Intellectual capital disclosure and its determinants in healthcare organisations – Evidence from Italy 医疗机构的知识资本披露及其决定因素——来自意大利的证据

PurposeThe present study aims to extend the knowledge of intellectual capital disclosure (ICD) disclosure practices in the Italian Healthcare Organisations (HCOs) context. The ultimate goal of the study is to provide fresh insight into the possible explanatory factors that may drive the extent of ICD provided by Italian HCOs via the web.Design/methodology/approachThe present study applies a manual content analysis on the websites of a sample of 158 HCOs to determine the level of voluntary ICD. A multivariate regression model is estimated to test the association between different variables – size, gender diversity in top governance positions, financial performance and indebtedness – and the level of ICD provided by sampled HCOs through their official websites.FindingsContent analysis results reveal that – in the absence of mandatory requirements – Italian HCOs tend to use websites to disclose information about IC. Particular attention is devoted to Structural and Relational Capital. The statistical analysis pinpoints that size and indebtedness negatively influence the level of ICD. In contrast, the presence of a female General Manager (GM) positively drives ICD. Also, it is observed that Research and University HCOs and those located in the Italian Northern Regions are particularly prone to discharge accountability on IC through websites.Originality/valueTo the best of the authors’ knowledge, this is the first study that examines voluntary ICD practices through websites in the Italian HCOs' context. Also, since prior studies on IC in the healthcare context are mainly descriptive or normative, this is the first study examining the potential determinants of ICD provided by HCOs in terms of size, gender diversity in top governance positions, financial performance and indebtedness.

PurposeRecent literature within public service logic has called for more explicit conceptualisation of customer value in public services. This study aims to fill this gap by examining how the customer value approach can be applied in the management of public health care services.Design/methodology/approachThis study is a qualitative case study of management of public health care services in Finland. The authors interviewed 17 regional health care service developers and analyzed the interview data using thematic analysis.FindingsThe study suggests five propositions for applying customer value approach from the marketing literature in public health care service management. The study enables a deeper understanding of customer value creation in this context and improvement of public health care services.Originality/valueThis study contributes to the public management research in general and public service logic research in particular by suggesting what constitutes customer value in public health care services.

The role of EU funding in EU member states: building administrative capacity to advance administrative reforms 欧盟资金在欧盟成员国中的作用:建设行政能力以推进行政改革

PurposeDespite the growing volume of European Union (EU) investments into reforms and public administration, how EU support contributes to administrative reform and capacity building at domestic level is still unclear. The article explains the EU's influence, domestic politicisation and previous administrative capacity on organisational change whilst implementing European Social Fund-financed projects during the programming period 2014–2020.Design/methodology/approachBy going beyond the EU-centred approach and based on different strands of the new institutionalism, the authors offer three explanations on the influence of EU support. The authors performed the qualitative content analysis of 29 case studies and matched the implementation of the projects with the authors' explanations.FindingsThe authors' research results indicate that progress in the implementation of the projects was determined by domestic factors rather than EU conditionalities. The influence of domestic politicisation was found to be mixed, but higher levels of initial administrative capacity proved to be most important to achieving organisational change.Research limitations/implicationsThe authors' judgement of the project implementation and their success was based on the information provided in the case studies at the time of implementation.Practical implicationsThe authors' research points to the essential need for the initial and gradual development of administrative capacity to achieve good reform results.Originality/valueBased on the different logics of the new institutionalism, we developed specific mechanisms for organisational change. The authors' research results deepen the understanding of how politicisation positively or negatively shapes reform implementation, as well as how pre-existing administrative capacity and further development of pre-existing administrative capacity dynamically occurs through a process of socialisation and learning.

To what extent have street-level bureaucrats used their discretionary powers during the COVID-19 pandemic in Indonesia? 在印度尼西亚新冠肺炎大流行期间,街道官员在多大程度上使用了他们的自由裁量权?

