Developer-Led Bus Services in Greenfield Areas – Characteristics and Opportunities 绿地地区开发商主导的公交服务——特点和机遇

ABSTRACT Residents in new greenfield suburbs on the urban fringe often experience long delays in public transport provision leading to some developers choosing to fund and coordinate bus services themselves. This article reports on an investigation into this trend in Australia which uncovered ten such services which mostly offered direct connection to the nearest train station during peak periods. These were provided to improve the attractiveness and amenity of the estate. While such services are useful for early transport options, they are temporary and fairly limited and should be seen as a pathway to more comprehensive state-funded bus services.

Best Practice Design and Planning Guidelines for Family-Friendly Apartments 家庭友好型公寓的最佳实践设计和规划指南

ABSTRACT In the context of planning moves to densify Australian cities, an apartment building boom attracting many families with children, and a regulatory regime which ignored the design challenges posed by this cohort, a mismatch has emerged between apartment design policy and the needs of families. This paper reports on research exploring how Australia and other countries transitioning to high-density living could provide more child-friendly apartment design guidelines. The unmet needs of families in apartments highlighted in the international literature was synthesised with international good-practice to inform recommendations for family-friendly apartment design guidelines. These best-practice recommendations have Australian and international application.

ABSTRACT The COVID-19 outbreak in Australia led to a period of economic crisis. In response, Commonwealth and State Governments targeted the construction sector for concentrated economic stimulation. Planning systems, and their reform, were identified as levers to stimulate economic activity. This paper explores early COVID-19-initiated planning system reforms in New South Wales and Western Australia. It explores key reforms in each state and provides a comparative analysis of reform objectives, the influence of key stakeholders, reform innovations and possibilities for future reform. COVID-19-induced reforms emerge as both the continuation of the long-term reform agenda and reactionary interventions to immediate economic challenges.

ABSTRACT In Australia, COVID-19 has accelerated the reliance on resiliency as a tool of post-pandemic urban recovery. We draw on critical literature on resilience to examine its use in proposals for urban agriculture in cities after COVID-19. Crucially, we situate the pandemic in a longer history of settler-colonialism, and in the role of agriculture in the dispossession of Aboriginal and Torres Strait Islander peoples. We argue that the pandemic conditions which urban agriculture is currently operating within risks perpetuating urban colonial governmentality. This paper calls for a rethinking of urban agriculture for future cities by radically disrupting the foundational colonial logics of urban spatiality.

that universities, governments, and private enterprises should collaborate on the delivery of urban informatics. However, academia mustn’t be a place for governments and businesses to seek out in order to gain evidence that reinforces certain agendas. Instead, academics must play the role of arbiter and question these relationships to ensure the research is in favour of people, the environment, and the future, and not just for governments and business elites. A healthy sense of caution is necessary toward research that claims that using data on human subjects will help governments and businesses to succeed, even if it insinuates that broader society advances as well. We must remind ourselves who benefits from “urban informatics” and how it might impact the public in different ways.

DIY City: The Collective Power of Small Actions DIY城市:小行动的集体力量

of Jacobsian insights about street life, when Jacobs’ attention had turned to other topics. His work can be traced as an influence on such luminaries as Elizabeth Plater-Zyberk, Andres Duany and Jan Gehl. Holly, sensitive to the zeitgeist of the emerging environmental movement during the 1970s, was able to recognise how important this was to be, as well as realising and finding a passion for the preservation of open spaces on the fringes of cities. His advocacy around density cluster zoning land easements to preserve land and a whole variety of planning strategic and tactical mechanisms strike one as being remarkably prescient. When you think about the different disciplines that have influenced urban planning during the twentieth century you could easily list the utopianism of Howard, the biological influences of Patrick Geddes or the architectural approaches of Clarence Stein and Patrick Abercrombie as key. Holly, perhaps uniquely, brought to the discipline a business study-based understanding of organisations, a commitment to supporting the collective wisdom of the masses to make decisions about complex and emerging systems that were of collective benefit. As with any biography there is ample detail here, and some may be of less interest to a planning audience. These include details about Holly’s marriage, (notwithstanding that that inspired him to look at social spaces for children) genealogical details, details about his alma mater and his hobnobbing with a set of influential East Coast political and economic decision makers. Overall, through a series of short chapters Rein deftly picks apart this complicated person and all of his webs of influence. Many chapters of this book could easily be used in a planning history course to help students understand not only Holly himself but the different kinds of debates that circulated around planning during the late twentieth century. These include sprawl and density, planning as an expert-led subject, public participation, and land rights. Holly’s influence on planning can be seen as layers of an onion in which the innermost part clearly are his writing in the Social Life of Small Spaces and the New York plan. Towards the more outer layers are his sociological studies, his influence on other key thinkers and his networking ability, catalysing dialogues between figures like Jane Jacobs, the Rockefellers and the sociologist Herbert Gans.

This is the second special issue arising from the 10th State of Australasian Cities Conference (SOAC) hosted by a consortium of Melbourne-based universities: RMIT University, the University of Melbourne, Monash University and Swinburne University of Technology. The special issue series comes about through constructive collaboration between the Australasian Cities Research Network (ACRN), which auspices SOAC, the Analysis and Policy Observatory (APO) an open access evidence platform for public policy resources, and the Editorial Board of Urban Policy and Research which draws regularly on the work reported via SOAC. The two special issues arising from SOAC 2021 comprise the first formal collaboration between these leading venues for Australasian urban scholarship, a welcome advance as our communities of researchers grapple with the problems and questions of just urban transformation in an era of chronic disruption. Alongside invited keynote addresses, such as the Public City lecture, debates and commentaries, the research articles were selected through nomination to the SOAC Peter Harrison Memorial award which is supported by the Fekner School at the Australian National University and recognizes papers which are judged to make a distinctive contribution to knowledge and capacity for the ecologically sustainable development of Australasian cities and regions. The papers collectively presented in this special issue cover three interrelated themes: sustainable urban transport, urban living, urban greening and the intertwined need for planning practices that support decolonization. In turn, they each contribute a perspective on urban questions that is informed by, or is reflective of, notions of ‘the local’, and how this is co-constituted in relation to the SOAC 2021 theme of just transitions in the COVID recovery era and the social, spatial and economic consequences for equity and inclusion. The local scale is where many urban dwellers observe and experience the multiple effects of urban transitions and change. This is also the scale where international, national and state policies are translated into on-the-ground practices and are thus important sites for urban research practices in a context of unceded Indigenous land and dispossession. This local theme was not required nor demanded of the individual papers, rather this strongly emerged as a cross-cutting thematic link across divergent foci on transport, live ability, greening and Indigenous justice. The remainder of this overview discusses these connections in more detail.

ABSTRACT The COVID-19 pandemic has exacerbated challenges to infrastructures of care. This study explores failures in governance, material and communication infrastructures for public housing residents during a detention order in response to a COVID-19 outbreak in Melbourne, Australia. We illustrate these failures through analysis of selected publicly available sources. Failures presented glitches in the capacity for community infrastructures of care to continue to function and emerge during the detention. Findings highlight that future pandemic planning and public housing policy needs to attentively listen to affected communities and engage with trusted community infrastructures of care, providing care that sustains our future cities.
