que atualizam marcas vivas do passado, inclusive na implementação de políticas públicas. As conferências de saúde são espaços de participação da sociedade na definição de políticas, com o objetivo de impactar o plano de cuidado de diferentes enfermidades. O objetivo deste artigo é compreender a relevância e as perspectivas apontadas às políticas públicas para a atenção às pessoas acometidas por hanseníase presentes nas etapas municipal, estadual e nacional da 16ª Conferência Nacional de Saúde. Trata-se de uma pesquisa documental baseada nos relatórios finais e na esteira do processo ascendente da 16ª Conferência Nacional de Saúde. Os resultados demonstram a falta de visibilidade da hanseníase nos relatórios das etapas municipal e estadual da conferência e, na etapa nacional, o registro tem dupla ênfase, produzir visibilidade sobre a doença e seu contexto, reivindicando atualizar a mobilização social em torno dela e ações de educação permanente voltadas aos trabalhadores.

Resumo Este trabalho objetiva demonstrar a dimensão política do diagnóstico das formas de sofrimento psíquico, a partir da crítica da racionalidade neoliberal. A metodologia utilizada foi o trabalho de um conceito através de revisão de bibliografias, principalmente da Psicopatologia e Teoria Social. Historicamente, o tratamento clínico e social dado aos sujeitos que apresentam algum tipo de sofrimento psíquico se relaciona com a cultura de cada época e com a forma vigente de se exercer o poder. Na modernidade, o paradigma psiquiátrico acerca das doenças mentais segue a lógica do dispositivo saber-poder biomédico, que, dentro da lógica neoliberal individualizante, responsabiliza cada sujeito por seu adoecimento e tem como máxima o autoaprimoramento, não a cura. Nesse sentido, as categorias diagnósticas de nossa época servem muito mais para capturar as formas hegemônicas de mal-estar e traduzir em uma gramática passível de normalização do que para expressar a natureza de uma doença mental. Tal hipótese tem imenso peso político, visto que uma razão diagnóstica totalizante corrobora para o esgotamento da capacidade de enfrentar conflitos, contradições e reinvenções, o que gera um cenário de dificuldades para lidar com a alteridade e com as contingências próprias da vida, que acabam sendo patologizadas.

Abstract This article aimed to carry out a scoping review of the literature to understand the formal experiences of social participation that have been developed in the context of the Brazilian Primary Health Care (PHC), since the creation of the Brazilian National Health System (SUS) until November 2020. The databases LILACS, PubMed, PsycINFO, and Sociological Abstracts were searched, and 20 articles were included that described the social participation in the context of PHC. The results found were discussed regarding the profile of the participants and the competence to participate, the process of participation and the building of participatory actions, and the centrality of permanent education as a way to strengthen social participation in health. The research revealed distinct experiences of social participation developed in the territories where the PHC operates, highlighting the difficulties faced in the process of implementing the Local Health Councils (LHC). Thus, it is understood that strengthening the PHC, especially the Family Health Strategy (FHS) model, involves, in a dialectical way, the construction and the qualification of participatory spaces, which would result in a central strategy to defend the SUS at this time of resurgence of democratic relations in Brazil.

Gonçalves","doi":"10.1590/s0104-12902023220121en","DOIUrl":"https://doi.org/10.1590/s0104-12902023220121en","url":null,"abstract":"Abstract This article aimed to carry out a scoping review of the literature to understand the formal experiences of social participation that have been developed in the context of the Brazilian Primary Health Care (PHC), since the creation of the Brazilian National Health System (SUS) until November 2020. The databases LILACS, PubMed, PsycINFO, and Sociological Abstracts were searched, and 20 articles were included that described the social participation in the context of PHC. The results found were discussed regarding the profile of the participants and the competence to participate, the process of participation and the building of participatory actions, and the centrality of permanent education as a way to strengthen social participation in health. The research revealed distinct experiences of social participation developed in the territories where the PHC operates, highlighting the difficulties faced in the process of implementing the Local Health Councils (LHC). Abstract People with Disabilities (PWD) experience profound inequalities both social and in the access to health. The Care Network for Persons with Disabilities (Rede de Cuidados à Pessoa com Deficiência, RCPD) was established in 2012, with the goal of improving this access in an equitable and equal manner. This article aims to analyze the implementation and constraints of the implementation and the conditionings of the RCPD in the health region of São José do Rio Preto. This is an exploratory case study, of qualitative and quantitative approach, anchored in the instrumental of public policy analysis. The dimensions of policy, organization, and structure guided the analysis of results. Interviews were conducted with 37 key players from management, providers, and society. The Ministry of Health is considered the protagonist in defining policy and transferring financial resources. The state agency is the service provider and conciliator of municipal demands by the RCPD leading group. The lack of an assistance regulation system is an obstacle to the network organization. Contracted services decide who will have access to care, not respecting agreed flows. The structure of rehabilitation services, with the exception of the Specialized Rehabilitation Center, was not guided by health needs but by the existence of services in the territory. Barriers to guaranteeing the right to health are evident, perpetuating the inequalities experienced by the PWD.

Abstract The social distancing brought about by the COVID-19 pandemic sped up a process that was already underway: the emergence of the platform economy. One of the applications present in this process was for the delivery of food by motorbike couriers, causing a radical transformation of working conditions that requires investigation. The objective of this study was to discuss those conditions and the risks that they pose to the health of workers. A group of 14 food delivery couriers were interviewed and their statements were recorded and transcribed for thematic analysis, resulting in two main findings: precarious employment conditions and health vulnerabilities. The platform promises independence and autonomy regarding work, but at the same time creates insecurity, failing to ensure work protection or financial stability, as it does not guarantee working conditions. On the other hand, such precarious work generates health risks. This situation requires a discussion on the legal protection of the labor rights and health protection of these workers.