PurposeThe objective of this research is to analyze the extent to which street-level bureaucrats (SLBs) have exercised discretion (low, medium and high) and the contributing factors involved (i.e. the influence of personal, work environment and demographic factors on the exercise of discretion).Design/methodology/approachThe mixed-methods research uses the embedded design approach. Data were collected during the COVID-19 pandemic through a survey of 2,867 Official Certifier of Title Deeds (Pejabat Pembuat Akta Tanah/PPAT) as SLBs spread across fifty regencies/cities in ten provinces in Indonesia.FindingsThis field study found a significant and positive correlation between SLBs' economic motive and the client's knowledge of land issues with the exercise of discretion. In addition, the study found a significant correlation between the age and gender of SLBs and their practice of discretion.Practical implicationsThis study provides insights into that new policies should not further complicate the system but reduce face-to-face interactions between SLBs and their clients by allowing digital technology.Originality/valueThe novelty of this research is the paradox of SLB service during the COVID-19 pandemic differed from the paradoxes identified in earlier studies. SLBs commonly cope with service paradox by limiting their services or focusing solely on the most profitable clientele. However, this study shows that some SLBs actively reach out to clients using a “friendly” service model.

Governmental accounting and budgeting in Malta and Poland – a different dance to the same tune 马耳他和波兰的政府会计和预算——同一曲调的不同舞蹈

PurposeThis paper compares governmental accounting and budgeting in two European Union (EU) member states, analysing the developments in each country as to how they “fit” into the EU's harmonization project and the push towards the implementation of accrual accounting compliant with the International Public Sector Accounting Standards (IPSAS).Design/methodology/approachAn explanatory multiple case study is used to describe the structures and changes in governmental systems (accounting and budgetary) in Malta and Poland. The methodology takes a qualitative interpretative approach, examining the underlying legislations and related ministerial publications as secondary sources.FindingsFocusing on the output from financial accounting and budgetary systems, the results illustrate how organizations respond in a different manner to similar institutional pressures. In particular, Poland shows no inclination to adopt the IPSAS, but emerges with a sophisticated budgeting system while Malta is more focused on developing its financial reporting in line with the IPSAS. The theoretical lens highlights that while both countries tend towards pragmatic legitimacy, Poland appears more inclined towards exchange legitimacy, and Malta is more subject to influence legitimacy.Research limitations/implicationsAt a practical level, this study should be read by public sector accounting standard setters. It illustrates how EU member states are engaging with the IPSAS, emphasizing the ambitious nature of the EU's harmonization project, in spite of the structural legitimacy that the EU institution emanates.Originality/valuePrevious comparative international governmental accounting studies have examined accounting reform processes and developed or applied various theoretical models to try to understand the process. This study looks at the output from such reform processes. The two countries are seemingly experiencing the same type of pressures exerted by the demands of EU membership. However, the translation of the same external macro-forces at macro-level to micro (organizational)-level results in different compliance with the desired harmonization of governmental accounting systems.

PurposeThe purpose of this article is to ascertain empirically to what extent we can quantify an occupational shift, where a new type of bureaucracy of organisational professionals is on the rise in tertiary educational institutions in New Zealand. Furthermore, the objective is also to present accountability as the prime factor behind the changes.Design/methodology/approachThe analytical strategy of the study takes a point of departure in the distinction between occupational and organisational professionals in the public sector in general, and more specifically in tertiary education (TE). Based on these new categorisations, the authors have used various descriptive historical statistics (both national and institutional) to estimate changes over time.FindingsThe article finds, in line with some international research, that there has been a comparatively higher growth of organisational professionals in TE in New Zealand, and a significantly higher growth than in the private sector and in the overall public services. The authors hypothesise that this growth can be associated with accountability (both vertical and horizontal) as the dominant notion in TE.Originality/valueThis article takes a different approach than the existing literature on administrative intensity in TE by looking at occupational changes rather than changes in institutions budgets. This article also confirms some of the findings in the growing international literature on changes in professional roles.

