This analysis uses a difference-in-differences approach to examine the impact of the Regional Cities Initiative (RCI) on economic development outcomes in counties that participated in the program relative to those that did not participate. The RCI was a place-based economic development program that was implemented in Indiana beginning in 2015. Through a competitive process, this program provided funding for projects meant to improve the quality of life in three regions of the state. The results indicate that participating counties had higher gross domestic product growth and higher employment growth than nonparticipating counties. There is limited evidence that the program had a positive impact on population growth. There were no discernable effects on house prices or earnings.

Economic development at the local level presents an intrinsic tension produced by competitive and cooperative dynamics. While empirical studies have identified drivers for collaboration at the local level, less is known about the scope of activities promoted by state-level agencies and the institutional mechanisms that state and local actors create to cooperate. This study exploits a unique data set created by the State of Iowa reporting the economic development agreements from 2007 to 2018. The findings illustrate how workforce development activities are the most prevalent activity while fiscal incentives are the least recurrent practice. In terms of institutional mechanisms, service contracts are used most frequently. Additionally, a state agency and nonprofit organization dyad is the most common collaboration, which highlights the role of state governments in shaping local economic development strategies. This exploration of mechanisms, activities, motivations, and duration contributes by improving theories of formal collaboration and intersectoral governance.

This research examines the effects of tax increment financing (TIF) on spatial inequality from 1990 to 2014 in Cook County, Illinois. The author explores the effects of TIF on real income and income distribution and examines whether the effects lead to a reduction in spatial inequality. To address the question of spatial inequality, dependent variables are constructed that assess the probability of TIF increasing upward mobility on the real income ladder and catching up with other areas. The results show beneficial distributional effects, but the effects are much attenuated when examining changes in the probability of moving up in the rankings, indicating that the effects of TIF are limited in reducing spatial inequality in the region.

Banks are one of the key drivers of economic development across communities. Banking deserts—defined by inadequate banking access—limit access to capital, inhibit wealth accumulation, and increase exposure to predatory lending. Banking desert formation could be profit-driven, with lower-income and less densely populated regions more likely to become banking deserts. Discrimination could also play a role here: banks may have less presence in areas with higher minority populations. The authors use a panel, census tract-level data set for the entire state of North Carolina to investigate how these forces impact banking access and banking desert formation. Panel methodologies are incorporated to investigate the extent to which profit and discrimination mechanisms each drive banking access and banking desert formation. Profit and discrimination mechanisms are shown to play roles, highlighting the need for policies that mitigate bank branch losses in underserved neighborhoods.

One of the economic development objectives of tax increment financing (TIF) is to increase business entries and decrease exits in designated areas. The authors use data on sales and use tax permit registrations in Iowa for two of the largest counties, Johnson and Polk, during the period 1990 through 2017 to estimate the effects of TIF on business establishments, entries, and exits. Using an event-study design, the analysis of pooled data suggests that TIF has no significant effect on total establishments or business entries, and significantly reduces business exits. TIF seems to increase establishments in Johnson County and to reduce business exits in Polk County. Of the industries examined, retail stands to benefit the most from TIF. The authors also find limited evidence of spatial spillover effects of TIF.