PurposeThis study examines the critical factors contributing to the different conditions of innovation sustainability after a change in local political leadership.Design/methodology/approachThis study used a multiple case study approach and applied the critical incident technique (CIT) to collect and analyze data from four innovation cases in the two local governments of Indonesia.FindingsThe results highlight that the sustainability condition of each innovation after the political regime change is determined by multiple critical factors.Research limitations/implicationsFirst, the data collected through interviews may contain a memory bias. Second, this study was limited to local governments and did not consider innovation taxonomies.Practical implicationsThe study implies that in order to sustain innovation, public leaders must support innovation legitimacy as a new organizational structure; thus, it can be more durable in the long term. In addition, public leaders need to minimize innovation politicization by authorizing bureaucrats to autonomously manage innovation operationalization.Social implicationsPublic leaders need to pay careful attention to their innovation sustainability because a non-sustained policy can disappoint the individuals working for it, losing their trust and enthusiasm. This dissatisfaction could become a barrier to mobilizing support for the following policies.Originality/valueInnovation sustainability is a new theme that is overlooked in the public sector innovation literature. Therefore, investigations using different methods and contexts are required, as this study offers. This study also demonstrated the value of CIT in identifying critical factors affecting innovation sustainability in the context of political leadership change.

Despite the Haber-Bosch process being more than 100 years old, only incremental improvements have been achieved until recently. Now, by combining the catalyst expertise of CLARIANT and the engineering knowledge of CASALE, a breakthrough has been realized. AmoMax®-Casale is a new ammonia synthesis catalyst jointly developed by Casale and Clariant particularly for use in Casale ammonia converters. AmoMax®-Casale is a customized evolution of the well-known, wustite-based catalyst, AmoMax® 10. While retaining the same superior resistance to ageing, poisoning and mechanical strength, AmoMax®-Casale is significantly more active. This feature allows to reduce the loop recycle rate and the loop pressure and/or to increase the ammonia production. The higher activity of AmoMax®-Casale contributes to improve the overall operating efficiency either by saving energy, or by increasing significantly the plant capacity. This article will describe in detail the successful development of AmoMax®-Casale, explain advantages and commercial benefits based on concrete plant simulations and share the start-up experience of the first commercial reference.

PurposeThis study examined the governance and implementation of public–private partnership (PPP) based on the management contract model in the water sector in rural Ghana.Design/methodology/approachIt employed in-depth interviews with key management officials and focus-group discussions among residents in selected water-stressed communities in the beneficiary District Assemblies. Thematic analysis was employed for the analyses.FindingsThe governance of the PPP project was characterized by a well-structured institutional arrangement and effective governance mechanisms. The PPP project has increased residents' access to potable and affordable water and facilitated local economic and social development in its catchment areas. However, insufficient funding, political interference, limited infrastructural capacity and pollution are threatening its success.Originality/valueThe study contributes to the literature on effective governance and performance of rural-based PPP water supply projects for the achievement of the sustainable development goals goal six on access to affordable and quality water.

Determinants of employee engagement in public sector organisations: case of Zimbabwe 公共部门组织中员工敬业度的决定因素:以津巴布韦为例

PurposeThe purpose of the study was to explore the contribution and determinants of employee engagement (EE) in the public sector.Design/methodology/approachA cross-sectional survey was used based on a deductive research approach. Data were collected and analysed quantitatively. The quantitative data were collected using a questionnaire from a sample of 248 civil servants.FindingsResearch findings indicate that prioritising the development of engaged workers reap substantial rewards for organisations in terms of productivity, efficiency and effectiveness. Findings further show that employees who are involved at work have been shown to perform better than their colleagues. The research accordingly recommends organisations to invest in ensuring EE as this has direct link to outcomes related to performance, which ultimately leads to optimisation of organisational resources and competitive advantage.Originality/valueThe study provides a critical analysis of the factors that determine EE in the public sector. EE, as a driver of public sector organisational effectiveness, is an area of research that has received little attention in the African milieu. This research provides a detailed understanding of EE as a tool for improving public sector performance and, as a result, lowering the performance gap and waste. EE is a product of the structural characteristics of the organisation as well as the parameters within which psychological presence of an employee is activated. EE, therefore, engenders employee support to pursue organisational goals in a coordinated system of collaboration.
